EXECUTIVE COMMITTEE REPORT DECEMBER 22nd, 1993
The Executive Committee of Robert E Boake met on Wednesday,
December 22nd, 1993 at the M D of Kneehill office in Three
Hills, commencing at 1.00 P M
John C Jeffery, Municipal Administrator was present and
Mrs Jean Wilkinson, Assistant Administrator was present and
recorded the minutes
The following items were discussed
1 Atlantis Resources - Relaxation of Site Distance
Atlantis Resources through Petroland Services has requested the
M D relax the site distance for road approaches for two wells
at 4- 25- 33 -24 -4 and 5- 11- 34 -24 -4 M�,�,�►
Executive Committee recommend to refer this request to the Road
Committee
2 AAMD & C Re* Inequity in Education Funding
The president of AAMD & C has forwardeded a letter regarding
trying to work out a compromise on the education funding issue
A meeting was held by the Association with representation from
various stakeholder groups to discuss possible alternatives
One interim proposal called for a reduction in the rebate of the
School Foundation Program Levy on residential and agricultural
property This would raise sufficient funds for the education
equity grants There is a shortfall of approximately $44
Million for this program Residential property and farmland
with an assessment base of approximately $50 billion received a
SFP rebate in 1992 If these properties did not receive a
rebate at the current rate of 5 20 mills revenues of
approximately $260 Million would be realized
If these properties were rebated all but one mill, revenues of
approximately $50 million would be realized
Association asked for comments from all municipalities regarding
this interim solution
As the Association required an answer by January 4th Mr Jeffery
advised the Association he believed council would not be in
favour of any increase in taxes or corporate pooling.

3 Letter from Steve West, Municipal Affairs
The Minister forwarded a letter outlining the provincial funding
reductions and has asked that all municipalities work with their
employees and or unions to achieve a 5% reduction also
He suggested reductions to funding of compensation packages are
a way municipalities can minimize service reductions and achieve
economics He noted implementation will not involve legislation
which provides municipalities with flexibility in dealing with
different components of human resource budget (salary, benefits,
time off without pay, etc )

Executive Committee recommends to accept and file as information

4 Town of Three Hills
Jack Ramsden has written asking for a meeting with the M D to
discuss the airport commission and seveVal other areas of mutual
concern
Executive Committee recommend to refer this letter to Reeve Marz
and the Administrator to see about a possible meeting date
5 Meeting with Palliser Regional Planning Commission
Mr_ Wass —t :L for J" nunry 6th for the
entire commission Reeve Marz and Deputy Reeve Hoff were
authorized to attend However that meeting has been cancelled
and rescheduled for March 3rd, 1994
Executive Committee recommend Reeve Marz and Deputy Reeve Hoff
attend that meeting.
6. Blackwood Hodge
Blackwood Hodge Ontario Office has written advising the parent
owner of Blackwood Hodge Canada Limited intend to move out of
the equipment distribution industry including the Canadian
operation Eastern division will be closed shortly and the
central and western divisions may be sold or closed Company
has relinquished the Hitachi /VME franchise in the west division
and Komatsu in the central division effective January 1st, 1994 covj
of 1-4&r. � a

7 The Alberta Channel
The Alberta Channel has filed applications with CRTC to provide
a new independent television service in this area They are
asking for support for these applications by passing a
resolution or writing a supporting letter The station will
produce 20 hours a week of local news and will co- produce an
additional 20 hours a week of new local Alberta programming.
The A Channel will use a movie dominant schedule

8 Thank you Card - Three Hills & District Chamber of Commerce
A thank you card has been received from the Chamber of Commerce
thanking the M.D for the help and support for their first
annual Mug Bod and Demolition Derby

9 AAMD & C Summary of Submission by Federation of Can.

AAMD & C has submitted a summary of the submission presented by
the Federation of Canadian Municipalities to the Royal
Commission on Aboriginal Peoples
Executive Committee recommend to accept and file and a copy of
the summary be given to any councillor who requests one
10 AAMD & C - Environmental Liability and Land Transactions
AAMD & C has forwarded copies of sample clauses which
municipalities might wish to include in various land transaction
agreements involving the municipality.
Executive Committee recommend each councillor be given a copy of
the information and the issue be discussed at the second meeting
of Council in January
11 Partners in In]ury Reduction - 1994
Alberta Municipal Health and Safety Association have forwarded
information about training courses, dates and locations which
will be held in 1994 If municipalities are involved in taking
these courses W C B will look at a possible reduction in costs
for compensation coverage
Registration fee for each course is $25 00 Paul Ehmann has
already taken some of the courses Alex and Jennifer likely
should take them also
Executive Committee recommend Alex, Paul and or Jennifer be
authorized to attend the appropriate courses
12 Drumheller Hospital Meeting
Jean Wilkinson attended a meeting of the Drumheller Hospital
Board with the particapting municipalities on December 16th
The Board discussed how best to requisition money in 1994 for
the proposed hospital from the local areas They are proposing
to send a requisition for $715,000 00 to the Minister to see if
it will be approved If it is approved it will indicate the
Province intends to allow the hospital to proceed after March
31st, 1994 If it is approved the M D would have a requisition
of about $62,000 based on 1993 equalization figures
A meeting is being held with the Minister January 10th with the
Minister and hospital boards, health units, etc , and more
information will be available after that meeting
Executive Committee recommend to accept and file as information
at this time
13 P R P C
Palliser Regional Planning Commission advise subdivision fees
will increase January 1st, 1994 Application fee will be
$200 00 per subdivision plus $50 00 per lot and enforcement fee
is $100 00 per subdivision.

14 Alta Municipal Affairs Assessment Standards Branch

Assessment Standards Branch has created a new organizational
structure for their department Three former branches -
assessment standards, assessment inspection and assessment
equalization have been amalgamated to form the Standards and
Equalization Branch An organizational chart was enclosed
Executive Committee recommend to accept and file as information.
15 Health and Welfare Canada - Tobacco Sales to Young Persons
Health and Welfare Canada advises the Minister of Health is
given authority to designate a person or classess of persons to
act as enforcement officers for the purposes of the Tobacco
Sales to Young Persons Act The Department is exploring
various avenues through which the enforcement of this
legislation could be achieved They are asking for proposals
from interested parties in which they outline their interest in
this enforcement area, proposed enforcement strategy, benefits,
etc.

16. Town of Three Hills Frontage Tax
The Town of Three Hills has completed the main street
project Costs were $350,533 79 and a local improvement tax of
$3988.65 will be charged to the M D This amount can be paid

off in full or paid in 15 equal installments of $ 6 . ,
Executive Committee recommend the frontage be paid in 15 equal
annual installments.
17 Letter from A J Brown, Alberta Transportation
Andy Brown has accepted a transfer to Vermilion District
Mike Znak will replace him in the Hanna Office Change over
will occur around February 1st

Executive Committee recommend to accept and file and a letter be sin
sent to Mr Brown wishing him well in his new posting
18 Orbit Construction Account
Orbit Construction charged the M D $8980.51 for installation of
guard rails on the Anderson Coulee Price was over the amount
previously authorized. Company installed guard rails further
than approved which accounted for the extra cost
Road Committee had inspected the site and indicated the extra
guard rail was likely required Cost was charged out at $38 50
per sheet and 190 sheets were installed
Executive Committee recommend the account of $8980 51 be paid
19 Publication of Council Minutes - December 14th meeting
Executive Committee reviewed the December 14th minutes and
agreed on what should be deleted prior to publication
