HomeMy WebLinkAbout1994-09-22 Council Minutesr i 0 a � C I EXECUTIVE COMMITTEE REPORT SEPTEMBER 22nd, 1994 The Executive Committee of Richard A Marz and Otto Hoff met on Thursday, September 22nd, 1994 at the M D of Kneehill office in Three Hills, commencing at 9 00 A M Mrs. Jean Wilkinson, Assistant Administrator was present and recorded the minutes The following items were discussed 1 Swalwell Cleanup Alex Cunningham toured Swalwell and noted various people have started and in some cases completed a clean up In some cases people were advised to contact Sharon Lamb as she indicated she would be willing to do property clean ups for non resident owners Some people have made no attempt to clean up and no response has been received from them Executive Committee recommend 1. Have the Health Inspector and an engineer inspect the old hotel building on Lots 3 to 8 in Block 2 - owned by Vernon Court and the Rowe house on Lots 5 & Pt 6 in 5 - to determine if these buildings are a hazard and unsafe for human occupation and should be demolished 2 Have Alex check on an old shed behind Stan Young's residence and determine whether it is on the street or on the Shanley property If on street it should be demolished 3 Council should review By -law 836 with regard to number of unlicensed cars allowed to be kept on property in hamlets Feel 3 is too many - should be cut down to 1 4 If the truck load of garbage dumped in front of the Csaskey property Lots 11 to 16 in block 2 is on the actual M D street it should be picked up by our crews as time permits (if it rains or after the crew shuts down). 5 The committee of John Jeffery, John Hamm, Kay Elliott and Don and Karen Shierman make another inspection tour to see if they feel some progress has been made and recommend what else should be done 2. SR 575 - Accident P \c,c I ECG Blk �e,4 Annette Augart of Sylvan Lake advised the office on September 20th she was travelling on SR 575 east of the Carbon turn off A car ahead of her hit a pot hole and nearly went in ditch She was going to fast to avoid hole and hit it also The impact bent her tire rim and ruined her tire Proceeding with claim through her insurance company She was provided with M D insurance company name and address Bud was requested to go out and if necessary flag the hole Apparently it has now been patched. K EXECUTIVE COMMITTEE REPORT SEPTEMBER 22nd, 1994 Executive Committee recommend to accept and file as information 3 First Aid and C P R Certificates - M D Employees The M D employees' first aid and C P.R. certificates will expire in 1995 Candy Gehring will put on a course - one 8 hour day - which will provide a 3 year certificate for both first aid and C.P.R. Fee is $15 00 each for about 45 employees, plus her wages No difference in cost if wait for another year, but certificates will expire in 1995. Executive Committee recommend a first aid and CPR course be put on on March 16th, 1995 4 Faculty of Extension - Ray Kempster Seminar University of Alberta Extension has advised Mr Kempster will put on the half day seminar on March 17th Cost is $400 00 plus travel (mileage, meals and accommodation) d o Executive Committee recommend to accept and file as information 5 Taxes Receivable Summary A summary of taxes receivable as of September 30th has been done for 1990, 1991, 1992, 1993 and compared to taxes receivable as of August 31st this year Total taxes receivable September 30th, 1990 was $677,127 65 Total receivable as of August 31st, 1994 is $495,802 57. Receivables have gone down each year since 1991 p Executive Committee recommend to accept and file as information 4 6 AAMD & C - Results of Library Contribution Survey i g AAMD & C conducted a survey of municipalities to determine how many municipalities contributed money to libraries Results show 44 areas responded 16 counties and 13 municipal districts provide financial support to libraries 10 counties and 8 municipal districts provide financial support to a regional library system User fees range ° from a low of 50 cents to $80 00 a year i ✓ Executive Committee recommend to accept and file as information. 7 Canada /Alta Infrastructure Works I- ` Letter received from Infrastructure Program advising the 2nd application submitted by the M.D. for funding SR 575 paving has been approved This approval uses all but $1 00 of the M D entitlement under the program Executive Committee recommend to accept and file as information. r 0 Id i 2 J 5 EXECUTIVE COMMITTEE REPORT SEPTEMBER 22nd, 1994 8 Kneehill Communitv Resource Program The KCRB has requested a written response from the 7 participating municipalities about the future direction of this program. The Board would like to know if there is a short term or longer term financial committment to the program Executive Committee recommend the M D agree to a 2 year committment to provide 20 cent dollars to this program as long as the surplus funding which is on hand (to cover the 80 cent dollars) is not reclaimed by the province. If the funding is reclaimed the committment will be re- assessed 9 Kneehill Community Resource Program - 1993/94 Annual Review The KCRB has provided the M D with a copy of its annual review The review this year focused on the preventative aspects of the program and it demonstrates the workers are responding to the expressed needs of the teachers and students The workers are becoming more known in the communities and local community groups are requesting the workers put on more and more presentations �t Executive Committee recommend the review be left in the office and any councillor who wishes may read same 10. Kneehill Community Resource Program 1995 Budget The KCRB has prepared a 1995 budget and have forwarded same to the 7 particapting municipalities for their approval The budget is set at $109,000 and includes a contingency reserve of $3100 00 which may be used for salary increases --� depending on the decisions made by the participating municipalities for their employees The budget at $109,000 is$1400 00 less than the 1994 budget of $10,600 Executive Committee recommend approval of the budget 11 M D Charges for Assessment Sheets /Tax Certificates The M D of Starland called They charge $5 00 for assessment sheets and $7 00 for tax certificates They charge $10.00 for a map but if you are a ratepayer