MARCH 31st, 1994
An annual meeting of the Municipal District of Kneehill #48
was held on Thursday, March 31st, 1994 commencing at 7 00
P M
The following were present for the meeting
Reeve Richard A Marz
Councillors Marylea Lowen, Otto Hoff, James Hanger (after
7.15 P M ) Glen Wagstaff and Richard M Vickery
John C. Jeffery, Municipal Administrator
Edward Dunay, Assessor
Mrs Jean Wilkinson, Assistant Administrator was present
and recorded the minutes

Municipal Administrator John Jeffery called the meeting to
order and called for nominations for Chairperson for the
meeting.
Ralph Loosmore nominated Ralph W Brown as chairman for the
meeting
Mr Jeffery called for nominations a second and a third
time and no further nominations were received.
Mr Jeffery declared Ralph W Brown elected as chairman for
the annual meeting and Mr Brown took charge of the meeting
Reeve Marz introduced the councillors and staff members and
welcomed the past councillors and ratepayers to the meeting
He also expressed regrets from Councillor Boake who is
unable to attend the meeting tonight due to an illness in
his family
Reeve Marz gave his annual report and touched on various
aspects of M D business over the past year Some items he
noted are as follows.
1994 is the 50th anniversary of the M D as it was
incorporated in 1944,
the financial situation of the M.D. is the best it has
since incorporation,
councillors took a 5% wage cut effective April 1st and
staff a 5% wage cut effective July 1st
called for tenders for grader maintenance in Division 1
a six month period,
permanent staff down to 36 and to be further reduced by
in June due to a retirement,
any additional staff required will be temporary

Mr Mueller moved adoption of the Reeve's report
Seconded by George Boles
CARRIED
Reeve Marz reviewed the Canada Alberta Infrastructure
program and noted the M D has signed an agreement to
participate in this program The funding under this
agreement together with part of the M D asphalt
rehabilitation reserve fund will be used to repave SR 575
from Hesketh west as far as possible with the available
money
Mr. Vickery then reviewed the provincial up- grading
program for secondary roads and what the M D will have to
do in order to obtain provincial funding for rehabilitation
of pavement The Province has stated any paving work must
be done by a private contractor, but the M D can use its
own forces to do any work required on the base of the road
before paving Secondary roads with a traffic count of
less then 200 cards per day will not be considered for
pavement Reviewed the bridge program and noted the M D
has the 4th highest number of bridges and or culverts in
the province. Costs for rehabilitation of bridges will be
the same as paved roads - 75% 25% He noted sections of
some roads, such as the road going down to the Tolman
Bridge, which is slumping, may have to be put back to
gravel rather than spending the large amount of money
required to reconstruct it and repave it
George Wickersham moved adoption of the report from Reeve
Marz and Councillor Vickery.

Deputy Reeve Otto Hoff reported on the future of regional
planning commissions and how this will affect Palliser
Planning Commission Palliser Regional building in Hanna
is debt free, funding cut back for this region was only 11%
not 20 %, but funding will be cut again and may be phased
out in 3 years Necessary for commission to generate its
own revenue if no funding from the province More user
fees and perhaps doing things like building inspections
will have to be considered in order to survive Hoping the
province will continue to fund the rural planning
commission in some manner County of Paintearth is joining
Palliser Regional Planning Commission - moving from Red
Deer Commission.
Deputy Reeve Hoff also reviewed Drumheller Hospital
situation They have long waiting lists for the nursing
home and auxiliary hospital New hospital plans on
hold for now Cost would be about $27 Million Hope
to be able to go forward with the construction by
October or November this year Will take 3 years to
construct Hospital board forming foundation society
to help raise funds for the Drumheller Hospital
Noted regional hospital areas will be created by the
Province shortly. Proposals for a larger area has been
sent to the province - perhaps from Bassano to the east
border and taking in Kneehill and Mountain View Would be
a very large area Small boards will disappear and an area
board would operate all the hospitals in that region

Councillor Marylea Lowen gave a report on behalf of
Councillor Boake with regard to the Drumheller Health Unit
and the Drumheller and District Solid Waste Association.
Touched on re- organization of the health unit areas and
the streamlined management structure No reduction in
services planned as yet Board submitted a propsal to the
Province in connection with a larger regional health unit
area
Reported on the regional land fill system and the amount of
garbage hauled into the site Reviewed costs and number of
areas involved in the joint use system
Gordon Park moved adoption of the report from Councillor
Lowen
Seconded by Ted Andrew

