HomeMy WebLinkAbout1993-08-18 Council MinutesC7 H C7 EXECUTIVE COMMITTEE REPORT AUGUST 18th, 1993 The Executive Committee of Richard A Marz and Otto Hoff met on Wednesday, August 18th, 1993, at the M D of Kneehill office in Three Hills, commencing at 1:00 A.M Mrs Jean Wilkinson was present and recorded the minutes The following items were discussed 1 Alta Environment High Water Warning Alberta Environment issued a high water warning for the Red Deer River downstream from Red Deer today Water may rise one meter by tonight However it is not beyond the flood stage as yet Executive Committee recommend to accept and file as information 2 Alberta Family & Social Services re. FCSS Program Minister of Social Services received a final report from the FCSS Ministerial Review panel 45 specific suggestions for action or change were made by the review panel His department with co- operation of other departments will .implement 36 of these suggestions Many may be implemented at discretion of local councils Action on the remaining 9 items could have major impacts on community governments He is requesting the FCSS association, through its board, to consult with local councils on these recommendtions When this consultation is complete, implementation will occur within the context of government fiscal realities. One recommendation was to reduce the waiting list of communities waiting to receive funding under this program This recommendation has been implemented and as of April 1st, 1993 28 additional communities are eligible to receive FCSS funding A detailed list of recommendations which are approved as well as those gargeted for further consultation was enclosed Minister is committed to the mandate of the FCSS program As the local program has a very narrow mandate many of these recommendations would not affect it. The major concern would be funding from the Province to maintain the program Executive committee recommend this letter be referred to the P0 f"-'t4'4 local FCSS board for their input and the response from the board s be forwarded to the Association along with the M D 's '/ recommendation that there be no shift to the local governments for funding this program 3 Alex Swanson Alex Swanson has indicated that he did not ask the M.D a slough on his land His concern was for the road The road goes through the slough, the road is narrow the water gets high on each side the road gets very soft 1 to drain and when 41VI"L N 0 C] EXECUTIVE COMMITTEE REPORT AUGUST 18th, 1993 He felt if the water was let out and the road widened a bit there would be no problem Executive Committee recommend to accept and file as information NOTE. Glen Waqstaff 4 Kneehill Creek Mr Haskell reports the Kneehill Creek is washing away its bank about 200 to 300 feet south west of the Dunphy Bridge It is now about 55 to 60 feet from the shoulder of the Dunphy road The washing has cut out most of the old railway bed T�1cd Executive Committee recommend Alberta Environment be advised of S. VIA this problem. 5 Request from R C M P The local RCMP detachment would like to acquire two roadside screening devices to assist in detection and investigation of impaired drivers Province purchased some but the local detachment did not receive one Cost for two units would be $2229 99 They suggest the costs be covered by Three Hills, Trochu, Delburne, Elnora, M D of Kneehill and County of Red Deer as these are the areas the detachment serve. M D cost would be $600 00 Three Hills $890 00, Trochu $250.00, Delburne $155 00, Elnora $75 00 and County of Red Deer $260.00 Executive Committee recommend the request be refused as these costs are the responsibility of the Federal or Provincial�rr Governments and the M D suggest to the Province money be accessed for these items from the Liquor Control Board revenues 6 1993 Fall Convention AAMD & C has forwarded information about the 1993 fall convention Convention is scheduled for November 15th to 19th. Hotel rooms booked at Terrace, Convention Inn, Palace Inn, Travelodge, Cedar Park M D. of Kneehill is 15th on the list for hotel reservations Executive Committee recommend all councillors, J C Jeffery, -I'W Vernon Haskell, and Jean Wilkinson be authorized to attend, all & councillors be delegates and John C Jeffery be an alternate V delegate if any councillor not present, and the councillors advise the office as soon as possible if they and their spouses will be attending 2 e �q r9 0 I" EXECUTIVE COMMITTEE REPORT AUGUST 18th, 1993 ** *Also where they wish hotel reservations if do not wish to stay at Terrace or Convention Inn 7 Family Violence Prevention Month Minister of Social Services is declaring November Family Violence Prevention Month in Alberta His department has educational materials available regarding this issue Suggest local governments become involved in promotion of the program L %.,� Executive Committee recommend to accept and file as information 8 Colwyn Oil and Gas - Tax Arrears Colwyn Oil and Gas Ltd , went into receivership in 1990 They owe $383 32 in taxes Peat Marwick were appointed receiver manager They advise there are no funds to pay unsecured creditors. Assessor advises it was an suspended well head and there is no chance of recovering the tax arrears &- rwr l *X Executive Committee recommend the tax arrears in the sum of -r0 $383 32 - Roll Number 6855100 - be written off. -p(ov 9 Ian Kilgour Request re. Fence Ian Kilgour submitted a letter Noted a fence was built by the M D on North half of 23- 31 -24 -4 and old fence not removed Requests permission to remove the fence and keep the material Mr Haskell indicates the fence does not belong to the M D r Executive Committee recommend Mr Kilgour be advised other 4S V%4 arrangements have been made for removal of this fence 10 Thomas Keet - Fish Farm Mr Thomas Keet is raising