you get it for $5 00 They are considering raising the fee for a tax certificate to $10.00 and charging the same to ratepayers and non ratepayers for maps Ross wondered if the charges should not be comparable in the two areas M D of Kneehill charge $1.00 for assessment sheets and $10 00 for tax certificates and $10.00 for maps Under the new assessment program it is possible to generate an assessment sheet which shows tax information but this would mean anyone getting an assessment sheet would be getting tax 3 L TJ H L Es- EXECUTIVE COMMITTEE REPORT SEPTEMBER 22nd, 1994 information as well as assessment information for $1 00 rather than $11 00 Executive Committee recommend there be no change in the M D charges, Starland be advised of the reason for the M D. keeping its charge for assessment sheets down and the assessment computer program be set so it does not generate the tax information on an assessment sheet 12 Agg -con Industries Ltd. It appears the shop checked prices for grader blades and determine Agg -con Industries price was the best price for premium grader blades They have ordered a supply from this company - cost around $13,000. This is the company denied membership in the AAMD & C Trade Division. Executive Committee recommend to accept and file as information 13 Pioneer Land Services Ltd - Pan Canadian Oil Well Pan Canadian is drilling a directional well from a location in 9 of 10- 28 -21 -4 They have requested permission to install a road approach on to an undeveloped M D road allowance on the east side of the N.E 10 There is a deep coulee to the north of the proposed well site and the landowner is concerned about the road being developed Executive committee recommend the company be given permission to install a temporary approach for a period of 12 months at the location indicated on their survey plan, and if the well is a producer and they require better access to the well site, they should request permission from the M D to up -grade the road to the north to M.D. standards and the road committee inspect the location and the road approach at that time ****NOTE- Councillor Marylea Lowen 14 Palliser Regional Planning Commission Letter Gordon Hittel, Chairman of the Subdivision Committee of Palliser Planning has written a letter to the Minister of Environment about the government's plan to discontinue providing input about subdivisions and development proposals to the commissions and local approving authorities The Commission feel the information provided is not available at the local level and it has been very helpful with regard to floodplain situations, location and operation of lntensive livestock operations, unique topographic features, utility and waste management, etc Providing this information is part of their mandate to protect and enhance the environment and the commission believes a land use guideline service will be inadequate Executive Committee recommend to accept and file as information. 15 Ken Stewart - Tax Cancellation - Roll 901010 4 PIV11" . - IIr 2\le4 El E i 0 EXECUTIVE COMMITTEE REPORT SEPTEMBER 22nd, 1994 Ken Stewart of Carbon had requested cancellation of a portion of his 1994 taxes which were levied for a commercial use which is longer on his property Executive Committee had at the last meeting recommended cancellation of $577 70 However this amount is incorrect and the cancellation should only be $527 50 Mr Stewart was advised of the correct amount which would be cancelled Executive Committee recommend the approval for cancellation of $577.70 be rescinded and only $527.50 be cancelled 16 Bridge File 70377 - WNW 2- 30 -25 -4 - Klassen Bridge Bridge Branch have inspected this bridge They advise the bridge is in good condition and is adequate for legal loading with a maximum of one truck on the bridge The bridge is posted with this restriction. No further action is required concerning bridge loading, but they feel the strip deck needs some repairs and they anticipate replacement of the strip deck late in 1995 or early in 1996 Executive Committee recommend council concur with this recommendation 17 Canada /Infrastructure Program A letter has been received from the Canada /Alberta Infrastructure office advising the works program is well underway and successful in creating jobs, renewing infrastructure and enhancing the quality of life for Albertans They have forwarded information about how a municipality should go about making an official announcement of one of these projects Executive Committee recommend to accept and file as information 18 Gulf Canada - M D. Road U - Grading Gulf Canada has requested permission to put gravel on an old M.D blade grade road West of 9- 34 -26 -4 The road is right on the M D boundary with Mountain View There are two oil wells in Mt View and one in our area No one lives on the road Bud advised Gulf representative - Dave Cofield - the M D would not blade, gravel or snowplow the road as no one lives on it Executive Committee recommend Gulf be allowed to gravel the 1.ttPr road in question (about 3/4 to 1 mile) at their cost, on condition they understand, in as much as no one lives on the road at this time, the M.D will accept no responsibility for blading, gravelling or snowplowing the road. 19 1994 Christmas Party 5 P, 41111, 0 N [�E IL I ! ,.., .. EXECUTIVE COMMITTEE REPORT SEPTEMBER 22nd, 1994 Jennifer has reviewed the numbers for the Christmas party Past and present councillors and spouses 38 Former permament employees and spouses who live in this area 102 present permament employees and spouses 76 present temporary employees and spouses 78 KCRB employees and spouses 8 Potential for up to 302 people to attend Meals for 302 people and midnight snack for about 150 people would come to $4036 04 If wish to have a special anniversary supper such as prime rib cost would be higher Normally if only current staff and councillors there would be about 176 potential people attending Executive Committee recommend the M D have a prime rib supper and invite the past and present employees and councillors as �o agreed previously �e�icv5 Executive Committee reviewed the September 13th minutes and agreed on what should be deleted prior to publication The meeting then adjourned - 11:00 A.M. - -��- -- - - - - -- Mr Jea 'lkinson A- §Aistant Administrator C R
