The Executive Committee of Richard A Marz and Otto Hoff met on
Monday, February 28th, 1994 at the M D of Kneehill office in
Three Hills, commencing at 9.00 A M
John C Jeffery was present for the meeting and Mrs Jean
Wilkinson, Assistant Administrator was present and recorded the
minutes
The following items were discussed
1 Kinsmen and Kinette Newspaper
The Editor of the Fourum, the Kinsmen and Kinette Newspaper of
Alberta and North Eastern B.C., has asked if the M D would like
to put an advertisement in their paper, thanking the local
Kinsmen / Kinette Club for work done by the clubs in the M D
Cost is $50 00`

2 Tourism Industry Association of Alberta
The Tourism Industry Association is hosting a meeting to discuss
The Proposal for an Alberta Tourism Corporation on
Friday, February 25th in Calgary or Monday February 28th in
Edmonton
Executive Committee recommend to accept and file as the meeting
dates have passed
3. Annual Recreation By -Laws - Urban Centers and Rural Community
Organizations
The annual recreation by -laws are normally passed by council in 3uaSe -4
the month of March

Executive Committee recommend the by -laws be referred to the
Budget Committee for their consideration and recommendation
4 SR 583 Reconstruction
The idea of meeting again with Rob Penney of Alberta
Transportation to discuss and attempt to renegotiate the
financing for this project was discussed
Executive Committee recommend Reeve Marz and Deputy Reeve Hoff
meet with Mr Penney, after the engineering plans and estimates
are available, to discuss and attempt- to re- negotiate the
financing for this project.

The concern expressed by Mr Snell about the installation of the
Varga culvert was discussed He was concerned he was not
notified by council of their decision to install it
Executive Committee recommend a letter be sent to Gordon Snell �e�ter
apologizing for Council's oversight in not advising him about s ��
their decision regarding this culvert and to point out it was
put in immediately after the decision was made so it was in
before the road was surfaced
6 Health Advisory Council 9/21
The Health Advisory Council 9/21 has forwarded a copy of the
brief they sent to the Minister regarding regional structure
They note affiliation of all health agencies within the
suggested regional area has not been confirmed, but the proposal
offers a viable solution to the regional process
Executive Committee recommend a copy of this brief be made
avaiable to any councillor who wishes one
7 Canadian Association of Petroleum Producers
The Canadian Association of Petroleum Producers is holding its
annual meeting on Thursday, March 24th, 1994 at the Calgary
Convention Center The speaker at the dinner will be the
Honourable Anne McLellan Minister of Natural Resources Canada.
She will speak on the government s approach regarding jobs,
international trade and deficit reduction and will also outline
the federal perspective on the role of energy and other
industries in this period of the Canadian economy Any one
interested in attending the reception and dinner are welcome
Dinner tickets are $50.00 per person

8 Environment Council of Alberta - Workshop on Waste Reduction
The Environment Council of Alberta is holding workshops in
various areas to discuss ways to reduce waste going into
landfill sites. There will be one in Red Deer on March 14th,
1994 at the Captri Center Reeve Marz and Councillor Boake
both received the package of information
Executive Committee recommend Councillor Boake be authorized to
attend if he so wished.
9. J D Mollard & Associates Limited
J D Mollard & Associates have written asking if the M D would
like them to undertake airphoto gravel mapping This firm did
some work for the M.D some years ago and it was not very
productive

10 Estella Reich - Possible Gravel Source
Councillor Hoff noted there may be a possible gravel source on
land owned by Mrs Reich She owns the East half of
35- 28 -23 -4
Executive Committee recommend if Mrs Reich is willing to sign a IN-V
three year gravel lease with the M D , the M D would undertake "� x�,
gravel testing on her lands
11 Alberta Motor Association - Directional Signs
AMA have written advising they will provide directional signs at
rural and secondary road interesections
If there are any intersections the M.D. wish to have signed
the enclosed form should be completed and returned to their
office prior to May 15th
Executive Committee recommend if any councillor wishes to have
any directional signs erected by the association they notify the
office prior to May 15th
12 AAMD & C re: Education Amalgamation /Restructuring
The association met with the Minister of Education recently and
the department provided new and detailed information regarding
the provincial plan with respect to the amalgamation/
regionalization process for education Deadline of August 31st
has been set for voluntary regionalizations, after which the
department will assess the need for further amalgamations
Final implementation of new boundaries is required by March 1st,
1995 A special task force will hold regional meetings on this
issue
Background material has been provided on this issue by the
association
Executive Committee recommend to accept and file as information
and any councillor who wishes may obtain a copy from the office.
® 1� 13 Alta Municipal Affairs - Municipal Corporate Review
R E Ahlstrom, Municipal Advisor, has forwarded his report on
the recent municipal corporate review The report was
favourable. He felt perhaps the M D should formalize
an objective setting process for performance appraisals

14 AAMD & C Fall Convention Resolutions
The Association has forwarded a copy of the government's response
to the resolutions passed at the fall convention

Executive Committee recommend each councillor be given a copy of
the government's response to the M.D 's resolutions and the
letter be accepted and filed
15 Kangas Ablett - Federal Budget Summary
Kangas Ablett have forwarded a summary of the February 22nd
federal budget
Executive Committee recommend to accept and file as information{
and any councillor may review the summary if they so wish
16 The Enviro Products Business Show
The Recycling Council of Alberta and the Action on Waste Program
Committee of the Alberta government is holding the first Alberta
Enviro Products Businmess Show in Red Deer April 20th to
21st.

