HomeMy WebLinkAbout1993-08-05 Council MinutesH A EXECUTIVE COMMITTEE REPORT AUGUST 5th, 1993 The Executive Committee of Richard A Marz and James Hanger met on Thursday, August 5th, 1993, at the M D of Kneehill office in Three Hills, commencing at 1 00 A M Mrs. Jean Wilkinson was present and recorded the minutes The following items were discussed 1 Request from Alta Transportation Alberta Transportation (Dave Brown) from Trochu called Asked if council would like to get rid of the reclaimed asphalt which is stored at Highway 21/27 site He could use about one - quarter of the material for one job on a highway now, and perhaps more later Executive Committee recommend Mr Haskell determine the amount of material there, what it is worth to the M D , and if the material will not be used by the M.D. the material be sold to Transportation for $10 00 a yard (stock pile gravel price) 2 County of Strathcona re, M & E Stakeholders Committee Report A report on the activities of this committee has been prepared The committee has met several occasions since January and is working on combatting industry's increased lobbying efforts to have the machinery and equipment assessment abolished Committee received a committment from Cabinet that the stakeholders in this issue would be represented and consulted in a meaningful way on the forthcoming Tax Reform Commission which is being initiated by the government A technical committee has been formed to gather information about the issue Some consultants will be involved Scope of the study will be dependent on money raised by the stakeholders To date $49,661 has been raised, estimate the cost to be about $75,000 Requested those who have not contributed to forwarded their contribution Executive Committee recommend to accept and file as information at this time. 3 Construction Alberta News Construction Alberta News has requested the M D submit a report for publication in their October issue which will be available at the Fall convention Executive Committee recommend to accept and file as information. 4 Palliser Regional Plan - Proposed Amendment 1 P I J-C, -t Y'R,e5 w,l\ n °A S, 4eri v fill- N 1� EXECUTIVE COMMITTEE REPORT AUGUST 5th, 1993 Palliser is amending its regional plan Three policy areas are being amended - urban commercial, rural industrial and rural residential development Invite Council to attend the ratification meeting which is scheduled for September 2nd, 1993 at Hanna at 7.30 P M boe Executive committee recommend Otto Hoff attend the meeting on X14- �► behalf of council and each councillor be given a copy of the cjj0- proposed changes C<'\ -C - 5. 1994 Municipal Census Palliser Regional have forwarded a copy of the census form which was used by the Town of Three Hills during their recent census. This form with some modification could be used by the M D for its 1994 census. Executive Committee reviewed the questions I� Executive Committee recommends the questions on the census are �k�e reasonable and should be included in the M D census unless after review by Mr Jeffery and Palliser they believe some changes should be made or more questions should be included Also feel there should be at least a breakdown of population by recreation and hospital areas 6 Virgil Rempfer - Truck Damage Mr Rempfer's truck was damaged during gravel days at the Megli Pit Cost to repair the side of the truck is $1200 00 A purchase order was completed for C. Berg and Mr Rempfer advised to take his truck over for repairs Mr. Rempfer feels the M D should pay the cost for having the other three sides of the truck box sandblasted and painted Cost would be $700 00 He was advised the only thing the M D would be responsible for would be the $1200 00 unless council decided differently Q l� � !'s4'C Executive Committee recommend Mr. Rempfer be advised the M D is not prepared to go beyond what their insurance company would Wr for repairs to his truck and he may pursue the request painting the entire box with our insurance company if he, so +� wishes 7. Julv 27th Council Minutes ��ysG. 4c Executive Committee reviewed same and agreed on what should ,fie do „ published from these minutes ✓,, 8 M D Starland - Dinosaur Trail Campground Access Road (SR 838) The M D of Starland has asked the M.D. to include in the SR 837/SR 838 seal coat project the Dinosaur Trail Campground 6 2 1 . EXECUTIVE COMMITTEE REPORT AUGUST 5th, 1993 access road Cost is estimated at $7003.75 and this would be billed to Starland on completion of the project Alberta Transportation has no objection to the inclusion of this project with the M D project. A u i Executive Committee recommend a letter agreeing to this proposal � s dV�ec be sent to the M.D of Starland and Alberta Transportation. 