HomeMy WebLinkAbout1993-01-21 Council Minutes1�q �cc) N6 N6� e sv'k Eib EXECUTIVE COMMITTEE REPORT JANUARY 21st, 1993 The Executive Committee of Otto Hoff and Marylea Lowen met on Thursday, January 21st, 1993 at the M D of Kneehill administration office in Three Hills, commencing at 9.30 A M John C Jeffery was present and Mrs. Jean Wilkinson was present and recorded the minutes The following items were reviewed. 1 Request for Stop Sign - SW corner of SW 5- 30 -22 -4 Mrs Lowen noted Ray Cannings has expressed concern about the traffic on SR 836 near the new gravel stock pile site the M D is using on SW 5- 30 -22 -4 There is a yield sign but because of the height of the stock pile it is difficult to see the north south traffic when driving on the east west road. The stock pile is located in the south west corner of the quarter section Executive Committee recommend stop signs be erected in such a manner to require the east west traffic to stop before entering on to SR 836 at the intersection of SR 836 and the road south of the SW 5- 30 -22 -4. 2 Fuel Tender for 1993 The fuel tender will expire at the end of February Executive Committee recommend tenders for supply of fuel be requested. 3 Re- Appointment of the A S B Members Executive Committee recommend Richard M Vickery, Glen Wagstaff, Elton Wilkinson and Kevin Hopp.i.ns, Art Thomas and Ken King be re- appointed as the A.S B members, and Mrs Jean Wilkinson or her designate be appointed as Secretary to the Board for the year 1993, and further recommend that Art Thomas be appointed as Soil Conversation Officer, Pest Control Officer, Chemical Control Officer and Weed Control Officer for the M D of Kneehill for the year 1993 4 Village of Rockyford SR Road Status R� Ike Yv <� , I sr-4 G Pue� }4�cler 1 The Village of Rockyford has requested the support of the M D is their bid to have the road from Number 9 south through Rockyford down to Number 1 designated as a continuation of SR 836 Itc,r Sent Executive Committee recommend the M D agree to support their request 5 Elimination of Front Licence Plates for Motor Vehicles A letter of thanks has been received from the Secretary for the Attorney General for the support expressed by the M.D for the elimination of front licence plates for motor vehicles. A copy of the press release regarding this issue was enclosed.i�e� Executive Committee recommend to accept and file as information. 6. Public Hearing - Adopiton of New Palliser Regional Plan Palliser Regional Planning has requested a change in the date for holding the required public hearing in Three Hills for the 1 L' L L N ■ EXECUTIVE COMMITTEE REPORT JANUARY 21st, 1993 adoption of the new regional plan They had booked the council room for February 11th, but now wish to hold the hearing on Wednesday, February 17th, 1993 between 7.00 & 9.00 P M Executive Committee recommend to accept this report as information and councillors should note the date change 7 Letter from Alberta Public Works Suppy and Services Alberta Government is takeing a leadership role by making purchase of environmentally responsible products a priority They hope other public entities have or will follow this lead They forwarded a copy of their procurement policy as information to assist in pursuing this suggestion It was noted the M D did purchase re- cycled envelopes if the price and quality was comparable Executive Committee recommend to accept and file as information. 8 Request from Real Estate Firm A local real estate firm has requested a copy of the M.D. farm land assessment roll By -law requires a payment of $5 00 per parcel for provision of this information Executive Committee reviewed the costs involved in producing such a report and whether providing this type of a report for anyone who requests it should be approved The firm requires the legal description and farm land assessment dollars only (not including the 3 acre market value) and were advised the .information would be obsolete at the beginning of each year as assessments can change on a yearly basis Executive Committee recommend the M.D. provide such an assessment report for anyone who requests same at a minimum cost of at least $500 00 ?Will this require a change to the M D by -law and policy? 