EXECUTIVE COMMITTEE REPORT JUNE 16th, 1993
The Executive Committee of Otto Hoff and Richard M Vickery met
on Wednesday, June 16th, 1993, at the M D of Kneehill office
in Three Hills, commencing at 9.07 A M
Mr John C Jeffery was present and Mrs Jennifer Deak was
present and recorded the minutes
The following items were reviewed.
1 Mrs. Helen Lowen /Andrew Access Route
Mr Jeffery reported that Mrs. Helen Lowen telephoned him on
June 14th, 1993 and again on June 15th, 1993 to inform him that
she would be agreeable to a meeting under the following
conditions:
- willing to sell only the land on the left side of the
road (while looking south) for $20,000,000 00
- price is based on 130 acres @ $150,000.00 per acre
- she must receive the total sum and the M D be
responsible for any realty fees, G S T , legal fees, capital
gains, etc. Mrs. Lowen does not want to pay any fees for this
transaction

2 Alberta Road Management re-dust control
Alberta Road Management has sent a letter listing nine
customers, who live in the municipality, that require dust
control spot treatments This work is scheduled for June 17th,
1993.
Executive Committee recommend to accept and file as information
3 Wimborne Cemetery expansion
Mr Vickery reported that he had spoken with Mr. Gordon Whatley
regarding the purchase of Pt N W 26 33 26 W4 This land was
purchased for expansion of the Wimborne Cemetery Mr Whatley
has advised he is taking steps to get the title for the parcel
he sold us 6Ho�
Executive Committee recommend that Mr. Vickery pursue this
matter to obtain title from Mr Whatley.
4 June 8th, 1993 Council Meeting Minutes
Mr Jeffery reviewed the minutes from the June 8th, 1993
meeting, editing the same for publication in The Capital
Executive Committee recommend that the edited version of these
minutes be published in The Capital

Mr. Jeffery reviewed the minutes from the May 25th, 1993
meeting, editing the same for publication in The Capital
Mr. Jeffery raised concerns over the motion to allow the
contract grader operator to do private work. He felt that the
hours of work, as per contract, and the private hours worked
would be difficult to monitor
Executive Committee recommend that the edited version of these
minutes be published in The Capital
6 Clearwater Marketplace Program
A road dust comparison and evaluation has been prepared by
Clearwater Marketplace, promoters of a road oil product S.B.90.
Executive Committee recommend to accept and file and that a copy
of this information be given to each Councillor, upon request,
for further discussion
7 Letter from Palliser Regional Planning Commission re-
Building Inspections
Palliser Regional Planning Commission has extended an invitation
to Council members and /or administrators to attend a meeting, at
their office, on Monday June 28th, 1993, to discuss the the
possibility of municipalities working together on the issue of
building inspections Representatives from Alberta Labour will
also be in attendance and providing an update on the Safety
Codes Act
Executive Committee recommend that Mr. Bob Boake, Chairman of
the M.P.C. and Mr. Jeffery attend this meeting
8 Kinsmen Club of Three Hills 1993 Community Directory
The Kinsmen Club is intent upon publishing a 1993/94 Community
Telephone Directory and requesting support in their venture by
advertisement order purchases
Executive committee recommend to accept and file as information
9 Letter from Arnold Malone re. immigration program
restructuring
Mr Malone, M P Crowfoot, has sent a copy of a letter received
from Mr Bernard Valcourt, Minister of Employment and
Immigration, outlining the initiatives for the reconfiguration
of the immigration program in Canada
Executive committee recommend to accept and file as information
and upon request, a copy be available to each Councillor
10. Earl Paget Service Road
Mr Ivan Per.ich, Alberta Transportation, is recommending
approval for funding for an Alternative P -2 standard Service
Road to be build in N.E. 36- 29- 24 -W4, to serve as an access to
Highway 21, providing the M D does the work

If the M D is agreeable to this, a request for project funding
should be submitted to Mr. Andy Brown, Alberta Transportation,
Hanna
Executive Committee recommend a request be made for funding to���
construct a service road to Alternative P -2 standard design at'%
the above noted location 7 '48�
11 A A M D & C Annual Confidential Salary Survey
In response to a recent survey the A A M D & C has decided to
conduct salary surveys on a bi- annual basis, commencing in
1994. No survey will be done in 1993
Executive Committee recommend to accept and file this
information
13. A.A.M D & C Executive Meeting Highlights /,J
Mr Jeffery reviewed the A.A.M D & C highlights for the period tawz
May 28 - June 2, 1993 >5
Executive Committee recommend a copy of the report be given to
each councillor
14 A A M D& C Rail Grade Seperation Costs
The A A M D & C is requesting input from its members in
mac. C,w.w.0
reviewing the "Guidelines on Apportionment of Costs of Grade ,&,,- 7�
Seperation" which is being reviewed by the National
Transportation Agency of Canada
Executive Committee recommend a copy of the report be given to
each councillor.
15 A A M D& C Re CRTC tax deductions
The A.A.M.D &C has sent a copy of its letter to the Canadian
Radio - Television Telecommunications Commission concerning the ,,, ,�,,ie,
treatment of tax deductions accruing to A G T as a result of kz.,_aTa
its privatization
Executive Committee recommend a copy of the report be given to
each councillor
16 A A M D& C Re: Radiocommunications Regulations
The A A M D & C has forwarded a summary of their recent
meeting, held in Edmonton, with the federal Department of
Communications, to discuss the proposed new radiocommuniications
regulations
Executive Committee recommend a copy of this summary be given to
each Councillor
17 Power Pole accident - June 14, 1993
An accident occurred on June 14th, 1993 0 9 km north of the
Linden Hite Road Mr Gary Bergquist, a operator from the main

crew, was brushing along the road and the cat he was operating
hit a power pole The power pole broke off but the power line
did not come down No one sustained any injuries Occupational
Health & Safety have requested a complete analysis of the
accident both from the M D and Alberta Power
Mr Bergquist is a permanent employee and has been with the M D
since May 1983 It was noted that Mr Bergquist had a similar
type accident involving a power pole in February 1989 Mr
Lonnie McCook, the main crew foreman, has recommended that,
should Mr Bergquist have any more accidents of this nature, his
employment with the M D. be terminated
Executive Committee recommend to concur with the foreman's
recommendations and should any accidents occur involving power
lines the employee involved in the accident may be dismissed if,
dismissal is recommended by the foreman
The meeting then adjourned Time 10.55 A.M.
