Boake and James A Hanger met on Tuesday, December 22nd, 1992 at the M.D. of Kneehill administration office in Three Hills, commencing at 11.00 A M John C Jeffery was present and Jennifer Deak was present and recorded the minutes The following items were reviewed- 1 Drumheller Master Fire Plan On December 1, 1992 Mr Jeffery attended a Drumheller Master Fire Plan meeting Representatives from surrounding municipalities and Palliser Regional Planning Commission all attended the meeting Some issues and concerns addressed at the meeting included the request from the City of Drumheller to attend our annual fire meeting, the need for all departments to have a computerized inventory of materials, equipment and also a personnel list; the need to improve communication systems, an update on mutual aid and fire agreements. Subjects for discussion include the possibility of a joint water truck for use by the M D 's of Badlands, Starland and Kneehill; sharing communication networks in emergencies, renegotiating rates and making all surrounding areas aware of rates and possibly renegotiating them Executive Committee recommend that a joint fire meeting date be set for February 16, 1993 at 7 00 P M at the M D of Kneehill offices and that all fire departments in the municipality be invited to attend, including Drumheller, to discuss mutual concerns 2 1993 Bellamy Software Support Program Bellamy s 1993 software support rates will be $78 00 per hour for prepaid hours and $98 00 per hour for pay as you use' hours Any unused prepaid hours can be carried forward to the next year. Prepaid support hours must be paid by January 22, 1993 Herman Martens, the accountant, has estimated a total of twenty five support hours will be used in 1993 In addition, s� „� C- VI 1993 AS /400 Software Support Agreement costs will not increase VA Crrrlr 11 Executive Committee recommend a total of twenty -five prepaid �OUk hours at the rate of $78 00 per hour for Bellamy Software�+e►' support in 1993 be purchased 4 AAMD &C survey on Energy Efficiency and Conservation Programs The AAMD &C is requesting a survey be completed, by 1992, by municipalities that have put in place Efficiency and Conservation Program This survey 1 December 31, an Energy is for the 041", 3 1993 M D Christmas Party Mr Jeffery reported that the Three Hills Community Centre has been booked for Friday, December 3, 1993 for the M D Christmas party The booking of the band and caterers has not yet been made Executive Committee recommend that, for the 1993 M D Christmas j _party, the same disc jockey, The Boogie Man, be booked and 1��ur'e (sta `c, ,un ;-i4 +&, if available, be booked for the catering with Morley Buyer as the alternative 4 AAMD &C survey on Energy Efficiency and Conservation Programs The AAMD &C is requesting a survey be completed, by 1992, by municipalities that have put in place Efficiency and Conservation Program This survey 1 December 31, an Energy is for the 041", n • 0 EXECUTIVE COMMITTEE REPORT DECEMBER 22nd, 1992 Clean Air Strategy of Alberta, a branch of the Energy Efficiency Branch of Alberta Energy Executive Committee recommend to accept and file as information 5 Recycle West - oil filter recycling program Recycle West, a company from Sherwood Park, Alberta is proposing an oil filter recycling program This is in expectancy of legislative requirements under the Alberta Environmental Protection and Enhancement Act. Mr Vickery left the meeting - time 11 25 A M 7 CAAMD &C Directors & Spring Zone Meeting The Central Association of Municipal Districts and Counties have set dates for the following meetings- Directors Meeting - Three Hills, 10 00 A M , January 15/93 << }�vr Spring Zone Meeting - Rocky Mountain House, 10.00 A M , srn+ February 19/93 Curling Bonspiel - Lacombe Curling Club, January 22/93 Executive Committee recommend Mr Marz be advised of the Directors meeting, all councillors advised of the Spring Zone meeting and any councillor interested in attending the Curling Bonspiel contact Mr Jeffery 8 AAMD &C 1992 Fall Convention The AAMD &C has provided a copy of the "Keynote Address" delivered by the Hon Iona Campagnolo on November 17, 1992 at the Fall Convention and also an audiotape of the address by Dr Timothy Ball on the subject of The Other Side of Global Warming Executive Committee recommend to accept and file as information and a copy be given to any councillor, upon request 9. AAMD &C Draft Health Reform Position Paper Mr Jeffery reviewed the AAMD &C's draft reform position paper on the government's proposed health system restructuring and its effects on rural municipal governments. He is compiling information on all Alberta municipal flags for the Canadian Flag Association s publication 'Flagscan' The Executive Committee recommend a picture of our flag be sent sPn+ to Mr Neuman along with a letter advising him the flag design was the result of a competition won by Mrs Muckleston of Acme, Alberta 12 Proposed Municipal Government Act and Property Assessment Act Alberta Municipal Affairs will be holding meetings across the province during the week of January 4, 1993 to hear presentations and accept submissions on the Bill 51, the proposed new Municipal Government Act and the White Paper on the Property Assessment Act to December 31, 1992 Mr Dick Fowler will be available between the hours of 9.00 A M. to 4.00 P M January 7, 1993 at the provincial building in Red Deer to address concerns on this proposed legislation Executive Committee moved to accept and file as information 13 Roll 6210017 & 6210020 - penalty cancellation Mr Dunay is requesting the cancellation of