EXECUTIVE COMMITTEE REPORT OCTOBER 6th, 1993
The Executive Committee of Richard A. Marz and Otto Hoff met on
Wednesday, October 6th, 1993, at the M D. of Kneehill office in
Three Hills, commencing at 9:00 A M
John C Jeffery, Municipal Administrator was present and
Mrs Jean Wilkinson, Assistant Administrator was present and
recorded the minutes
The following items were discussed
1. Crossroads Gas Co -Op Request
Crossroads Gas Co -Op Ltd., have requested permission to install
a plastic gas pipeline in the M D ditch to service James Main
residence in SE 27- 31 -24 -4 The distance the line would be in
the ditch is 30 meters
Executive Committee recommend the co -op be given permission to
install their line in the ditch area a distance not to exceed 30
meters as per the plan submitted on condition they sign the
required agreement, they maintain adequate signs to indicate
where the line is in the ditch area and they accept total
responsibility for any damage which may occur to the line or to
others as a result of the line being in the M D. ditch area
2 C B C. 1993 Grant in Lieu of Taxes
C B.C. has advised they are not prepared to pay the full amount
of the 1993 grant in lieu of taxes for the tower site in SE
7- 20 -20 -4 The government has capped their grant structure at
the 1992 level If more property is acquired the grant will be
based on the rates and assessments in effect for the year of
acquisition of the property and will not increase beyond that
rate
The amount left outstanding for the tower site - Roll number
649010 is $103 10 They paid $326 45.
Executive Committee recommend to accept the letter as
information and authorize cancellation of the outstanding tax
balance of $103.10 plus any penalties which may be levied
3 AAMD & C Standing Policy Committee on Financial Planning
AAMD & C attended a meeting to make a presentation regarding the
Association's perspective on the issue of fiscal equity in
education. A copy of their letter and a copy of the remarks
made by the Vice President, Jean DeChamplain on behalf of the
assocation have been provided to all muncipalities
Executive Committee recommend to accept and file as
and a copy of the report be given to each councillor

4 Don Tchir - Residence on Pt N E 23- 29 -21 -4
Mr Tchir was given a development permit to develop a house and
garage on a 5 7 acre parcel in N E 23- 29 -21 -4 within the 1 to
100 year flood plain of the Kneehill Creek and in close
proximity of the Red Deer River
One condition for granting the permit was he enter into a save
harmless agreement with the M.D
The only agreement the M D has is likely outdated given the new
government regulations particularly concerning environmental
protection
Executive Committee recommend Barry Sjolie of Brownlee Fryett be
requested to prepare a save harmless agreement
Alberta Assessment Branch - M D 100% Assessment Level
Alberta Assessment Branch has forwarded the M D 's request to
move to 100% assessment level to the Minister for approval
Executive Committee recommend when approval is received if a
by -law is necessary it be drafted and brought to council for
consideration
6 Road West 17- 32 -25 -4
Mr. Marz noted the road west of 17 -32 -25-4 needs some screenings
on it to tighten up the base of the road at the corner
Executive Committee recommend two or three loads of screenings
be put on this road.
7 Dirt Road Improvement Projects
The Executive Committee discussed the number of dirt road
improvement projects which were approved during the past few
meetings There are 13 miles approved at this point Whether
these roads are a priority item and whether the 4th buggy be
taken from the road crew to work on these projects was discussed
There is some urgency to get the golf course road completed and
the culvert installed before winter if at all possible
Executive Committee recommend as many of the approved dirt road
projects as possible be done in the spring before the main crew
program is started
8 News Release - Young Offenders Act Consultation Paper
Minister of Justice released a public consultation paper on
young offenders entitled, Toward Safety Communities - Violent

and Repeat Offending by Young People It was noted the M D. had
written to the Minister requesting some stronger action when
dealing with the violent young offenders
Executive Committee recommend each councillor read the paper and
if there are any concerns or input which should be presented to
the Minister the matter be discussed at a later meeting of s
council
The document will be left in the Reeve's Office and each ,-
councillor should initial the booklet after reading same
9 Kevin Haller Celebrity Golf Tournament
The committee sent a letter of thanks for M.D involvement in
the golf tournament. Tourney raised over $15,000. for Stars and
the Kneehill Ambulance

10 Palliser Planning - Joint Planning with Starland, Badlands,
Mr. Wesseling has prepared a map which, following discussions
with the municipalities involved, appears to be generally
acceptable for the concept of joint planning Palliser will
arrange an appropriate date for a meeting in late October or
early November
Executive Committee reviewed the map It appears to take in
land in the M.D. south of Kirkpatrick, Nacmine and south of the
City across Number 9 Highway
Executive Committee recommend Palliser be advised the area in ,J\\\ coo
Kneehill is still too large.
11 Future of Regional Planning Commissions
Minister of Municipal Affairs has written a letter to the
Chairman of the Palliser Regional Planning Commission regarding
the future of the commissions They plan to hold discussions
with the commissions and to look at planning legislation The
Minister advised he would be pleased to meet with the Chairman
of Palliser to further discuss the issue
Mr Hoff noted a meeting has been scheduled for Red Deer on
October 12th so he will not be present for council meeting that