9 Accident - John Tupper - M D Truck Mr. Tupper was mowing grass on SR 841 He stopped at the M.D. fuel tank at Jensens to fill the tractor. Made too wide a loop and hit the side of the M D half ton truck parked there with the wheel on the mower Creased the side of the box. Estimate of costs $582 00 Mr Haskell did not feel it was necessary to repair the truck due to its age (1982 half ton) Executive Committee recommend to accept and file as informa on and a copy of the accident report be placed in Mr Tupper' personnel file 10 Budget Comparion Report July 29th, 1993 The budget comparison report was reviewed Estimating a deficit at December 31st of $76,400 00 'A Executive Committee recommend a copy of the report be given to, t z ✓ each councillor and same be accepted and filed as information 11 Ben Schmidt Lagoon Mr Schmidt called about the letter from the M D in connection with,his residential sewage lagoon He indicated if the M D would trench along the north side of the lagoon and install about 50 to 70 feet of two foot culvert so the area near the �a lagoon would stay dry and also put gravel in the trench to ensure it would drain better he would accept this He had C`' discussed this option with Mr Wagstaff 1 Q-F�Y Executive Committee recommend the M D not do more tha the trenching as indicated in the July 19th letter to Mr Schm' t 12. Len McCook - Wage Rate Mr Haskell has requested permission to set a wage rate for Mr Len McCook which exceeds existing temporary employee policy He recommended a rate of $14 25 as Mr McCook, who is working on the base prep crew as an operator, is an experienced operater l and worked for the M D previously. u� Executive Committee recommend acceptance of this recomm �iidation from Mr Haskell r P r 3 I�q 1� 11 N EXECUTIVE COMMITTEE REPORT AUGUST 5th, 1993 13 Clarence Brosseau - Fence Compensation - SW 13- 31 -24 -4 Mr Brosseau was recently paid $80 49 as compensation for removal of fence on his property He disagreed with the measurements for same He was paid for removal of 259 meters He felt it should be 541 75 meters Mr McCook, Mr Haskell and Mr Brosseau met on site and remeasured the area and agreed the measurement should have been 461 meters Executive Committee recommend Mr Brosseau be paid compensa on for removal of the additional 202 meters of fence and he b sent Sit` a letter of apology for this oversight on our part 14 Meeting with Divisional Grader Operators A meeting was held this morning with the divisional grader operators Various ideas and options were discussed The operators and Mr Haskell were requested to look at the existing grader boundaries and see if there was a way to shift the boundaries to make Division 1 somewhat smaller They had prepared a map showing proposed new areas Mr Haskell met with Executive Committee and reviewed the proposal Executive Committee recommend this issue be tabled untilMr. Jeffery is back from holidays so he may review the posed boundary changes 15 Phipps Feedlot - Highway 21 Mr and Mrs Alf Ellis of Three Hills had forwarded a letter to the Town of Three Hills complaining about the M D allowing a feedlot on Highway 21 dust north of town The town sent the M D a letter regarding the matter They had no official comment on the development, but did express a concern with the possibility of the waste being disposed of in close proximity to the town Executive Committee recommend to accept and file as information 16 Special Places 2000 Gary Severtson, Public Advisory Committee Places 200 - Alberta's Natural Heritage, will be held in September to receive input the committee's plans Open houses will be held - September September 16th in Red Deer Chairman of Special advises open houses from the public about 15th in Calgary and Executive Committee recommend to accept and file as information. 17 Arlin Strohschein - Request for Tax Cancellation 4 Q� �v P� Ye 'k, 11 11 KA EXECUTIVE COMMITTEE REPORT AUGUST 5th, 1993 Mr Strohschein requests council cancel $523 38 of his 1993 taxes. He had purchased additional land in February of 1993 from his father in order that his house would be fully exempted from taxation However, although an ownership change was recorded on the tax roll for 1993 and he received the tax notice for the extra quarter, the change to his farm unit will not take effect until January of 1994 The only way the change to his farm unit could have taken place in 1993 was through court of revision and this was not done A land owner may lose in the year he buys more land (after assessment roll is complete) but the year he sells land he may gain Executive Committee recommend Mr Strohschein be advised„ no changes can be made to the assessment roll throughout the year, his farm unit will be changed for 1994 and no cancell ion of 1993 taxes can be granted 18 Earl Paget Service Road Alberta Transportation - Leon Root, Assistant Deputy Minister, advises the Paget service road will not be done this year due to provincial decision to review all capital projects Should funding become available, the project will be reconsidered. inf oration Executive Committee recommend to accept and fil e as qr and a copy of the letter be sent to Mr Paget 19 Base Course Training Course - Keyano College Keyano College advises if the M D set a date for the base course week training course they will see if they can work it into their schedule. Executive Committee recommend due to the the bad weather, and the fact the base course crew will be very busy working o SR 836, and the possibility that taking a week for this t� of training while working on SR 836 may affect completion, /of the project and jeophardize receiving the grant, the training course be postponed and the idea be considered again next year Executive Committee then adjourned.
