EXECUTIVE COMMITTEE REPORT DECEMBER 9th, 1993
The Executive Committee of Richard Marz and James Hanger met at
2 25 P M on Thursday, December 9th, 1993 at the M D of
Kneehill office in Three Hills
John C Jeffery, Municipal Administrator was present and
Mrs Jennifer Deak, Assistant Accountant was present and
recorded the minutes
The following items were discussed
1 1993 Senior Transportation Grant
The town of Trochu has requested funding from the M D of
Kneehill, under the Senior Transportation Grant Program, for
part of the costs of installing wheelchair access to both
residential and commercial locations in the town The letter of
request, dated December 7, 1993, was sent after the advertised ter
deadline for funding applications �

Executive Committee recommend that this request for funding be
declined because of the application did not meet deadline
requirements
2 Hamlet Water and Sewer Rates
Mr. Jeffery reviewed the water and sewer operations in the
hamlets of Swalwell, Huxley and Wimborne The M D is
recommending no increase in water rates in Swalwell but the
annual administration charges to the water and sewer systems be
increased to $1,300 00 for water and $200 00 for sewer to more
accurately reflect administration costs Administration costs
include water sampling, maintenance and quarterly billings
The recommendation for Huxley is that water charges increasel4,te\
from $8 50 per month to $11 50 per month and annual
administration fees for sewer and water be set at $200 00 and
$500 00 respectively c:lr,C r
The recommendation for Wimborne water is for no increase in v-
water rates and the annual administration fee for sewer be set
at $200 00 per annum with a debt review in 1996/1997
Executive Committee recommend to accept, in philosophy, the \e� r
administration recommendations for water and sewer increases in Ne
the hamlets of Swalwell, Huxley and Wimborne �� �4 7
3 Terry Dzogan Water Billing - Account #210
Terry Dzogan resides in Wimborne (Lot 1, Block 4) She has not
paid for any water billings in 1993 The M D is unable to
disconnect her water services because her water line is
connected with the neighbour's line, John Prohl and
disconnection would also cut off Mr Prohl s water The cost to
separate these water lines to allow single service lines would
be approximately $1,500 00

Executive Committee recommend the administration department look
into the possibility of placing Ms Dzogan 's water account
arrears onto her property taxes `
4 Palliser Regional Plannina rate increases
Palliser Regional Planning Commission is advising all members
that effective January 1, 1994 the application fee for

subdivision processing will be $200 00 plus $50 00 per lot and
the endorsement fee will be $100 00

5 M D Flags
There are three M D flags left and by ordering with the same
supplier the initial costs of doing the logo are not charged
again
Executive Committee recommend flags be ordered with the original a� y
supplier up to a maximum cost of $500 00
6 1993 Fall Convention Transcript
The AAMD &C has available, at a cost of $7 00 plus GST and
postage, the transcript of Mr John Crispo s wind up speech from
the fall convention
Executive Committee recommend any councillor wishing toi�e(�
personally purchase this tape request an order form from the Y
office
7 Drumheller Chamber of Commerce Joint Meetina
The Drumheller & District Chamber of Commerce is planning on
having a joint information meeting on January 20, 1994 at the
Drumheller Inn
Executive Committee recommend that Reeve Marz attend this

8 AB Government News Release on Reductions in Public Sector
The Alberta government, in a November 24, 1993 news release,
announced a one time reduction in funding to health, education
and municipal organizations Municipal Assistance Grant
reductions of 20% have already been announced The government
has compiled total municipal expenditures for 1992 and indicate
42% of costs are allocated to salaries and benefits, 20% to
capital expenditures and 38% to operating expenditures In
comparison, the M D of Kneehill's 1992 expenditures were 22%
allocated to salaries and benefits, 5% to capital expenditures
and 73% to operating expenditures On the revenue side
35% of revenues were received from taxes, 21% from sales of
goods and services, 19% from grants and 25% from other revenue
The M D of Kneehill's 1992 revenues compare at 74% from taxes,
21% from grants and 15% from sales of goods and services
Executive Committee recommend to accept and file this
information and make available, upon request, copies of the news
release to any councillor
9 Drumheller District Music Festival
The Drumheller District Musical Festival Association is
requesting funding to hold its 1994 festival which runs from
March 17 - 25 In previous years the provincial government has
provided some funding through the Culture and Recreation Grant
but with the demise of the grant alternate sources of funding is
being sought

