The Executive Committee of Otto Hoff and Robert E. Boake met on
Wednesday, April 20th, 1994 at the M D. of Kneehill office in
Three Hills, commencing at 9.15 A M.
John C. Jeffery, Municipal Administrator was present and
Mrs. Jean Wilkinson, Assistant Administrator was present and
recorded the minutes
The following items were discussed.
1 Alta Transportation re Power Poles
The Minister of Transportation has written to remind all
municipalities of their responsibility as road authorities for
power poles stored within road rights of way
Power companies have the right to install electric distribution
lines within public road rights of way under the Water, Gas and
Electric Companies Act, and transmission lines under the Hydro
and Electric Energy Act. Power companies and road authorities
must be vigilant about the safe storage of power poles within
rights of way during programs of new installation and pole
replacements Poles should be stored in a manner which does not

present a hazard to the motoring public. An adequate clear zone
must be maintained between the road and the storage location.
Also installation should be completed in a timely manner to
minimize risk
Executive Committee recommend to accept and file as information
and a copy of the letter be given to each councillor, the public
works superintendent and the foremen
2. M.D. Shut Down - Christmas Holidays
There was discussion about the days the office will be closed
over Christmas holidays and the need to advise employees about
the number of days holidays they will require to cover the shut
down days
Executive Commission recommend the M D shut down at noon on
Friday, December 23rd, 1994, and re -open at 8.00 A M Tuesday,
January 3rd, 1995 This would require employees to save 3 days

holidays for that period of time

3 AAMD & C New Policy re: Future Seed Cleaning Program Grants
The Association of Alberta Co -Op Seed Cleaning Plants Ltd , has
developed a proposed policy to deal with handling of future seed
cleaning program grants They forwarded a copy of the proposed
policy to the Association who in turn sent it out to all
municipalities for their consideration and comments The

Association would like to have a copy of any comments any
municipality may send to the Association about the proposal

4 AAMD & C Meeting with Standing Policy Committee on
Agriculture and Rural Development
The Association met with the Standing Policy Committee on
Agriculture and Rural Development recently A copy of the
Association's submission has been forwarded to all
municipalities for their .information The submission covered
the machinery and equipment tax, Alberta Tax Reform Commission,
the Alberta Electrical System and User Fees for Water. Gee
Executive Committee recommend to accept and file and a copy of
the submission be given to each councillor
5 AAMD & C Information on Existing Health Care Boards
The Association prepared and sent out to all municipalities a
brief outline of the number and composition of the various
existing health care boards.

6 Drumheller Airport Commission
The Chairman of the Drumheller Airport - Ray Page - has
requested assistance from the M D of Starland by lowering
taxes, and from the M D of Badlands and the M D of Kneehill
for financial assistance to help with the operating costs for
the Drumheller Airport.
Executive Committee recommend the Drumheller Airport commission
be advised the M D of Kneehill presently jointly operate the serf
Three Hills Airportion with the Town of Three Hills and would
not be in a position to share costs for another airport
7 M D Maps
The new maps have been received Cost for obtaining the maps is
about $5 00 plus Alex and Paul's time Sold old maps for $10 00
plus G S T if picked up in office and $12 00 plus G S T if
mailed out Should the price be increased - for extra revenue?

8 Minutes - April 12th Meeting
The April 12th minutes were reviewed and items to be deleted
prior to publication were agreed upon

9. 1994 Budget
The Department of Education will not provide municipalities with
any information about the 1994 school requisition until after
April 30th. It is therefore not possible to complete the budget
until that information is received

10 Alberta Transportation and Utilities - Spraying Primary
Highway Rights of Ways
Alberta Transportation has asked if the M D Ag Service Board
would be interested in spraying the primary highway rights of
way in this area Mr Thomas reviewed the letter and provided
Mr. Jeffery with the information asked for by the Province. He
indicated it would be possible for his department to undertake
the work and it would be another source of revenue which could
be looked at by council

Executive Committee recommend Transportation be advised the
M D Ag Service Board would be willing to undertake this work
for the Province at the rates quoted by Mr Thomas - Spray Truck

including operator $28 35 and pilot vehicle $15 75 per
hour plus the herbicide cost.
11 Kevin Haller Celebrity Golf Tournament
The organizers of the Kevin Haller Celebrity Golf Tournament
j have requested the M D assist with this tournament by
sponsoring a hole at $350.00, sponsor a celebrity player at
$100 00 minimum or donate an auction item or some prizes.
Executive Committee recommend to accept and file.
12 Canada /Alberta Infrastructure Works Program
The province advises even though the M D has received money no
project has yet been officially approved

13 Canadian Western Natural Gas
Canadian Western have written all councillors advising the
Public Utilities Board has approved two changes to natural gas
rates They provided information about the rate increase and
how they propose to notify their customers.
Executive Committee recommend to accept and file
14 Parker Bridge
Alberta Transportation advises the superstructure of the bridge
at SSW 13- 31 -24 -4 on SR 582 - Parker Bridge is scheduled for
replacement this summer and fall They have asked the M D to
provide the major survey information by May 4th if possible A
copy of the letter has been provided to Torchinsky Engineering
so the survey work can be undertaken as soon as possible.

