EXECUTIVE COMMITTEE REPORT JULY 22nd, 1993
The Executive Committee of Richard A. Marz and Otto Hoff met on
Thursday, July 22nd, 1993, at the M D of Kneehill office in
Three Hills, commencing at 9.00 A M
John C Jeffery was present and Mrs Jean Wilkinson was present
and recorded the minutes
Miles Maerz and Vernon Haskell wre also present for a
portion of the meeting
SR 836 Base Course.
Miles Maerz discussed with the Executive Committee the problems
he is experiencing with getting the gravelling done
If his trucks are taken to base course SR 836 the rest of the
M D roads will suffer The gravelling is behind because of
weather, doing dust control and paving Also has one less truck
than last year The M D roads need gravel badly due to the wet
weather this year
He suggested using T -18 and T -25, when it is not required by the
main crew, plus two hired trucks to haul the gravel for the base
course for SR 836 This would leave him with the regular gravel
truck fleet to get the M D roads gravelled Four trucks
should be sufficient to haul the base course as it will be a
short haul Also once the road gravelling has been finished,
the hired trucks could be laid of f and some of the gravel f leet
used to complete the base course haul He also agreed if T -25
was needed to haul main crew equipment for a day, one truck
could be taken from the gravel fleet to help with the base
course on SR 836. (F

Executive Committee recommended acceptance of the recommendation
from Miles Maerz and further recommended if necessary a this d��rM
private truck be hired ;�, le d
Mr. Maerz left the meeting at this time
2 Need to Hire Tractor for SR 836 Project.
Mr. Hasekll noted the crew will need a bigger tractor to pull
the disc on the SR 836 project The Deutz tractor does not have
sufficient horse power to pull it and it will likely be
necessary to use the disc due to the wet weather
Executive Committee recommend Mr Haskell be authorized to hire
a tractor to pull the disc on the SR 836 project at a rate no
more than 10% less than government rate for a tractor with a
rating sufficient for the fob, and if possible he should give
preference to farmers in the area, but he is to get the most
economical rate possible.
3 Public Reserves /Cash in Lieu of Reserves - Subdivisions
Council had discussed in February the concept of taking public
reserves or cash in lieu of public reserves where possible on
subdivisions
In order to take cash in lieu of reserves it is necessary for
the applicant to obtain and submit an appraisal with his
subdivision application

Only 2 subdivisions done in 1992 would have allowed for taking
reserves or cash in lieu
Executive Committee recommend the M D take 5% of the value of
the parcel being subdivided in lieu of reserves where possible

4 Need to Purchase Graders in 1994
Policy regarding ordering graders in July for delivery the next
year was discussed
The entire grader operation was discussed Should the grader
operators be going home on days when they cannot work due to
rain and working longer hours and weekends at regular rates when
the weather is good Should the grader divisions be revised,
another grading area created, and the M D either purchase
another grader or hire another contract grader Are the
existing grading divisions too large - is there too many miles?

1994, and either purchase a new grader or hire another contract

5 Request for Permission to Install Road Approach 4- 3- 32 -22 -4
Gulf Canada Resources wish to install a road approach to gain C,C —re
access to a well on 4- 3- 32 -22 -4 The land has the paved
continuation of SR 583 on the south and SR 836 on the west c'� I QA.�
Permission to install a road approach on either road must come
from council
Executive Committee recommend the company be granted permission
to install a road approach to access on to SR 583, providing
sight distance requirements can be met
6 AAMD & C - Study on Accident Analysis of Ice Control
Operations
AAMD & C forwarded a copy of the recent study carried out by
Marquette University entitled - Accident Analysis of Ice Control
Operations
The study discusses the impacts of winter maintenance efforts,
particularly related to the use of salt as a de -icing agent

7 Budget Comparison Report - July 14th, 1993
A budget comparison report indicates a estimated deficit of
$72,397 00 at December 31st

The Committee has forwarded a copy of their new report which
builds on the vision and principles put forwarded by the
committee in their first report
The report provides a concise list of 13 recommendations,
dealing with key areas where there is potential for leverage -
decision making, legislative change, market forces, education,
government operations and implementation of sustainable
development indicators

