8. AAMD & C - Report of Councillors' Expenses
At a Reeves meeting held at the Spring Convention the matter of
how councillor's expenses are reported was discussed
There is different treatment afforded to automobile travel vs.
airplant travel. The Association looked into how the expenses
should be reported on the financial statement and Schedule FR 19
reports all municipal expenditures by function, including a
separate line item for council expenditures This item includes
all council costs, including travel expenses, but is not broken
down into its component parts
Schedule FR 23 reports payments to councillors and requires the
reporting of mileage and subsistence expenses. Air travel
expenses have not normally been reported under this category

EXECUTIVE COMMITTEE REPORT MAY 20th, 1993
Thus this can create the illusion that municipalities whose
councillors make frequent use of air travel are incurring lower
expenses than those who rely more heavily on automobiles
Alberta Municipal Affairs has been made aware of the concern and
the department's reporting requirements are currently undergoing
a thorough review Therefore this issue will cease to be a
concern once new reporting requirements are put in place
