HomeMy WebLinkAbout1993-03-10 Council MinutesIq LJ COUNCIL MEETING MARCH 10th, 1993 The meeting of the Council of the Municipal District of Kneehill #48 which adjourned until 9:00 A M Wednesday, March 10th, 1993 reconvened at that time. The following were present for the meeting Reeve. Richard A Marz Division Four Councillors: Marylea Lowen Division One Otto Hoff Division Two Robert E. Boake Division Three James M Hanger Division Five Richard M Vickery Division Six Glen Wagstaff Division Seven John C Jeffery, Municipal Administrator Reeve Marz called the meeting to order It was agreed to discuss Summer Agriculture Education Institute brochure if time permits. The minutes from the meeting with the Town of Three Hills regarding the fire agreement was then reviewed and the recommendations from the committee were discussed Mr Hanger moved the agreement between the M.D. and the Town of Three Hills for provision of fire protection to the Three Hills Rural Fire Area be amended as follows- 1 False alarms will be counted as half a fire and once the minimum number of fires (11) has been exceeded with be paid for at the rate of $125 00 per false alarm 2. Mutual Aid will be provided at no cost 3 Motor Vehicle Accidents will only be deemed to be a fire and paid for as such if the fire department is called out by the police, if the fire equipment responds and if the Town is unable to obtain reimbursement from the motor vehicle owner's insurance 4. The M D will not reimburse the town for a call to a motor vehicle accident /fire if same occurs on a provincial highway 5. The M D will not reimburse the town for calls to the town rubble pit CARRIED The proposed fire budgets for all departments were reviewed. Mr Boake moved same be referred to the budget committee CARRIED Mr Haskell, P.W.S entered the meeting at this time - 9 45 A M 1 PRESENT TOWN THREE HILLS FIRE AGREEMENT I f�[� r- sPn t FIRE BUDGETS �3 �J COUNCIL MEETING MARCH 10th, 1993 Mr. Haskell noted two trucks need paintin T- 52 -84. The paint has peeled quite badly suffered hail damage One quote was received for $3000 00 for both trucks, another one for $2950. Mr Hoff moved the two trucks be painted at a cost not to exceed $3000 00 CARRIED Mr Haskell noted the welding deck owned by Mr McCook is not suitable and therefore will not be proceeding with purchase of same. Mr Hoff moved the motion made March 9th to purchase the steel deck from Mr McCook be rescinded CARRIED Mr Haskell left the meeting at this time - 10.00 A.M There was discussion about the M D. outdoor festival by -law. Mr Wagstaff moved the office draft up a proposed by -law after receiving a copy of the County of Stettler's new by -law and report back to council at a later date CARRIED There was discussion about having an anniversary pin prepared for the 50th anniversary of the M.D as well as purchasing caps for sale and for presentations. Mr. Boake moved to table this matter until after the divisional meetings have been held. CARRIED There was discussion about the Summer Agricultural Education Institute The purpose is to educate urban teachers about agriculture and take information back to the city people Mr. Wagstaff would like to take this brochure to the school board to see if they would participate Need support in principle for this idea. Mr Wagstaff felt it was very important for rural people to promote agriculture Mr Hoff moved Mr. Wagstaff and Mr Vickery as members of the A S B be authorized to promote this idea in the M.D. CARRIED The dates for the divisional meetings were reviewed again. Mr Boake moved the dates and location for the meetings be revised as follows: 1 Division 6 - April 2nd, 1993 at Wimborne Community Center 2. Division 3 and 4 - April 5th, 1993 at M D Office, Three Hills 3 Division 5 & 7 - April 6th, 1993 at M.D Office, Three Hills 4 Division 1 & 2 - April 7th, 1993 at Carbon Grader Shop CARRIED 2 rh11\ 1 TWO TRUCKS �aare� WELDING DECK LONNIE MCCOOK v OUTDOOR FESTIVAL BY LAW re + +e r Se�4 ANN PINS AND CAPS SUMMER I AG EDUCATION INSTITUTE DATES DIV METINGS REVISED C1W fvbl\SW T a i �01 5 I 1 ti COUNCIL MEETING MARCH 10th, 1993 Mr Marz advised about agriculture regarding same he had met with Don Mc policies and gave out some brochures There was discussion about the 1993 organizational review It was noted Item #6 - retirement gifts - had been referred to the Employee Committee Item #7 re- training was discussed, agreed Policy 7 -28 covers this concern The towing device used by Redline was discussed Mr. Boake moved the mechanics should get a price from Redline for the equipment they used to tow their trucks, and report back to council at a later date. CARRIED The meeting adjourned for dinner between 12 00 Noon and 1:00 P.M. Council then attended a development appeal board seminar put on by two solicitors from Brownlee Fryett, a law firm in Edmonton. Mr Hoff left the meeting at 4.30 P M The seminar was completed at 4.40 P.M. There was discussion about the request from the Town of Three Hills for the M D to undertake some grading work in one of their subdivisions Mr Wagstaff moved the M.D. consult with the Town of Three Hills and obtain more specific details about their request and bring a report back to council at a later date CARRIED Mr Vickery moved this meeting do now adjourn CARRIED Time 4 50 P M Reeve K3 Municipal Administrator M L A MEETING ORGAN REVIEW 0 DINNER TOWN THREE HILLS GRADING WORK REQUEST ADJOURN