revised policy concerning donations
10 Victor Penner letter
Mr Victor Penner enclosed a note with his property tax payment
questioning his penalty levy of $165 97 because his taxes were
six days late due harvesting
Executive Committee recommend a letter be sent to Mr Penner
informing him that taxes are levied on a calendar year, mailed kk�'e
the end of May with first penalty not until October 1st; that l4ei\ X
the office does accept post dated cheques and also advising him
of the new tax penalty dates for 1994
11 Esso Used Oil Collection
Esso Imperial Oil is implementing an environmentally assured
used oil collection for its customers and has prepared an
agreement with the M D of Kneehill where it will collect,
transport and dispose of our used oil at no charge This
agreement is for the period November 15, 1993 to October 31,
1994
Executive Committee recommend this agreement with Esso Imperial
Oil for used oil disposal, at no cost to the M D of Kneehill,
be signed.
12 Regional Response Improvement Grant
Mr Peter Trynchy, Minister of Alberta Public Services has
advised that the Wimborne radio tower grant monies, in the
amount of $49,472 50, will be presented to Reeve Marz by Ms
Carol Haley, M L A on November 26, 1993 at the M D of Kneehill
office
Executive Committee recommend to accept and file as information
and also that a letter of thanks be sent to the Minister
13 Burials for indigent persons
A letter has been received from Alberta Municipal Affairs
advising that Alberta Social Services has been assuming the
responsibility of local governments by paying for the costs of
burials for indigent persons, destitute persons and unclaimed
bodies Effective January 1, 1994 Social Services will no
longer assume this responsibility except as specified in Alberta
Regulations 240/90 Total provincial costs for providing
burials has run about $1,3000,000 00 a year Social Services
has developed statistics for costs by district They also have
a contract, which expires March 21, 1994, with the Alberta
Funeral Service Association for burial services at a fixed rate
Executive Committee recommend a letter be sent to Alberta Social
Services requesting more information regarding costs and
specific statistics for this municipality
14 Hot Mix for SR575 & SR837 pavement repairs
Mr Peter Trynchy, Minister of Alberta Transportation and
Utilities, has advised that up to 360 tonnes of hot mix material

Mr Leon Root has sent a thank you card to Reeve Marz and Deputy

An invitation has been extended to attend a conference on
"Empowering Older Adults ", scheduled for September 16 - 17, 1994

17 Alberta Lung Association canvas
The Alberta Lung Association has requested permission from the
municipality to carry out their 1994 Asthma Allergy Canvas
between March 15 and April 2, 1994 1e��

forwarded to the Alberta Lung Association
18 Alberta Agriculture, Food and Rural Development
An invitation has been received from Mr. Barry McFarland,
Chairman, Standing Policy Committee on Agriculture and Rural
Development, to participate in a workshop to discuss possible
economic directions for the future of Alberta Agriculture, Food
and Rural Development The workshops have been scheduled
throughout

19 T - slips for farm support payments
The AAMD &C, in response to member inquiries, is requesting
clarification from Revenue Canada regarding the requirement to
provide T -slips for any farm support payments made by a
municipality There is uncertainty as to what exactly
constitutes a "farm support payment" and what sort of municipal
and ASB programs may fall under this definition
Executive Committee recommend to accept and file as information.
20 Lawrence Hogg legal action
Mr Mike Welsh the lawyer acting on the M D 's behalf in the
Hogg legal claim, has submitted his account for this case and
also a letter recommending that in future, no written response
be given to claims of a similar nature unless they are received
within 60 days and double registered, as required by the
Municipal Government Act Sec 188 & 189 In the Hogg case,
Council responded to the claim even though it was not presented
as required under the Act

Alberta Forestry Lands and Wildlife have scheduled meetings,
from November 29 - December 71. 1993, to discuss and focus on
wildlife management concerns

22 Pitch -In Alberta Campaign
Pitch -In Alberta is requesting a contribution of $375 00 towards

23 Palliser Planning Commission meeting
Palliser Planning Commission has extended an invitation to
attend a meeting, scheduled for January 6, 1994 at 7 00 P M at

24 Post Injury Loss Reduction Program Evaluation
The W C B has completed the first part of the M D 's Post Loss
Reduction Program (P I L R ) which involved an evaluation of the
organization The evaluation was carried out on October 21,
1993 and a total of seven staff members from different levels in
the organization were interviewed Areas evaluated included
management, promotion, human resources and operations
Recommendations from the evaluation include the development of a
formalized policy and procedure to control the claims management
system and that this policy be endorsed by Council
The second phase of the P I L R program will be a two day
training seminar to provide employers with the necessary tools
and expertise to effectively manage their W C B claims This
seminar has been scheduled for December 13 - 14, 1993 in
Calgary The final phase of the program will be ongoing support
services to assist employers with claims administration
Executive Committee recommend to accept this information and
that Jennifer Deak be authorized to attend the two day training ✓
seminar in Calgary
25 November 9th & 30th, 1993 Council Meetinq Minutes
The committee reviewed and edited the minutes from the November
9th & 30th meetings for publication in the newspaper
Executive Committee recommend to accept the edited versions of
the minutes for publication in the newspaper

ROAD COMMITTEE REPORT DECEMBER 9th. 1993
The road committee of Richard Vickery, Robert E. Boake and
Vernon Haskell met on Thursday, December 9th, 1993 and
reviewed the following projects
1 Ralph Beeton Fence
Recommend taking fence down during winter or first
thing in the spring.
2 Ward Project-
Check about water levels at culvert with Bridge
Branch to see whether it is possible water could
flood the golf course
Recommend the road going west of golf course to
the Ward Intersection be kept closed until spring,
then gravel when the road is completed.
Width of road is good, some trimming left
Gravelling of intersection going south, north and west
will be done before spring
Grade complete, but lots of trimming, ripping and
black dirt to be put back
Project looks good
Cannot be written off until spring
3 1st Time Gravel - West 29- 32 -22 -4 - Hazelwood Road
Gravel was put on in July or August
2 /10th of KM in total
Okay to write off
4 Ditch Cleaning - West of 16 & 21 in 32 -25 -4 - 2
mile project Alan Hazel South
Buggy work on edges was done in September
Some cleaning up with Division 4 grader
New fence being constructed on Alan Hazel quarter.

If snowplow has to go down the road the new fence
could cause problems

Recommend M.D. not accept responsibility if in
future any damage occurs

only
Recommend Gulf have consent for use of road and
approach
Recommend also the road not be upgraded at this time
