HomeMy WebLinkAbout1992-11-04 Council Minutes0 1�1 0 EXECUTIVE COMMITTEE REPORT NOVEMBER 4th, 1992 The Executive Committee of Otto Hoff and Robert E Boake met on Wednesday, November/ 4th, 1992 at the M D of ` Kneehill administration office in Three Hills, commencing at 9 00 A M. John C Jeffery was present and Mrs. Jean Wilkinson was present and recorded the minutes The following items were reviewed- AAMD & C - Fall Convention AAMD & C advise there are 3 rooms booked for Fall Convention - 1 at Terrace Inn for R A Marz, and 2 at Convention Inn for Otto Hoff, Harold Mueller and J Finlay Code The rest are staying at West Edmonton Mall Executive Committee recommend to accept and file 2 Alberta Lung Association The Alberta Lung Association have requested permission from the M D to conduct their door to door canvass for asthma and allergies between March 15th and April 2nd, 1993 f, led Executive Committee recommend the M D. would have no objection ,T to this canvass 3 Alberta Pitch In Pitch In Alberta has set May 3 to 9th, 1993 as Pitch In Week. 4 They request a contribution from the M.D. based on population of ✓ooe-N,11- $350 00 They are facing a serious short fall in funding for 1993 6 Executive Committee recommend the M D contribute $300 00 towards this program for 1993. 4 Canadian Taxpayers Conference The Canadian Taxpayers Conference will be held January 22nd to 24th in Calgary This will be the first ever conference and there will be debates, workshops and panel discussions. Executive Committee recommend to accept and file 5 AAMD & C - Proposed Municipal Government Act The association wish to clarify their proposal to request the Province to amend Sections 339 and 340 of the new act Their proposal was to allow municipalities to place debts incurred from unpaid utility accounts on the tax roll of the property owner in cases where the debt had been accumulated by a person renting the property. AAMD & C - Information re Canada- Alberta PartnershipSp °"”' Agreement The Canada Alberta Partnership Agreement on Business and Community Development is a new program administered jointly by Industry, Science and Technology, Canada and Alberta Economic Development and Trade. The agreement consists of two major components 1 Community Based Initiative - designed to provide assistance to communities to facilitate local economic development, promote entrepreneurship and leadership, etc 2. Business Initiative - consists of 3 programs aimed at enhancing the competitiveness of Alberta manufactures, processors and related service firms Executive Committee recommend to accept and file 7 AAMD & C - Canada - Alberta Partnership on Agri Food Summary The Canada - Alberta Partnership on Agri Food is a new joint initiative by the federal and provincial governments providing financing designed to stimulate private sector investment in agriculture and food processing industry in Alberta The 3 year $20 Million program will provide funding for projects which add value to an agricultural commodity, create new economic activity and employment, etc ptj� Executive Committee recommend to accept and file 8 Ralph W. Brown - Letter of Thanks Mr Brown sent a letter of thanks to council for nominating him to receive a Canada 125th Anniversary medal. Special thanks to Reeve Marz for the capable way he presented the medal . Executive Committee recommend to accept and file 9 Harry Tatro - Letter re. Road Access Harry Tatro has sent a letter indicating he is in agreement with construction of a blade grade road to provide him with access to his residence The blade grade is presently under construction Executive Committee recommend to accept and file ��IQ 10 David Hibbs - Forced Road in Section 4- 34 -22 -4 David Hibbs has requested the forced road in South half of Section 4- 34 -22 -4 be cancelled and returned to landowners titles once the blade grade in that area is completed Owners involved are Lorne and Isabel Whyte, Ronald F Painter and Ernest and Laura Rilling Letters of agreements would have to be obtained from the landowners agreeing to accept the land 2 ptj� EXECUTIVE COMMITTEE REPORT NOVEMBER 4th 1992 back into their titles. AAMD & C Unofficial List of new Municipal Councils AAMD & C has forwarded a list of new and old councillors for the rural municipalities following the election Executive Committee reviewed same Executive committee recommend to accept and file as information 12 AAMD & C_- Proposed Property Assessment Act AAMD & C completed a cursory review of the proposed Property Assessment Act Other than going to market value for most properties, there does not appear to be major changes to the existing system The act creates six classes of properties - single unit residential, multiple unit residential, farm, industrial, machinery and equipment and railway, commercial and recreational and other non - profit properties. All assessments are to be updated annually by 1996, thereby eliminating the need for equalized assessment An access to information clause gives individuals the right to access any information regarding their assessment at any time for any reason Definition of farmland has been changed to remove any reference to minimum size. Various other items contained in the