against Beau Canada Exploration Roll 6210017 - the amount of $15 85 and Roll 6210020 - 09 -0 amount of $9 09 This was 1991 arrears that not include on the 1992 tax notice �t1eA penalties levied 03- 08- 31 -24W4 in 9- 31 -24 -W4 in the 7r-nn �lr the computer did w,N\ CGn<<` Executive Committee recommend that these taxes be cancelled, as per Mr. Dunay s recommendation. The Executive Committee recessed for lunch from 12 00 P M until 1.05 P M 14 Council Meeting Minutes - Thursday, December 10, 1992 Mr Jeffery reviewed the December 10, 1992 council minutes, requesting the committee's approval for the omissions that would not be published in The Capital Both committee members agreed to the edited version of the minutes 3 A;"", The 1993 Employee Day has been scheduled for March 25, 1993 Mr Dean Marchand from Jubilee Insurance has been booked to give a morning presentation on insurance and liability The afternoon program has not yet been determined Executive Committee recommend that the afternoon of Employee Day be reserved for Council to meet with the employees and discuss mutual concerns and expectations 20 1992 General Assessment Costs 4 PX i I EXECUTIVE COMMITTEE REPORT DECEMBER 22nd, 1992 Executive Committee recommend approval of the edited version of ►-N the December 10, 1992 Council Minutes for publication in the Three Hills Capital dov 15 Bridge File 81075, WNW 16- 30 -25 -4 Mr John O'Brien from Alberta Transportation has advised that additional funding is not available for bridge file A grant of $5,000 00 was provided in 1987. Executive Committee recommend to accept and file as information 16 CTAP Funding Applications Mr Jeffery has reviewed the CTAP applications and has requested approval to proceed with the following— St Anne's Ranch in the amount of $58,610 58 Drumheller Ski Hill in the amount of $50,000 00 A letter will also be sent to Mr Greg Cole requesting him to advise us on the status of his lease agreement so that his CTAP application can be further processed and also a letter to Good and Plenty Foods advising them that we will be withdrawing our CTAP support since the condition of the Village of Carbon's support has not been met Executive Committee recommend to accept and file as information 1 17 Market Value Property Assessment Mr Ed Dunay, the M D assessor, has commented on Dick Fowler s letter, dated December 7, 1992, concerning assessing properties at market value In Mr Dunay's opinion, assessing from 65% to 100% will be a major change. The assessment manuals are based on replacement costs which is slightly below market as improvements are depreciated to year built Going to market overlooks year built as market is based on supply and demand Executive Committee recommend to accept and file as information 18. Employee Benefits for Seasonal Employees Mr Jeffery reported that Manuliife will be adding a clause in our policy that full time seasonal employees will not be required to contribute to the M D Manulife group health plan Also these employees will not be required to contribute to the Local Authorities Pension Plan because their employment has a pre determined end date Executive Committee recommend to accept and file as information 19. 1993 Employee Day The 1993 Employee Day has been scheduled for March 25, 1993 Mr Dean Marchand from Jubilee Insurance has been booked to give a morning presentation on insurance and liability The afternoon program has not yet been determined Executive Committee recommend that the afternoon of Employee Day be reserved for Council to meet with the employees and discuss mutual concerns and expectations 20 1992 General Assessment Costs 4 PX i i 0 0 EXECUTIVE COMMITTEE REPORT DECEMBER 22nd, 1992 Mr Dunay has prepared a report on the costs incurred to do the 1992 General Assessment Total costs from 1989 to 1991 were $300,273 49 of which $75,068 37 was reimbursed by the provincial government This averages to $29 55 per parcel of land Executive Committee recommend to accept and file as information 21 Invitation to bid for the 1995 Alberta Summer Games The Alberta Sport Council has sent a letter inviting all municipalities in Alberta to bid for the 1995 Alberta Summer Games to be held August 9 - 13, 1995 Executive Committee recommend to accept and file as information 22 P B I level crossing reconstruction application The National Transportation of Canada is requesting an application be made for the reconstruction of the level crossing on the P B I Road north of Three Hills The application must include a plan and profile, cost apportionment and environmental impact and be submitted by January 8, 1993 Mr Jeffery reported that this project has been completed Torchinsky Engineering has estimated the costs to perform the necessary surveying, drafting and reports to obtain this application will be approximately $2,000 00 le�` Executive Committee recommend that Torchinsky Engineering be s °" authorized to submit the required documentation in order to obtain this application 23 CN Rail Crossinq Applications CN Rail has implemented, effective January 1, 1993, a new process for crossing applications These changes, detailed in an appendix, will be on one contract, co- ordinated from the District Engineering Office and will include approval, agreements, installation and billings This is in an attempt to make the "Pipe and Wire Process" more efficient Executive Committee recommend a copies of these changes and requirements be given to all foremen and also sent to the M D engineer The Executive Committee then adjourned - time 3.10 P M - -- - ------------- Jenn' er Peak, Assi ant Accountant ME
