EXECUTIVE COMMITTEE REPORT OCTOBER 6th, 1994
The Executive Committee of Richard A Marz and Otto Hoff
met on Thursday, October 6th, 1994 at the M D of Kneehill
office in Three Hills, commencing at 9 00 A M
John C Jeffery, Municipal Administrator was present and Mrs.
Jean Wilkinson, Assistant Administrator was present and recorded
the minutes
The following items were discussed
1 Renewal Notice - Canadian Speeches Subscription
The subscription for this magazine is expiring Cost for one
year is $85.00, two years is $150 00, three years is $195 00
Executive Committee recommend the subscription be renewed.
2. Paperback Book - Canadian Speeches - How to Make a Dynamite
Speech
Cost for this book is $18 14 ($16.95 plus G.S.T )
Executive Committee recommend this book be purchased
3 Violet Rose Walker - Request for Waiver of Penalty
Mrs Walker paid her taxes in September Has written indicating
she did not receive her tax notice so was unaware of the change
in the penalty date Would ask that council waive the penalty.
Executive Committee recommend the penalty not be cancelled
and a letter be sent to Mrs Walker explaining the reason for
this decision.
4 Benkleman Beam Tests - Linden and Gorr Roads

Torchinsky has been hired to do the testing on these roads,`
Recommended they look for the weakest spot in each mile and do mkt
one test per mileon these roads
5 Alta. Municipal Affairs - Assessment Services
Minister of Municipal Affairs has written explaining their
process with regard to the changes in assessment services
The Assessment Department determined municipalities could secure
assessment services more economically through other
delivery models, and therefore the assessment department decided
to move out of providing direct property assessment services at
the regional level The Government will retain the linear
property and major plant assessment work. He also explained
their ideas with regard to offering severance packages to those

provincial assessors who are setting up their own business
Those who are hired to work for municipalities as an employee
will not receive a severance package
The Province will continue to be responsible for assessment
equalization and provincial assessment standards to ensure a
fair and equitable assessment system
Executive Committee recommends to accept and file the letter as ��,
information
6 Swalwell Street Lights
Alberta Power advises the cost for two more street lights in
Swalwell would be $846 00 plus G S T There is also a monthly
charge for each street light
Executive Committee recommend to proceed with installation of
the two additional lights in Swalwell

7 Gravel - Bittner Pit
Mr Jeffery noted he had discussed the apparent loss of M.D
gravel from the Bittner Pit with the County of Mountain View
Mrs Deak had also reviewed the M D records and it appears
given the percentage of gravel loss which is incurred and the
normal write off for other gravel in this pit, the M D. will
have to write off 5768 yards and may have actually lost only
about 2113 yards The County of Mountain View wrote up their
inventory by 2000 yards so it is possible the county used the
M D gravel They are prepared to repay the M D for 2113
yards

Executive Committee recommend based on the recommendations from

both the M D and Mountain View to accept the replacement of

2113 yards of gravel or equivalent dollars from the County of
Mountain View.

8 Weich Building
Jose Duque of Traders Furniture has expressed an interest in
purchasing the Weich building from the M D or renting it
Mr Dunay has valued the building and property at $141,920
Executive Committee recommend the M D offer to sell Mr. Duque
the building and sufficient land around the building to 7'G?
accommodate the required setbacks for $150,000 or rent the
building to Mr. Duque for $1200 00 a month ($3.00 per square
foot for a 60 by 80 building) No decision regarding who pays
the taxes and the utilities Offer would be subject to
negotiation and the M D. might consider selling it on time with
interest

Greg Bertnick called regarding the SR 575 paving project.
His office needs to know when the M D is sure what the
contractor is doing and how much of a time extension is
required He would need to know the expected end date for
completion of the project and fiscal year forcast
He also advised to send in a claim for the gravel crushing which
the M.D paid for as soon as possible
Executive Committee recommend to send in a claim for the gravel
crushing as soon as possible and to accept the report as
information
10 Rural Community Organization Grants
Mr. Jeffery reviewed a letter drafted to send to the 8 rural
community organizations who are still receiving recreation
grants from the M.D. The letter indicates the M.D. plan to
phase out the rural grants over the next five years.
Executive Committee recommend the letter be sent to the 8
community associations and a copy of the letter be given to
each councillor for their information
11 Doug Hazelton - Screenings Royalties
Mr Hazelton was out to his pit to measure the amount of
creenin s which were taken from his pit He believes the

number of yards (13,856) is under estimated and should
be 17,200 It appears Arjon did not weigh any of the loads
nor keep track of the number of loads The difference is 3304
yards at a cost of 60 cents per cubic yard or $2006 40

