EXECUTIVE COMMITTEE REPORT FEBRUARY 4th, 1993
The Executive Committee of Richard A. Marz and Robert
met on Thursday, February 4th, 1993 at the M.D. of
administration office in Three Hills, commencing at 1.15
John C Jeffery was present and Mrs Jean Wilkinson was
and recorded the minutes
The following items were reviewed:
1 Pipeline Crossing Agreement
Kneehill

The pipeline crossing agreement drafted in response to a request
from an oil company for permission to cross the M D sewer line
easement with Leonard Litz was reviewed. The oil company wish
to put their pipeline across our easement under the M.D. sewer

Executive Committee recommend the draft agreement be approved n
and the Reeve and Administrator be authorized to sign the !^'Iex
agreement with the oil company in question, and further moved
the agreement be authorized for use in other similar situations
2 Gravel Testing
Torchinsky Engineering recommend the M D have testing done on
the gravel which Linden Contractors will be crushing this
summer The testing is necessary in order to ensure the gravel
will be suitable for its intended purpose
Cost would be $145 00 per test plus time
Executive Committee recommend Torchinsky Engineering be hired to �5
do a maximum of 6 randum tests (?n thg_ gravel to be crushed by c6P�
Linden Contractors this summer -'4 - ) with one to be dud
done at the commencement of the crush and one just prior to rrt`es
completion of the crush in each pit '-c
3 1992 Financial Statement - Surplus 4
Mr. Jeffery reviewed with the Executive committee some choices
regarding the 1992 surplus to be shown on the 1992 financial
statement
Executive Committee recommend the M D contingency reserve be SST
brought up to $2,600,000 00 and the difference be declared as a
surplus for 1992 - approximately $1,6 million.
4 Local Governing Officials Meeting Minutes
The minutes from this meeting were briefly reviewed.
Executive Committee recommend to accept and file as information
5 Alberta Parliament Digest - Week ending January 31/93
Mr. Jeffery briefly review the digest and noted in answer to a
question from M L A MacDonald the Premier denies promise to
Trochu regarding the tire plant
The Education Minister indicated corporate pooling will be
considered during this year's budget.
Apparently the issue of doing away with the machinery and
equipment tax was discussed in the legislature February 3rd and

if further information about this is noted in the Digest Council
will be advised.
6 Request from Town of Three Hills
The Town of Three Hills has requested the M D send a
representative to a meeting set for Wednesday, February 10th,
1993 to discuss a possible new arena for Three Hills.
The meeting is an information meeting only, there is no
committment, and no committment is being requested, but would be
appreciated.
Representatives from the Town, P B I , Ag Society, Chamber of
Commerce, Minor Hockey, the Elks, Kinsmen and Street Freaks will
be attending the meeting as well
Executive committee recommend R A Marz and James Hanger attend
this meeting
7 Palliser Regional Planning Commission - Funspiel 92/93
Palliser Regional Planning commission have invited any
councillor, or staff member to attend their 1992/93 fun spiel
It is scheduled for Saturday, March 13th, 1993 at the Hanna
Curling Club. Fee is $5 00 per person ($20.00 per rink) and
will be collected by the skips prior to the first game.
Executive Committee recommend any councillor or staff attend if
they so wish and advise the office accordingly
8 Alberta Municipal Affairs - Census Information
Alberta Municipal Affairs has forwarded a breakdown of
population in the M.D. between males (2453) and females (2259)
There are 1468 dwellings in the M D with a population per
dwelling of 3 21 The official population of the M D is downto
4712 from 4996
Executive Committee recommend the M D undertake a census in
1994 and request Palliser Regional Planning to provide some
assistance
9 Council Minutes
The Executive Committee reviewed the January 25th, 26th and 29th
minutes and agreed what should be deleted prior to publication
It was agreed not to publish the January 25th meeting covering
the employee organizational review
10 Town of Three Hills
The Town of Three Hills is planning to proceed with the main
street mall project which will be funded in part by a local
improvement tax The M D property will be assessed for 112 5
feet and the annual payment would be $364 12 for fifteen years
with no interest. The remainder of the project will be funded
by $295,000 00 paid by the Municipal Assistance Grant,
$35,000 00 to be paid by the Safe Street Grant, $30,000.00 by
the Community Tourism Action Grant, and $120,000 00 from the
local improvement tax The total cost is estimated at
$480,000 00

