CAPITAL COMMITTEE MEETING AUGUST 4th, 1994
The Capital Committee of Glen Wagstaff, James Hanger,
Richard A Marz, (replacing Richard Vickery), Vernon
Haskell and John Jeffery had a meeting on Thursday, August
4th, 1994 commencing at 9.00 A M
The following are the recommendations from the Committee.
1 Benkleman Beam -
contract any extra testings (over and above the
government testing)
2 Base Crew -
Transfer J D R -6 88 to main crew in 1996
Sell R -7 76 Steiger in 1996
Consider keeping or selling R -10 - Deutz in 1996
Sell Massey 4 Wheel Drive - R -12 -83 (Main Crew)
in 1996
Feel P -10 1986 - Champion Grader will last one more
year
3 Divisional Graders -
Replace P -7 -88 Champion D750 A IF council want to
continue with 2 contract graders
4. Administration -
Authorize Jean to purchase 6 faxes (for Marylea,
James, Otto, Richard, Glen and office), transfer
office fax to shop, offer 8 old fax machines for
sale by tender and keep one for a spare

The Executive Committee of Richard A Marz, Glen Wagstaff and
James Hanger met on Thursday, August 4th, 1994 at the M D of
Kneehill office in Three Hills, commencing at 2 45 P M
John C Jeffery, Municipal Administrator was present and
Mrs Jean Wilkinson, Assistant Administrator was present and
recorded the minutes
The following items were discussed
1 AAMD & C - Report re. Producer Payment Panel
AAMD & C has prepared a summary of the recommendations made by
the Producer Payment Panel regarding how the funds allocated
under the Western Grain Transportation Act could be paid to
producers rather than to the railways
Executive Committee recommend to accept and file as information
and any councillor may obtain a copy of the report from the
office
2 Britestone Colony - Subdivision N W 33- 28 -23 -4
The Britestone Colony have applied for a subdivision which will
be used for their cemetery There is no approach into the
cemetery. The office wishes to know if council want the colony
to install an approach from the M D road into the cemetery
prior to completion of the subdivision
Executive Committee recommend an approach be installed prior to
completion of the subdivision and the cost be borne by the
Colony
3. Letters of Thanks - Anniversary Celebrations
Letters of thanks from Gilbert Berdahl, Elsie Winter and Mr and
Mrs Dunc Peters have been received All very much enjoyed
being asked to participate in the M.D anniversary celebrations��

4. Removal of Freone from Fridges and Freezers
Don Henry called recently The person who previously removed
the discarded fridges and freezers from the rubble pit can no

longer take them unless and until the freone has been removed
Also the units cannot be buried unless the freone is removed.
Executive Committee recommends the office check with the shop to
see if our recovery equipment would be suitable to do this and
at what cost, contact Lammle and or Earl McRae to see if they
would be interested in undertaking the removal of freone for
recycling purposes (and at what cost) and then contact the towns
and villages to see if they would be willing to share these
costs with the M D and if not what other alternate solutions
can they suggest to deal with this problem

5 G S T. Report
Office reported on the cost of the G S T to the M.D. for the
past six months Collected $3842 51, paid $61,601 13, received
57 14% rebate of $34,718 27 and a 7% full refund of $841 11 for
a net cost to the M D. of $26,041 75

6 Linden Benevolent Society - Request for Gravel
Gladwin Toews, Linden Benevolent Society requested the M D
donate 18 yards of gravel to assist with construction of
sidewalks for their new lodge in Linden They would arrange to
haul the gravel The M.D. had previously donated and haul
gravel for the lodge. ie�Jer
Executive Committee recommend the Lodge may purchase the gravel sent
from the M D but must pay for same
7 Pioneer Land Services - Pan Canadian Well 8- 25- 28 -22 -4
Pan Canadian are planning to drill a well at 8- 25- 28 -22 -4
They request permission from the M D to make use of an existing
road approach to access the well site Mr. Ehmann inspected the
site and the approach does not have sufficient sight distance
However due to topography (hill and curve in the road) there
does not appear to be any other options