12 Torrington Pit Gravel
Mr Jeffery reviewed a report prepared by Jennifer Deak in
connection with the amount of gravl crushed at the Torrington
Pit and the amount of the write down required
From 1985 to 1993 the M.D has crushed 501,196 yards of 3/4 inch
gravel.
There has been no write up or write down of this gravel during
that period M D records indicates there should be 23,719
yards still there, but the gravel foreman advises the gravel in
the old piles is all gone The gravel now being crushed is
piled in a different area Allowing for a 5% shrinkage based on
the 501,196 yards the records should be adjusted by writing off
25,060 yards The records indicate only 23,719 yards left so

would recommend an inventory adjustment of 23,719 yards at a
cost of $53,367 75 This would be at $2.25 per yard
Executive Committee recommend the gravel .inventory record be
adjusted accordingly.
13 Price for Torrington Pit Gravel - New Crush
Mrs. Deak has calculated what the M D costs for crushing the
Torrington pit gravel are including the pumping costs and time
spent by Mr Cunningham and Mr. Ehmann She is recommending the
price of Torrington gravel be increased by 20 cents per yard for
costing purposes Arjon has crushed 358,000 yards
some into 3/4 inch, some into 3/4 in base, some road gravel and
some chips The increase for some of the 3/4 inch gravel
would be from $2 45 to $2 65 and for some other 3/4 inch would
be from $2 96 to $3 16 All the kinds of gravel would be
increased by 20 cents
Executive Committee recommend to accept this recommendation
14 Gravel Hauling Costs
Mrs Deak noted the gravel hauling rates have not changed since
1982. This is the rate used to determine the cost of hauling
gravel from one location to another The rate is 91 cents per
yard loading cost plus 22 cents per mile
Executive Committee recommend there be no change in these rates
Mr Jeffery left the meeting at this time - 11 45 A M
15 M D Christmas Part

Councillor Vickery suggested the former A S B ratepayer members
might be invited to the Christmas party this year
A check of the number of members indicates this could add at
least another 30 to 40 people to the 300 already to be invited
It is possible not everyone invited would attend
Executive Committee recommend they be invited
16 Alberta Public Safetv Services
Minister of Alberta Public Safety has advised the Regional
Response Improvement Program will be continued in the 1995/96
fiscal year Deadline for applications for funding is
November 30th, 1994 The M.D. obtained funding under this
program for the tower at the north end of the M D
Executive Committee recommend to accept and file as information

17 Alberta Labour - Safety Codes Act Implementation
The Minister of Labour - Stockwell Day - has sent a letter
updating municipalities regarding implementation of the Safety
Codes Act He explained why the Safety Codes council was set
up and how the safety codes will be enforced in future
The government is presently reviewing the regulations under the Lopes
7 acts which were amalgamated into the Safety Codes Act �a�p

Executive Committee recommend to accept and file and each���
councillor be given a copy of his letter for their information
18. AAMD & C Information re. Alta Environmental Protection
Inspectors and Investigators
AAMD & C has received a package of information from Alberta
Environment which outlines the rights and responsibilities of
local inspectors and investigators who have been designated
under Section 23 of the Environmental Protection and Enhancement
Act. At present 17 municipalities have designated inspectors
or investigators under the act If any other municipalitiy is
interested they should contact Environment for more
information Environmental Protection orders for unsightly
property can be issued Mr Cunningham did not feel the M D
would require an inspector or investigator at this time.
Executive Committee recommend to accept and file as information.
19 Alta Transportation Agreement re, SR 575
Transportation has forwarded an agreement with regard to the
paving project on SR 575 This requires signature by the Reeve
and Administrator
Executive Committee recommend the Reeve and Adminisrator be
authorized to sign the agreement on behalf of the M D
20 Paralee Property Tax Consultants
This company has written indicating they are in the business of
reviewing and appealing equalized assessment for municipalities
on a contingency basis. They only receive compensation if an
actual saving is realized by the municipality.
Executive Committee recommend the company be asked what their
rate of compensation would be if a saving was realized with no
commxttment to hire the firm at this time
21 Alberta Hotel Association - Alta Campground Guide
The Alberta Hotel Association is publishing the annual Alta.

Campground Guide again for 1995 They wish to know if the M D
would like to advertise in the guide
Executive committee recommend not to place an advertisement in
thie 1995 guide and the letter be accepted and filed.
22 Drumheller Mail - Subscription
The Drumheller Mail have sent a final notice for the M D.
subscription to the Drumheller Mail The cost is $30 00 plus
G S T The M D has not paid for a subscription in the past but �J,4
the paper has been received for a number of years
Executive Committee recommend not to pay for a subscription
Executive committee reviewed the September 27th minutes and
agreed on what should be deleted prior to publication
The meeting then adjourned at 1:00 P M
