HomeMy WebLinkAbout1993-07-08 Council Minutesff� �1� 9 EXECUTIVE COMMITTEE REPORT JULY 8th, 1993 The Executive Committee of Otto Hoff and Glen Wagstaff met on Thursday, July 8th, 1993, at the M D of Kneehill office in Three Hills, commencing at 9.00 A.M. John C Jeffery was present and Mrs Jean Wilkinson was present and recorded the minutes The following items were reviewed- 1. M.D. Mission Statement The computer printout of the M D mission statement which was approved by six councillors was reviewed The question was asked if an M D logo should be attached to the final printed copy Executive Committee agreed the mission statement should be Qo printed on a good quality parchment, an M D logo attached and it be framed in an appropriate manner. 2. Letter from Alta Environment, Water Resources to Alan Frere Mr Frere is having a slope stablity problem on N E. 30- 32 -24 -4 His house apparently is constructed close to the Three Hills Creek bank. The slope failure occurred along an outside bend in the Creek The toe of the failure has slid into the creek and almost entirely blocked the creek Two possible solutions were suggested One is to relocate their house and allow the bank to continue to fail This would likely completely block the creek which would necessitte rechannelization The other option is to stablilize the slope, perhaps by relocating the creek further to the north These recommendations were based on a visual inspection of the site Before anything is done a recognized geotechnical consultant would have to be hired To apply for financial assistance from the Province under the Alberta Water Management and Erosion Control program the M D would have to be involved r(� To date Mr Frere has not discussed this issue with the M D �pu� Executive Committee recommend to accept and file as information ✓ at this time Russell W Stankievech - 1993 Taxes Russell Stankievech has discussed his farm unit exemption with Mr Dunay He felt he was not given the full exemption on his residence on the S W 2- 32 -23 -4 His tax notice showed only an exemption of $20,000 However on further investigation by the office it appears the house assessment was also incorrect The house is assessed at $48,620 and his exemption should be $40,000, so he would be paying taxes on $8620 worth of house assessment His tax notice was calculated using a value of $28,620 house assessment, less an exemption of $20,000. for a net assessment of 1 �r rrrr �1 9. Therefore his' taxes are correct as calculated Land assessment $35,650 plus $8620 house assessment = 44,270 times 24 77 mill rate = $1096 73 Executive Committee recommend no reduction in taxes be granted to Mr Stankievech 4 Strathcona County - Presentation regarding Machinery and Equipment Assessment The Machinery and Equipment Steering Committee on behalf of all machinery and equipment stakeholders across the province made a presentation to the Province on May 12th A copy of the presentation has been forwarded to all stakeholders and they would like the municipalities to review the presentation, share it with the local school divisions, and also discuss same with the local M.L.As Executive Committee recommend a copy of the presentation be given to each councillor, the school division and council be prepared to discuss the issue with the local M L A 5 AAMD & C - Survey re. Municipal Officals Calendar The Rural and Improvement Districts Association will no longer participate in the production of the Municipal Officals calendars after the 1994/95 edition Municipal Affairs wish to know if the AAMD & C wish to continue with this project Survey asks the following questions 1 Do you find the Municipal Officals calendar useful 2 Should AAMD & C continue to participate 3 Do you have any suggestions which would make calendar more valuable Executive Committee recommend the survey be answered as follows 1. Yes 2. Yes 3 No suggestions. 6 Alberta Transportation - Secondary Highway Designation Andy Brown has written advising SR 836 has been officially re- aligned from south of SR 575 through Carbon to Highway 9 However there is still a problem with the alignmenmt of this road at the junction with SR 585 which will be corrected He also noted SR 841 has been up -dated to reflect the curve revision just south of the Rosebud Creek. Executive Committee recommend to accept and file as information 7 Palliser Regional Planning - Letter re. funding reduction Frank Wesseling advises the provincial grants for planning commissions were reduced by 20% The Chairmen of the Regional Planning Commissions are lobbying the Minister to reconsider these reductions as most commission have been downsizing 2 i PO /1Z pv" �4�.5 R } 4 I� A ra EXECUTIVE COMMITTEE REPORT JULY 8th, 1993 since 1985 Impact on services provided could be dramatic if budgets are further reduced Palliser will be operating on a deficit budget in order to maintain current staffing levels and services provided However in order to remain viable they encourage member municipalities to express their concern about reductions to the Province Mr. Hoff noted Palliser received 7% less provincial funding this year and other areas received 20 to 22% less Executive Committee recommend to accept and file as information 8 Building Inspections Mr. Jeffery and Mr Vickery attended a meeting on Monday, June 28th with P.R P C and other areas to discuss the issue of building inspections and to explore means of working together Alta