9 Must Program
Council had expressed concern about the regulations under the
Management of UnderGround Storage Tanks Program Other
municipalities have been contacted and the following comments
were provided Starland - no concerns Rockyview - good
program, concerned about liability if something is not done,
if they reacted would like to be a low profile Red Deer -
pulling some underground tanks and going to overhead Council
not too concerned Feel program had to come and actually quite
in favour
Wheatland - not very concerned - feel possibly should have
government assistance if there are problems Have registered
their tanks May go above ground for future installations
Feel program may have gone overboard, but also feel something is
required
Executive Committee recommend to accept and file the report
information
10 Town of Three Hills - Transfer Site Land

The Town of Three Hills is willing to sell the M.D. the transfer
site land for the sum of $1 00 as long as the M D assumes all
legal and survey costs and accepts the land in its present
condition
Executive committee recommend the M D accept the offer, proceed
with the necessary survey and subdivision and if possible the
site be turned over to Alberta Environment

Note* City of Drumheller Ray Romanetz called - he will put this/
request on the agenda for the next Drumheller and District Solid
Waste Meeting to see if Alta Environment would take title to
this property
11 Three Hills Seed Cleaning Plant - Upgrading Grant
Alberta Agriculture advised the Three Hills Seed Plant their
grant in the sum of $21,914 93 has been proceessed and a cheque
should be received shortly

12 AAMD & C - AUMA and Alta Environment - Seminars

AAMD & C advises the association along with AUMA and Alberta
Environment are putting on information sessions regarding the
new Environmental Enhancement and Protection Act
Copy of agenda and registration forms enclosed Cost is $15.00
per person
Executive Committee recommend R A Marz (or Otto Hoff, if RAM
unable to attend) John Jeffery and Alex Cunningham be registered
to attend the session in Calgary on August 25th
13 Report - 1991 Population by Township
AAMD & C forwarded a breakdown of population by township and
range as prepared by Statistic Canada
A breakdown of the M D of Kneehill population was prepared by
Mr Jeffery along with a map showing the township population
The breakdown indicates the actual population is only 4656 not
4712 which is the figure presently being used by the M D and
the Province This means a loss from 4996 to 4656 or 340
people Definitely time for the M D to conduct their own
census in 1994
Executive Committee recommend each councillor review the map,.-And
report as time permits
14 Mr and Mrs Alf Ellis - Letter of Concern
Mr and Mrs Alf Ellis of Three Hills have
concern about creating a feedlot on Highway

15 Alberta Environment - High streamflow advis
Alberta Environment has issued a high streamflow advisory for
the Red Deer River upstream from Red Deer and other rivers near
Sundre and Cochrane Should not affect our area.�..ci

16 Tainsh Howard - Dennis Fyten - Restrictive Covenant - N E

In 1975 the M D closed a forced road diversion in N E
9- 30-24 -4 and turned the land over to Mr Fyten However the
cancelled road diversion is under a separate title. The M.D
filed a restrictive covenant against the land which indicates
the land cannot be sold without selling the cancelled road
diversion to the same party
Mr Fyten through his solicitor has requested the caveat be
removed
Executive Committee recommends the restrictive covenant caveat 1eVvr'
not be removed unless Mr Fyten is prepared to consolidate the sen}
two titles by means of a plan of survey

17 M.D. Secondary Road Construction Priority
In September of 1992 council established the following as its
secondary road construction, base couse and paving priority
'In 1996 road construction priority will be completion of SR 836
from SR 575 south to #9 and the M D base course and paving
priority in 1997 would be SR 836 south from SR 575 to Highway 9 "
Due to the change in the re- alignment of SR 836 this motion is
no longer relevant (3,J

