The annual road tour was held on Monday, October 24th, 1994
commencing at 8.30 A M
The following were present for the tour.
Councillors:

Mrs Jean Wilkinson, Assistant Administrator
Mr. Marz requested council review the request from Walter
Landymore to provide him with a second approach on South
half of 27- 32 -26 -4.
Mr. Vickery requested council review the following
requests-
Speed Zone ahead signs - south end of Wimborne
Expansion of the Wimborne Cemetery site
Expansion of the Wimborne Community Association site
Betty Hoppins North - dirt road improvement
1. Reviewed the Fisher Davidson road Used Sandvick
blades to work up the road
Should ensure it is in good shape before winter and plan to
put SB 90 on the road early next spring.
2 Ken Cunningham - 3/4 mile blade grade project - West of " Ised
2 & 11 in 33 -24 -4
It was noted this was approved previously and would like to
see it done before winter Would take 3 or 4 graders plus
the tranxcavator
3 Ali Frere - Creek Bank Sluffing problem - N E S Q

All councillors reviewed the site. Bank has fallen away j
again and is now very close to the house
Mr McCook felt a high hoe could be used to dig into the
bank to locate the source of the water
Mr Frere noted he would be agreeable as it would save
having to do the engineering study which might cost more
than $5000 00
He also noted there is no basement under the house except
for one end, the house is basically setting on top of the
ground.
Mr Frere agreed he would meet with council on Tuesday,
October 26th, 1994 to discuss this matter further.

4 Alan Hazel Project - South of 25, 26, 27, 28 & 29 in
32 -25 -4 5 miles
Reviewed the project. The road has lots of gravel on it
now and it has been graded Not in really bad shape right
now It should be a six mile project plus the west
intersection There is alot of grass on the sides of the
road.
5. Walter Landymore - Request for another road approach
South East of 27- 32 -26 -4 Unoccupied quarter of land
Mr Landymore has asked the M D to provide him with
another approach to allow better access for tractor trailer
units There is a problem with sight distance.
The existing approach is very narrow and there are power
poles which might be in the way if the existing approach
was to be widened Cost for another approach would be
about $700 00 and it would require at least 3 pieces of
culvert Mr Landymore would like it done before winter.
It was recommended the existing approach be widened with the
traxscavator and the culvert extended
The landowner is to let us know if he still wishes
to have a second approach after the existing approach is
widened
6. The condition of SR 805 was discussed.

7 The speed zone ahead sign at the south end of Wimborne See
was discussed Mr Vickery requested a 50 KM ahead sign be
installed further south of the hamlet Discussion
regarding rumble strips. Also a suggestion that stop
signs be erected in the hamlet.
8 Reviewed the area brushed out for the Wimborne
Cemetery Brush will have to be hauled away as cannot burn
that close to the hamlet
9 Wimborne Community Association expansion area was
looked at Mr Vickery noted the community association
mentioned the idea of installing a trailer dumping
station there It was suggested if this was to be
done it should be put constructed so it could be hooked
into the hamlet sewer system
No firm recommendation regarding this request was made.
10. Looked at buildings on Lots 9 to 12 former Gerald
Dube property There are alot of unlicensed vehicles
sitting on the land. Council now has clear title to
the property and should make some decisions regarding
the buildings on the property
11. The road south of Wimborne going west was looked at,
The road was graded using the Sandvick blades and it
looked quite good
12 The Martin /Smith Road - South of 1- 34 -26 -4 and
West of 18, 19, 30 and 31 in 33 -25 -4 was reviewed
Plan is to regarde to a type 3 standard road on the 199'
road program. There is a snow problem because of the higi
banks and there is poor visability. North 2 miles
are the worst and there are more people living on that
stretch of the road. It is an old elevating grade.
13. The road west of 4, 9, 16 & 21 in 34 -25 -4 was review(

Gravel section of the road was done with Sandvick blades.
First portion looks pretty good, dirt portion is in bad
shape
14. Reviewed the Busby bridge West NW 21- 34 -25 -4 Also
the road approaches on this stretch of road which do not
meet sight distance requirements
15 Crossroads Hall West road 5 miles. Used Sandvick
blades Does not look too bad, but does seem to
need gravel. Grader has cut crown of the road down
and this has improved the road
16 Walter Tetz Road West of 14 & 23 in 34 -25 was
reviewed. Grass growing in on the road Quite narrow and
needs gravel.
17 Betty Hoppins North Road West of 18 & 19 in 34 -24 -4
was reviewed Dirt road approved to have some work done
on low spots and also to cut all a couple of knolls.
Would like it done this fall Need agreements from
Hoppins and Bill Green Should burn grass off and
create a little ditch so water can get away Some large
rocks to be removed Would require a cat, grader and buggy
to do the work May also need a culvert in the low
area.