Labour was present to provide an update on the Safety Codes Act It appears the urban municipalities are interested, most rural areas are not, except for Badlands Some areas are doing inspections with unqualified personnal It was suggested the people should pay for this service on their own, rather than having the entire municipality paying all the time by having a building inspector on staff. Mr. Vickery and Mr Jeffery feel the M.D. should not be involved in hiring a joint building inspector at this time as the M D no longer has a building permit by -law Executive Committee recommend to accept the recommendation from Mr Vickery and Mr Jeffery 9. Provincial Planning Board - Subdivision Appeals Provincial Planning Board advise there will be 3 subdivision appeals held on Wednesday, July 14th, 1993 at Hanna - Fred Yost, Jim Lillie and Allen Toews. Mr. Hoff will be away next week. Executive Committee recommend Alex Cunningham attend the appeal hearings on behalf of the M D 10. 1993 Tax Sale Date It is necessary to set a date for the 1993 tax sale date There is a possibility of 18 parcels going into the sale unless taxes are cleared up prior to that date Executive Committee recommend the 1993 tax sale be held at 1.00 P M , Tuesday, October 26th, 1993 in the M D Office. 11. AAMD & C - Survey re- Weight Restriction Exemption for Trucks Hauling Pregnant Mares Urine The industry has requested a provincial regulation change to allow them an exemption from weight restrictions on a province wide basis This would be similar to treatment afforded to milk and cream truckers ft] (4,1D v 7 ff�E N H EXECUTIVE COMMITTEE REPORT JULY 8th, 1993 Survey asks the following questions. 1 Any PMU enterprises located in this area 2 Would you support the granting of such an exemption Executive committee recommend the survey be answered as follows* 1 No 2 No 12. AAMD & C Survey re: Canada's Aboriginal Population and Self Government and Other Issues AAMD & C has forwarded a questionnaire regarding municipal aboriginal relations None of the questions applied to the M D. as there is no Indian reserve or population in this area Executive Committee completed the questionnaire on that basisand recommended it be returned to the Association 13 AAMD & C Select Special Committee on Parliamentary Reform AAMD & C has forwarded a copy of the letter recently forwarded by the association to the special committee Content of the letter is based on submissions received from the members earlier this spring. Executive committee recommend each councillor be given a copy of the letter and same be accepted and filed as information 14 AAMD & C Executive Meeting Highlights The Executive of the AAMD &C had a meeting on June 17th and 18th Various items were discussed and highlights from these meetings were forwarded to all members. Executive Committee recommend each councillor be given a copy of the letter 15 AAMD & C - Summary Paper re. Bill 61 Association prepared a summary paper outlining the key aspects of Bill 61 - Access to Information and Protection of Privacy Act A copy of the discussion guide and; the proposed bill were also provided Municipalities have been asked if this proposed act should apply to local municipal governments or whether access to information provisions specifically designed for municipal environments should instead be included within the Municipal Government Act. The association advised the government any access to information provisions for municipalities should be contained in the Municipal Government Act The draft of the new MGA act did contain some clauses on this issue Executive committee recommend a copy of the letter be provided to all councillors and the other information be made available to any councillor upon request 16 June 22nd, 1993 Council Meeting Minutes 4 Zv —y 12F. CMHC - RRAP Program Central Mortgage and Housing Corporation have advised the RRAP funding will be terminated at of December 31st, 1993 and the entire program will cease as of December 31st, 1994. y Executive Committee recommend to accept and file as information. ��� ✓ 18. Dan Haqel - Backsloping /Borrow Pit Agreement SW 34- 30 -24 -4 An agreement has been arranged with Mr. and Mrs Dan Hagel. Agreement is over policy. Special Terms and Conditions are. Corrals to be removed and replaced by the M D Construct a berm through the draw Put up temporary fence Com olefA Try to bring in oil lease road straight V),eA Owner has removed fence south of pasture. foa�� Owner will supply material and the M D is to erect fence for about one -eight of a mile Executive Committee recommend approval for the agreement 19 Budget Comparison Report - June 30th, 1993 The budget comparison report was reviewed and discussed A deficit of $21,474 00 is estimated. czeY. Executive Committee recommend each councillor be given a copy of 77� 4!5�h the report 20 Lead Hand - Doug Knapp The 1993 change to the contract deleting payment of an extra 25 cents to one of the two lead hands at the shop was discussed At the present time both Doug Knapp and Earl McRae receive the extra 25 cents per hour However since this extra pay was im lamented Doug has moved over to the truck shop and there is P only 3 mechanics on staff �o Executive committee recommend the contract be changed back to reflect the extra 25 cents per hour for two lead hands Y�P3oF r 21 Capital Committee Report Capital Committee of Rick Vickery and Glen Wagstaff reviewed policy 7 -26 