18. Robert Cranston - 1993 Salary
In January of 1993 Council had agreed to review Mr. Cranston's
salary in July of 1993 His salary was set at $31,500 00 at
that time and was to be increased to $32,500 00 if council
approved the increase His position as Base Course and Prep
Crew foreman was established on a trial basis until June 30th,
1993 - see motion November 23rd, 1992.
Executive Committee recommend Mr Cranston's salary not be cxdv,se�
increased in light of the previous motion not to create any more ✓
permanent positions and the need for council to hold the line on
expenses
19 Expenditure Comparison by Percentage Report
Mr Jeffery prepared a report which compares expenditures of
certain other municipal districts and counties with the M D of
Kneehill The comparison is by percentage and is rated from 1
being the highest to 6 being the lowest

20 Crossroads Gas Co -Op - SE 20- 32 -26 -4
The Crossroads Gas Co -Op have submitted a utility right of way
easement for signature by the M D The co -op wishes to install
a gas line across the south end of the S.E. and S.W. of
20- 32 -26 -4 ( Schmautz Pit Land) The easement as submitted is
a blanket easement and the area where the line will be installed
is not surveyed
Executive Committee recommend the M.D. sign the easement only
after same has been amended to include an indication that the
line may only be installed within a strip of land 40 feet wide arnen� _r

21 Water and Sewer Line Hookups in Hamlet - Fee for Same
At the July 12th council meeting council passed a policy to
establish a $800 00 fee for installation of water and sewer
lines to any unserviced property in a hamlet

After review of the proposal it was suggested this policy should
be amended to include the statement the $800 00 fee would cover
installation of a service line a distance not exceeding 80 feet
There are some areas that do not have a main sewer or water line
close to them and $800 00 would not cover the cost of running
the main line or a service line to these unserviced property
The policy as amended would read as follows.
The M D of Kneehill installed water and sewer lines in the
hamlets of Wimborne, Huxley and Swalwell and charges frontage
tax to cover the cost of provision and on going maintenance of
the said lines
If a request is received from the owner of an unserv.iced
property in one of these hamlets , and the property can be
serviced by installing a service line a distance not exceeding
80 feet, upon payment of a flat rate of $800 00, the M D will
arrange for installation of the service line(s) to the property
line
The owner will be repsonsible for having the lines installed
from property line into the residence at his own cost '0����

22 Rob Moore - Three Hills Mobile Home Licence Fee
Mr Moore lives in a mobile home on Pt N W 6- 32 -23 -4 His
mobile home licence fee for 1993 is $252.59. Mr Moore has
advised the office he will be removing his mobile from the site
around the 1st of August To date he has not paid his 1993
licence fee He would like the licence fee for the months of
August to December cancelled
Executive committee recommend the sum

The grader operator for Division 4 requested two loads of
screenings for this road The road is not developed, but an
oil company goes past the residence up to their access road and
during wet weather drags mud onto the M D road

28 Letter from Litwiniuk and Company re Township and Range
Sign Bid
Litwiniuk & Company have forwarded a letter to Brownlee Fryett
expressing concern about the fact that L & M Signs Ltd were not
afforded the opportunity of providing a 5% discount for
provision of the township and range signs
Brownlee Fryett have discussed the issue with the association
and will be responding to this letter

29 Town of Three Hills Annexation
The Local Authorities board will be holding a public hearing
with regard to the proposal from the Town of Three Hills to
annex a portion of the S E 6- 32 -23 -4 not presently within the
town boundaries Area contains 25 67 acres more or less
The public hearing will be held Wednesday, August 11th, 1993 at
2 45 P M in Red Deer
The M D had not expressed any objection to the proposal

30. Town of Three Hills - Sidewalk in front M.D. Office
The Town of Three Hills has agreed to rebate the M D the sum of
$1769 07 for the sidewalk installed by the M D and since ripped
up by the town as part of the main street beautification program
They will then charge the M D the same frontage as levied
against other properties - $5461 88 in total

31 Policy 13 -15 - Road Bans
Policy 13 -15 regarding road bans was reviewed Motion at last
meeting removed the 90% permanent ban from certain roads
Policy presently indicates as follows.
All road in the M D have a 100% load limit with the following
exceptions
1. During spring ban time when council may set an appropriate
ban for any road