Reeve Marz reported on the Golden Hills Lodge, Kneehill
Community Resource Board and Kneehill Ambulance activities
and also touched on Three Hills Hospital board issues The
Three Hills Hospital board had submitted a proposal for a
new regional area including the 9 & 21 area plus Trochu,
Elnora and the Olds and Didsbury areas This area would
have a population of about 100,000 Process for choosing
members for the new regional boards will be released April
15th at the same time as the Minister announces the new
regional hospital boundaries
The new regional hospital board will be responsible for
ambulance services but perhaps will not be actively engaged
in the operation of ambulance services
It is hoped the Kneehill Ambulance Service can survive and
operate in this area It presently has 30 volunteers
between Three Hills and Linden area with a budget of
$171,834 The municipalities contribute $35,000 to the
costs of operating the service, the remainder comes from
ambulance calls M D 's share of the $35,000 is $26,800
Board has hired a new co- ordinator April 1st
The various boards responsible for senior citizens housing
has been discussing creation of a management board to save
money, but difficult to do this due to the distances
involved between the various facilities
Kneehill Community Resource Board has 3 workers on staff.
They work in the schools and in the community and their
main focus is on children and their needs. Program is
funded 80% by the provincial Family and Community Services
department, 20% by the local areas and a grant from
provincial Social Services department The province has
changed the process for payment of money for this program
and the M D will likely takes its grant money on an
unconditional basis, rather than conditional This will
allow the M D more flexibility to operate the program to
suit the areas' needs
At this time Reeve Marz introduced two members of the Three
Hills Seed Plant board - Gordon Park and Don Metzger and
two volunteer members from the Trochu Fire Department - Roy
Enzi.e and Ken Wohl

Councillor Hanger reviewed the Three Hills Airport
activites and discussed the proposal to up -grade the Three
Hills arena
Cost for up- grading the arena would be about $1 million and
it has been suggested the committee should raise the funds
and rebuild the arena in stages so there would be no
increase in taxes Also some concern about the number of
arenas in this area - Trochu, Three Hills and Torrington -
and the number of people they serve about 4000.
The Three Hills Airport cost the M D $5000 00 in 1993 and
the Town of Three Hills $5000 00 P B I has constructed a
large hanger facility there, and the airport lease area was
enlarged to about 14 acres in size. There are 4 voting
members on the Commission - two from the M.D. and two from
the town and 4 advisory members - two from the rural area
and 2 from the town Activity at the airport is
increasing

® Councillor Vickery reviewed the role and activities of the
M D Ag Service Board Touched on the weed control
program, soil conservation and tree shelter belt program as
well as the machinery rental program
Province has indicated for now it will retain its current
level of funding
Planted 14 miles of caragana shelter belt trees last year
Would like to see this trend continue as a means of soil
conservation There is a concern about toad flax and
thistle and the problems with controlling these weeds
Spot spraying on roadsides was done last year and the north
east portion of the M.D. was targeted
Inspections done by the Ag Fieldman of the CN and CP
railway right of ways Located some bad infestations of
noxious weeds and spot spraying will be done this year by
the railways
Seed cleaning plant inspections are done by the A S B. and
the Three Hills plant received a 98% grading in 1993
Pesticide container site was well used by the farmers and
the site will be cleaned out again some time this year
Rental equipment is well received by local farmers
CASEA funding was briefly mentioned as well as the meetings
put on for the area farmers by the D A and D H E