8 PIC - Request for Gravel for M D. Road
P I C. is constructing a new barn on 18- 29 -26 -4 The road to
the east of this location was gravelled at some time a number of
years ago Due to the large volume of construction traffic PIC
has requested the M.D. gravel the road before August 8th,
or allow McNair Sand and Gravel to gravel the road at M D cost
McNair will be hauling in the gravel for their internal road
Councillor Boake plans to have some backsloping work done on
this road this fall after harvest Gravel crew is busy now
working on SR 583 sent
Executive Committee recommend the M D gravel the road as time
permits when our gravel crew is in that area.
9 Marc deBoer - Finning Ltd
Marc deBoer, salesman for Finning has advised he has taken a
post with Finning Ltd , in Medicine Hat Due to timing was

unable to come out before moving and wishes to express his
thanks for support from the M D over the past six years
Executive Committee recommend to accept and file as information
10 Alberta Municipal Affairs - New Commercial Manual for 1995
Alta Municipal Affairs advises new Municipal Government Act
will become law January lst, 1995. Number of changes regarding
assessments will come into effect at that time Assessment
manuals, other than farm land and linear property manuals will
be deregulated Assessors will be able to use any cost manual
they wish to derive value of improvements. Assessment Standards
will continue to support the 1984 manual with cost indices and
base year modifers for those who wish to continue using it
However no new rates or classifications are likely to be added
Minister feels there should be a standardized cost manual
available for use by assessors Two alternative commercial
industrial manual are Marshall and Swift and Boeckh's
Assessment Standards intend to adopt the Marshall and Swift
Manual for the purpose of auditing and testing against the value
standard established by new regulation

They request municipalities to complete a questionnaire and
return to them by August 1st to help them determine how many Surv�
potential users there might be ch,�P`1�,

11 Request from Regional Health Authority #5
Jim Ramsbottom, Executive Director of the Region 5 Health
Authority has requested the M D provide his board with a
profile of the M D They will then draft an overall profile for
Region 5 which will assist with coming up with their business

12 M & Equipment Committee - Ct Strathcona
M & E Committee have written indicating they will not incur
any additional costs without having prior approval from
stakeholders Appreciate the support received from

13 M D Office Space Rental
Mr Allan Hall of Alberta Agriculture called the office
Indicated there are no plans to shut down and sell the Three

Hills Provincial building at this time or to move agriculture
and crop insurance staff to other premises

14 AAMD & C - New Staff Member
AAMD & C advise Jennifer Willows has been hired to work in the
Trade Division of the Association k

15 The Institute of Public Administration of Canada
The Institute is requesting nominations for the Alberta
Lieutenant Governor's Award of Excellence in Public
Administration Reeve Marz requested a copy of this letter !

® 16 Richard Faulter Subdivision - Pt N E 13- 29 -21 -4
Mr Faulter is subdividing his existing 12 97 acre parcel He
has two houses and greenhouses on his property He wishes to
separate the new residence from the greenhouse and older
residence There is an existing approach into area where the
new house is, but no separate approach to provide access to the
greenhouse and older house area This property is adjacent to
SR 575. In order to complete the subdivision it is his
responsibility to install adequate culverts and approaches

Executive Committee recommend Mr Faulter be required to widen sem4
the existing approach at his cost in order to provide a joint
approach to serve both parcels prior to completion of the
subdivision
17 Bridge File 1703 - SSW 3- 30 -25 -4
• Bridge Branch will up -grade the bridge at SSW 3- 30 -25 -4 to legal
loading for local roads at a cost of $4000 or to legal loading
for highways at a cost of $16,000 They wish to know what the
M D feel is required for the bridge.
It was also noted the M D bridge load limit by -law may need to
be amended once the bridge is up- graded

18 Alta Municipal Affairs - Unconditional Grant

The M D grant from Municipal Affairs is $602,562 Included in
that unconditional grant is $15,031 which in previous years was
used to provide transportation grants to seniors and handicapped
persons under the Public Transit Operating Assistance Grant
It is not necessary to continue with that program unless Council
wish to do so The grant (up to $1500 00 per municipality) was
paid to the City of Drumheller, and the six towns and villages
if the urban center funded some transportation activity
involving seniors or handicapped persons.
Council then decided in November what to do with any excess
grant monies The excess funds were normally given to
Drumheller Regional Hospital to assist with the transportation
of nursing home residents and to Eltrohills Dats Society
As the grant is now unconditional council may use the money in
whatever manner they wish
Executive Committee recommend the M D leave the money in
general revenue until the end of October and review any
applications received for funding at that time.
19 Alta Public Safety Services - Emergency Warning System
Alta Public Safety Services is developing an emergency public
warning system in the Calgary Region because of several
disasters and near misses in the province over the last 10
years The warning system would give municipal officials the
ability to transmit an emergency public warning message over all
radio television and cable stations The message would warn
residents of major life threatening emergencies and provide
vital safety instructions
Has been a pilot project in the Edmonton Region for two years.
Very successful Calgary broadcast outlets will provide on air
transmission time at no cost to the municipalities in the
Calgary Region M D is part of the Calgary Region In near
future M D will be invited to participate by appointing up to 3
senior officials who will be given access codes to the system
after completion of a one day training seminar in the spring of
1995
At this stage all Public Safety Services require is M.D
comments prior to August 31st about this proposal
Total annual operating and maintenance costs for both Calgary
and Edmonton regions will be between $50,000 and $75,000 per
year