17 Kangas Ablett 1993 Financial Statement
Kangas Ablett have now completed the 1993 financial statement
Executive Committee reviewed same and same was signed by
the Administrator
Executive Committee recommend the 1993 financial statement be 'Pe'
sent to the Province and further recommend the M.D. hold an =-fN I
annual meeting on March 31st, 1994 at 1:30 P M in the Three 'rIt4f-
Hills Community Center, the Administrator publish the
schedules from the finanical statement as recommended by the
auditor, plus the auditor's report, the Reeve's report and the
AMA Inspector's report
18 Allingham Community Association
The Allingham Community Association have submitted a proposal
asking the M D to authorize them to move their hall from its
present location to Keivers Lake

19 Alberta Transportation - 1994 Grant

EXECUTIVE COMMITTEE REPORT FEBRUARY 28th, 1994
The Honourable Peter Trynchy has sent a letter to Reeve Marz
indicating the 1994/95 transportation grant for the M D is
$398,346. The M D grant has been cut by 10% and the Public
Transportation Operating Assistance Grant for transportation of
seniors and persons with disabilities has been transferred to
Municipal Affairs This grant will be part of a new
unconditional grant which will give municipalities more
flexibility in determing spending priorities
Executive Committee recommend Reeve Marz send a letter to the �c}lcr
Minister thanking him for the information about the grant and .Cry
for the good working relationship between the Province and the
M.D. in past and hopefully in future
20 February 22nd Council Minutes
Executive Committee reviewed the minutes and agreed on what 4-0
should be deleted prior to publication. 40
21 Canada Committee for the Internation Year of the Famil
A letter and information has been received from the Canada
Committee for the International Year of the Family.

22 Alberta Transportation Survey re. Barrier Free
Transportation
Alberta Transportation have forwarded a survey to gather more
information on whether transportation services are being
provided for seniors and persons with disabilities
Executive Committee recommend the department be advised a iP�}er

portion of the M.D Public Transportation Operating Assistance
Grant is allocated to the towns and villages for their v
transportation projects and the remainder of the grant is
normally allocated to service providers such as Eltrohills Dats
Society.
23 National Trail Conference
The National Trail Conference is being held in Banff April 22 to
24th Vice President of CP Rail will be there to announce
a new policy concerning turning abandoned rail beds into
trails Province will also be present to announce a new Rails a1P�

Harold King from the Ghost Pine Athletic Association has asked
if the M D. would consider covering their association for
liability insurance for their sports ground This matter was
discussed some years ago by council and decided at that time
it would not be a workable solution due to the number of
organizations involved.
Executive committee recommend Mr King be advised the M D. is kr
not prepared to provide this liability insurance coverage. o�^+
25 Seminar - How to Handle Negativity in the Workplace
National Seminars of Canada are holding a workshop on this issue
in Calgary on May 4th Cost is $98 00 plus GST

26. AAMD & C Bridge Inspection Working Committee Questionnaire
Alberta Transportation has recently initiated a review of the
delivery of bridge engineering services to rural municipalities
Objective of the review is to evaluate the entire process of
managing standard bridges and culverts As part of the review
the AAMD & C has been requested to submit names of a public
works superintendent and an administrator to participate on the
working committee that will be conducting the study

27 Government of Alberta New Releases
The Province has issued various new releases as follows.
1 Ag Ministry's Three Year Plan (ASB funding retained)
2 Unconditional Municipal Grant
3 Alta Municipal Affairs Priorities for next 3 years
4 Alta Seniors Benefit Program
5 Alta. Transportation Business Plan Highlights
Executive committee recommend all councillors be given a copy of �C

The cost for the M.D. to photo copy documents for people were
discussed

The idea of sharing services with the various towns and villages
was discussed The Town of Three Hills want a quote from the
M D to do a general assessment for them
Executive Committee recommend in view of the motion for our
assessor to undertake a general assessment for the M D at this
time and the need to have a separate PC computer and the T4
software to do other areas' general assessment and or on going
assessment work, The M.D. advise the Town it would consider the
option of doing a general assessment after the M D 's general
assessment is completed
Executive Committee also recommend M D equipment be rented to
towns and villages and Alberta Transportation at government rate
less 5% if equipment is available The equipment can be rented
to another area without our operator as long as they have a
qualified operator and this decision will be based on the
judgement of the Public Works Superintendent, Grade Foreman or
Shop Foreman
Any material is to be charged out at cost plus 5%
Recommend the M.D. share office staff in peak times, the M D
chip coat streets in Acme and Linden, do grader work and
snowplowing, etc , discuss fuel tenders with other areas and
call for tenders for 1994/95 fuel supply, and a draft custom
work agreement should be prepared which will address what
services we will perform and how to address M D insurance and
liability coverage
The meeting then adjourned