The project will proceed unless a petition is received within 21
days from at least one half in value of the land excluding
improvements thereof
Executive Committee recommend the Administrator be authorized to cT
sign a petition against the proposal on behalf of the M D if
one is circiulated
11 Pitch In Alberta
Pitch In Alberta has forwarded a Certificate of Support in
recognition of the donation from the M D for its program
Executive Committee recommend the certificate be published in -TA4
the paper during the Pitch In Campaign Week WA �

12 Alberta Public Safety Services
Alberta Public Safety Services have changed the reimbursement
paid by the Province for persons attending emergency training
courses Mileage reimbursement has been changed depending on
the distance from the course location, $45 00 for other expenses
for each overnight required, and a meal fee of $7 40
Their department will also try to bring the instruction to the
communities which will alleviate travel and reduce costs.
Change is effective April 1st, 1993

13 Alberta Transportation - Workshop
Alberta Transportaiton is hosting a ser.ices of Workshops
regarding transportation for persons with disabilities and
seniors in rural Alberta
One workshop will be held in Lacombe on March 24th
Executive Committee recommend R A Marz attend if he wishes
14 Kneehill Ambulance
Kneehill Ambulance board is discussing whether a new rescue unit
is required to serve the south portion of the M D The
volunteers feel the existing rescue unit which is owned by the
Ambulance Board should be replaced The Town of Three Hills
have a rescue unit which is operated by their fire department
There is a possibility of obtaining a grant through Alberta
Disaster Services for replacement of the rescue unit. This
grant is normally available only through a fire department
Executive Committee recommend Alex Cunningham obtain some
information about the availability of funds for a rescue unit
and bring a report to council
15 One Eight Hundred Telphone Number
The cost for having a 1 -800 telephone number for the M D to
receive concerns, complaints and requests from M.D. ratepayers
would be $25 00 per month rent plus calls and a $20 00
installation fee
Executive committee recommend not to proceed with this proposal.
16 Trochu Fire Department Agreement

The Town of Trochu has billed the M.D. for its share of costs
for operation of the fire department However there is concern
about the costs charged and the fact that the town has never
signed the renewal agreement with the M D
Executive committee recommend R A Marz discuss this issue with
the Mayor of Trochu at the meeting they have scheduled for
February 10th
17 Trochu Garbage Transfer Site
The Town of Trochu has billed the M D for half their costs for
operation of the Trochu Transfer Site and their rubble pit
M D ratepayers cannot use the rubble pit site Agreement only
addresses use of the transfer site for household garbage
The town has charged the M D for half of the wages for the
attendant and the attendant looks after both sites

Executive Committee recommend R A Marz discuss this issue with
the Mayor of Trochu at the meeting they have scheduled for
February 10th
18 George Boles - Derelict Building Tax F k„s�r
Executive Committee reviewed a draft letter in response to Mr
Boles suggestion There was no official motion from council
regarding this matter
Executive Committee recommend the letter be sent to Mr Boles ��4e -r
indicating the M D could not be proceeding with his suggestion, c•r+
but should he wish to have this item on the agenda for any
divisional meetings this year and to speak to the idea he should
advise the office
19 Village of Carbon - CTAP Program
The Village of Carbon has written advising Morley Buyer did in
fact make an application to the Village on September 23rd, 1991
for CTAP funding and their CTAP committee reviewed the
application at its October 3rd meeting The village CTAP
committee turned down his application as all funds were
committeed to another application which was already approved by
the provincial board A copy of the letter sent to Mr Buyer
was attached
Executive Committee recommend to accept and file and a copy of
the letters be given to Otto Hoff if he requires one
20 Three Hills Library
The Three Hills Library have invited all M D councillors to
attend the library tour which is scheduled for February 9th,
1993 at 7.30 P M All councillors received a formal invitation
They wish to know who will be attending
Executive Committee recommend Glen Wagstaff and Jim Hanger
attend the library tour
21 Strathcona County re. Machinery and Equipment TAx
The County has forwarded considerable information about the
issue of doing away with the machinery and equipment assessment
and the effect it will have on many local governments

Executive Committee recommend to accept and file as information
and R.A. Marz and J. C. Jeffery continue to monitor the study
and discussions on this issue
22. Drumheller Music Festival

The Drumheller Mail is printing the District Music Festival
Program and wish to know if the M D would like to put in an
advertisement Cost would be $220 00 for a page, down to
$55.00 for quarter page
