HomeMy WebLinkAbout1994-05-19 Council MinutesEXECUTIVE COMMITTEE REPORT MAY 19th, 1994 The Executive Committee of Richard A Marz and Otto Hoff met on Thursday, May 19th, 1994, at the M D of Kneehill office in Three Hills, commencing at 9.30 A M John C. Jeffery, Municipal Administrator was present and Mrs Jean Wilkinson, Assistant Administrator was present and recorded the minutes The following items were discussed. 1 M D of Kneehill Road Bans Alberta Motor Transport Board has expressed concern that the M D has changed its road bans on some secondary roads from 75% to 90 %. They feel the roads should still be at 75% In particular SR 841, SR 583 from Three Hills east, SR 587 from 21 West, SR 837 and SR 838 They also indicated SR 5751 SR 582 and SR 806 could be 100 %. Executive committee reocmmend the road bans be set as per Alberta Transportation recommendations 2 Three Hills School Division - Amalgamation Councillor Vickery suggested the letter which the M D sent to the Three Hills School Division be also sent to the Minister of Education and to Carol Haley, M L A J-p�k'{ srn 1- Executive Committee recommend this be done 3. McNair Gravel Crush Mr Haskell has suggested the M.D. get 20,000 yards of gravel crushed at the McNair Pit while the crusher is working here Given the amount of gravel to be crushed at the Torrington and Esau Pit it would not be necessary to do another crush for two or more years except at the McNair Pit and a crusher likely would not want to come in just for 20,000 yards. Executive committee recommend this be done by Ar3on if possible k`-kf0 frP l 4 1994 Tax Sale Executive Committee reviewed the properties which could go into the 1994 tax sale this fall The one property in Huxley owned by Doug Lea could be left for another year The condition of the property (underground gas tanks) was discussed as well as the fact he has made a payment of $500 00 on the arrears Executive committee recommend Mr 1 Lea's property not be put into C] I ; No C3 0 EXECUTIVE COMMITTEE REPORT MAY 19th, 1994 the 1994 tax sale and the situation be reviewed prior to the 1995 tax sale 5 Ken Reimer - S W 6- 31 -24 -4 Mr Reimer has written requesting council consider rebating his son Steven a portion of his 1992 and' 1993 taxes Steven subdivided his buildings out of the quarter and because he was having financial difficulties Mr. Reimer had taken over the balance of the quarter and paid the taxes on it However they did not understand that the taxes on the acreage would increase because Steven no longer had any farm land to offset the assessment on his house It cost Steven $636.42 more in 1993 for the acreage However Ken Reimer had signed a change of ownership form in September of 1991 indicating the tax notice for the balance of the quarter should be sent to him and the assessment on the balance of the quarter became part of Mr Reimer's farm unit for the 1992 taxation year Executive Committee recommend Mr Reimer be advised it would not be possible to refund Steven any portion of his 1992 or 1993 taxes. 6 Horseshoe Canyon Golf Course Mr Denstedt, solicitor for Mr. a copy of a letter he has sent of Environmental Protection with golf course development. He was on a petition requesting the Pro Canyon and Mrs Grenier, has forwarded to the Premier and the Minister regard to the Horseshoe Canyon forwarding additional names vince take action to protect the Executive Committee recommend to accept and file as information ✓ 7 Three Hills School Division Joint Use M D Carbon Shop The Executive Committee reviewed a draft letter of agreement to be sent to the Three Hills School Division regarding the point use of the Carbon shop. OG- Executive Committee recommended the agreement be sent to the SPh Division for their consideration 8 Diane Jaffray Letter Mrs Diane Jaffray of Olds has written asking all municipalities requesting them to adopt a policy which would prohibit power companies from leaving power poles in the road ditches Her son had hit a pole which was laying in the ditch, rolled his car and died from a broken neck The pole had been there for some time She forwarded a policy which was passed by the County of Mountain View addressing this matter It requires the distribution of poles to be co- ordinated, and the distance from the road that poles may be left, poles must be parallel to the P) P141-111 19 ..ti C? 11 [A �q EXECUTIVE COMMITTEE REPORT MAY 19th, 1994 road, not stacked on the right of way, but laying flat on the ground, and not left lying for more than 48 hours It also requires old poles to be removed, and permission be obtained for distribution of oversized poles and signs must be put up to warn about the construction work which is underway Fo I ic1 Executive Committee recommend the policy be adopted iN k 9 Carbon Lions Annual Rodeo and Parade Invitation The Carbon Lions Club has extended an invitation to the M.D. to take part in their pancake breakfast and parade on Saturday June 11th Executive Committee recommend the Reeve and Deputy Reeve ride in C°ey the parade if they wish to do so. RAC o Nk 10 M D Anniversary Celebrations Reeve Marz suggested the M D take part in the Three Hills Parade on July 16th, 1994 and put forth his idea about the parade and the M D 's anniversary celebrations He suggested getting Ralph Loosmore and Bruce Hastie to bring their heavy horse hitch and wagons to the parade, have the former councillors and their wives, or the wives of deceased former councillors ride in the wagons, have the current councillors ride horses, and have Stan Schumacher and Carol Haley ride in cars in front of them. The cars could be driven by Mr. Jeffery and Gordon King Also could have Oris Rodger and Bud Haskell drive a gravel truck and a grader as part of the M D group. After the parade have a luncheon (about 2.00 P M ) and invite the Mayors from the surrounding town and villages, all the councillors and Mayor from the Town of Three Hills, and the two M L A , to the lucheon The only cost to the M D would be having signs prepared for the two wagons and signs for the two cars and the cost for the luncheon Executive committee recommend to accept his suggestion X-�- a �r 11 SR 583 Project Mr Jeffery reported he had a telephone call from Jim Sawchuk, Deputy Minister of Alberta Transportation regarding the project and the meeting with him on May 12th Mr Sawchuk noted the province will give the MD 50% of the costs for the base course as a credit against future projects, not 75% He will be sending a letter outlining what the Province will do Executive Committee recommend to accept and file as information. 