HomeMy WebLinkAbout1994-06-09 Council MinutesLM EXECUTIVE COMMITTEE REPORT JUNE 9th, 1994 The Executive Committee of Otto Hoff and Robert E Boake met on Thursday, June 9th, 1994, at the M D of Kneehill office in Three Hills, commencing at 10.00 A M John C Jeffery, Municipal Administrator was present and Mrs Jean Wilkinson, Assistant Administrator was present and recorded the minutes Mrs Jennifer Deak and Reeve Richard A. Marz was present for a portion of the meeting The following items were discussed. 1. Workers Compensation Claims Review Mrs Deak reviewed three compensation claims which have been reviewed by a representative of the Board to determine if there could be any cost relief obtained by the M.D. if these claims were appealed It has been suggested the M D should appeal Executive Committee recommend the M.D. proceed with the claims appeal process Mrs Deak and Reeve Marz left the meeting at this time 2 Letter Province of Alberta - Trade Barriers A letter has been received from Ken Kowalski and Steve West regarding negotiations the province is involved with regarding elimination of internal barriers to trade They are trying to negotiate a comprehensive agreement by June 30th, 1994 to provide for a more open, efficient and stable domestic market in Canada Agreement will take effect July 1st, 1995 The agreement may affect the MASH sector with regard to open tendering and procurement and labour mobility More information will be available later. Q� Executive Committee recommend to accept and file as information °6 3 Jack Ramsay, M P Letter from Federation of Canadian Municipalities Mr Ramsay has forwarded a copy of a letter he received from the Federation of Canadian Municipalities regarding the importance of working towards the economic recovery of small and rural communities and asking for his opinion or input into how this might be accomplished Mr Ramsay indicated he supports the concerns of the federation Executive Committee recommends to accept and file as information 4 Letter from Minister of Public Works, Supply & Services The Minister has sent a letter to AAMD & C advising the province will be looking at privatization of their fuel supply system. They will be eliminating their own fuel tanks and will make use of private retail outlets where possible 1 r'111� A 0 :1 EXECUTIVE COMMITTEE REPORT JUNE 9th, 1994 This is as a result of changes to the Alberta Fire Code enacted in 1992 which have increased costs and also because of potential liability. The Minister is suggesting municipalities might also benefit from privatization of their fuel supply system Executive Committee recommend to accept and file as information. 5 Target 60 Newsletter Target 60 is a newsletter which discusses regionalization and amalgamation of school jurisdications Executive Committee recommend to accept and file as information �- 6 Letter from Ken Kowalski - Employment and Diversification The Minister of Economic Development and Tourism is anxious to explore all possible ways of increasing employment through the growth and diversification of the Alberta economy He encourages the MASH sector to purchase from local (Alberta) suppliers. �' 6 7 Reauest to Rent Office Space - Seniors Outreach Committee A local Seniors Outreach Comittee ( Mrs Edwards - 443 -7249) has asked if the M D would rent office space to their committee They are prepared to pay a reasonable rent The committee is funded federally through Ventures in Independent Living They would install their own phone, would use office during normal office hours, have call forwarding for after hours, and do not anticipate evening meetings r Executive committee recommend the committee be allowed to rent SPA' an office in the M D building for $200 00 per month, on See - condition the rental agreement could be terminated on 30 days �Y1 nU'eS written notice and they install their own phone line 8 Machinery and Equipment Committee The committee has submitted an up -date on their activities They also are asking for additional funds from the participating members M D share is $964 00 Committee has incurred costs of $267,713 85 and have received contributions of $152,418 30 Shortfall in funding is $106,182.93. Position of the committee is machinery and equipment assessment should not be abolished or it must be replaced with alternate and equivalent sources of 40 tax revenues �& `� r'e Executive Committee recommend the M.D. contribute $964 00 towards the shortfall in funding 9. Alta. Seniors Advisory Council Chairperson of the Seniors Advisory Council has written advising June 5th to 11th is Seniors Week Executive Committee recommend to accept and file as information 2 ,0000'�P! Executive Committee recommend Bridge Branch be advised the M D f e n � has a safety concern about the width of the proposed bridge S structure due to the width of the new road and feel the bridge should be a minimum of 9 7 meters, particularly as it is on an interprovincial secondary road 12 Alberta Transportation - Road Bans Transportation has forwarded the latest deflection tests taken on paved secondary and base course highways They recommend SR 805 from SR 583 to junction with Highway 27 be raised from 75% uw to 90% Executive Committee recommend the road ban on SR 805 be changed a�s to 90% 13 AAMD & C - Government Departments' Business Plans A meeting was held recently and 12 government departments presented their business plans to AAMD &C , AUMA and RIDAA The association has prepared a brief summary of the highlights of that meeting Executive Committee recommend each councillor be given a copy of this summary. 14 AAMD & C - Fall Convention Topics The Association wish to know what topics members would like to see discussed at the 1994 fall convention Sr- 5 Executive Committee recommend individual councillors advise Mr hum Jeffery if they have a specific topic they would like to see ate' on the convention agenda 15 City of Wetaskiwiin - Franchise Agreements City of Wetaskiwin wish to know if the M D would be interested in being involved in meetings to work out with Trans Alta a basic standard franchise agreement 3 V f444 I k' C EXECUTIVE COMMITTEE REPORT JUNE 9th, 1994 Executive Committee recommend the M D be involved and suggest that Alberta Power Ltd , also be involved in these discussions 16. Brownlee Fryett - Seminar Brownlee Fryett are putting on a seminar on June 22nd in Calgary to discuss emerging trends in Municipal law The program will cover restructuring, wrongful dismissal, environmental protection and What's New in the New Municipal Government Act �Pn�v Executive Committee recommend Mr Jeffery and any councillor who wishes attend this seminar 17. Gerald Dube - Wimborne Property Mr Dube has not as yet removed his personal items from the old lumber yard property in Wimborne The Province will not allow the M D. to take clear title to the property until such time as the building is vacant. 