letter received from Alberta Municipal Affairs Inspection

Questions were then asked by various ratepayers as follows.
1 Ralph Loosmore -
What is the Kneehill Community Resource Board and what
do they do?
Reeve Marz reviewed briefly why the proram was set up and
what the workers do in the schools and the community
2 Harold Mueller -
Is $314,000 the M D 's share under the Canada Alberta
Infrastructure Grant?
Reeve Marz noted it was - the M.D. will put in $314,000
and the rest will come from Provincial and Federal grant
monies
3. Harold Mueller
What kind of cuts in provincial funding is the M D
facing?
Reeve Marz reviewed the change to the process and the
amount the M D. will received under the Unconditional grant
program He noted the 1994 grant under this process will
be $602,500 which is made up of the former Alta. Mun
Affairs municipal assistance grant of about $400,000
Public Transportation Operating Assistance Grant of
$15,031 and FCSS grant of $87,769
This grant will be reduced to about $400,000. in 1995 zad
to about $300,000 in 1996 Not sure what will happen
after 1996
The Alberta Transportation grant for roads has been reduced
for 1994 and will be reduced again in 1995 and 1996
Keiver's Lake grant of $20,000 reduced to $15,000 in 1994
and to $10,000. in 1995
4 Bruce Boles
Will the motor graders provide less services because
of these cuts?
Why does the M D have so many half tons running around
the area
Reeve Marz discussed the costing process the M.D is now
using and the contract grader experiment He noted as the
funds are reduced council will have to decide what is the
essential services we want to retain
5. Ralph Loosmore -
Were you satisfied with the work done by the contract
grader in Division 5 and did he plow snow as well?
Councillor Hanger noted the contract in Division 5 expires
at the end of April and he did plow snow. He felt the
contract grader operator did a good job in that area.

6 Ralph Loosmore -
What about cost; comparison?
Jack DeBeaudrap noted he was very satisfied with the work
done by the contract grader in his area Would like to
see a comparison of contract grader and M D grader on a
per mile basis
Councillor Hanger noted most ratepayeis who had spoken to
him appeared to be satisfied
Reeve Marz reviewed the cost of the contract grader at-
$61 80 per hour and the average cost 'to operate an M D
grader. Noted the contract in Division 5 has been renewed
• for another year and are calling for tendei.s foi summer
grading only in Division 1. Noted council may have to
• look at the turn around time to purchase new graders as the
older machines cost r,iore money to maintain
'L Mr Mueller suggested for the next annual meeting the
'r grader costing be puL on an overhead for the information of
the ratepayers
7. Bill Kilgour questioned the content of the agenda for
the meeting tonight He felt there was no oppoitunity
ti for ratepayers to participate in the decision making
process They could only ask questions and he felt
that was not correct as the Reeve had specifically
"•• requested ratepayers participation in making
decisions.
Mr Kilgour was advised any ratepayer could make a motion
from the floor and if the motion passed it would be taken
as advice, but council was not legally bound to take any
action on the motion Such motions are considered as a
guide to council only
8 Harold King -
Do we have a contract in place for Division 5 leading?
•'• He was advised the current contract expires aL- t.:ie end of
• April and the new contract will be signed for the period
May 1st to April 30th at a rate of $63 30 per hour
• Also advised Division 1 grading services had been tendered
for the summer time frame only
9 Bruce Boles
Felt Fisher Davidson road is in bad shape and it should
be put back to gravel. It is potholing out and the
holes are getting deeper - someth.i.ng has to be done
It was better when it a gravel road
Reeve Marz discussed the product which was put on this road
and other roads on an experimental basis Work well in
other areas, but dial not work well on this road Assured
Mr Boles the road will be considered by council soon
10 George Boles -
When was a traffic count done on the Fisher Davidson
road It appears the government feels you need
200 vehicles a day to warrant surfacing? The traffic
has increased and it is heavier traffic

Deputy Reeve Hoff noted the product was put on during rainy
weather and it was put on for dust control There was a
concern insufficient product was used.
Advised there is another product which may be tried this
year.
Mr Boles noted the road does carry clot of traffic and the
dust is bad for people who live there
Reeve Marz noted there are other roads in the area which
also carry alot of traffic - near feed lots, etc and the
M D cannot do more with less dollars May have to look at
different ways to generate revenue - perhaps user fees
and increased taxes - to provide services
Mentioned the possibility of losing the machinery and
equipment assessment and that the revenue gained from that
assessment would have to be replaced somehow
Councillor Vickery noted the cost for the dust control
product on the Fisher Davidson road was $15,000 a mile
for the six mile stretch of road
11 Kevin Niemi
What is the M.D 's extent of involvement with the
® School Division ?
Do you have any input in their budget process?