15 AAMD & C - Spring Convention Resolutions
The association has forwarded a copy of the resolutions passed
at the spring convention
Executive Committee recommend to accept and file as information
and any councillor who wishes may obtain a copy from the office
16 Vic Nielson - Trees
Mr Nielson called April 18th Two or three of the spruce trees
planted for Mr. Nielson by the M D last year have died
He would like them replaced as per the agreement with him
Mr Thomas will be inspecting the trees and make arrangements
with the tree supplier to have the trees replaced

17. AAMD & C - Planning Act Changes
Alta. Mun Affairs has been conducting a public consultation
process with respect to changes to the Planning Act A
discussion document has been circulated by the Department and
responses requested from all interested parties
The association encourage all who have not responded to do so

bridge in fair to good condition - low level in fair condition
Bridge has remaining life of 10 years needs some repairs,
cannot justify replacement of bridge but will re- assess in 1997
Executive Committee recommend Mr Haskell inspect the road and
determine if it will last until 1997
Bridge 13020 - SNW 28- 33 -23 -4 - Knievel - bridge in fair to
poor condition Adequate for several years. Heavy loads can
use other roads Recommend the M.D. inspect the bridge

18. Alberta Bridge Branch - Bridge Report

Bridge Branch reviewed the M.D. bridge request and has responded
j as follows:
1 Bridge 02475 - Golf Course Three Hills - some clean up work
and grading to be done. Good job on the culvert installation
Area should be seeded
Executive Committee recommend acceptance of the recommendation
from Bridge Branch
2 Bridge 07390 - ISW 16- 29 -24 -4 - Muchka Project- Culvert in
fair condition - traffic is less than 100 vehicles per day -
crossing satisfies existing needs - replacement of culvert be
delayed until there is structural need for replacement
Executive Committee recommend Bridge Branch be asked who is
responsible for needed extensions as the road will be

upgraded in the next year or so
3 Bridge 74773 - WSW 17- 28 -22 -4 - Old SR 836 South of Sharples
Culvert in fair condition - estimated life of 15 years - limited
traffic - will provide a culvert when the road is reconstructed
Require survey information -
Executive Committee recommend the M D have the necessary survey
done by Torchinsky Engineering
4 Bridge 08629 - WNW 32- 33 -22 -4 - Riep Project - culvert in
fair condition - limited traffic, 20 year life - difficult to
justify expenditure of public funds for replacement - M D should
complete necessary repairs and leave as is until structural
conditions warrant replacement
Executive Committee recommend Bridge Branch be asked who is
responsible for needed extensions as the road will be upgraded
5 Bridge 13972 SSW 4- 32 -25 -4 - SR 583 - culvert in fair
condition, estimated life of 10 years, reconstruction will
necessitate replacement of the culverts Need survey information
Will provide comments when survey information is received

Executive Committee recommend the M D accept the recommendation

Bridge 07712 SWS 16- 31 -24 -4 Richardson West - culvert has been
strutted, appears to be stable tentatively scheduled for
replacement in 1996 subject to funding, etc M D should
inspect annually
Executive committee recommend the M D accept the recommendation
from Bridge Branch
Bridge 07713 WSW 14- 31 -24 -4 - Robertson on Old 21 - culvert has
been strutted, appears stable. Tenatively scheduled replacement
for 1998 subject to funding, etc M D should inspect annually
Executive Committee recommend the M D accept the recommendation
from Bridge Branch
Bridge 77396 WSW 21- 29 -26 -4 - Davis Road - culvert in good
condition - would require survey information to assist with
design of the extensions - extension project tentatively
scheduled for 1995 subject to funding
Executive Committee recommend the survey be done by Torchinsky
Engineering
Bridge 1276 - INW 14- 30 -23 -4 - Mauruz - bridge in good condition
requires no maintenance estimated life of 20 years.
Intend to remove the bridge when the bridge deteriorates Other
bridge to the west provides access for heavy loads Recommend
council make necessary plans for this removal
Executive Committee recommend council should decide if a low
level crossing would be satisfactory and if so arrange to have
it installed sometime in the future
Bridge 1703 SSW 2- 30 -25 -4 - Haining - bridge in good condition
no maintenance required, has life of 25 years. M.D should
maintain the strip deck - tenatively scheduled replacement of the
strip deck for 1995/96. Presently reviewing the feasibility of
strengthening the bridge and will advise council of their
decision later
Executive Committee recommend to review the bridge file when
further information is received from Bridge Branch
Bridge 1657 SSE 4- 34 -25 -4 - South Bigelow Dam - assessment not
completed - comments and recommendations will be forthcoming by
July 1st
Executive committee recommend the review the bridge file when
further information is received from Bridge Branch
Bridge 6813 - WNW 29- 29 -24 -4 - Ralston - bridge in good
condition strip deck may require replacement in 1996 Estimated
life of 25 years - plan to remove the bridge when a major
expenditure of funds is required Council should plan
accordingly

