EXECUTIVE COMMITTEE REPORT FEBRUARY 3rd, 1994
The Executive Committee of Richard A Marz and Ott Hoff met on
Thursday, February 3rd, 1994 at the M D of Kneehill office in
Three Hills, commencing at 9.00 A M
John C Jeffery, Municipal Administrator was present and
Mrs Jean Wilkinson, Assistant Administrator was present and
recorded the minutes
The following items were discussed
1 School Board Requisition - 1994
The Minister of Municipal Affairs has ;forwarded information
about the plan for restructing education in Alberta The
Province will now have the authority to equisition residential
and non residential property and will repeal the provisions
permitting requisitions by school boards All revenues together
with revenue from the Province will be used to fund schools in
Alberta This will bring stability to the requisition system
and simplify the process for all municipalities By tax year
1996 the school tax burden on equalized assessment will be
uniform across Alberta The changes will be phased in
Municipalities will have to pay a requisition to local school
boards in March of this year in order to maintain cash flow for
the school system and after that funding will be paid to the
boards by the Province
The requisition for the municipalities will be set by the
Province later and would be payable to the Province less a
credit for the payment made to the School board in March

2 Environment Council of Alberta
A letter has been received from the Environment Council of
Alberta Province is committed to achieving a fifty percent
reduction in solid waste in landfill sites by the year 2000
The Council is undertaking a project to determine the role that
economic instruments (user fees, charges, etc) can play in
helping to meet this objective Task force has been established
and will hold a series of eight workshops throughout Alberta to
hear from Albertans directly regarding waste management
issues The Council wish to know what individuals in the
community should be invited to attend the workshop to be held in
this area
Executive Committee recommend Councillor Boake attend if
possible
3 Seminar - Creating Wealth Through a Quality Revolution in
Rural Alberta
Ross Risvold, Manager of Banff Centre for Management sent
information about a workshop to be held in Banff March 24 to
27th Cost is $595 00

4 Federation of Canadian Municipalities
Federation has forwarded some information about their
association.

5 Alice Hanson, M L A - Letter re: FCSS Fundin
Ms Hanson, M L.A. and Family and Social Services Critic for the
Liberal Opposition has written regarding proposed cuts to the
Provincial Family and Community Support Services budget.
She asked for any comments, insight and in particular what you
believe will be the consequences of these cuts in your community

6 Alberta Transportation Letter
Mr Penny, Regional Director, Alberta Transportation, has
confirmed the appointment of Mike Znak as new District Engineer
in Hanna, effective January 1st, 1994
Executive Committee recommend to accept and file as information
7 Machinery and Equipment Stakeholders Committee Report
Iris Evans, Chairperson for this committee has forwarded an
up -date on the activities of the committee
Alberta Education is using machinery and equipment revenues in
its calculations for the dollars it intends to requisition and
allocate for education
It appears 65% of municipal school requisitions will decrease
and 35% will increase
Tax Reform Commission will release its report soon
Committee has received the message that they should have
positions developed to discuss with government following the
release of the tax reform commission report
Committee has started to define possible solutions or bridges to
the different positions which industry, their group and the
province may take in the wake of the report
Committee would like any ideas which might assist them

The auditor wishes to know if council plan to establish any
reserves in the 1993 financial statement.
There was discussion about establishment of a paving reserve
fund
Executive Committee recommend the M D set up up to $500,000 as
a reserve for asphalt rehabilitation and reconstruction in the
1993 financial statement
9 Former Gerald Dube Property (Crossroads Gas Co -Op Building)

The lease which the M D granted Mr Dube for this property
expires February 25th 1994 The taxes are presently $5522.69
and by 1996 will exceed the appraised value set for the property
in 1992 when it went into tax sale
M D has several options - lease it again to Mr Dube for $1 00
or set a lease rental equal to the current taxes and frontage
tax and retain it under tax forfeiture title, or obtain
permission from the province to take clear title, tear down the
buildings and sell the land
Under the $1 00 lease option the M D lis having to pay the
annual frontage charge of $130 80 from g neral revenue as well
as losing tax revenue

their services to include engineering and assessment services.
They have forwarded a questionnaire which they would like the

