HomeMy WebLinkAbout1994-11-03 Council MinutesVIZM Ln 1:4 N EXECUTIVE COMMITTEE REPORT NOVEMBER 3rd, 1994 The Executive Committee of Richard A Marz and Otto Hoff met on Thursday, November 3rd, 1994 at the M.D of Kneehi.11 office in Three Hills, commencing at 9.00 A.M. John C Jeffery, Municipal Administrator was present and Mrs Jean Wilkinson, Assistant Administrator was present and recorded the minutes The following items were discussed 1 Appointment Assistant Administrator Given the upcoming retirement of Mrs. Wilkinson, Mr Jeffery wishes to have Mrs Jennifer Deak appointed as Assistant Administrator effective January 1st, 1995 Executive Committee recommend Mr Jeffery's recommendation } +- }� be approved TQ G There was also discussion about the idea of Mrs Wilkinson working on a part time basis up to the time allowed under the Local Authorities Pension rules She would be willing to work 2 days a week for a maximum of 84 days a year Executive Committee recommend Mrs 84 days in 1995 as allowed under rules at regular salary rate and the M D benefit package, with Authorites Pension, as long as s with the schedule of her work days Wilkinson be allowed to work -T14 the Local Authorities Pension be allowed to participate in Cl�vl5"J the exception of the Local C-C)e) la he is willing to be flexible �Vke 2 Stand By Pay for Sand Truck Operators - Winter Months Mr. McCook is recommending a change to the M.D. contract He would like to see the M D. pay $1.75 per hour for stand by pay for a 48 hour period each week end during the winter months and over the Christmas holiday shut down period rather than just stand by pay of 3 hours per day over the Christmas holidays only He proposes to set up a schedule and the work requirements among the employees This would cost the M D about $6000 and would not include or affect the grader operators It would only ensure a person was out checking roads and the sand trucks are sanding or plowing as required e � G�J�SC }c Executive Committee recommend to try this suggestion over the 1994/95 winter months and if it seems to be working satisfactory �O�,� the 1995 contract be amended accordingly CO-0 3 R C M.P. Service Standards The local R C M P detachment brought in a copy of their service standards They have established 16 guidelines regarding how their service will be provided, including a statement that provision of service will be based on consultation and joint planning with clients and community partners Executive Committee recommend to accept and file and any 1 �oav- qls�' M EXECUTIVE COMMITTEE REPORT NOVEMBER 3rd, 1994 councillor may obtain a copy from the office if they so wish 4 Alta Municipal Affairs - Financial Indicators Report Alta Municipal Affairs has prepared charts on several indicators taken from the M D financial statements and compared same with the provincial average for municipal districts The M.D. would appear to be in reasonably good shape Executive Committee recommend to accept and file as all councillors have received a copy of the report 5. AAMD & C re* Power Poles Stored on Road Right of Ways The Association has been meeting with Alberta Power and TransAlta Utilities regarding this problem and has urged both companies to adopt their own stringent standards regarding power pole storage, which would eliminate the need for municipal intervention The M.D. had in May of 1994 passed a policy which outlined C61requirements for storage of poles on M D. road allowances. J� Policy 13 -12B C° �ec� Both companies have adopted policies to deal with the length of time poles may be left in the ditch area. Executive Committee recommend to accept and file as information and as the companies are dealing with the matter also recommend Policy 13 -12B be cancelled 6. Violet Rose Walker - 1994 Tax Penalty Mrs Walker was advised the M D would not be able to cancel the penalty levied on her taxes She has written indicating her great displeasure with this decision The office located a letter which was sent to Mrs Walker in January of 1992. She had requested the Capital to discontinue sending her the Three Hills Capital She was advised at that time the paper was the means for the M D to notify ratepayers of various things which happen in the M D including tax penalty dates and the Capital was advised to continue sending her the t paper ✓ She should therefore have been well aware of the change in the M.D penalty date if she read the M D news section. Executive Committee recommend to accept and file 7. M.D Water Billing Procedure Lori Wildeman has requested permission from council to change the due date for payment for M D water accounts. Previously people were billed April 1st for water for the months of January, February and March. That bill was not subject to penalty until June 30th. She would like to change the due date to April 30th giving them 30 days from the billing date to pay without penalty 2 7 .r* L EXECUTIVE COMMITTEE REPORT NOVEMBER 3rd, 1994 The Executive Committee discussed the idea of billing for water every 2nd month instead of 3 Executive Committee recommend the suggestion from Mrs Wildeman be approved. 8 Milner Fenerty - Luncheon - Edmonton or Calgary The law firm of Milner Fenerty put on a luncheon each year, one in Calgary and one in Edmonton The speaker this year is Angus Reid Executive Committee recommend to accept and file 9 SR 575 Pavement Overla Minister of Transportation - Peter Trynchy has written advising the Province agree with the request from the M D to carry on with the pavement overlay on SR 575 to the Carbon corner The Province will provide $150,000 under the Secondary Highway Partnership Program towards the project costs and the M.D. contribution towards the cost sharing arrangement for the Secondary Highway Partnership Program will be recognized as follows- The M D contribution and the contribution from the Federal Government towards this project will be recognized The provincial funds for this project will not be recognized as a contribituion. For the balance of the eligible project costs funded by the M D the M D will be credited with the actual costs of construction and engineering. Transportation will prepare an agreement and forward same for signing Carol Haley, M L A. is very supportive of the funding being provided for this project. Executive Committee recommend to accept and file as information and a letter of thanks be sent to both the Minister and Carol Haley 10 Levi Boese File Council in November of 1992 tabled this matter and agreed to leave the $10,000 00 in trust with Michael Welsh, Solicitor, until November of 1994 The M D caveat is still filed against the Swalwell property Legal fees and costs incurred by the M.D. in connection with this matter exceed $18,000.00. Mr Welsh has deducted some legal fees from the $10,000 and credited earned interest As of February of 1994 he has $8872 45 sitting in his trust account 3 V-C) rN alt got �} \er In EXECUTIVE COMMITTEE REPORT NOVEMBER 3rd, 1994 Executive committee recommend the M.D. advise Mr Welsh to close �?Vv his file, send a cheque to the M.D for the balance of money in his trust account, and the M D. use these funds to offset the "d��� legal costs incurred by the M.D. in connection with this matter. ,J\ 11 Biq Country Tourist Association There was no record of any formal recommendations or motion being made regarding the M D continuing membership in this „ association at the last meeting of council 1-' J Executive Committee recommend the M D. pay the membership fee for the period January 1st, 1995 to August 31st, 1995 in the sum ✓ of $631 27 12. Alta One Call Location Corvoration Alta One Call has been in business for 10 years Alta. Report plan a special four colour supplement in their magazine to recognize and celebrate Alta 1st Call's ten years of achievement Alta One Call is asking if the M D wish to advertise in this supplement Costs were reviewed and are quite expensive A very small 1 inch by 3 3/8 inch ad in black and one colour would cost $399. and in full color $499 Costs go up from there. Executive Committee recommend to accept and file and the M D U not advertise in the supplment 13 Ali Frere - Hill Sluffinq Problem - N E 30- 32 -24 -4 Mr McCook advises Allen Meding took the traxscavator out to Mr Frere's and spent about 6 hours there to see if he could locate the source of the water He was unsuccessful Mr Frere will be billed for the hours spent working there Mr McCook suggested to Mr Frere either the springs have sealed off or have taken a different route Mr Frere could consider drilling into the bank from the top to see if he can locate the source, which would be quite costly, or could perhaps check the water logs from the well at his house In any event the next step is his decision er tek� �c Executive Committee recommend Mr Frere be sent a letter se" confirming the source of water was not located as a result of the work done by the M D , and he should get back to the M D if he wishes to pursue discussions with Alta Environment 14. Three Hills Kinsmen - Three Hills Phone Directo The Three Hills Kinsmen are organizing the 1994 -95 Three Hills phone directory M D has not advertised in the directory The club is requesting the M D consider supporting them this year by placing an advertisement Prices range from $20 00 up to $375 00 Executive Committee recommend to accept and file as information 15 Irma Gogel - Car Accident 4 H N :�q EXECUTIVE COMMITTEE REPORT NOVEMBER 3rd, 1994 Mrs Gogel has written a letter to the M D indicating she had an accident with her car on an M D road because the grader operator had left a windrow of gravel on the road. G Executive Committee recommend to refer the matter to the M D \Yn ms`s ✓P,� insurance company \fix ��b � ✓ 16 Christmas Party - M D. Anniversary Hats Office has asked if the M D wish to give those attending the M.D. Christmas party an anniversary hat If so would have to reserve sufficient of them for that purpose. It was suggested perhaps have 1 or 2 dozen to use as door prizes rather than giving everyone one Executive Committee recommend up to two dozen anniversary hats `era R be used for door prizes for the Christmas party and further recommend each councillor donate $20 00 and the money be used to �" ✓ purchase other draw prizes for the party 17 Brownlee Fryett - Swalwell Hamlet cleanu Glen Scott from Brownlee Fryett has written advising what the M.D should do to enforce its litter by -law. It appears some of the residents appear to be contravening the nuisance abatement bylaw He also wonders if they may be violating the M D land use by -law and has asked us to send him a copy The M D. has the right under Section 422 of the M G A to make an application for an injunction for a continuing breach of the by -law To enforce the terms of the by -law M D will have to get an affidavit from presumably an engineer who indicates the buildings in question are a safety hazard or otherwise unfit for habitation The bottom line is that in order to succeed in court you will likely require such an opinion Executive Committee recommend Lee Maher be hired to inspect the pAel- the old dilapidate buildings in Swalwell including the Rowe ao house, the old hotel and the Shanley buildings and Mr. Cunningham bring a report to council after the inspections have been completed. 18 Calgary 4 -H Region Request Calgary 4 -H Region will be hosting the annual 4 -H Leader Conference in Calgary in January of 1995 They are asking for donations of promotional items such as pamphlets, lapel pins, pens, pins, etc. Executive Committee recommend to accept and file 19. Canada /Alberta Infrastructure Program Reeve Marz was invited to attend a Medica Conference in Calgary 5 J� M 1� 11 EXECUTIVE COMMITTEE REPORT NOVEMBER 3rd, 1994 Senator Joyce Fairbairn representing Lloyd Axworthy together with Denis Herard, M L A and others were present to announce more good news for Alberta under the Canada /Alberta Infrastructure Works Agreement Conference was held on Friday, October 28th Executive Committee recommend any councillor who wishes any information about this event review the information package left by Reeve Marz in the Reeve's office 20 Three Hills Airport Advancement Grou Three Hills Airport Advancement Group has sent a letter regarding the proposed improvement at the airport They are U�(7 concerned there is some confusion about the improvements requested G1 �U Executive Committee recommend the letter be referred to they @``'� Airport Commission 21 Public Transportation Operating Assistance Grant The M D received $15,031 00 from the Province As agreed upon by council no portion of the grant had been disbursed as yet Requests have been received from Drumheller Regional Health Complex, Valley Bus Society, Linden Benevolent Society, Eltrohills Dats Society, Town of Three Hills Community Van Executive Committee recommend the Valley Bus Society be given $1500 00 and the balance of the money - $13,531.00 be donated to the Eltrohills Dats Society. 22.