regarding M D half ton trucks and also reviewed the use of all trucks The committee were satisfied 400 that all vehicles are being properly used with little or no ✓a Pa,a+Bvc personal use involved +mxtro-7, Also recommend all foremen be advised of this decision and ask them if the number of trucks in their department could be cut back. 5 f , 11 ■ r� EO EXECUTIVE COMMITTEE REPORT JULY 8th, 1993 22 Circulation to Landowners for Public Hearings - Land Use /'V0M By -Law Changes A LL mt Office was verbally advised to circulated to all landowners within 1 1/2 miles of any land which is to be redesignated Is this for all changes or only for changes which may result in an intensive use being located on site Executive Committee recommend a policy be established whereby notice of public hearing for any change to the land use by -law be circulated with 1 1/2 mile of the proposed site 23 Sqt Curt Tugnum, R C M P Sgt Curt Tugnum of the Three Hills Detachment has been transferred He was promoted to Staff Sgt and since has been promoted to Inspector At present time he does not know where he will be stationed He wrote to the M D expressing thanks for the support and direction received from the M D during his time in Three Hills Executive Committee recommend a letter of congratulations be sent to Inspector Tugnum ✓ 24 AAMD & C - Survey re A G T Rate Increase - Intervene AAMD & C has been asked by a member municipality to intervene in A G T 's current application to CRTC for an interim increase in local telephone rates. To date the association has not formally intervened in any cases before the CRTC There is considerable cost to intervening in these types of applications The question from the association is Does your municipality believe the AAMD & C should intervene in the A G T. rate application? Executive Committee recommend the Association should intervene 4� 'o 25. Mrs M Davidson - Taxes on Second Residence - SE 2- 31 -22 -4 Mrs. Davidson owns the above quarter - her son lives there and she had lived there until 1991 when she moved into the Lodge in Three Hills However she neglected to notify us of the move. The house has been vacant since 1991 Taxes on the house in 1992 amount to $669 37 and $603 79 in 1993. Executive Committee recommend the 1993 taxes on the residence be ore cancelled in the amount of $603 79 - Roll Number 2537000 - S E GE77r 2 - 31 -22 -4 26. Linden Fire Department Agreement The Linden Fire agreement must be revised in order to include reference in the agreement to the rescue unit which was recently purchased by the M D from the Kneehill Ambulance Service It N r, r L C EXECUTIVE COMMITTEE REPORT JULY 8th, 1993 has been suggested the entire agreement should be reviewed with the Village of Linden Executive Committee recommend the fire committee of Robert Boake, Marylea Lowen and Mr. Jeffery meet with the Village to�" review the agreement and bring a recommendation back to Council �cTae. at a later date 27. Equus Consulting Group Review of Public Safety Concerns re: 0-- r' -- This group is review the public safety concerns related to accidental releases of sour gas They had forwarded a questionnaire which was to be returned to their office by June 18th Executive Committee recommend to accept and file as the date has passed for response 28 Citv of Drumheller - Music Jamboree The City of Drumheller, together with Stettler and Big Valley are still attempting to have the music jamboree established in Big Valley They request the M.D 's support Executive Committee recommend a letter of support be sent to the City of Drumheller 29 Tire Recycling Management Board A letter has been received from the Tire Recycling Management Board Since the board was formed 9 months ago an agreement has been reached with Inland Cement and a second one is expected shortly with Lafarge Canada First tender will be released at the end of June and small scale tire recyclers are being supported with $125,000 in marketing and development funds Next focus is to manage the flow of tires in and out of landfills and tempoary storage of the tires They ask local governments provide temporary storage of tires in the landfill at no cost to the people who bring in the tires Executive committee recommend the board be advised the M D. presently has sites for disposal of tires at their whsteT disposal sites and there is no charge at this time 30 A S B Minutes - June 15/93 Minutes from the June 15th A.S B. meeting were reviewed The Board recommended Bruce Sommerville be kept on in capacity of assistant ag fieldman from April 30th, 1993 until March 31st, 1994 and at that time his employment be extended for a further year if CAESA funding is still available Executive Committee recommend acceptance of his recommendation from the A S B and the balance of the minutes be approved 7 fy, AONN i Ir1 �J [A EXECUTIVE COMMITTEE REPORT JULY 8th, 1993 31 Parks Committee Report - June 15th, 1993 Minutes from the June 15th parks committee meeting were reviewed It was noted Allan Mills would be willing to return again in 1994 as park attendant Executive committee recommend approval of the report and approval of the following items Brace stairs into washhouse Construct one wheelchair accessible pit toilet Accept minor changes made to park policy J� Overnight camping fee to remain the same - $8.00 per night' Executive committee meeting then adjourned - 12 05 P M. jl' A I F Mrs Jean Wilkinson Assistant Administrator 8
