HomeMy WebLinkAbout1994-01-11 Council MinutesL-1 N EXECUTIVE COMMITTEE REPORT JANUARY 11th, 1994 The Executive Committee of Richard A Marz and Richard M Vickery met on Tuesday, January 11th, 1993 at the M D of Kneehill office in Three Hills, commencing at 9.45 A M John C Jeffery, Municipal Administrator was present and Mrs Jean Wilkinson, Assistant Administrator was present and recorded the minutes The following items were discussed 1 Letter from VME Sales North America Wajax Industries and VME Sales North America will take over the terrority previously served by Blackwood Hodge Canada Ltd , and will be the authorized distributor of Michigan, Volvo, BM and Euclid equipment for Alberta, Sask and North West Territories. Executive Committee recommend to accept and file as information e� 2 City of Lloydminster - Transalta Utilities Network Access ID= i-o City of Lloydminster advise TransAlta requested an adjournment of their Network Access Application before the Public Utilities Board. Support may not be as strong as they thought for their position and deferral and possible withdrawal is possible TransAlta will amend their application and seek early hearing on rates to be proposed for standby service and export transportation service Executive Committee recommend to accept and file as information �,oe� and any councillor who wishes may obtain a copy of this letter and information provided by the City of Lloydminster I/ 3. Letter from Mayor of City of Ottawa - Raise the Flag Day City of Ottawa is urging all to be involved in Raise the Flag Day which was started by the Kinsmen and Kinette Clubs of Canada Executive Committee recommend to accept and file as information 4 Adolph Rillinq Subdivision Application - NW 5- 32 -25 -4 MPC has, in recommending approval for a 3 32 acre subdivision in the north west corner of this quarter, added a condition that the owner would be required to enter into a developer's agreement for construction of road on M D road allowance to provide access at his own cost, if required by the M D. At the present time the road is constructed to provide access to Mr Rilling's building site which is south of the proposed acreage 1 �7 W V T� rr� LAI EXECUTIVE COMMITTEE REPORT JANUARY 11th, 1994 There was discussion about other areas where the M D has constructed blade grades in order to provide access to developed residential sites Executive Committee recommend, taking into consideration previous decisions made by council in connection other similar situations, such as the Harry Tatro, that Mr. Rilling not be required to enter into a developers' agreement for road construction and the M D agree to construct a blade grade to provide access to the proposed acreage if and when there is residential development on the site 5 Letter from Alberta Municipal Affairs re: Planning Commissions Minister Stephen West has responded to the M D 's letter about the future of regional planning commissions He again advises the Province is committed to balancing its budget and reducing the accumulated deficit over the next three years Provincial grants therefore must be reduced or eliminated to accomplish this goal Provincial funding for commissions will be phased out over next three years Encouraging all commissions and their members to look at ways of cost recovering for their services Government is also reviewing Planning Act to simplify the planning process and to minimize barriers to economic development. Changes to the Act will likely reduce their role and give municipalities more control in the management of land use planning Also reviewing whether it will be mandatory for municipalities to become members of planning commissions ,-YIL Executive Committee recommend to give each councillor a copy of ✓ the letter and accept and file as information at this time 6 CAAMD & C Curling Bons iel Mr Jeffery noted the bonspiel will be held on January 21st Collected donations and cash of $1050.00 so far Based on last year's expenses incurred by County of Lacombe cost to the M D will likely be about $650 00 Also need to know which councillors will curl that day in order to set up the draws�P� Executive Committee recommend to accept and file as information 7 Request for Use of M D Water Truck Mr Dan Platt had asked for permission to use an M D water truck for 2 or 3 nights in order to flood a rink at the Three Hills School Executive Committee recommend due to many other requests which may be forthcoming if this is approved, the request be denied �2 and Mr Platt be advised to discuss the idea with local fire Set' department 2 ,'11� H C7 • a EXECUTIVE COMMITTEE REPORT JANUARY 11th, 1994 8 Date for 1994 Court of Revision Mr Dunay has suggested Tuesday, April 12th, 1994 as date for Court of Revision ( 11 1.,s°` I/ A v ,ems Executive Committee recommend 1994 Court of Revision be held on ✓ April 12th, 1994 commencing at 9.15 A M 9 CAAMD & C Directors' Meetinq CAAMD & C will be holding a director's meeting in the M D Office (Coffee Room) on Friday, January 14th This is the same day as M.D. council meeting ✓ Executive Committee recommend to accept and file as information. r,1e8 10 Road Tour - January 7th, 1994 The road committee met on January 7th and reviewed requests for relaxation of sight distances for two road approaches One approach on 4- 25- 33 -24 -4 was not in a good location and company was advised it would be approved if moved to the west to the top of the hill The second approach on 5- 11- 34 -24 -4 could not be approved and the company was advised they could meet with the M D and the landowner to try to work out some other solution. Executive Committee recommend to approve the road committee ✓ report See- 11 A S B 1993 Application for Balance of Funds Mr Thomas has completed the costing work in order to obtain the balance of the 1993 ASB grant and prepared a report for submission to the Government Report must be signed by the Board Chairman and Administrator aR`r Executive Committee recommend the necessary forms be signed and �O submitted to the Province 12 A S B. 1994 Grant Application Mr Thomas has completed the application for funding for the A S B for 1994 using $192,700 (1993 budget figures) as an (it' estimated figure for the 1994 budget This may be revised once 16 Council has completed its 1994 budget process ohs It is necessary for the M D to enter into an agreement with the Province in order to receive the 1994 funding 3 C] L 11 �A EXECUTIVE COMMITTEE REPORT JANUARY 11th, 1994 Executive Committee recommend the application with the Minister for ASB funding for 1994 be signed by the Reeve and Administrator 13 1994 Road Rentals The annual road rental payments are now due for 1994 M D pays George Garson $200 00 for access through his land to the Garson Pit, $125 00 per year to Larry Edwards as the road diverts off road allowance into his property at NW 30- 30 -23 -4, and $250 00 to Paul Raymond Andrew for access to the Blackie Pit The other rental paid is to Robert Charlebois - $180 00 annually and this is paid in order to provide Mr Jack Barnes access through Charlebois land to reach some of his land south of SR 575 It is a private access and can only be used by Mr Barnes Executive Committee recommend the first 3 rentals be paid and C Q the payment to Mr Charlebois be held in abeyance until the Road N Committee is able to review the site and determine why the M D 3,ros` is involved in this agreement 14 Letter of Thanks from Drumheller Hospital Mr Ramsbottom Director of Drumheller Hospital has sent a letter of thanks to the M D for the transportation grant of $2247.25. These funds came from the Alberta Transportation Operating Assistance Grant. The hospital uses the funds to ensure seniors in their extended care will be able to enjoy various outings during the coming year Executive Committee recommend to accept and file as information 15 AAMD & C Information re. Farm Support Payments The Government has enacted legislation under the Income Tax Act which requires municipalities to issue T- slips for any farm support payments it may make to people It appears this would include backsloping borrow pit payments, land payments, etc The legislation was discussed with M D auditor He indicated it is up to the farmer or landowner to report receipt of this money if same is income k Executive Committee recommend to accept and file as information The meeting then adjourned - 10-30 P M Jean -nson, 4 Assistant Administrator
