HomeMy WebLinkAbout1994-04-05 Council MinutesLl • EXECUTIVE COMMITTEE REPORT APRIL 5Lh, 1994 The Executive Committee of Richard M Vickery and Robert E Boake met on Tuesday, April 5th, 1994 at the M D. of Kneehill office in Three Hills, commencing at 10.50 A M John C Jeffery, Municipal Administrator was present and Mrs Jean Wilkinson, Assistant Administrator was present and recorded the minutes The following items were discussed 1 Calgary Regional Planning Commission Secondary Road Meeting Calgary Regional Planning Commission will be holding their 1994 road study committee meeting on April 22nd, 1994 commencing at 1 30 P M The M D has in the past sent one person to this meeting. Executive Committee recommend Otto Hoff attend this meeting if possible 2 City of Drumheller - 1994 Spraying Proqram The City of Drumheller is carrying out its annual biting fly control program and they would like access to the M D. land in the area around Drumheller The parcels in question are in Section 31- 28 -20 -4, N E 23- 29 -21 -4 and SW 14- 29 -21 -4 These are environmental reserve parcels near the creeks Executive Committee recommend the M D authority the City to undertake the spraying program on M D land 3 AAMD & C - Workshops The Association is considering putting on workshops on Termination Considerations and Managing Change They wish to know if the municipalities would be interested and if so which one. 040 oPd#A0 Cop Executive Committee recommend the M.D complete the survey to � 9.r 0 indicate the M D would be interested in an workshop on Managing Change and attending a half day workshop 4 Alta Municipal Affairs - Disclosure of Public Information Minister of Municipal Affairs advises the Province is committed to the principle of disclosure of public information to the j residents of the Province This would provide taxpayers with the information required to make informed judgments on the services provided and actions taken by the government Government statements to staff reflect po, 1 will therefore as part of their annual financial include a report on the salary and benefits provided The reports will not identify individuals but will sitions or groups of positions at similar levels • EXECUTIVE COMMITTEE REPORT APRIL 5th, 1994 The province is considering a similar requirement for municipalities in the new Municipal Government Act but until a final decision is made the Minister suggests municipalities consider providing similar information to their taxpayers The Province will provide a copy of the form of disclosure which they are presently using. Executive Committee recommend the office obtain a copy of the form of disclosure 5 Ward Project - Water Approach Mali ,4�it3 The Town of Three Hills and the Three Hills Golf Course have agreed to allow the M D to install an approach near the creek on their land at no charge The dirt which will have to be removed to provide the approach will be wasted on the club house property near the club house. Mr McCook indicated it would not cost the M D anything as the dirt must be disposed of in any event and if not put on golf course property would have to be hauled up the hill. Executive Committee recommend the M D accept the offer from the Town of Three Hills and the Three Hills Golf Course and install the water approach 6 Canada Day The Canada Day Committee has forwarded information about Canada Day. There are various programs which a municipality can be involved in to celebrate the day and there is a federal grant which can be applied for Executive Committee recommend to accept and file. 7 Letter from Prosperity South Committee The Prosperity South Committee has forwarded information about their Prosperity South General Gathering in Brooks Executive Committee recommend to accept and file 8 Alta Health News Release The Minister of Health has released a map of the 15 proposed health regions for Alberta Region 5 would include Cereal, Didsbury, Drumheller, Hanna, Linden, Strathmore, Three Hills and Trochu 9or�1 NAs '— Executive Committee recommend to accept and file as information w� 8 1994 Census 2 • • EXECUTIVE COMMITTEE REPORT APRIL 5th, 1994 Mrs Wilkinson has requested permission to commence census May 24th and complete no later than June 24th This would accommodate some good people she can hire to do the census J1KA11) A04)SAD Executive Committee recommend the census be undertaken in that time period. 