Executive committee recommend to accept and file as information
and each councillor be given a copy of the Minister's letter.
12 Minister Dianne Mirosh Invitation To Attend Meeting
A letter has been received from Dianne Mirosh Minister without
Portfolio She is responsible for Alberta Health Planning
Secretariat and she has extended a personal invitation to the

Reeve and Deputy Reeve to attend the upcoming Public Roundtable
on Health in Stettler on October 8th and 9th
Executive Committee recommend the Reeve and Deputy Reeve be Zof-4
authorized to attend this round table discussion in Stettler
13 Letter to Ratepayers re Township and Ranqe Siqns
The draft letter to the ratepayers regarding the sign project
was reviewed and discussed and some changes made
Executive Committee recommend the revised letter be published in
two issues of the Three Hills Capital
14 Bridqe File 2475 INE 22- 31 -24 -4
The need to install a culvert at the above location on the Ward
Road project was discussed Bridge Branch are not prepared to
install a replacement bridge at this location but would fund
installation of a low level crossing After discussions with
Bridge Branch in Red Deer by Mr Jeffery they agreed to pay for
a large culvert but will not pay the M D anything for
installation costs Culvert has been ordered from Armtec at a
cost of $40,869 plus G S T and should be delivered in about two
weeks „P'n

15 Homeland Cemetery
Mrs. Louisa Lowen delivered the title to the Homeland Cemetery
to the M D recently along with records of burials in the
cemetery. She had asked for a letter of acknowledgement as
follows-
1. M D will honour previous family reserved plots.
2 Reserved plot would cost $50 00 plus G S T as of this date
® 3 Cost for plot would be paid when the plot is needed
4 People purchasing plots are responsible for opening and
closing graves.
5. The M D will cut the grass at least twice a year, will
do only minor repairs as required and will maintain the
parking lot and entry way when doing regular road maintenance
in the area.
6 The family may do any improvements or repairs to the cemetery
as they see fit

Due to concerns expressed by ratepayers about penalty dates and
changing same the office have suggested the Three Hills Capital
be requested to do a feature article next July regarding the
M D change in penalty dates. The office also plan to send out
a notice with the tax notice regarding the change and to
advertise same in the M.D. news section

17. Letter from Shirley Hughes

Mrs Shirley Hughes has written objecting strongly to being
taxed for up- grading the arena in Three Hills She lives north
of the Buffalo Jump Park Road and gets very few services for her
tax dollars She agrees the local people should raise the
money for the improvements without government involvement or
other underused facilities should be used rather than spending
more money on the Three Hills arena She wonders if the next
thing will be a request to up -grade the swimming pool in Trochu :rVJ w\\\

Executive Committee recommend these comments be referred to the
Three Hills Arena Committee for their information
18 Alberta Transportation - Moisture Content Subgrade on SR 836
Larry Parliament of Alberta Transportation has expressed some
concern about the moisture content in the subgrade on SR 836
This issue has been discussed with Torchinsky Consulting and
Lonnie McCook and they do not have any concern
Executive Committee to accept and file as information at this
time
19 County of Strathcona - Machinery and Equipment Assessment
Iris Evans has forwarded an up -date on the activities of the M &
E Steering committee set up in January of 1993 The committee
may require a further contribution from the participating
municipalties and further information will be sent out shortly

further recommend the M D continue with its participation in Lc.vt�,-

20 Alberta Parliamentary Digest - Week ending September 26/93
Mr. Jeffery reviewed various items from the digest including
privatization of ALCB, student loan losses, sale of Treasury
Branch not being considered, health user fees, health cuts,
looking at 4 day school weeks and year round schooling, loan
guarantees.

21 Centra Gas Letter
Centra Gas have written advising an application has been made
for a two stage rate increase Gas cost for a typical home
would increase about $85 00 per year over today's costs
Executive Committee recommend to accept and file��.�
22 Big Country Tourist Visitor Guide - Advertisement
Big Country Tourist Association has forwarded an ad placement
order form Cost for the M D. advertisement would be $465 00
plus G S.T.
Executive Committee recommend the advertisement be put in the
Visitor's Guide at a maximum cost of $465 00 plus G.S T
23 Alberta Transportation - Paget Service Road
Alberta Transportation has forwarded an agreement to cover
funding for the Paget Service Road The M D under the
agreement will be responsible for relocation of all utilities,
provision of any right of way required, fencing, and any
construction outside the construction limits as indicated in
their plans
Executive Committee recommend the agreement with the Minister be aQ
signed and returned to Transportation
24 1992 Tax Recovery Property - Lots 3 to 7 in Block 2 Huxley
The above noted property was offered for sale at the 1992 public
auction and was not sold The one year waiting period has now
expired Council may take clear title if they wish or leave it
as property acquired under Tax Forfeiture and continue to levy
taxes for 4 years and then take clear title
Executive committee recommend to not take clear title at this..0~
time but review the situation again in 4 years
The Executive Committee then adjourned

6
