HomeMy WebLinkAbout1993-11-04 Council MinutesE" H ■ EXECUTIVE COMMITTEE REPORT NOVEMBER 4th, 1993 The Executive Committee of Richard Marz and Otto Hoff met at 10.15 A M on Thursday, November 4th, 1993, at the M D of Kneehill office in Three Hills. John C. Jeffery, Municipal Administrator was present and Mrs Jennifer Deak, Assistant Accountant was present and recorded the minutes The following items were discussed. 1 Engineering Budget SR #836 (from SR #575 to Highway #27) Torchinsky Engineering Ltd has written a letter concerning the engineering budget for the SR #836 project. The budget of $105,000 00 was to cover engineering costs to November 1, 1993 Due to days lost to the weather only six miles of the project will be completed this year with the balance of four miles to be completed in 1994 Engineering costs are directly related to time spent and required to be on site and additional costs were incurred monitoring the gravel crushing Torchinsky is estimating an additional $45,000 00 in engineering costs will be required to complete this project in 1994. Executive Committee recommend to accept and file as information. 2 SR #837 Contract Torchinsky Engineering has forwarded a letter from McAsphalt Western Limited, the successful bidder of the SR #837 seal coat project, requesting a completion extension for this project. They are requesting an extension to June 30, 1994 due to difficulties in obtaining trucks to haul materials to the project site Colin Stroeder, the project manager from Torchinsky Engineering, has advised that his firm has no objections to this time extension Executive Committee recommend that McAsphalt Western Limited be granted an extension until June 30, 1994 to complete the Sr #837 project. 3 AB Environment Protection attendance at AAMD &C Convention Alberta Environment Protection have reserved the Cardinal Room at the Coast Terrace Inn for the period November 16th through 18th, 1993 and are inviting local governments to meet with them to discuss various environmental issues and projects relating to water and waste management, land reclamation and land services Executive Committee recommend that, if the Water Committee consider it necessary, an interview with Alberta Environment be arranged during the AAMD &C convention 4 Kneehill Community Resource Board 1994 Budget The Kneehill Community Resource Board has submitted a budget for 1994 for the F.C.S.S program The total 1994 budget of $110,600 00 remains unchanged from the 1993 budget allocation 1 /� /V*'\, sent- V N ra N EXECUTIVE COMMITTEE REPORT NOVEMBER 4th, 1993 Executive Committee recommend to accept and approve the 1994 Kneehill Community Resource Board budget of $110,600 00, this being the same amount as the 1993 budget 5 Machinery and Equipment Tax Presentation An invitation has been received to attend a presentation regarding the 'Impact of Potential Elimination of the Machinery and Equipment (M &E) Tax on Education in Alberta' to be held on November 7, 1993 at the Edmonton Convention Centre Executive Committee recommend to accept and file as information 6 Town of Three Hills Recreation Parks Advisory Board Representative At the October 4th, 1993 Three Hills and District Recreation Advisory Board meeting a recommendation was made that Mr. Bob Long be appointed as the rural representative for a two year term ending October 1995 Executive Committee recommend approval of this appointment. 7 December and January Council meeting dates Regular council meeting dates for December and January were discussed. Executive Committee recommend that regular council meetings be held on December 7th and 14th, 1993 with Executive Committee to be held on December 2nd, 1993 and regular council meetings be held on January 4th and 18th, 1994 with Executive Committee to be held on January 13th, 1994 8 Alton Parker Backslopinq Borrow Pit Agreement Mr Jeffery informed the Committee that the backsloping agreement made with Mr Parker for the Old 21 Project, legal N.W. 2- 31- 24 -W4, included an agreement to replace his fence in lieu of compensation for dirt for the project This agreement was approved by the road committee and council Upon completion of the project the the final cost for fencing totalled $2,500 00 and the dirt used for the project $820.00 Executive Committee recommend to accept and file as information 9. Resolution to cancel public highway S E 17- 30 -25 -W4 A plan of survey has been prepared covering a new forced road to be submitted to Land Titles