letter were reviewed by the Committee. Doing an annual general assessment will require up- dating the M D assessment files every year Will take time and alot of paper. Executive Committee recommend to accept and file as information 13 Vicount Torrington School - Year Book The Viscount Torrington P T A is canvassin g g for funding for their school year book Asking for contributions Executive Committee recommend to accept and file 14 AAMD & C Letter re- Alberta Safety Codes Act The Province is in the process of implementing the Safety Codes Act which was passed in July of 1991 As part of this process Alberta Labour is forming a network of Technical Councils to advise an overall Co- Ordinating committee as to the appropriate standards, operational policies and regulations regarding the various areas governed by the legislation. AAMD & C is asking for assistance in identifying any potential nominees for these important positions Nominees must be technical experts in the area to which they are appointed and willing to serve up to a three year term • 3 0 0 pq EXECUTIVE COMMITTEE REPORT NOVEMBER 4th 1992 Executive Committee recommend to accept and file as information 15 Alberta Forestry Lands and Wildlife - Post IIunt.ing Season /Wildlife Management Meetings �F`(DFGfr1..0 Alberta Forestry Lands and Wildlife are holding meetings in December to discuss wildlife management issues M.D. is invited to send representatives to one of the meetings Meeting is scheduled for Red Deer December 8th, 1992 at 7 30 P M Executive Committee recommend Richard M Vickery attend the meeting in Red Deer is possible. 16 G S T Report Jennifer Deak advises re: G S T as follows: M D Collected and Remitted $ 3016 02 M.D Paid $98695 64 M D Received a Rebate $56394.69 Net G.S.T Expense to M.D $42300 95 Executive Committee recommend to accept and file as information 17 Alberta Public Safety Services Letter from the Minister of Alberta Public Safety providing .information about the Regional Response Improvement Program for the 1993/94 year M.D has applied for funding to cover the tower costs already Executive Committee recommend to accept and file as information r 18 Safety Bulletin - Backcare - Train the Trained Program Alberta Health and Safety are putting on seminar regarding backcare, safety basics and audit program, and partnership audit training sessions and Management of Underground Storage Tanks Executive committee recommend the bulletin be referred to the Safety Committee. 19 CAAMD & C Curlinq Bonspiel County of Lacombe is holding the 1993 bonspiel on Friday, January 22nd, 1993 at Lacombe Curling Rink Executive Committee recommend all councillors note the date and ���eci the matter be discussed again at a later date. 20 Gravel Lease - Elsie Garson The M D had a lease with Mrs Garson on N W. 36 and S W 36 in 33 -24 -4 to see if there was gravel there Testing was never done Lease has expired. Oris feels there is only sand in that area �Q�,TPd Executive Committee recommend the road committee have a look at the area to see if it might be worthwhile to renew the lease with Mrs Garson. C °i"'�' 21 Retirement Gifts for Councillors and Employees 4 0 if EXECUTIVE COMMITTEE REPORT NOVEMBER 4th, 1992 The retirement committee have recommended the retiring councillors and employees be given a cheque based on existing retirement policy ($ times years of service) and flowers be presented to the wives '7o AQaa.aS� Executive Committee recommend this be done 22 Hub Oil - Cost for Collecting Used Oil Hub Oil picked up the used oil from the M D transfer site recently They charged 6 cents per liter and cleaned the tanks right out There was water, oil, rags, etc and the company took everything, but the charge is subject to testing and pricing Total cost was $2354 00 for 8800 gallons Quite expensive - may have to look at charging for disposal of used oil in future. GS.T 23 Jan Blackie - Gravel Lease Jan Blackie has agreed to renew the gravel lease for $1 00 per cubic yard Require motion authorizing the M D to sign the lease Executive Committee recommend the Reeve and Municipal Administrator be authorized to sign the lease on behalf of the M D / 24 Town of Three Hills - Rent M D High Hoe and operator The Town has two water leaks which they must repair. The two private high hoe machines in the area (Larry Gall and one at Linden) are not available They would like to rent the M.D machine with an operator Executive committee recommend the M D high hoe and operator be Jo; allowed to work for the Town of Thre Hills to repair the two ReSJ water leaks on an emergency request basis and the charge for the -row N machine and operator be at government rate SO).'00 �010ti1£M 25 Three Hills Community Center Hall Board Request The Hall Board will be decorating the hall for Christmas activities They would like a $50.00 donation from those who will be using the hall and one or two hours help to decorate the hall Decorations will be kept and used over the years Executive Committee recommend the M D donate $50 00 and one office staff be allowed to help with decorating the hall for one or two hours The Executive Committee meeting then adjourned - - -- - -- ---- - - - - -- Mrs ( n Wi ki son Assistant Administrator 5
