EXECUTIVE COMMITTEE REPORT NOVEMBER 13th, 1992
The Executive Committee of Richard A Marz and James M Hanger
met on Friday, November 13th, 1992 at the M D of Kneehill
administration office in Three Hills, commencing at 11.00 A M
John C. Jeffery was present and recorded the minutes
The following items were reviewed
1 Letter from National Transportation Agency of Canada
The National Transportation Agency of Canada has approved
standardized rates for the regularly scheduled routine
maintenance of railway highway crossing warning signals
There are about 8000 crossing systems in Canada The costs are
shared by some 1500 municipalities or provinces
They set up a committee to review the rates and study the issue
A standard rate was implemented at the end of the first year of
the study to try and make the bills more consistent and
understandable and to allow for easier budgeting
The agency along with a technical committee is now performing a
financial impact assessment of the 1992 rates M D has been
selected to participate in the study
To assist with the study they would like copies of all bills for
signals maintenance which the M D received from the railways
for the years 1990 and 1991 In addition M D will have to
provide a summary of costs for signals maintenances for the
years 1987, 1988 and 1989. Copies of all billings would be
better Information should be submitted within 30 days
(Note this will require some time on the part of the staff to
research the records and locate copies of all the accounts)
Executive Committee recommend the M D. participate in the study
2 Big Country Tourist Association
The Big Country Tourist Association has forwarded a proof of the
M D advertisement which will be printed in the 1993 Big Country
Tourist Guide The advertisement mentions Keivers Lake, Swalwell
Fish Dam and Orkney View Point Motion was previously passed by
council to advertise in the 1993 issue.

4 Notice of Retirement - Harry Protopa pas, Reqional Director
Alberta Transportation advises Mr Protopappas will be retiring
after 35 years of service with the department A farewell
dinner will be held in Calgary on November 21st, commencing at
6.00 P M
Executive Committee recommend R A. Marz attend on behalf of the
M D
5 City of Lloydminster - Alberta Electric Energy Marketinq
Agency Review
The co ordinating committee met on Tuesday, November 3rd, 1992
to review progress and plans on this issue A delegation met
with the Economic Affairs Committee of Caucus, and then issued a
press release Copy of press release enclosed The committee
would request other areas to issue a press release with their
local media to add to further coverage

on Friday, November 13th

6. Local Government Course - Municipal Government - The Art of
the Possible
The Faculty of Extension University of Alberta is sponsoring
this course and same will be held February 10th to 12th, 1993 at
the Holiday Inn, Crowne Plaza, Edmonton

7 Request for Tax Cancellation - Robert Friesen and Walter
Friesen - N W 36- 32 -27 -4
Mr Dunay has requested a net tax cancellation for Robert and
Walter Friesen in connection with this quarter There are
two houses on the N.W. 36 both on the balance of the quarter
Robert owns a subdivision in this quarter but his home is
located on the balance of the quarter owned by his father
Robert's house was mistakenly assessed to the acreage
After the necessary calculations were done there is a net
cancellation required of $940.80.
Executive committee recommend the necessary net cancellation of Tv
1992 taxes in the sum of $940.80 be approved for Rolls 4120000
and 4120010
8 Letter from Alberta Transportation to William Bogner NE & NW
32- 32 -24 -4 - Off Highway 27
Mr. Bogner had apparently contacted Transportation requesting
them to locate a survey pin for him in proximity of an approach
to the lands They advised him they are not able to do this, but
will remove the road approach if it is a concern to him They
suggested he contact the M D or a surveyor for assistance in
locating the pin.

8. C N Rail - Railway Crossing north of P B I 12- 32 -24 -4
C N. Rail noted the M D widened this road this summer but did
not obtain a board order from the National Transportation
Agency The crossing planks now require lengthening but no work
will be done by C N until the board order has been issued For
safety C N request the M D to barricade the road in the area
where the road now exists but the crossing planks do not
Bud Haskell was requested to put up the necessary barricades

Executive Committee recommend the M D. apply for the necessary
board order approving the widening of the road and requiring CN
to widen their crossing planks
The Executive Committee meeting then adjourned
