HomeMy WebLinkAbout1993-06-03 Council Minutes1�9 �11 • EXECUTIVE COMMITTEE REPORT JUNE 3rd, 1993 The Executive Committee of Otto Hoff and Marylea Lowen met on Thursday, June 3rd, 1993, at the M D of Kneehill office in Three Hills, commencing at 10.40 A M John C Jeffery was present and Mrs Jean Wilkinson was present and recorded the minutes The following items were reviewed. 1 1993 Tax Refunds Mr Jeffery reviewed the names of some ratepayers who have overpaid their 1993 taxes under the tax incentive program and most have requested the money be repaid to them Some of the credits are quite large Executive Committee recommend refund cheques be issued to all those who have overpaid their 1993 taxes 2 Machinery Rental Policy 13 -14A The office had redrafted the machinery rental policy and same now reads- 1 . No M.D. equipment with the exception of Divisional Motor graders and the A S B rental equipment can be rented out, subject to the exception noted below 2 The rental time a divisional motor grader can do private work is limited to approximately 3 hours work per time 3 The rental rate for any divisional motor grader is $65 00 per hour with a minimum charge of $25.00. 4. M.D. equipment may be rented to a town, village or city at government rates if the machinery is not required by any M D crew, the machinery is at the M D shop in Three Hills and an M D operator is available to operate the equipment. Executive Committee recommend the draft policy be accepted 3 Road Bans on M D roads There was lengthy discussion regarding the removal of the M D road bans Mr Jeffery noted the Province have recommended some of the heavy pavement should still be banned as follows SR 583 from SR 806 to Three Hills should be 90% SR 583 from Highway 21 East should be 75% SR 585 from Highway 21 east should be 90% SR 805 from SR 583 north should be 90% SR 837, SR 838 and SR 841 should all be 75% Executive Committee recommend the road bans not be re instated at this time 4 AAMD & C re. Breaking New Ground - Draft Paper on Agricultural Policy 1 P4-v 0 n U a 17 1i s 1' EXECUTIVE COMMITTEE REPORT JUNE 3rd, 1993 AAMD & C has forwarded a summary of the Provincial draft white paper on agricultural policy which also represents the government's response to the Creating Tomorrow consultation process More information is available through the Policy Secretariat of Alberta Agriculture , Food and Rural Development Executive Committee recommend each councillor be given a copy cane for their information and it be accepted and filed, \e V 5 Alberta Transportation Seal Coat SR 837 and SR 838 Andy Brown has written indicating he should know in two weeks time if the seal coat work on these roads will be funded by the Province in 1993 The roads are presently being inspected to determine a priority for seal coating If the work can be done in 1993 the M D will be asked to tender and award a contract and administer it, under a grant agreement with the Province Executive Committee recommend to accept and file as information k k�a� at this time 6 Letter from Louise Feltham, M P Mrs Louise Feltham has written regarding the Young Offenders Act She sent a copy of the Private Members' Bill prepared by Bobbie Sparrow which she supports, as well as a copy of the questions she had raised about this issue in the House The private member's bill was given first reading in June of 1992, and if passed would change the definition of a young offender to +►�ec� one that is under the age of 16 years Executive Committee recommend to accept and file as information. 7 Canadian Occupational Health and Safety Week Alberta Municipal Health and Safety Association has forwarded a poster advertising Canadian Occupational Health and Safety Week which is scheduled for June 21 to 27th Executive committee recommend to accept and file as information 8 Policy 5 -2 - Fees for Development Permits Etc. This policy makes reference to a building permit fee This should be deleted from the policy as the M.D. will no longer be issuing building permits. Executive committee recommend Policy 5 -2 be amended by deletion of any reference to building permits and a fee for same 9 Application for Redesignation - Ian Hazel - SW 29- 32 -25 -4 Ian Hazel has requested the S.W. 29- 32 -25 -4 be redesignated from agriculture conservation to agriculture He wishes to establish a meat processing operation on his land 2 /11�� cry r5a1 V R [A • • EXECUTIVE COMMITTEE REPORT JUNE 3rd, 1993 Executive Committee recommend the required public hearing be ke��ets held on Monday, July 12th, 1993, at 1.30 P M and circulated to landowners within a 1 1/2 mile radius of the site 1Va +,cc c-cre 10 Alberta Bridge Branch - Class B Bridge Inspectors Course Bridge Branch is scheduling two class B BIM Courses for September and November this year Courses will be held in Edmonton K ad v Isc4 Executive Committee recommend Robert Kennedy attend one of these course if he has not attended one previously 11 Letter from Alberta Environmental Protection Department The Minister of Environmental Protection forwarded a letter regarding the Recycling Council of Alberta regional recycling training program. There will be 7 regional seminars held to help people look for ways to encourage recycling and achieve 50% solid waste reduction by the year 2000. Executive Committee recommend to accept and file as information 12. CTAP Report Mr Jeffery prepared a report on allocation and payment of M D of Kneehill CTAP funds.
