COUNCIL MEETING FEBRUARY 23rd, 1993
The February 22nd, 1993 council meeting which was adjourned
until 9.00 A.M February 23rd, 1993 reconvened at that time
in the Council Chambers, M D Office, Three Hills The
following were present for the meeting

Mrs Jean Wilkinson, Assistant Administrator, was present
and recorded the minutes
Reeve Marz called the meeting to order
Mr Wagstaff noted members of the Trochu Recreation
Board
has asked for
some input from
other people about the
activities of
other boards
It appears the
Trochu
Recreation Board
only look after
the swimming pool and they
are having meetings but there is
nothing to discuss
What
can they do
to revitalize
their board
What
responsibilities
do other boards have
It was suggested Mr Wagstaff be given copies of the Carbon
and Three Hills 1992 meeting minutes It was also
suggested the board might look at attending the Energize
Conference to get some ideas and also the Energy Bus which
is sponsered by the Province might review Trochu's
facilities to see if any money could be saved and give them
some ideas about how to revitalize their board
Perhaps the board should be meeting with the local
community groups to discuss the town's overall recreation
activities and facilities
Mr Hoff moved acceptance of this report.

Mr Wagstaff noted one of his ratepayers has expressed
concern about open sewage lagoons in the area Some are
not fenced or marked in any way Is there any liability on
the part of the land owner and or the M D if a person on a
skidoo fell into the lagoon Is there a need for the
M P C to impose regulations requiring it to be fenced
off There was discussion about this issue
Mr. Wagstaff moved this matter be discussed with Brownlee
Fryett, Solicitors, at the up coming Development Appeal
Board seminar

Mr Marz reported on discussions held recently by the
Ambulance Board with regard to purchase of extracation

equipment for the ambulance rescue unit It appears no
provincial money would be available as the Town of
Three Hills obtained provincial funding when their rescue
unit was equipped and the province will not fund another
unit in the same area The Linden volunteers wish to
upgrade their rescue unit Cost of new equipment would be
about $18,000 Used equipment would cost about $5000
Some of the other jurisdications expressed concern about
this extra cost What is the M D opinion There are
about 6 or 7 calls a year when a rescue unit would be taken
out Three Hills has a fully equipment unit and the
existing Linden unit is fairly well equipped There are
also rescue units in Olds, Didsbury and Drumheller Does
the area require another fully equipped unit
Mr Marz noted the 1993 requisition will likely be about
the same as last year unless this additional equipment is
purchased If it is approved it would increase the M D
requisition by about 2 to 3 thousand dollars as the M D
pays about 70 to 75% of the total requisition
There was discussion about the Trochu Department The
department raised some money and wanted to know
if they should spend it on extracation equipment for their
department
Mr Boake moved the M D. of

up to $5000 00 in 1993 to
equipment for the Kneehill

Mr Boake noted the two transfer boxes at the Three Hills
site need to be replaced The Drumheller Solid Waste
Association wish to replace both boxes this year Cost
would be about $84,000.00 Would the M D assist with
removal of the boxes, the dirt work required to raise the
road and hauling in the gravel Gravel would cost about
$2750 00, dirt work would involve moving about 240 cubic
meters of dirt and likely the hi hoe could be used to
remove the existing boxes Work would likely be done in
April.
Mr Hoff moved the M D agree to arrange for removal of the
two old transfer boxes at the Three Hills Transfer site,
provide and haul in any dirt required for site preparation
for the new boxes, and haul any gravel required, on
condition the association will pay for the gravel and
reimburse the M D for the cost of wages for any M.D
employees assisting with the project

Mr Vickery entered the meeting at this time - 10.30 A M
The fuel bids were opened Bids were received from
Federated Co -Op, Petro Canada, Esso, U F.A. and Turbo
It was agreed the bids should be reviewed by Mrs Deak and
a report be brought back to council later today
There was discussion about whether the M.D should be
spraying the M D roadsides to keep the grass down or
should it be mowed Mr Vickery noted last year a sprayer
was fixed up by the A.S B and some roadsides sprayed in
his division It seemed to work quite well. Used roundup.
Grass will grow back, but if it is sprayed early the grader
operator can then keep it cut down There was discussion
about the new detect a nozzle which sprays only green
growth. Cost for spraying the roads was discussed There
is about 1200 miles of road, would take about 240 hours to
spray all the gravel roads and two units could likely do
the spraying in two months Spraying must be done early in
the spring before the grass starts to grow It was
suggested having a mower on the graders does not seem
feasable, better to use a tractor if council decide to mow
the roadsides. Suggested spraying would be cheaper
A S B would have to be involved as it would require the
operator to be supervised by someone having a pesticide
applicator's licence Agreed should get a price for a
second sprayer unit and the matter be discussed again after
dinner
The M.D wage and salary employment agreements were then
reviewed on a clause by clause basis The following items
were also discussed.
Divisional graders having to high blade to get to far
corners of their divisions
1 overtime hour paid every day
Regular hours of work - agreement should be amended to
include a statement regular hours of work will be - --
--- unless otherwise changed by motion of council
Quitting time for motor grader operators
Could they work longer hours and a shorter work week to
eliminate having to high blade out to finish an area of
their division?
Would have to review labour regulations to determine if
this could be done
Could they work longer hours without having to refuel?
It was noted some roads requiring blading more often
depending on soil conditions - i e sandy soils
It was suggested might consider having an entirely separate
agreement for the divisional operators authorizing a
minimum number of hours and a maximum number of hours of
work and any overtime would have to be approved
by the P.W.S
Mr Haskell noted Finning have a sale for the Fiat Allis
loader Will council allow them to take it before delivery
of the new loader to the M D? The new loader is now in
Calgary and should be delivered late next week
Mrs Lowen moved Finning be allowed to take the Fiat Allis
loader prior to delivery of the new loader