9 Letter from AAMD & C - Economic and Fiscal Statement AAMD & C summarized the highlights of the mini budget put out by the Federal Government Spending reductions or freezing of rates include grants in lieu of taxes, selective native programs, science and technology programs Funding for some programs - i e. Crow Benefit - is being reduced by 10% each year for two years Salaries are frozen for two years Unemployment Insurance benefit rate will be reduced for new recipients and persons who quit their jobs without just cause Various new federal expenditures were also reviewed This includes $2 billion for transportation and communi.caiton infrastructures over 5 years, job training initiatives, assistance for small oil and gas companies over 2 years it P! Y Programs such as old age security, equalization, selective federal - provincial cost sharing programs are exempt, personal income tax reductions will proceed, GST reforms will betted undertaken to make it fairer and easier to comply with and a cap will be put on next year's unemployment insurance premium rates Executive committee recommend to accept and file as information 10. AAMD & C - Results of Survey on Engineering and Survey Staff E A�Y_� r" s EXECUTIVE COMMITTEE REPORT JANUARY 21st, 1993 The survey completed by the association showed that 50 of the 53 members responded and results showed the number of municipal districts and counties who have C E T , engineers or surveyors on staff Executive committee recommend to accept and file and any councillor who wishes may request a copy of the survey 3 11 AAMD & C Results of Survey on Mapping Services AAMD & C conducted a survey of the members to see which mapping services were used by the municipalities and whether they were satisfied with the results Stewart Weir do the M.D. map and the survey showed 8 members who use this firm were satisfied and 1 was not satisfied Executive Committee recommend to accept and file as information 6 {� 12 AAMD & C Involvement in Task Force Looking into Sour gas Regulations Energy Resource Conservation Board has established a task group ■ to examine the regulations governing sour gas Specifically this initiative is designed to review the risk and safety issues ., surrounding the development of sour gas facilities in Alberta AAMD & C is involved in this review and Director Linda Walton ^ represents the association on the task group Mrs Walton would like any input from any municipality soon as the task group will be meeting early in the new year Executive Committee recommend if any councillor has any comments or concerns the office be advised so the information can be forwarded on to the Association for Mrs Walton 13 Town of Three Hills- Request for Financial Assistance The Town of Three Hills wish to rent booth space at the Tourism Industry Association of Alberta trade show to be held March 22nd, 1993 They propose to promote the entire M D by displaying the original artwork done by Ben Crane of all the tourism facilities and attractions in the M D along with other items They feel the additional exposure would be good for the entire tourism industry in this area The cost for the both is $360 00 They are asking for financial assistance or people to help with the actual booth. �G�r1e ad��sc�1 Executive Committee recommend the M D contribute the sum of $180 00 towards the cost of the booth rental keVLer- s�er,4 j i 14 AAMD & C Spring Convention The 1993 Spring Convention will be held in the Marlborough Inn in Calgary - March 29th to 31st, 1993. Marlborough Inn is at 1316 - 33 Street North East �4 3 1' 1 U Es EXECUTIVE COMMITTEE REPORT JANUARY 21st, 1993 Overflow rooms will be at the Prince Royal Inn which is located I at 618 - 5th Avenue S W The hotel is an all suite hotel and is currently under some renovations Parking and continental breakfast are free C -Train can be used to get to Marlborough w\`' Inn or delegates can drive There are also some rooms books at the Chateau Airport for those that plan to fly in to Calgary. The M D of Kneehill is last on the list so likely would be at the Prince Royal Executive Committee recommend all councillors and Mr. Jeffery attend the convention, all councillors be registered as delegates, and Mr. Jeffery be registered as an alternate if any of the councillors are not present Please ensure you notify the office as soon as possible firstly if you will be attending and secondly if you wish to have rooms at the Prince Royal Inn 15 AAMD & C Unemployment Insurance Premium Reduction Program AAMD & C are conducting a survey of the members regarding UIC premium reductions and how this saving is handled Is the saving passed on to the employees? Survey has been completed to indicate the M D does take part in the program and the savings are passed on to the employees through employee training and employee socials Executive Committee recommend the survey as completed be returned to the association 16 AAMD & C - Survey re. Retreats AAMD & C wish to know if municipalities have retreats and if so was an outside facilitator used, where the retreat was held and what items were discussed (copy of the agenda) The survey was completed to indicate the M D. has not had a retreat and the rest of the survey was not applicable to our area Fcn44 Executive Committee recommend the survey be returned and the association be asked to send us a copy of the results of the survey