EXECUTIVE COMMITTEE REPORT FEBRUARY 17th, 1994
The Executive Committee of Richard A Marz and Otto Hoff met on
Thursday, February 17th, 1994 at the M D. of Kneehill office in
Three Hills, commencing at 9 00 A M
Mrs Jean Wilkinson, Assistant Administrator was present and
recorded the minutes
The following items were discussed
1 Ben Armstrong Fencing Inc
Mr Armstrong is a contract fencer and would meet with council to
discuss contracting or would provide council with a breakdown of
his rates. He has worked for oil companies, farmers, ranchers
and for the M D. of Starland

Executive Committee recommend Mr Armstrong be requested to
provide a breakdown of his rates
2 Partners for the Saskatchewan River Basin
An environmental group from Saskatchewan has set up a project
called Partners for the Sasktchewan River Basin It is designed
to develop environmental stewardship towards the water resources
and the ecosystems of the Saskatchewan River Basin which starts
in Alberta and ends in the Hudson Bay. They wish to develop
awareness, knowledge and commitment to sustaining the aquatic
resources of the river basin
Federal funding as well as funds from other sources have been
obtained and they are planning a strategic planning workshop in
Saskatoon for March 23 to 25th
Executive Committee recommend to accept and file as information
3 1994 Census
Palliser Regional Planning (Linda Hendrickson) called They
would be prepared to assist with the census by doing a half day
workshop with the people hired to do the census and also to work
with the office to ensure the census forms will gather all the
information council wishes to obtain She suggested doing the
census in May and they could then do the computer input work
required to analysis the information this summer with summer
help The office is asking for authority to proceed to contact
people to act as enumerators and for council to establish a rate
of pay It was also suggested two people work together, for
safety and the two people cover a larger area. Perhaps divide
the M D into four areas. In the previous census 7 people were
hired and each did one division
Executive Committee recommend the enumerators be paid $100 00 a J°W
day plus mileage at the M D mileage rate but there be no meal w > >>
remuneration, and further the office be authorized to contact
and hire people as necessary and the census be done in the month
of June

4 Prairie Farm Rehabilition
P.F.R.A. has forwarded a letter explaining changes to their
rural water development program and wish to know if council and
or the Agricultural Service Board would like to hear their
presentation on this new approach to program delivery
It was noted Council has likely heard most of this presentation
during the meeting with PFRA regarding the proposed Equity water
project
Executive Committee recommend a copy of the letter be given to
Councillors Lowen and Vickery who are on the water project
committee, and if they feel it necessary they can meet with PRFA
to hear the presentation
5 Palliser Regional Planning Funspiel
Palliser Planning is holding their annual curling bonspiel on
Saturday, March 12th Entry forms are available at the office
if' anyone wishes to participate. Entries will be accepted on a
first come first serve basis Registration fee is $7 50 per
person
Executive committee recommend to accept and file as information
6 Council Meeting Minutes - February 8th
Executive Committee reviewed the minutes and agreed on what
should be deleted prior to publication
7 Ward Road Project
There is a blind spot on the Ward intersection. Torchinsky
recommends that yield signs be installed to make the north south
traffic yield to the east west traffic
Also discussed the need for installation of a water loading
approach at this bridge
In order to install a water loading approach it may be necessary
to purchase land

Executive Committee recommend the yields signs be installed, and
the M D install a water loading approach near the bridge and
purchase land if necessary However if land must be purchased
in order to install the approach and it is not possible to

acquire the land, the approach is not to be installed on private
land
8 Cube Energy Corp Well - 11B 13- 29 -22 -4
Cube Energy wish to drill a well within 1.5 KM of the hamlet of
Hesketh

Executive Committee recommend the company be given permission to k�r
drill the well within 1 5 KM of the hamlet V
9 County of Mountain View - Proposed Regional Health Area
John Grimstead from Mountain View is on a steering committee
which is working on a proposed regional health area
They have proposed a region which extends from the west boundary
of Alberta to east of Drumheller, and from north of Red Deer to
south of the M D of Foothills,and including the Banff National
Park, but not Jasper National Park
They would like input from the areas before February 18th
A copy of the proposal was faxed to Reeve Marz on February 11th
for his information
It appears various other suggestions for this area have also
been put forth by different groups working on this matter
Executive Committee recommend to accept and file as information
la. Burial of Indiqent Persons
Alberta Social Services have written indicating the Province
will continue to assume responsibility for burial of indigent
persons They had previously written indicating it would
become a local responsibility

11 Ridgewood Homes of Edmonton
Ridgewood Homes from Edmonton have extended an invitation to
council to tour their factory. They are looking for land in the
Province which might be available for possible developments

lu Federation of Canadian Municipalities
Federation is conducting the Canadian Urban Research on the
Environment project to gather and disseminate information about
Canadian municipali initiatives to improve the environment and
promote long term urban sustainability in Canada and abroad

13 Alberta Municipal Affairs - Management Agency

Minister Stephen West has forwarded information about
establishment of a management agency Lo look after the operation
of seniors' housing As of April 1st Municipal Affairs will
only provide advisory services and all agencies must be capable
of assuming complete operating responsibility as independent
providers of social housing services to cients in need. He
also indicated the Province does not intend to sell the
portfolio to the private sector They are examining how
government can facilitate private sector development of future
buildings for seniors