The meeting then adjourned for dinner between 12 00 Noon
and 1-00 P M DINNER
Mr Jeffery reviewed provincial regulations with regard to
hours of work for the construction industry employees, WAGE AND
which would include divisional grader operators, the gravel SALARY
and main crew employees but not shop employees Any hours AGREEMENTS
over 10 hours per day or 44 hours per week would be DISCUSSIONS

Mr. Haskell noted if the graders were allowed to work on a
Saturday and the grader broke down it would require paying
overtime for shop and perhaps other employees to get the
machine back to the shop for repair.
Would there be safety problems if the operators worked
longer days
If they were allowed more flexibility in their work hours
they might be able to grade the roads in a more timely
fashion such as immediately after a rain
Mr Jeffery noted if they were deemed to be a divisional
manager it might not be necessary to pay them overtime at
all. This would have to be checked into.
The review of the contract continued
Clasue 3 (b) (2) will be discussed again later.
The need to have an air endorsement on the employees'
driver licence was discussed An incentive to get the air
endorsement was included in the contract a year or so ago
and provides an employee can receive an extra 5 cents an
hour if they take the course on their own time and at their
own expense
The sub foreman rates and lead hand rates were discussed at
length The suggestion from the organizational review that
there are too many foremen was also discussed
It was agreed Keith Smith should be advised his wages will
have to be looked at on a lower scale as he does not have a
mechanic ticket and perhaps he might look at obtaining his
mechanic ticket
Mr Knapp will no longer be paid as a lead hand as he is
working on his own in the truck shop
The salaried employee agreement was reviewed and changes
made to same
It was suggested the revised hourly and salaried employee
agreements be discussed with the employees appointed to the
employee employer committee and they be advised any of the
proposed changes to the contracts, which will affect wages
and or hours of work will only take effect after a
reasonable length of time
Mr Boake moved the proposed changes be reviewed by the
Employee /Employer committee at a meeting on March 5th, 1993
at 9.00 A M

The analysis of the fuel bids received was revie
It appears the Federated Co -Op is the low bid
Mrs Lowen moved the M D purchase its fuel requirements
for the period March 1st, 1993 to February 28th, 1994 from
Federated Co -Op in Linden (Ed Heck - Dealer)

Mr. Vickery advised Council spraying roadsides with one
nozzle using round -up would cost abour $2 50 per acre for
one side of the road, two nozzles $5 00 per acre, 3 nozzles
$7 50 per acre Cost for a sprayer with a 40 foot boom and
a Honda motor was about $7000 00 Cost without a boom -
$5000. It was suggested the M D should be able to buy the
parts and fix up a sprayer at a much cheaper price
Mr Hanger moved the M D capital committee look into the
cost of fixing up another sprayer for spraying round up on
the roadsides and bring a report back to council.

There was discussion with Mr Haskell about whether the
M.D. should have an employee delivering fuel to the various
M D crews - such as the paving crew, fence crew,
hi hoe, the prep crew and filling up the machines working
on the main crew It takes the serviceman about 3 to 4
hours a day to deliver the fuel to the various crews who do
not have fuel tanks The serviceman s job responsibilities
were reviewed It was also noted Mr Ross, the present
serviceman, did not take the WHMIS course concerning
transportation of dangerous goods.
Mr Wagstaff noted the M.D fuel truck will likely have to
have major modifications by 1995 in order to comply with
provincial safety regulations
Mr Haskell asked if Mr Ross should take a course on
transportation of dangerous goods at Olds
It was noted the office is checking into the regulations to
see if all the M D employees have to take the course again
or not and the matter will be discussed again later
Mr Vickery moved to table the balance of the agenda, and
this meeting do now adjourn

3 I advised the mechanics and gravel crew about the wage
adjustment made and indicated it was a misunderstanding
between Council and myself in contract categories.
I believe it was accepted by both sides and also advised
both sides to carry on working together amici.ably
I believe the disgruntlement was more fear as a result of
lack of negotiations than actually being upset with
wage increases. This should be discussed when reviewing
the employee contract