rainbow trout on their farm west of Acme He asked if the M D would be interested in purchasing fish for stocking any M D waterbodies Executive Committee to accept and file as information 11 B J Temple & Associates Ltd The firm of B J Temple & Associates Ltd is a general management consulting company and would be interested in assisting the M D in solving today's many complex problems They undertake operational reviews, policy evaluation and transition management 3 � 1 1cd a 1 a 4 N �141 EXECUTIVE COMMITTEE REPORT AUGUST 18th, 1993 Executive Committee recommend to accept and file as information 12 Minutes August 10th Meeting Executive Committee reviewed the August 10th minutes and agreed on what should be deleted before minutes are published 13 Guard Rails - ESE 13- 32 -26 -4 Guard rails have been approved for the road. No decision was made regarding allowing Mr Weisenburger to attached a portion of his fence to these guard rails as he cannot repair his fence which is on property line a considerable way down the slope of the hill Executive Committee recommend Mr Weisenburger be advised- 1 the guard rails will be put up as time permits 2 when same are erected he may attached by means of a jut out bracket a maximum of two wires to the guard rails 3 the setback requirements will be relaxed and he may locate his fence up near the top of the hill close to the edge of the road allowance, on condition he is willing to accept responsibility for any damage which may occur to his fence by reason of it being located so close to the M D road 14 Alberta Transportation - SR 837 Ivan Perich forwarded photographs of the areas where repair work is required on the flow control structures on the Orkney Hill He noted these structures require continuing maintenance to ensure the structures continue to perform their designed functions A copy of the letter and the original photographs were given to Mr Haskell for his information Executive Committee recommend the P W S be instructed to have the necessary maintenance work done 15. Alberta Family and Social Services - ACE Program Alberta Social Services have replaced the previous Employment Skills Program with the Alberta Community Employment Program The program will provide municipalities and non profit organizations with funding to help pay the wages of social assistance clients they may hire They encourage local governments to take advantage of this program. Executive Committee recommend to accept and file as information n 1 Ud r fiY111 f i �r�rrrrrr■ririrr� 0 N Ef EXECUTIVE COMMITTEE REPORT AUGUST 18th, 1993 16 Environmental Protection and Enhancement Act Alberta Environment advise that this act and regulations will come into effect September lst, 1993 Certain sections of the act and regulations will affect the operation of the M D water systems in Huxley, Wimborne and Swalwell One regulation requires the M D to immediately notify Environment as well as the local board of health of any chlorination equipment or flouridation equipment failure or shut down Also their office must be kept informed of the names of the operators who look after the day to day operation of the plants Executive Committee recommend a copy of these letters be given to Alex Cunningham and Paul Ehmann for their information 17 Report from M D Gravel Days Office has now billed the ratepayers for gravel purchased during gravel days Sold a total of 5816 yards - billed out $28,209.50. Executive Committee recommend a copy of the report be given to each councillor for their information 18 Request for Road Approach - SR 836 Canadian 88 Energy Corporation wish to install a road approach to access a well on 9- 4- 32 -22 -4 The appraoch would be on to SR 836 There is no alternate road available without going through another quarter Executive Committee recommend approval for the approach on condition it can meet sight distance requirements 19 AAMD & C - Survey re- Alta One Call Alberta First Call wish to request the Province for legislative changes to enhance the effectiveness of the provincial one call system They have asked AAMD & C for feedback on their proposals. The Association in turn would like feedback from the members about their request. Questions on the survey are. Would your municipality support legislation making it mandatory for owners of buried facilities to be members of the one call system Would your municipality support legislation making it compulsory for the digging community to notify owners of buried facilities through the one call system before excavating A ,/ (ilex 4-6 jo V r�� J C] H EXECUTIVE COMMITTEE REPORT AUGUST 18th, 1993 Mr. Cunningham reviewed the questions and felt the M D should support both questions 5%01 t.,40,1 Executive Committee recommend the M D return the survey r {�j indicating support for both questions r 20 Prairie Association of Rural Municipalities The Association has contacted the Federal and Provincial Governments and requested them to be cautious when enacting legislation that applies retroactively and also expressed concern regarding legislation passed by any provincial government that has implications that cross over provincial boundaries More information about these concerns can be obtained through Gordon Miller, President of the AAMD & C as he sits on this assocation Executive Committee recommend to accept and file as information (`Je� 21 Alberta Environment - Guidelines for Canadian Drinking Water Alta Environment has forwarded a copy of the new edition of the Guidelines for Canadian Drinking Water Quality The Province of Alberta is accepting the new guidelines as standards for Alberta Executive Committee recommend the booklet be given to Mr Cunningham for his information The Executive Committee meeting then adjourned Time 3.15 P M r �n Wilkinson A istant Admini� s r t r L y7v,v