20 Alta. Transportation - Film Company
A film company wanted to make use of a portion of SR 837 to
produce a commercial Alta. Transportation had agreed to
monitor traffic during production
Now advises film company has changed their plans

21 Alcan Recycling Canada
Alcan Recycling Canada advises recycling aluminum beverage cans
in Western Canada is working Last year 310,430,610 cans were
recycled The recycled cans produced 11,497,430 pounds of
aluminum which is reuseable

Athabasca University is putting on a number of Executive
Development Seminars this fall

23 AAMD & C_- Water, Sewer and Refuse Collection Survey
AAMD & C has complied the information obtained from various
areas regarding water, sewer and refuse collection costs

24. University of Alberta, Faculty of Extension
Ray Kempster has forwarded information about two seminars he
puts on - one is Dealing with Difficult Situations and the other
is Community Leadership in Times of Change. Community
Leadership is a 2 day seminar
It was suggested this seminar might be of interest to many
councillors and perhaps a joint seminar with Starland,
Wheatland, etc. might be arranged
Executive Committee recommend Mr Kempster be contacted to see
what his cost would be to put on the Community Leadership in
Times of Change seminar, what minimum and maximum number of
people should be included and what times might be available

25 Letter - Dena Farquharson - re: Bird Watchers Project
Ms Farquhardson is doing a research project and would like
information about bird havens, sanctuaries, etc , from various

26 Alta Planning Fund Requisitions
Alberta Municipal Affairs advises the province will discontinue
the Alberta Planning Fund Municipal Requisition in 1995i��

27 Gulf Canada - Request to Bury Electrical Line
Gulf Canada have requested permission to bury an electrical
power line across an M D road - between S E 8 and S W 9 in
34 -26 -4 They also wish to open cut the road

the line on condition they sign a road crossing agreement, the
line is buried a minimum of 4 feet below the bottom of the
ditch, and the company ensures there is adequate signage
maintained to indicate the power line is there
28. Letter from Ken Rostad, Minister of Justice
Ken Rostad, Minister of Justice has written outlining the
reasons the Three Hills court had to be closed It was due to
low volumes and close proximity to Drumheller

29 Alta Mun Affairs - FSCC Funding
A M A confirmed that as the M.D. did not respond provincial
funding for FCSS will be received by the M D on an
unconditional basis as part of the unconditional Municipal
Assistance Grant

30. M D Antique Pull Ripper
Homestead Antique Museum, Pioneer Acres, Kneehill Museum, and
Trochu Valley Museum were all sent letters about the M D
antique pull ripper, but no response has been received
Executive Committee recommend the ripper be left at the shop
yard for now.
31 Letter from Gary Mar, Minister of Alberta Community
Development
The Minister advises the M D has received $15,000 from the
Province for the annual Keivers Lake operating grant �,?k�e

32 Canadian Western Natural Gas
Canadian Western Natural Gas is implementing an automated meter
reading project in the rural areas of Strathmore Customers'
meters will be read by an automated reader through a device
hooked to their telephone Entire Strathmore area should be
served by this device within the next 7 years The system
should not interfere with telephone service and billing and will
not affect the privacy of customers. �QC�

33 News Release - Alta. Municipal Affairs
Alberta Mun Affairs have forwarded a copy of the news release
regarding non profit community facilities not losing their taxi \��
exempt status under the new Municipal Government Act

34. Kangas Ablett
Have received account for 1993 audit from Kangas Ablett - cost
$9202 00 Cost is down from prior years as a direct result of
their efficiencies gain from their experience with the M D and
the excellent condition the accounts of the M D are kept by the

Office advises Mr Dube has not and apparently does not intend
to remove his chattels from the old Crossroads lumber yard
building Municipal Affairs wish to know that his items have
been removed before approving the M.D. taking clear title to the
property.
Executive Committee recommend Municipal Affairs be advised the
former owner refuses to remove his property and the M D wishes
to proceed to get clear title due to possible hazards
36 Keivers' Lake Signs Vandalism
R C M P phoned unable to find out anything about who may have
been responsible for the sign vandalism They are closing their
file

37. Alta. Bridge Branch - Bridge SSW 13- 31 -24 -4
Bridge Branch advises there will be a 111 MM or 4 inch rise in
the deck height for the new bridge, but they will be doing 20
meters of paving on each end of the bridge at their cost
Bridge will be 9 9 meters in width
However Bridge Branch require a letter from the M D agreeing to
this proposal S