12 Town of Trochu - Fire Protection 3 )A/ IL-\ IM N [A 1] EXECUTIVE COMMITTEE REPORT MAY 19th, 1994 Mr Jeffery, Councillor Boake and Lowen met with the Town of Trochu Council on May 16th They briefly discussed the fire protection study undertaken by the M D Mayor May suggested the entire issue of fire protection be discussed at the next Mayors and Reeve meeting which is to be held in Torrington before discussinq the issue with each municipality. iu'le. % r�— Executive Committee recommend to accept this suggestion 13. Torrington Recreation Board Reeve Marz noted the Village of Torrington has invited him to attend a meeting to discuss recreation issues prior to the Village officially dissolving their recreation board The meeting is scheduled for Tuesday, May 24th, 1994 at 7.00 P M. Rpm Executive committee recommend Reeve Marz and the Recreation Committee attend this meeting 14. Jubilee Insurance - Wrongful Dismissal Coverage Jubilee Insurance has forwarded a notice outlining what is not covered by the wrongful dismissal insurance coverage Herman Martens reviewed the notice and indicated the insurance would not cover restructing, shut down, redundancies, merger, re- organization because of economics or financial considerations, strike lockout, labour dispute, grievances, or age discrimination Executive committee recommend to accept and file as information. ``W 15. AAMD & C Questionnaire re. Tax Reform Commission AAMD & C have forwarded a questionnaire regarding this matter Questions are - 1 Increase fees on crown grazing land to recover a reasonable amount of funds for the use of crown owned land, based on the productivity or commercial use of the land 2. Review how leases of crown land are awarded and renewed and consider a market mechnanism such as auctioning or publicly opened tendering procedures Executive Committee recommend the M D advise the Association it agrees with both points. 16. Huxley Clean Up At the meeting with the Huxley residents last fall there was a request to have the vacant lots cleaned up and mowed Due to the lateness of the year, this matter was not followed up until this spring Art Thomas has inspected the hamlet and 4 N N 10 EXECUTIVE COMMITTEE REPORT MAY 19th, 1994 particulary the lots in question. He felt the lots were not in particularly bad shape, were mowed and items sitting on the lots were stacked in a neat manner Executive Committee recommend no letters be sent to the landowners at this time. �� \c 17 Alberta Association of Sexual Assault Centers The Association has designated the month of May as Sexual Assult Awareness Month Executive committee recommend to accept and file 18. Pioneer Land Services Ltd. - Pan Canadian Well Pioneer Land Services on behalf of Pan Canadian has requested permission to develop the original road allowance West of the North West of 31- 28 -21 -4 for about one - quarter of a mile Executive Committee recommend the company be granted permission to construct a blade grade road in accordance with Policy 13 -16 -3A and further moved Council review the Type 3 Minor farm road standards and the Type 3 Major farm road standards to see if the Type 3 Minor farm road standard should be reduced to a 26 foot width lei }s r S'r T%* revue 19 Town of Three Hills - Gravel Tender The Town of Three Hills has written a letter to the M.D and to the contractors which were involved in their gravel tender They explained the situation to the contractors They plan to purchase 1000 yards from private contractors at the tender price and also decided to purchase 500 yards from the M. D. as well. Executive committee recommend to accept and file as information 20. Request from Jack and Nelson Vickers - Forced Road Messrs Vickers have requested the M D consider purchasing land from the landowners involved in order to provide access into several pieces of land near N E 35- 28 -21 -4 It would require purchase of land, having it surveyed and then construction of a blade grade road to provide access for Vickers, Jack Lowen, Paul Andrew, Doug Lowen and Gerald Leonhardt At the present time they must tresspass on private property in order to gain access to their land They have also spent about $900 00 on surveying their land and would like the M D to share these costs as well Executive Committee recommend the M D proceed with negotiations with the landowners involved to acquire the necessary land, have 5 )�4ZT'tl C*7 C7 r� I- EXECUTIVE COMMITTEE REPORT MAY 19th, 1994 the survey done and a blade grade road construction as necessary to provide access to this area. 21. Weich Shop Rental Mr Jeffery noted he had received some inquiries about possible rental of the Weich Shop, but none were prepared to pay $1200. a month. The Committee reviewed the utility costs and the amount of taxes which the M.D. would have to pay to the town if it was rented out, in comparison to the amount of rent which might be received Executive Committee recommend the building not be rented out,�Sd the building be used for grader storage, the heat in the old grader shed be turned off, and that building be used for cold '� storage only. 22 SR 575/SR 806 Corner There was discussion about paving the corner at the intersection of these two roads by the Acme Cemetery this year. Executive Committee recommend the corner not be paved this year Bpd and it be done next year when SR 575 is to be overlayed. 23.
