HomeMy WebLinkAbout1993-05-20 Council MinutesLJ N C -. 1 EXECUTIVE COMMITTEE REPORT MAY 20th, 1993 The Executive Committee of Richard A Marz and Otto Hof f met on Thursday, May 20th, 1993, at the M D of Kneehill office in Three Hills, commencing at 8 15 A M John C Jeffery was present and Mrs Jean Wilkinson was present and recorded the minutes The following .items were reviewed. 1 Minister of Justice letter re, Young Offenders Act Pierre Blais, M P and Minister of Justice has written a letter in response to the M D letter regarding the Young Offenders Act He noted the Act cannot deal with all the problems and needs of young persons. Needs should have been addressed long before appearing in court Noted Bill C -12 an act to amend the Young Offenders Act and the Criminal Code came into effect May 15th, 1992 Main purpose was to respond to concerns that many Canadians expressed with regard to youth charged with murder In youth court an offender convicted of first or second degree murder can now be sentenced to five years less a day He agrees there is a problem with repeat and violent offenders and they are examining more effective responses which will better protect the public Executive Committee recommend to accept and file as information 2. County of Stettler Parade County of Stettler have invited the Reeve to represent the M D in their annual parade - July 26th. Executive Committee recommend Reeve Marz attend and if not possible for him to attend Deputy Reeve Hoff attend 3 County of Strathcona - Machinery and Equipment Stakeholders Funding Request The County of Strathcona held a workshop and a committee was set up at that meeting to look into the machinery and equipment assessment problems. It was agreed financial resources would be required to support the initiative of the committee Funding costs are estimated at $75,000 Every stakeholder municipality and school board is being encouraged to contribute a portion of this cost M D share is $525.00 based on equalized assessment Executive Committee recommend the M D. contribute the sum of $525 00 4 Marigold Library System Letter The Chairman of the Marigold Library System has written advising the M D it is missing the benefits of participation in the Marigold Library System Cost to belong would be $6 50 per capita ($30,628 ) for 1993 He outlined the benefits of belonging Noted non - members must pay $40 00 each to make use of the Marigold System. 1 0 Coq �.uurtiE' �o FaQ ` U is 11 Ln EXECUTIVE COMMITTEE REPORT MAY 20th, 1993 Executive committee recommend to accept and file as information 5 Minister of Transportation Letter The Minister of Transportation has written advising the 1993/94 transportation grant for the M.D. will be $442,607 Also the Public Transportation Operating Assistance Grant allocation will be maintained at $3 19 per capita The sum of $442,607 includes the regular road grant, the dust control and engineering assistance grant The budget figure for these grants was set at $493,000 00 (as per a phone call to Edmonton) which will mean a budgeted shortfall of $71,660 Executive Committee recommend to accept and file as information. 6 C B C Grant in Lieu of Taxes C.B.C. has now paid up a portion of its outstanding grant in lieu of taxes They disagreed with the assessment of their �� property and has various discussions with the office about BPS` same They have settled with Mr Dunay on an acceptable to assessment figure and hopefully in future there should be no more problems. However they will not pay the entire outstanding G grant for the previous years There is $310 78 still k tce\ outstanding for the years 1990, 1991 and 1992 The C.B.C. is not obligated to pay the grant if they do not wish to Executive Committee recommend the the sum of $310 78 be cancelled. 7 1993 Public Transportation Operating Assistance Grant The Province will pay this grant again in 1993. $3.19 per ��d �Qno* capital based on 4712 = $15031 00 Previous years the towns and villages and City of Drumheller , were advised if they funded a project, the M D would pay them Ie,� half of the amount they contributed to a maximum of $1500 00 Any funds remaining after the end of November would then be disbursed in a manner to be decided by council Executive Committee recommend the grant distribution be handled in the same manner as previous year 8. AAMD & C - Report of Councillors' Expenses At a Reeves meeting held at the Spring Convention the matter of how councillor's expenses are reported was discussed There is different treatment afforded to automobile travel vs. airplant travel. The Association looked into how the expenses should be reported on the financial statement and Schedule FR 19 reports all municipal expenditures by function, including a separate line item for council expenditures This item includes all council costs, including travel expenses, but is not broken down into its component parts Schedule FR 23 reports payments to councillors and requires the reporting of mileage and subsistence expenses. Air travel expenses have not normally been reported under this category K, q9 L' • • EXECUTIVE COMMITTEE REPORT MAY 20th, 1993 Thus this can create the illusion that municipalities whose councillors make frequent use of air travel are incurring lower expenses than those who rely more heavily on automobiles Alberta Municipal Affairs has been made aware of the concern and the department's reporting requirements are currently undergoing a thorough review Therefore this issue will cease to be a concern once new reporting requirements are put in place Executive Committee recommend to accept and file as information. 9 Agricultural Development Corporation - Local Development Bond Announcement Premier Klein, Ernie Isley and Don Sparrow announced three pilot projects for Local Dev. Bonds Guidelines for the projects are near completion and will be sent out soon Local Dev Bonds will encourage local participation decision making and investment in local economic development projects Executive Committee recommend to accept and file as information 10 May 11th Council Minutes Executive Committee reviewed the minutes and agreed on what should be deleted prior to publication 11 Allan Mills Keivers Lake Attendant Contract Discussions were held with Mr Mills and in order to make his contract truly a contract, it was agreed there would be no specified days off, he has certain jobs to do and these must be done, and he must be there to open and close the park 0l,.A The contract price last year was $5500 00 plus overtime. Agreed with Mr Mills the contract price for 1993 will be $6500 00 with no overtime He is agreeable. P ki Executive Committee recommend the contract be signed by the M.D. -To V 12 Drumheller Health Unit - Linden Waste Disposal Site }a The Drumheller Health Unit has sent a letter about improper burning which is occuring at the Linden site. Materials such as matresses, furniture, etc are being burned These do not clean burn The hot ashes have then been put in the rubble pit Started a fire in asphalt shingles Very concerned about the matter There is alot of material going to the site k'u and the ash in the burning pit accumulates quite quickly AWr le %) ,n Executive Committee recommend the burning pit be cleaned out by ,.- 47 the traxscavator operator at least once a week and the attendant be advised to be more careful about separating the various types ` of garbage 13 1993 Picnic 3 6�:J )Z'11'� EXECUTIVE COMMITTEE REPORT MAY 20th, 1993 Executive committee recommend the M.D. picnic be held on June \� 25th at Reivers Lake and the M D cover the costs for the food as in previous years. 14 Leo Brietzke Fuel Tank Agreement A draft letter of agreement for Mr. Brietzke was reviewed and discussed It was agreed a sketch of the site, including measurements should be attached to the agreement. FAQ etif r' o Executive Committee recommend the letter be sent to Mr Brietzke for his consideration and signature if acceptable 15. M.D. Policy 13 -14A There was discussion about machinery rental policy which indicates no M.D. equipment with the exception of divisional motor graders and A S B rental equipment can be rented out. Due to the requests received from local towns and villages it was suggested M.D. equipment might be rented to the towns and villages at government rate if the M D equipment is available �o{` and not busy with M D work �v Executive Committee recommend the policy be re- drafted to incorporate this change and brought back to the next meeting of council The meeting then adjourned Mrs 4elan wilkinson Assistant Administrator Time 10 30 A M 4 s