5Pe04 Executive Committee recommend Mr Dube be sent a double registered letter advising him he has 15 days to remove his property from the site and if this is not done legal advice will be sought 18. City of Drumheller - Fire Call - $430 00 Mr Randy Pliva was burning a stubble field. He had not advised the Drumheller Department of his intentions Someone else reported the fire, the department responded, but were not required City sent a bill to the M D for 1 hour - men and equipment $430 00 Executive Committee recommend the account owing to the city be paid, and Mr Pliva be sent a bill for that amount as he did not advise the department of his intentions to burn the stubble and likely did not discussed the matter with the M D. Ag. Service Board as required by the M.D. stubble burning by -law 19 Canadian Business Management Media This company from Toronto has requested information from the M D which they wish to publish in their 16th annual Industrial Location Guide The listing is free of charge. They wish to know the name, population, major centers (cities within 250 KM radius), and the industries the municipality wishes to promote, transportation avilable, land available for development (number of acres and price per acre and labour force size Executive Committee recommend if Better Business Bureau have no concerns about this company, the information be provided 20. Vickers Road Proposal Mr Jeffery noted he had obtained agreements to buy land from 4 A SP( N A EXECUTIVE COMMITTEE REPORT JUNE 9th, 1994 Nelson Vickers, Jack Vickers, Jack Lowen and Ralph Lowen in order to up -grade the road West of Section 26, through Section 35 both in 28 -21- and across the corner of SW 2- 29 -21 -4 Total cost for the land would be $6695 72 plus survey costs and interest until payment is made Mr Vickers was reluctant to sell his land in SW 35 as he presently has it leased to an oil company Gerald Leonhardt would not sell any of his land and it is necessary to buy a diversion around a coulee in order to even get to the start of the road diversion through Vickers Land Mr Leonhardt was not interested in selling any of his land as he has the area which goes around the coulee leased to the oil company for an annual rental payment It was suggested perhaps Mr Vickers and Mr. Leonhardt would sell the required land to the M D once the oil company no longer requires the land for access to their wells The price for the land would be set at current day prices but without interest. This would allow both landowners to continue to receive rent for their land, but would protect the right of the M D to buy the land when the oil companies no longer require the land Executive Committee recommend Mr Jeffery attempt to negotiate agreements with Mr Leonhardt and Mr Vickers on this basis 21 Trees There was discussion about the need to plant Linden Transfer box site and some additional Torrington Pit site - north end where it has Executive Committee recommend the Parks Con to arrange for trees as required at both site and the north end of the Torrington pit 22 Survlus Assets J �S some trees at the trees at the r been reclaimed t P P• r Lmittee be authorized�ex the Linden Transfer site The M.D. of Starland may be having an auction sale of surplus items. The M D has a number of items which could be disposed of and the committee reviewed the list `�J4d Executive Committee recommend the 13 items as listed be taken to �12 the auction sale and sold without reserve with the exception of the fuel tank purchased in 1993 from Koch Fuel which should have a reserve bid of ;1800.00. 23. Ditch is washing away - needs flax bales and rock placed to hold it Otherwise okay to write off Wilf Schmidt - NW 22- 31 -24 -4 - - Fence for half mile not constructed yet on pasture - Grass has been seeded - Temporary fence to be pulled after permanent fence is put in Lawrence Braconnier - N E 22- 31 -24 -4 - Fencing is completed - Grass is seeded Okay to write off Donald Dau - SW 27- 31 -24 -4 V - approach replaced - pay crop and general land damage to Bill Dau Okay to write off. Cannot get into area culvert in approach and gate sign and trees Area involved is 25 to 30 feet long 4 to 6 feet wide. 13 Klassen Road - West of 18- 30 -24 -4 - half mile of the road destroyed by local people ►� hauling gravel when it was raining - road is a mess - ? ?? Need by -law enforcement officer 14 Midas Resources - 4- 14- 29 -24 -4 - Some work has been done and gravel put down jc��Pr - Road width measures only 21 feet wide V Recommend send letter to company stating that it must be done to M D standards by September 1st, 1994 or M D will remove approach at our road at their cost 15 Dresser Washout N W 20- 28 -22 -4 - M D took out and replaced fence - Fixed washout and laid some rock in Recommend okay to write off 16 Pioneer Land - 6- 16- 28 -22 -4 Nothing has been done at this wellsite at all 17. Jensen Subdivision - N E 12- 28 -21 -4 f - Approach built 27 feet wide - road width 26 feet �! - 3 chunks of concrete left in ditch - should be removed Recommend okay to write off. 18 Jutrus Road - West 1 & 12 in 29 -21 -4 - Road in good condition - just been graded in last few days Mark Andrew requesting low spots to be fixed up. r 1 1 � -M =0 C' ROAD COMMITTEE JUNE 9th, 1994 19 A Lowen - Stock Pile Site N E 9- 29 -21 -4 J Recommend clean up some more gravel and take over to Jutrus road 20 Gulf Resources - SSW 30- 29 -21 -4 - Service Rig on site - mund on SR 575 for 1/4 mile i - Good site distance if well site is good Recommend to review site again at later date 21 Petroland 4- 33- 2- 31 -22 -4 - approach width only 24 feet. SR 836 is 40 feet wide Recommend to extend culvert 16 feet and put dirt on approach to the north 22 ? Company - 14- 4- 32 -22 -4 - half mile north of Ghost Pine Store - Not sure of company name - Company has oil lease going east of road allowance gravelled, but nothing done to road going south down to intersection with SR 836 and SR 583.
