EXECUTIVE COMMITTEE REPORT MARCH 17th, 1994
The Executive Committee of Richard A. Marz and Otto Hoff met on
Thursday, March 17th, 1994 at the M D of Kneehill office in
Three Hills, commencing at 10:25 A M
Mrs Jean Wilkinson, Assistant Administrator was present and
recorded the minutes
The following items were discussed.
1 Canada Alberta Infrastructure Works Proaram
Deputy Premier Ken Kowalski advises the M D is officially
enrolled in this program. An agreement will be prepared and
sent for signature. Once it is signed and returned 30% of the
province's portion will be issued to the M D
Executive Committee recommend to accept and file as information
2. Drumheller Regional Hospital Society
A committee on behalf of the Drumheller Hospital has over the
years raised money to improve and enhance the services at the
hospital The group presently have around $39,000 00 on hand
They wish to form the Drumheller Area Health Foundation (society
under the Societies Act) and turn this money over to that
foundation. This would prevent the money from being absorbed
into a larger regional hospital board when regionalization
occurs The money was raised in the local area and should be
kept for use in the local hospital
The M D would be named as a signing member of the society and a
council member would be appointed to sit on the society board
with the appointment to be for three years. The council member
appointed to the society would have to live in the traditional
hospital district that exists at this time

Executive committee recommend the M D support this proposal, S(.nt
agree to be a member of the society and recommend the �j,-,-A
appointment of Otto Hoff to represent the M D on the society
board with his term to coincide with municipal elections.

3. 1994 Fuel Bid
Mr Jeffery contacted each municipality and the school board
The school board would be prepared to joint tender for 1994 fuel
requirements with the M D , the other areas were not agreeable

4 Water Approach - Ward Project
It appears in order to install a water approach on the Ward
project near the golf course land would have to be acquired

The land in question is owned by the Town of Three Hills and or
the Three Hills Golf Course. An approach could be used by fire
department to get water, by farmers and oil companies
Executive Committee recommend the M D approach the Town -sc-S
of Three Hills to see if they would allow the M D to construct
an approach on their land to be used for public access to the -o

5 Village of Torrington - Water System Maintenance
Some years ago the Village requested the M.D to allow Alex
Cunningham to supervise their water system maintenance as their
employee did not have the necessary training and ticket
Over the years their employee has worked on the system under
Alex's ticket, including adding chlorine to the system, but
without any supervision on the part of Mr Cunningham
Executive Committee recommend the Village of Torrington be letkr-
advised the M D would undertake the maintenance work on the S„r,t
water system for the Village, at a cost, but due to potential
liability cannot allow the village's employee to continue to do prnd.r
the work under Mr Cunningham's ticket without any supervision
or involvement by the M D
6 Special Constable Application
Received a job application from Richard A Tomporowski of
Ontario for a full or part time special constable position
The files regarding enhanced police services and or a by -law
enforcement officer have been on hold pending the committee
meeting and discussing the issue
Executive Committee recommend Mr. Tomporowski be advised the lei
M D is not interested in hiring a special constable at this sent
time.
7 Drumheller Health Unit - Heart Health Proiect
The Drumheller Health Unit are conducting a heart wellness
program The project started in 1992 and they have completed a
study at a Hutterite Colony and at the City of Drumheller They
wish to know if the M D would be willing to take part in the
worksite project It would require approximately 20 employees
to be involved and it would take about 2 hours time
Each employee who volunteers to be involved would attend an
orientation session, and then be assessed The assessment would
involve completion of a form, checking their BMI, weight,
chlorestral and blood pressure The results of these tests
would be discussed with the employees on a confidential basis.
The results would then be put into the computer and the general
statistics obtained would be provided to the M D The report
would also be reviewed with the group and there might be
discussions as to what could be done to improve the overall
health situation The project would take about 3 months

maximum to complete. The meeting with the employees could take
place after hours.
Executive Committee recommend the employees be asked if they wish
to take part in the study, and if 20 employees are agreeable to
participate after hours, the M D would have no objection Also
recommend it would not be necessary for Council to meet with a
representative from the Health Unit given the information
obtained about the project
8 CAAMD & C Resolution re County System
CAAMD & C advise they will not pursue taking the resolution
regarding the county system to the Spring Convention due to the
lack of support.

9 Crackfilling Material and Road Oil
Quotes were obtained for provision of this material for 1994
The low bid was received from Koch Materials of Calgary Quotes
were obtained also from Pounder and Ace Asphalt
Executive Committee recommend the M D accept the low quote and
purchase the oil from Koch Materials
10 Executive Development Seminar Series
A brochure was received regarding a one day seminar on
Reinventing Government and Total Quality Management in the
Public System A seminar will be held in Calgary on
March 21st, cost $445. The seminar would be of benefit to local
government officials among others

11 AAMD & C - Executive Summary of the Local Government
Finance Review Report
The Association has forwarded a summary of the final report
prepared by this committee The report is forwarded merely as
information at this time as a number of important provincial
initiatives have been implemented since the report's completion
and the context shaping provincial municipal relations is very
different now than when the report was completed.