along with a request to cancel Road Plan 6927B. This is the Isaac low level crossing. The resolution to cancel the old road plan has been prepared Executive Committee recommend that approval be given to this resolution 10 Communications with Ratepayers 2 /11� V !?O MiNUt v 0 L EXECUTIVE COMMITTEE REPORT NOVEMBER 4th, 1993 Mr David Nadeau, is offering courses in English writing, grammar and editorial services He has also offered free lance writing services in the local newspaper reporting on municipal matters, especially a reeve's report Executive Committee recommend to accept and file as information 11 AB Municipal Affairs - Social Housing programs Alberta Municipal Affairs has forwarded details of the 'Management Agency Project' it is involved in The project is reviewing better ways to manage housing programs by focussing on consolidating and empowering local agencies die. Executive Committee recommend to accept and file as information with a copy of the project to be given to Mr Marz and any other_}` councillor who requests it. 12 1994 Municipal Census Palliser Regional Planning Commission has responded to our request for clarification of the census questions dealing with "collective dwelling ", "extended' resident, type of industry and type of occupation" They have also forwarded a copy of the Enumerator's Manual and will be providing training to the enumerators and census coordinator prior to our census Executive Committee recommend that approval be given for the census questions dealing with the above definitions remain on the census questionnaire 13 Line Painting Mr Jeffery reported that Mr Bud Haskell has inspected the line painting done by Triple A Painting and that the yellow line painting is quite satisfactory However, on one stretch of road, between Wimborne north to SR #587, the beads were not included in the white shoulder line. This is approximately a five kilometre stretch The company will be issuing us a $500 00 credit Executive Committee recommend to accept and file as information 14. Invitation to participate in 'Prosperity South' Mayor Al Duerr from the city of Calgary has extended an invitation to participate in 'Prosperity South', a cooperative strategic planning process for southern Alberta communities A fall session has been scheduled for November 25th & 26th, 1993 at the Glenmore Inn, Calgary at a cost of $55 00 Executive Committee recommend to accept and file as information V 15 Lawrence Hogg Claim Mr Jeffery reported that the Hogg trial, set for October 28th, 1993, was dismissed on a technicality The Judge could not rule on this case as the matter must be heard in Court of Queen s Bench 3 U E E EXECUTIVE COMMITTEE REPORT NOVEMBER 4th, 1993 Executive Committee recommend to accept and file as information 16 Big Country Tourist Association Zone Marketing Plan Big Country Tourist Association has sent a copy of their September 16, 1993 minutes along with their newsletter and their publication, Big Country Tourist Association 1994 - 1995 Zone Marketing Plan ' Executive Committee recommend that Councillor Marylea Lowen be dC. given copies of the minutes and newsletter and that the publication, 'Big Country Tourist Association 1994 -1995 Zonej�e Marketing Plan also be given to her with the understanding the book will be returned to the M D upon completion of her term on the Big Country Tourist Association board 17 AB Environment Protection - Joint Information Letter A letter has been received from Alberta Protection outlining the fee schedule for Local Conservation and Reclamation officers The new per diem will be up to $170 00 and this amount will include meals and any administration charge Executive Committee recommend to accept and file as information 18 October 26, 1993 Council Meetinq Minutes Mr Jeffery reviewed the October 26th, 1993 council minutes for publication in the newspaper��'� Executive Committee recommend to accept the edited version ofa'� the minutes for publication in the newspaper 19 Proposed reconstruction CP Rail bridge - El /2 32- 29 -25 -W4 CP Rail has sent notice of a proposed reconstruction of a bridge located in the E 1/2 32- 29 -25 -W4 This property is owned by Denver Eitzen Any objections to this proposal must be made within sixty days This proposal does not abutt any M D property or interests Executive Committee recommend to accept and file as information The Executive Meeting then adjourned Time 11.45 A M 4 - -4-- - -- ! ----- - - - - -- s Jennifer Deak sistant Accountant J/