18 Road past Hastie Feed Lot - West of 30 & 31 in 33 -24
was reviewed. It was done with Sandvick blades. Needs V
a little gravel but otherwise looks okay There are two bad
spots which need gravel on the hill near the feed lot
19 Arthurville Community Hall - east west road 4 miles
This road was recommended to be put on the road program by
the road committee rather than improving a north south road
in that area There are trees on the south side which
likely could not be removed Perhaps widen the road
on the north side or build it up without taking out the
trees Road is low, no ditches and lots of heavy traffic
use the road. Snow is a big problem on this road
Suggest to have road counts done on all roads which are to
be rebuilt and council should look at a number of factors
before making decisions on which roads should be rebuilt
20. Road West of 35- 33 -24 -4 - Reschke Road. M D did some
brushing on this road before Tenant - Wayne Christensen
is asking for M D to pick the rocks and roots again
Mr. McCook advised the land owner was there when the work
was completed and accepted the condition of the land
21 Allan Winther - Drainage Problems There is a small
slough on the north side of the road in the S W 14
The idea of lowering the ditch on the south side of the
road - adjacent to John Johnson land - should not be done
as there would be a meter cut involved It appears the
area is a natural drainage area and the ditch which the
M D cleaned out on Mr Winther's land is part of the
natural drainage.
It was agreed this matter be discussed tomorrow at council.
Councillor Lowen was picked up in Huxley at 12 00 Noon
Lunch in Elnora and tour resumed at 1 05 P M
22 The Buffalo Jump Road and Streets in Huxley were
scheduled for re- chipping in 1995, but this work may

not be done until 1996.
23 The slough problem on R Kennedy's land - N E
22- 34 -14-4 was reviewed Mr Orville Anderson meet with
council on site He felt the slough got bigger after the
B J road was rebuilt He noted he has rented the land
for 17 years and this is the first year the area was too
wet to cultivate He would like to see a culvert installed
in the road to drain the water across the road and into a
slough area to the north of this slough It was noted
there are several slough areas on this land.
Mr McCook noted he would review the road profiles for the
Buffalo Jump Road project and discuss the matter with
council tomorrow.
24 The Riep /Painter road was reviewed Mr Wagstaff
noted this is a high traffic road, a main feeder road
into Trochu and his top priority
25 The request from John Tieken for a road to access
property he has just purchased - S W 15- 34 -22 -4 was
discussed Mr Tieken lives in Calgary and there is
no development on the land at this time There is
access to the north west corner of the quarter from
an existing M D road The road along the west
boundary of the quarter is not developed but is used
by an oil company to gain access to a well site on the land
The land is very hilly and overlooks the Red Deer River
Valley Likely no need for road at this time as there is
no development there
26 It was noted two trailers have been moved on to the
N.W. 15- 34 -22 -4 and likely no permits were obtained.
Development Officer should look into this matter
27 Ken Knievel - request for screenings on M D road
1 1/2 miles - South of 34 - 33 -23 -4 and West of N W 27
33 -23 -4.
Recommend nothing be done until the road can be
properly rebuilt
28 Looked at Knievel Bridge south of 2- 33 -23 -4
Perhaps the road could be improved when the bridge is
repaired by Bridge Branch
29 Bridge on SR 585 was looked at Pavement leading on
to the bridge is quite rough Recommend Bridge Inspector
look at it and see if it can be levelled out somewhat.
30 Blade Grade - Haller Road West of 12- 33 -23 -4
Recommend the road be done It was previously approved
31 Inspected SR 585 going down the hill to the Red Deer
River Sluffing on edges corrected by putting on gravel
There is still a large hole near the bottom of the hill
Not sure it can be filled.
32. Drove up the Old Tolman Hill Road Some brushing done
on it. Not in great shape but passable.
33 Drove down SR 836 - it is good condition - very wide
road and gravel is good

Recommend this road be deleted from the program.
36. There is a township and range sign down at the end
of the Harold King Road - Township Road 21 -4, Range Road
22 -2
37. SR 583 from Ghost Pine Store site west up to bridge.
Some bad spots There may be 4 or 5 bad holes east of the
bridge which should be looked at and patched if possible.

38 Inspected G Penner Road South of 29- 31 -23 -4
1st Priority for Division 5 councillor It is main access
road for east country Water use to run down middle of the
road, but the grader operator has improved the road (there Scs q b
is now a crown on it) Pr��*� �'1.
Recommend this project be done.
39 F. Penner Road - South of 18- 32 -23 -4 - There would be
a major cost if this project was done because of the heavy �J
power line along the road. M.D. would be charged for pole
resets and shut down of power line during times when poles
are resets. Discussed the idea of ditch cleaning as
opposed to a total regrade Road drifts in in winter time
but is good in summer time. Discussion re: purchase of a
snow blower.
Recommend look into costs for a snow blower to look after
these types of roads rather than going to expense of
rebuilding same.
40 Inspected SR 583 - Road construction coming along.
Portion of the road which is completed looks good.
One mile being worked on now is still wet
Agreed date to complete the road tour would be decided
tomorrow at council meeting