and copies of any agendas provided 17 Alberta Labour - Support Services Division - Letter The fire statistics unit formerly run by the Fire Commissioner's Office is now part of the Alberta Labour information service They are reviewing the current fire statistics system They have forwarded a survey and ask it be completed and returned to their office Mr Cunningham completed the survey and the Executive committee reviewed his responses FC^ Executive Committee recommend the survey as completed be returned to the Alberta Labour Support Service Division 4 0 EXECUTIVE COMMITTEE REPORT JANUARY 21st, 1993 18 AAMD & C - Government of Alberta Emergency Response Plan for Sour Gas Release AAMD & C has been approached by Alberta Public Safety Services to participate in a review of the emergency response plan for a sour gas release Association forwarded a copy of the current plan and requested some input from the municipalities Mr. Cunningham reviewed the plan and indicated the plan as it now stands is okay. Executive committee recommend the association be advised the }kr plan is satisfactory as is, and also recommended a copy of the SP�� plan be given to any councillor who requests one. 19 AAMD & C - Review Need for Guideline Manual for Safe Operating Procedure for Operation, Maintenance and Repair of Municipal Facilities and Infrastructure Alberta Water and Wastewater Operators Association are considering preparing a guideline manual for the safe operating procedures for the above noted items Would the M D support development of such a manual? Executive Committee recommend the M D would support development �{ } of such a manual dependent upon the costs which would be involved 20 Alberta Association of Public Works Supervisors Workshop The Public Works Supervisors Association is putting on a workshop in Edmonton from March 1st to the 5th Cost is $150 00 per person or $50 00 per person for one day Executive Committee recommend Mr. Haskell attend the workshop this year 21 Set Date for 1993 Court of Revision Mr Dunay has requested council set a date for the 1993 court of revision It must be held sometime prior to April 15th '1( Executive Committee recommend Court of Revision be held on Tuesday, April 13th, 1993, commencing at 9 15 A M 22 Judy Schlichenmayer - 1992 Tax Penalties Mrs Schlichenmayer has written indicating they should not have to pay the penalty on their 1992 taxes as they were waiting for the M D assessor to reinspect their property before they paid their 1992 taxes The penalty charged amounted to $84 45 Mr Dunay advises they did not appeal their 1992 assessment, but he did inspect their property October 22nd, 1992 for 1993 assessment purposes. He had gone out prior to then but they were not home There will be a minor reduction of $950.00 in the 1993 assessment which would mean a saving in taxes of about $25 00 more or less 67 ) I �1-1' � - 4 Ew L I 3 EXECUTIVE COMMITTEE REPORT JANUARY 21st, 1993 Executive Committee recommend the penalty not be cancelled and Mrs Schlichenmayer be advised the amount of their taxes cannot be appealed, they can only appeal their assessment prior to the assessment appeal deadline. 23 Town of Three Hills 1992 Fire Calls The Town of Three Hills has submitted an account for $1500 00 for fire calls over and above the 11 calls paid for in the basic $11,000 00 paid to the town for fire protection There were a total of 19 calls A review of the calls indicates only 10 would be the responsibility of the M D The other calls were 4 motor vehicle accidents, 2 fires at the town rubble pit, 2 false alarms, and 1 mutual aid call There was discussion about whether the M D should be responsible for calls to the town rubble pit and it was suggested the M D pay for one and the town pay for one. Executive Committee recommend the town be advised the M D is not prepared to pay for any more fire calls for 1992 and they be advised of the reasons for this decision 24 Council Minutes - January 12th, 1993 The Executive Committee reviewed the minutes and agreed what should be deleted and what should be published in the paper 25. Scrap Metal Removal Mel Charlton advised the office he still picks up scrap metal from the M D rubble pits and noted the amount is done considerably as so many others pick it up first He paid the M D $19 00 for the last material he removed Executive Committee recommend Mr Denis Price be advised we already have an agreement with another party to remove metal from the pits and a copy of this letter be sent to Mr Charlton 26 Request for No Exit Sign - Bob Elliott iAkr se V\+ le 44-r '5" n4 V Bob Elliott lives on the S E 14- 29 -24 -4 The road which goes 91 past his residence is not developed beyond the end of his I4 {nneay quarter and it is not possible to drive through He would like �'avIscd a no exit sign put up.