12 AAMD & C Fire Protection Survey
The Association has forwarded a summary of the results of the
survey conducted with regard to fire protection service charges

An invitation has been received to attend the East Central /West
Central Edmonton Evergreen Regional Spring Conference to be held
in Hanna - April 22nd and 23rd.

41 municipalities responded to the questionnaire 27 indicated
they do provide fire protection to other jurisdications, 14 do
not Rates varied significantly Only one municipality
indicated they do not charge for any service they provide to
another jurisdications

13. AAMD & C Position on Development of Regional Boundaries for
Alberta's health system
The Association has forwarded a copy of the letter sent to the
Chairman of the Regionalization Task Force, Health Plan
Coordination Project Steering Committee, Mr Roelof Heinen
The Association on behalf of all municipalities focused their
comments on the principles which they believe should guide the
regionalization process as follows
1 Process must clearly and explicitly recognize the importance
of maintaining reasonable access to health care services within
rural areas
2. Regional boundaries should reflect not only trading
patterns, but municipal boundaries where possible. Designing
regional boundaries around existing municipal boundaries would
serve to minimize confusion on the part of the individual
citizens and enhance acceptance of the system at the local level
3 Support the idea that ambulance services should be
integrated into the health service regionals.
4 The association believe regional health authorities must NOT
be allowed requisitioning powers - the property tax base should
not be required to provide funding for the health care system.

14 Centra Gas - Rate Increase
®
Centra Gas has written to advise if the utility income tax
rebate is eliminated by the Federal Government the immediate
effect would be a rise of about 1% not 10% as advertised in a
newspaper article However they believe the rebate should be
retained

15 Town of Hanna Community Services Regional Spring FCSS
Conference
An invitation has been received to attend the East Central /West
Central Edmonton Evergreen Regional Spring Conference to be held
in Hanna - April 22nd and 23rd.

16 Drumheller and District Solid Waste Management Association
Annual meeting
The annual meeting of the Association will be held on April
21st, 1994 prior to the regularly scheduled meeting
The 1993 audited financial statement will be discussed

17 AAMD & C Public Health Governance Structure
The AAMD & C has been requested by a member
space at the upcoming Spring Convention

18 Canacea Resources Tax Arrears
Canacea Resources owe the M D $4275 79 in taxes for a pipeline
Company has apparently gone bankrupt. AMA not able to obtain
any information about the company, no address or any
correspondence
The taxes are $3205.18 in tax levies and $1070 61 in penalties
No way to collect these outstanding taxes
Executive Committee recommend the outstanding taxes and
penalties be cancelled - Roll 6813500 c� � «I
19 Gravel Royalties
M D policy 13 -9 indicates gravel royalties for 1992 was 60
cents and 60 cents for 1993 No price has been established for
1994 or future years
Executive Committee recommend the royalty price remain at 60
cents per cubic yard until a further motion of council

20 RAM Manufacturing Ltd. Service Contract
RAM Manufacturing Ltd., installed the handicapped lift in the
M D Office Service contract is up for renewal Cost for a
service contract for one service maintenance call per year is
$260 00 - $160 00 for labour and $100 00 for mileage Price
does not include any replacement parts other than those covered
under the warranty

21 Three Hills Airport Committee
The M.D. may appoint two advisory members to the Airport
Commission The names of Art Thomas and Francis Cullum have
been suggested They would be advisory members only and would
have no voting powers
Executive Committee recommend the M D appoint Art Thomas and �rGAvt
Francis Cullum as M D advisory members on the Three Hills
Airport Commission
22 Agenda for Employee Day
Mrs Deak has prepared an agenda for employee day - Opening
remarks by council, presentation by KCRB - Coping with Change -
Discussion with council, Alberta Health and Safety presentation,
Lunch, Workers Compensation Board presentation, review of M.D.
safety manual, RRSP /Mutual Fund presentation by Royal Bank
It was also noted in 1995 it will be necessary to recertify the
employees in first aid on employee day Certificates are
expiring next year

23 Milton Hansen - Advertising Signs at M D Transfer Sites
Mr Hansen had requested permission from the M D to erect
advertising signs about his garbage pickup business at the M D.
transfer sites - Three Hills, Linden and Torrington
Signs would be about 2 foot square The matter was tabled at
the last council meeting
Executive Committee recommend Council authorize Mr Hansen to
erect the advertisement signs at the 3 transfer sites upon
payment of the sum of $100 00 per sign per year and subject to
approval of the content of the sign by Council.
24 City of Lloydminster - Transalta Utilities Network Access
Application
The City has forwarded an up -date on their activities with
regard to this issue. They have also forwarded a breakdown of