Reeve Marz noted he had requested the Board Chairman to
attend the meeting tonight, but it appears he was unable to
I do so. Have been discussing matters with the Board for
the last 1 1/2 years Looked at the possibility of sharing
the M D maintenance shops, the M D doing the
maintenance work on their buses and other areas where
the costs might be reduced for both areas Possibility of
the Division using the M D Carbon shop in return for
payment of utilities Also discussed the idea of using a
portion of their land in Trochu for a fire hall

However given the many changes coming as far as School
Division areas further negotiations perhaps should be left
until the new regional areas are in place
I We are trying to work together to reduce costs However do
not have any input into their budget as that is not in our
mandate. That is the School Trustees responsibility
Discussed the idea about the Province appointing school
superintendents and noted the Province may be changing
their mind on this issue
Mr Loosmore felt the Province should be able to appoint
the superintendents
12 Angus Park -
I still have a concern about the M D minutes not
being published soon enough It is important for
me to know sooner what council is doing We cannot
be involved unless we see the minutes sooner
Minutes hould be printed no later than 2 weeks after
the meeting
Reeve Marz reviewed the process and noted the minutes but
be approved by council before same can be published

There was further discussion about this matter and how the
ratepayers could be better informed
Reeve Marz noted the M D council meetings are open to the
public
13 Angus Park -

The M D has in the past emphasised building new
roads Are you going to use the existing machinery to
up -grade the existing roads or continue to build more
The Wimborne road has lots of soft spots and needs to
be fixed
Reeve Marz noted it is important for the M D to preserve
the secondary roads already in place and it will take time
to up -grade and repairs the roads.
14. Angus Park -
Is the M D. going to honour the Jim Christie family
as he was inducted into the Agriculture Hall of Fame?
Reeve Marz noted Mr Christie was invited to attend the
last council meeting to be presented with a plaque, but he
was unable to attend.
Deputy Reeve Otto Hoff spoke briefly on the newspaper and

the problem with publication of minutes and noted the
County of Wheatland has discontinued sending their
newspaper to their ratepayers due to costs involved
15 Harold Mueller -
Will the M D collect school taxes and send the money
to Edmonton?
If so will you have to pay the money to Edmonton
regardless of whether the taxes are paid or not?
Reeve Marz - Yes. The first requisition in 1994 will be
paid to the School Division as directed by the Province and
we assume the remaining requisition will be paid in
quarterly installments to the Province
16 Ralph Loosmore -
Are they going to tear down the Three Hills Arena
and build a totally new building? We can do without
this building
Councillor Hanger - we have turned down the group asking
for money Most of the changes are internal - problems
with floors, dressing rooms, etc We believe it should be
fixed in stages as the funds are raised We are also
concerned about who will be responsible if the funds run
out, the size and how it will be operated However likely
nothing will happen for 1 or 2 years Feel there is
really nothing wrong with the building but there is a group
who would like to see a totally different building
I Mr. Kilgour commended Councillor Hanger and Council with
regard to the Three Hills Arena and the Marigold Library
system He felt both these should be "user pay" - the
less council does the better for me the ratepayer
There was further discussion about publication of the M D
minutes and Reeve Marz noted the Three dills Capital

provided the best tendered price for publication of the
M D news and minutes Also further discussion
on the

suggestion of having the minutes printed before being
approved by Council
Reeve Marz noted Council would take their comments on this
issue into consideration or someone from the floor could
make a motion about publication of the minutes, and they
will discuss the idea again However have some concern
about publication of unapproved minutes
Harold King suggested if a ratepayer comes in he could be
provided with an unapproved copy of the minutes
Chairman Brown noted providing the paper to M D ratepayers
was started about 30 years ago as the Municipal Government
Act requires the M D to advertise certain of its decisions
and information about penalties, etc Using other
papers - Red Deer - Calgary, etc was very expensive and
using the local paper appeared to be the most logical and
cheaper way to go
Mrs Pam Grenier, Mr Dennis Grenier and Mrs Louisa Lowen
spoke at length about the recent decision of the M D
Development Appeal Board concerning the Badlands National
Golf Course development near Drumheller They were
concerned about the proposed development and felt the
permit should not have been issued without full plans being
provided including provision of water and plans for a club
house. They felt the Development Appeal Board listened to
them but did not hear their concerns
Angus Park moved a vote of thanks to Council