14. Brian Penner - Concern re. Linden Church Road
Mr Penner is concerned about the condition of the ditch in
front of his residence He feels the ditch area should be
landscaped so he is able to mow it
Executive Committee recommend Mr McCook review the ditch area d�
and advise Mr Jeffery regarding -its condition and whether
additional work is required.
15, Palliser Regional Planning Commission - Report re
Building Inspection Services
Palliser Regional Planning Commission Executive Committee
adopted the report prepared in connection with providing
regional building and safety code inspections
The report will be discussed in detail during the regular full
commission meeting on Thursday, March 3rd

Executive Committee recommend a copy of the report be given to��
Councillors Marz and Hoff as they will be attending this meeting ON
lE AAMD & C - Ambulance Services Act
Province has proclaimed certain sections of the Ambulance
Services Act, but did not proclaim those portions of the act
which deals with creation of ambulance district boards or
financial issues Municipal authority to deal with these
matters continues to exist under the Municipal Government Act

17 Alberta Health - Restructuring the Health System in Alta
The Health Plan Coordination Project Steering Committee has
provided the Minister of Health with an action plan that
outlines the intial steps and timelines for restructuring the

health system in Alberta The Minister accepted the report and
she has forwarded a copy Regional health boards will be
established by June of 1994 and the first step is to define
boundaries for the regions
Executive Committee recommend to accept and file as information
18 Newspaper Articles - Fire Safety in the Homes
Councillor Wagstaff asked if council might be interested in
putting an article in the newspaper regarding fire safety in the
home The speaker who spoke on this subject at the Ag Service
board conference suggested children, while trained to evacuate a
school, have no plan if there is a fire at home What about
putting on a seminar dealing with this subject?
It was noted the local fire departments usually put in some
information and articles during Fire Prevention Week
Executive Committee recommend the fire departments be advised
the M D would be willing to endorse any articles they might
wish to publish during Fire Prevention Week regarding the
importance of families' developing fire safety plans for their
homes and ensuring children are aware of the danger of fire, as
long as the M D can review the articles prior to publication
19 Jubilee Insurance - Pesticide Application Insurance
Jubilee Insurance has obtained insurance coverage for the M D
covering liability for pesticide application. The application
must be done in accordance with the requirements of the
Pesticide Management Branch of Alberta Environmental Protection.
Executive Committee recommend to accept and file as information
20 Jubilee Insurance - 5th Layer of Liability Insurance
Jubilee Insurance has obtained a quote for an additional
$5,000,000 liablility insurance There are presently four
layers of coverage Cost for this extra insurance would be
$1000 00 providing at least 50% of the areas take the extra
insurance.
The M D presently carries $17,000,000
(NOTE TO COUNCILLORS HOFF AND MARZ - I was not correc
said we carried $20,000,000 We never took the 4th
coverage when it came out This information may chE
recommendation.)
Executive Committee recommend the M D not take the 5th
insurance coverage

21 Alberta Fire Chiefs Association - Seminar
The Alberta Fire Chiefs Association together with the County of
Parkland Fire Services is hosting a two day seminar on
Re- Inventing Emergency Services - Aprl 8th and 9th.
Executive Committee recommend to accept and file as information
22 Parks Committee Meeting Minutes - February 15th, 1994
Parks Committee minutes were reviewed Committee discussed
power costs, pumping water into the lake, increase in receipts
in 1993 over 1992, the idea of selling fire wood, and hiring an
attendant for 1994. The Committee recommended to council Allen
Mills be asked to return as attendant for the 1994 season at a
contract rate of $6500 00 for the season The committee also
recommended there be no increase in the camping fee for 1994.

recommendations from the committee
23 Family and Community Support Services
There is concern being expressed by various groups that the
Province is considering turning the Family and Social Services
funding over to Municipal Affairs for distribution to
municipalities to spend as they wish This could see the end of
funding for Family and Community services in local areas

24 Gulf Canada (D Hurl & Associate.) Well 8- 29- 29 -21 -4
Gordon Sherman from Hurl and Associates called Gulf wishes to
drill a well on 8- 29- 29 -21 -4 - Ted Stahl land However Mark
Andrew who owns Part of the SW of 28 has a texas gate on M D
road allowance south of his residence approach and a fence
across the road to the north of his residence
Mr. Stahl has had a problem gaining access to his land for a
number of years because of this situation and was not able to
use the M D road allowance to reach the north 80 acres of his
quarter except by driving through his own land
If a well is drilled he would have to drive across his land and
over the oil lease road or else drive around the oil lease site
He is not prepared to do this
Mr. Sherman discussed the issue with Mr Andrew and Mr Andrew
indicated he was not prepared to move his fence or the texas
gate

There is no indication in the M D records that he was given
authority to install the texas gate on M D road allowance and
the road allowance has not been legally closed.
Executive Committee recommend a letter be sent to Mr Andrew,
with a copy to Gulf Canada and Mr and Mrs Stahl, advising him �P}4Pr
the road allowance cannot be closed off to public access, the �cr}
texas gate must be removed and his fence moved back on to his 5k, *�
property line
(Note. Mr. Sherman called after Executive Committee meeting and
asked if Council would meet with the two landowners, himself and
a representative from Gulf as Gulf would like to be able to
resolve the issue in an amicable way if at all possible. They
likely would be prepared to assist Mr Andrew with moving his
fence, etc )
25 CAAMD & C Spring Zone Meeting
Letter received confirming the Spring Zone Meeting will be held
on February 25th, 1994 at 10.00 A M at the Royal Canadian
Legion in Ponoka An agenda for the meeting was forwarded also
