HomeMy WebLinkAbout1994-11-07 Council MinutesCAPITAL COMMITTEE MEETING Monday, November 7th, 1994 The M D. of Kneehill Capital Committee held a meeting on Monday, November 7th, 1994 commencing at 8.50 A M at their municipal office in Three Hills. The following were present- Richard M Vickery, Councillor Division 6 Glen M Wagstaff, Councillor Division 7 James Hanger, Councillor, Division 5 Lonnie McCook, Acting Public Works Superintendent Jennifer Deak, Assistant Accountant Mrs Deak reviewed capital expenditures for the year for each department Capital Committee recommend that any capital funds during the current year that are not expended during the year and 0 also any proceeds from the disposal of capital items during the year be set up as a reserve in a general capital reserve account for future capital purchases The October 25th, 1994 motion by Council to have the Capital Committee review the possible disposition of the equipment used by the base crew due to the discontinuance ell, of this crew was examined The lists of equipment, %W machinery and vehicles allocated to the base crew were reviewed It was noted that P -10 -86 Champion 760A grader is a heavy duty grader and would be good to keep as an extra to use as a mulcher and help out other divisional graders, especially in controlling lumps and grass on gravel roads It was noted that the P -9 -92 John Deere grader was used half time on the base crew and half time on the road crew This grader could be kept at the main shop and used, as required, by the main crew, during the summer season During the winter months the grader could be equipped with a plow and used, as required, by a temporary road crew employee, on an 'on call basis', to remove snow in Division One since the contract grading for Division One is only for the summer time frame By employing a temporary employee wages would only be paid when the grader would be operating It was agreed by the committee that the priority of these graders would be divisional grading and this would take precedence over other work requirements. It was also agreed that divisional grader men should cooperate and help out each other by grading in other divisions when they are all caught up with grader work in their own division Capital Committee recommend to keep both P -9 -92 and P -10 -86 graders Capital Committee recommend that R -5 -93 loader be kept until Mr McCook discusses with Mr Maerz, the gravel foreman, the loader requirements and bring a recommendation back to the committee. Capital Committee recommend R -6 -88 John Deere tractor, the R -7 -76 Steiger tractor and the R -12 -83 Massey Ferguson tractor (from the main crew) all be sold and replaced with one tractor, minimum 300 H.P., for the main crew Capital Committee recommend the following equipment on the base crew be kept. R -10 -84 Duetz; S -1 -79 Cat; S -18 -82 Bomega, S -97 -80 Childer that S -12 -92 Hyster tandem pad packer be kept until SR583 project is completed and then reviewed that the following items be sold- S-17-88 Hyster grid packer; 5 -15 -91 Kello -Bilt 1 E&-Id ;;3" H N ..: CAPITAL COMMITTEE MEETING Monday, November 7th, 1994 It was noted that the S -89 -87 Duetz power plant included in the list of base crew equipment is the gravel crew's power plant and should be listed under the gravel crew The base crew equipment was next reviewed Capital Committee recommend to sell M -55 -80 Westank and to keep the balance of items listed under base crew equipment The base crew vehicle list was also reviewed Capital Committee recommend that TR -34 -91 Westank 6500 gallon steel tank be sold and the balance of vehicles, comprising of T- 30 -85, T -55 -86 and TR -27 -79 be reviewed by Mr McCook and a recommendation be brought to the next committee meeting Mr McCook then reviewed a list of other equipment that he felt was either obsolete or not being fully utilized for maximum efficiency and effectiveness He noted that the current traxcavator cannot utilize the backhoe, this is not an efficient use of equipment. A discussion followed on the most effective use of equipment and manpower It was suggested that a snow blower could be attached to a powerful tractor thus utilizing the tractor in both summer and winter Capital Committee recommend Mr McCook make a review of all machinery, equipment and vehicles to determine their efficiency, effectiveness and performance in the meeting the needs of the overall operations of the M D , obtain any appraisals, at no cost, of this equipment and report back to the committee with recommendations. Capital Committee recommend Council review its policy regarding road work and that the Public Works Superintendent be given the authority to use whatever M D equipment, in his opinion, is necessary to complete a road project, letting common sense dictate the decision �o{ e 2�t �0(IC. \� rf, e V4,A Capital Committee recommend that the offer from M.S. Ve'Lli J Equipment to purchase P -2 and P -10 graders for $65,000 00 should be declined as P -2 -87 grader should be kept and a GJ'41Sel �J recommendation had been made to keep P -10 -86 grader s C- 'r ✓ Capital Committee recommend that Mr McCook include in his equipment, machinery and vehicle review all items in the fixed asset listing and to include a recommendation regarding the replacement of these items Capital Committee then adjourned - time 11:15 A.M 2 J/)-�
