HomeMy WebLinkAbout1994-10-31 Council Minutest A kw' MW SPECIAL COUNCIL MEETING OCTOBER 31st, 1994 A special meeting of council was held on Monday, October 31st, 1994, commencing at 7.00 P M. The following were present for the meeting- Reeve: Richard A Marz Division Four Councillors Marylea Lowen Otto Hoff Robert E. Boake James Hanger (after 7 08 P M ) Richard M Vickery Glen Wagstaff Division One Division Two Division Three Division Five Division Six Division Seven John C. Jeffery, Municipal Administrator and Alex Cunningham Utility Officer were also present for the meeting Bill Maher and Mike Schaalje from the engineering firm of Lee Maher were also present Reeve Marz noted he had called the special meeting in order to discuss the Equity water project and each councillor had been notified in writing of the date, time and place for the meeting. Each councillor also signed a letter consenting to holding this meeting Mr Cunningham explained the material and construction bids which closed last Tuesday. Councillor Hanger entered the meeting at 7 08 P M Mr Cunningham noted the original cost estimate done in March of 1994 was $498,000 for 28 services and 21 km of line The project was tendered out and two bids were received. Low Construction bid $437,440 Low material bid $210,000 G S T net cost $ 20,000 Contingency $ 7,560 Engineering $ 75,000 Total cost $750,000 This would be for 28 km of line and 37 hookups If the M D undertakes the construction cost breakdown would be 95,000 feet - at 1000 feet per day 95 days 760 hours at $75 00 per hour - high hoe $57,000 760 hours at $37 00 per hour for traxscavator $28,120 100 hours at $66 00 per hour for grader $ 6,600 1 10 Ln SPECIAL COUNCIL MEETING OCTOBER 31st, 1994 Labour Pump G S T Contingency, & Engineering Total Material - $210,000 less P E to PV Railway and Highway crossings Total Maximum cost $500,000 Recovery of Costs 37 services at $10,000 P.F.R.A Grant $38,000. $15,000 $85,000 $229,720 $190,000 $ 30,000. $449,720 $370,000 $100,000 Any new hook up would have to pay $10,000 plus M D hook up costs to get line in to an internal property location plus a share of any overrun incurred for the project Mr Cunningham noted Bearspaw system cost $14,000 for a hook up plus $60 00 per month North Springbank cost between $10,000 and $12,000 per hook up P V C price gone up 30% this year Not planning on paying any landowner for the pipeline crossing their land There is a possible 15 more hookups (over the original 37 hookups Contract price would cover bringing the line 3 meters inside property line only There are 3 options - Do the project by contract, M D do the work or do nothing He obtained prices for a new high hoe as follows J D hoe 690 E $179,500 or $6500 00 per month to rent with $55,000. of the rental applied to purchase price of hoe. Wajax - $176,500 or $6750 per month to rent with all rental applied to purchase price Also Wajax has a used hoe on hand with 600 hours on it There was general discussion about this project and the proposed by law was reviewed Mr. Boake moved first reading to by -law 1319, this being a by -law to authorize the supply and construction of the Equity Water Project as a Local Improvement and to impose a Special Local Benefit Assessment with respect to the local improvement CARRIED Mrs Lowen moved the Reeve and Municipal Administrator be authorized to sign any required pipeline crossing agreements required for this project. CARRIED Mr Wagstaff moved this special meeting of council do now adjourn CARRIED Time 8.25 P M 2 e ROAD COMMITTEE TOUR MONDAY, OCTOBER 31st, 1994 The Road Committee of Richard M Vickery, Otto Hoff and Lonnie McCook, Acting P W S met on Monday, October 31st and reviewed the following projects and made the following recommendations 1 4- 33- 31 -22 -4 - Canadian 88 Road Approach Required extra culvert and more dart Company advises road approach was brought up to M D standards If satisfactory should be written off Road approach is okay to write off 2 WNW 36- 31 -22 -4 - Frank Hugo Request for move of a road approach See notes re. location and previous move of road approach done some years ago to its present location Mr Hugo is asking to have it moved back to previous location Is this up to the MD ? Recommend the M D not approve any approach changes Perhaps can address the house approach problem with a clam dump when gravelling road 3 Request from D R Hurl on behalf of Gulf Canada to make use of existing road approach which access on to SR 837 from 1- 35- 30 -22 -4 Council must approve approaches which access on to secondary roads and also approve approaches if use is changed Will be more traffic as a result of the oil well Also should check to ensure there is adequate sight distance Recommend the company be allowed to make use of the existing approach 4 Request from D R. Has it been re- gravelled where the gate was removed? Recommend okay to write off - road looks good 6 Pan Canadian - Wellsite - 8- 25- 28 -22 -4 Does it appear the well site will be permanent? If so has the company installed permanent warning signs as per letter sent to company August 26th Nothing done at this site as yet 7 Wayne Dresser - NW 20- 28 -22 -4 - Wash out along side of road - Work was being done last April when committee went by location Have another look now and if project completed see if it can be written off Recommend okay to write off 8 Midas Resources - Midas did some road improvement work to access well on 4- 14- 29 -24 -4 Road did not meet standards Company came back in July to fix up the road Robert Elliott were upset because of possible crop loss Crop likely planted on road allowance? If road now is completed and meets M D standards should be written off Also committee should inspect area to see if two texas gates have been installed by company as per their request If both gates installed satisfactorily council will have to pass by -laws to approve texas gates See file for more information One texas gate installed No gravel on road Road is in poor shape Ditches need work Was a letter sent to the company setting a for final completion date? Feel the company never took crop from landowner 9 Ditch Cleaning Project - East of 26 & 35 in 30 -24 -4 No compensation agreements arranged with four land owners work only to be done ��e� 0 Cl M on west side of the road - has the work been done? If satisfactory should be written off Recommend project be written off Also looked at following projects: 10. Allan Garson - Tractor sitting on M D road approach Been there for ?many years Has any letter been sent to Mr Garson to remove the tractor? Approach is located immediately across from Victor Garson s house approach 11 Range Road 22 -4, Township Road 28-2 - Recommend a blade grade be constructed if the well is a producer and will be permanent Site is right off #9 going north 1/4 of a mile The company is using existing M D road allowance 12 Also looked at the Linden Church Road and Linden Home Roads - Both roads are satisfactory and the construction jobs can be written off - -- - - - - -- - { - -- - - -- �t� Lonnie McCook, cting �U, is Works Superintenden`k.L, �, W �e APP k�\, "r,.