9 Letter of Thanks from Mr and Mrs Penn Mr and Mrs Penny (owners of the former Jack Hazelwood Acreage) have sent a letter thanking the divisional grader operator for keeping their road in good and passable condition over the winter Felt he deserved a bouquet and many thanks for the quality of the job he did and also felt he went beyond the "call of duty" to keep the road in such good condition �7 Executive Committee recommend a copy of the letter be given to the divisional grader operator with thanks from Council for P7 doing a good job and the letter be acce,"Led and filed as information 10 Employee Wage Agreement The clause in the M.D wage agreement concer1iing a major change being made to the agreement was reviewed. Tape clause indicates if a motion of council is made which will eliminate or change the dollars received, the time worked, or any other monetary value received by any employee under the L�greement, adequate notice of such change will be provided and the change will not take effect for a period of three months following the date of passage of such motion Executive Committee 0 not be rolled back notified accordingly AP,e,� isr�94. recommend the employee wages and salaries l� until July 1st, 1994, and the employees be 1! 11 Jubilee Insurance Jubilee Insurance has an extra expense coverage available under the Property Policy This would cover any necessary expenses incurred by the jurisdiction in order to continue to conduct normal operations following damage or destruction of insured property. There is presently a limit of $500,000 on any one loss. Two claims recently exceeded that limit. The municipalities can purchase additional coverage if they wish S�e�Ey Executive Committee recommend not to take any extra coverage � 41��44C-4 12 Town of Banff - Alberta School Boards Resolution 3 �Zv� �71 • EXECUTIVE COMMITTEE REPORT APRIL 5th, 1994 The Council of the Town of Banff is concerned with the recent action of the Province to remove local taxing authority for school boards They have prepared a resolution which has been forwarded to their local M L A. Brian Evans A copy of the resolution has been forwarded for information of council. Executive Committee recommend to accept and file as information 13 AAMD & C Survey re: Tape Recording Council Meetings A municipality has requested the association determine whether other municipalities tape their council meetings and how the tapes of such meetings are handled and disposed of Executive Committee recommend the survey be completed as follows M D does not tape its council meetings Second question is not applicable. 14 Town of Trochu The Town of Trochu has indicated they are not prepared to proceed with construction of a new fire hall in 1994. Executive Committee recommend to accept and file and the Budget Committee be advised it is not necessary to budget funds for J� z this project in the 1994 budget P p,= G'oc�JGw- n1r 15 A S B - Weed Notices Art Thomas has issued weed notices to both C.N and C P railways to require them to spray for noxious weeds on their right of ways Executive Committee recommend to accept and file as information 16 SR 836 Signs The Village of Carbon has asked if the M D is planning to put up SR road signs on the road south of Carbon to #9 Highway. Executive Committee recommend the signman be directed to put up ni the necessary SR road signs and also to remove any secondary gao 7 road signs from the former SR 836 south of SR 575 2-no4AI-l`e 17 Costs for Employee Day The cost for the lunch for employee day amounted to $301 03 H �rtti EXECUTIVE COMMITTEE REPORT APRIL 5th, 1994 Executive Committee recommend to accept and file as information F� 18 Atlantis Resources - 4- 25- 33 -24 -4 Road Ap roach Atlantis Resources were served with a stop work order in ® connection with the approach they .installed to access the above noted well The company has sent a letter indicating they will move the approach as soon as they can get a cat in to do the work and until then they will not use the existing approach. Executive Committee recommend to accept and file as information. F� 19 Roy Ashcroft - Snowplowing Account Dr Ashcroft had requested the divisional grader plow his yard His driveway is only 16 feet wide and as the grader was going through the gate the snow coming of f the end of the blade pushed over one of the poles He was billed for the snowplowing and does not feel he should have to pay it as his gate was damaged. Executive Committee recommend Dr Ashcroft be advised the M.D is not prepared to cancel the account and the M D will not plow out his yard in future unless his gate is widened out a sufficient distance to allow adequate access for the grader 20.