Executive Committee recommend council should decide if low level
crossing would be satisfactory at this location and if so plan
to install one in future
Bridge 0821 and 08574 - Beynon and Nottal - cannot justify
keeping both bridges which one does council wish maintained
Executive Committee recommend the Road Committee inspect these
two locations and bring a recommendation back to council
Bridge 08856 INE 12- 29 -22 -4 - Hesketh - good condition, life of
25 years - low level crossing provides access - no plans to
upgrade -
Executive Committee recommend to accept the recommendation from
Bridge Branch
Bridge 06595 - INE 13- 30 -25 -4 - Klassen Project - bridge in good
condition - no maintenance at this time - remaining life of 20
years - recommend the bridge be removed in future and council
should plan accordingly
Executive Committee recommend the administrator review the
bridge file with Robert Kennedy
Bridge 06848 INW 14- 29 -24 -4 - Entice - bridge in good condition
no maintenance at this time - remaining life of 20 years -
bridge should be removed when a major expenditure is required
council should plan accordingly
Executive Committee recommend council shoudl decide if a low
level crossing is satisfactory at this location and if so one be
installed one sometime in future
Bridge 13182 - INE 23- 29 -21 -4 - Helen Lowen - bridge in good
condition - no maintenance required - estimated life of 20 years
recommend no upgrading - heavy traffic can go around - would be
prepared to reassess when structural conditions warrant action
Executive Committee recommend to accept the recommendation from
Bridge Branch
Bridge 70377 WSW 2- 30 -25 -4 - South Megli Pit - assessment not
completed - will advise by July 1st
Executive Committee recommend to review this file when further
information received from Bridge Branch
Bridge 70076 ISE 13- 29 -23 -4 - Carbon East to Sharples - good
condition, no maintenance required - remaining life of 25 years
alternative routes available - difficult to justify a large
expenditure of funds at this time - no action for now
Executive Committee recommend to accept the recommendation from
Bridge Branch.
SridgQ 70976 ISW 17- 29 -22 -4 - Sharples - good condition - no
maintenance required - remaining life of 15 years - low level
crossing provides access for wide and heavy loads - limited
traffic - recommend the bridge and low level be maintained and
will review when structural conditions or change in traffic
patterns require reassessment No action for now

Executive Committee recommend to accept this recommendation
from Bridge Branch
Executive Committee further recommend a response be sent to
Bridge Branch about the above noted bridges when all
necessary information is available
19 Elected Official Symposium - Red Deer
University of Alberta is putting on the 16th Elected official
Symposium June 15th to 17th in Red Deer.
Executive Committee recommend all councillors and Mr Jeffery be
authorized to attend the symposium if they wish
N B. PLEASE ADVISE OFFICE WHO WILL BE ATTENDING AS SOON AS
POSSIBLE SO WE CAN MAKE THE NECESSARY RESERVATIONS, ETC

The Association has cassette reproductions of two of the
speakers at the convention Cost is $5.00 each plus G.S.T.

21 1994/95 Road Construction Program
Mr Jeffery reviewed the letter he has prepared to send to Mr
Znak regarding the 1994 road agreement with the Province He
has outlined the projects and estimated costs for same
Executive Committee recommend the agreement with the Province w
be signed and returned to Mr Znak with the letter prepared by
the Administrator. I V^
22 Acme School Modernization Grand Opening
Mr Jeffery noted the School Board is holding a grand opening of
the renovated Acme School on Thursday, April 28th commencing at
1:00 P M
Executive Committee recommend to accept and file and Otto Hoff
attend the opening on behalf of the M D if he is able
23 Kneehill Historical Society Grand Opening

The Kneehill Historical Society is holding a grand opening of
their new building at 1 30 P M April 23rd, 1994 and would like
someone from the M D to attend
Executive Committee recommend Otto Hoff or R A Marz attend the }�w

24 Canada Infrastructure Grant Program
Mr Jeffery reviewed the application which he has prepared in
connection with this program and the letter he will be sending
to the Honourable Ken Kowalski The application covers the
SR 575 paving project from Hesketh east to the Carbon corner
Executive Committee recommend the application be signed and sent
to the Minister for approval
25 M D Secondary Road Priorities - 1994 -1995
Mr Jeffery reviewed the letter he had prepared to

26 Town and Country Club - Swalwell
A representative from the Swalwell Town and Country Club called
regarding the equipment at the play park in Swalwell
The club owns the equipment and they wish to know who would be
liable if someone was hurt there. The M.D. owns the land, but
the club owns the equipment She was advised it would be a
joint liability and the club should likely look at carrying some
liability insurance , 1
Executive Committee recommend to accept and file as information
Executive Committee then adjourned.