17 Harold Mueller
Explain to me what a management service is in
connection with Golden Hills Lodge? Are you looking
at combining the Golden Hills Lodge, Robertson Manor
J. C. Long facility and the low cost housing facility?
Reeve Marz thanked the ratepayers for the vote of thanks
given to council
He advised Mr Mueller that is what the Province was
looking at - to have one management board look after the
various facilities
The Province felt a regional management agency would be
able to operate these facilities in a more cost effective
manner It appears this solution might work well in a
large urban center but will not work well in a rural
widespread area because of the distances involved and the
volunteers who are involved. This information has been
forwarded to the Province but not sure exactly what will
happen now
Mr. Loosmore noted the government is raising rental fees
for people in lodges, etc , but the M D is still getting
grants to build more roads He felt the M D did not need
any more new roads, the council should cut back for awhile
Mr. Kilgour agreed
Reeve Marz spoke on this issue :
"This might be a good point The M D road program was
reviewed at our recent town hall meetings but there is no
rush to get the roads done The program will be spread

out over a longer period of time Council is looking at
reducing the size of the road crew when the oldest buggy
should be traded off or sold Base course projects will be
completed this year and there will be no more base course
crew If it is necessary to do base course work on a road
it could be done on a contract basis He suggested the
size of the gravel crew would also be looked at in future
and if gravelling gets behind a contract truck could be
hired.
Council has been reviewing this process over the past 5
years and slowly cutting back. "
Mr. Loosmore suggested heavy trucks damage the M D roads
and council should limit the weights
Reeve Marz noted it would be very difficult to enforce
without a by -law enforcement officer The Province is
cutting back on their enforcement division and they work
mostly on provincial and secondary roads.
Mr Loosmore noted the rental increases for seniors lodges,
changes to the hospitals and schools continue and yet the
M D is still doing road work Which is more important?
Bruce Boles felt some of the M D roads are much too wide.
Deputy Reeve Hoff noted the province required the M D to
build wider secondary roads, but they have now backed off
on their standards
Angus Park suggested council should understand the
ratepayers cannot afford new roads The M D should
look at fixing the bad spots on the existing roads
He mentioned the lack of a small crew to do these kinds of
jobs and council advised why the small crew was done away
with some years ago
Bruce Boles moved the M D not build any more roads, just
maintain the existing ones
Bill Kilgour seconded the motion _
There was discussion about the motion and it was suggested
there might be a need to build new roads for new
developments or in an emergency situation
Chairman Brown advised the motion, if passed, would be
taken only as direction to council
A vote was taken and the MOTION WAS DECLARED DEFEATED
Mr. Grenier expressed thanks to Councillor Lowen for
getting a road in their area fixed.

1994 COURT OF REVISION MUNICIPAL DISTRICT OF KNEE'TTLL
The 1994 Court of Revision of the Municipal District of
Kneehill #48 was held on Tuesday, April 12th, 1994,
commencing at 9.15 A M
The following members of the Court of Revision were present-
Council Members Otto Hoff, Robert E Boake, Marylea Lowen,
James Hanger and M Glen Wagstaff
John C Jeffery, Municipal Administrator and Clerk of the
Court
Edward Dunay, Assessor
Jennifer Deak, recording secretary
Mr Wagstaff moved Otto Hoff be appointed as Chairman of
the Court of Revision
CARRIED
Mr Clinton Elliott entered the meeting.
Mr Dunay reviewed the complaints to the Court of Revision
and the following motions were made.

Clinton Elliott
Mr. Hoff welcomed Mr Elliott to the meeting and introduced
the members of the court Mr Elliott advised the court
that he was appealling the assessment because he felt the
site should not have the three acre site value assessment
Mr Elliott noted that he applied for a home occupation
permit, there is no access road to the site; no utilities
at the site; the quonset at the site is being used to store
commercial trucks and farm machinery
Mr Dunay explained the three acre site value is a
provincial regulation and the land only is being assessed
not the building Mr. Elliott also raised concerns about a
texas gate an oil company had installed on the road and was
not adequate enough to allow the grader operator to cross
this portion of road with his grader Mr Hoff thanked Mr
Elliott for attending the court of revision and advised him
his concerns about the texas gate would be directed to the
proper channels
Mr. Boake moved to concur with the recommendations of the
assessor that no changes be made to this assessment

Mr Wagstaff moved to concur with the recommendations of
the assessor that the machinery and equipment assessment in
the amount of $4,740 be cancelled and the improvement