A report on the December 1992 and January to July 1993 fire
losses has been received. M D has property fire and 3
vehicle fires for a total loss amount of $4,424

12 January 14th Council Meeting Minutes
The minutes from the January 14th meeting were reviewed and
items to be deleted prior to publication were agreed on
13 Tarragon Oil and Gas Limited Request
Tarragon Oil and Gas, through their land agrent, Antelope Land,
have requested permission to drill a well within 1 5 KM of
Hesketh.

14 Letter from Jim Dinning, Provincial Treasurer
Mr Dinning has responded to the M D 's letter expressing
concern about the make up of the Alberta Tax Reform Commission
A copy of our letter has been sent to the commission
The Minister felt the commission would act in the best interests
of all Albertans

15 AAMD & C Survey
The Association wish to have some information regarding recovery
of costs associated with providing fire protection services to
other jurisdictions A survey was enclosed
Executive Committee recommend the survey be completed and

16 Minutes - Meeting with Town of Three Hills - January 17/94
Reeve Marz and Mr. Jeffery met with Mayor Robertson and Jack
Ramsdem on January 17th Many items discussed Agreed to leave
make up of the airport commission as is for now as could not
agree to have non elected voting members on the commission
No definite decisions or recommendations other than about the
airport commission were made.

17 Crowfoot Progressive Conservative Committee
The Crowfoot Constituency is holding a retirement evening for

Arnold Malone Tickets will be $35 00 a couple or $18 00 per
person They would like a pin from the varous jurisdications to
put on a plaque for Mr and Mrs Malone Call 742 -5661

18 Town of Trochu - Rubble Pit Agreement
An agreement has been prepared with regard to M D residents
making use of the Town of Trochu rubble pit Clauses in the
agreement include- M D will accept cost for digging new cells
for a period of 5 years or until a new site is acquired,
whichever comes first
The M D will not accept any liability for reclamation or
responsibility for clean up of the existi g site, but may enter
into negotiations with the town to determine a flat rate sum to
be paid to the town to assist with the re lamation at such time
as it is undertaken

19 M D Pins
As the donation policy regarding contributions for teams going
to provincial finals has been cancelled the office wish to know
whether pins may still be given to the teams In some cases
they are asking for over 100 pins Pins cost about 69 cents
each
Executive Committee recommend the M D continue to donate pins
to any team or person attending a provincial final
20 Financial Statement - CAAMD & C Bonspiel
The final costs for the bonspiel were reviewed. Revenue
$1300 00, expenses - rink rental, refreshment, and meals
totalled $1992 87 Cost to M D $692 87.

21 AAMD & C Letter re: Tsli s for Farm Support Payments
Wilde, Miller, Tetreau and Luther, C A have provided the
association with information regarding the new federal
legislation which requires municipalities to issue T slips for
farm support payments The following are not farm support
payments - right of ways, fencing, borrow pits and pest control
AGR -1 slips must be issued for damage payments, crop payments
and grants or subsidies

22 Gravel Inventory Report

Mr Jeffery reviewed the gravel inventory report as of December
21st, 1993 Various pits and stock pile sites will be adjusted
up or down depending on circumstances Chips will be written
down 32 yards, 3/4 down in total by 8863, and 1 1/2 inch by

Mr. Jeffery noted Alberta Environment will not correct the
erosion problem at this site The M D may hire an engineer,
have engineered drawings done on how to correct the problem and
request funding and the necessary approval from the Province on
a cost shared 75% 25% basis

The Acme School is hosting the Provincial A Boys Basketball

liability as there is a vested liability to the employees The
Province is recognizing this liability exists for many areas and
has requested it either be booked or disclosed on the financial
statement
It would initially be a charge against prior year's surplus and
the liability would have to be up -dated yearly thereafter
