EXECUTIVE COMMITTEE REPORT OCTOBER 22nd, 1992
The Executive Committee of Richard A Marz and Richard M Vickery
met on Thursday, October 22nd, 1992 at the M D of Kneehill
administration office in Three Hills, commencing at 9:00 A.M.
John C Jeffery was present and Mrs. Jean Wilkinson was present
and recorded the minutes
The following items were reviewed
1. Brochure re: International Union of Local Authorities
31st World Congress
A brochure has been received regarding this congress which will
be held in Toronto June 12th to 17th, 1993
Executive Committee recommend to accept and file.
2 Edward Wilkinson Subdivision - S W 34- 32 -25 -4
The approaches for this subdivision were reviewed by Mr Ehmann.
The two approaches into the proposed subdivision are
satisfactory. There is no other approach into the balance of
the quarter, but the owner is able to drive through the ditch
The ditch is not well defined and there is not sufficient depth
for a culvert M p
Executive Committee recommend the subdivision be allowed to be
completed without provision of a culvert and approach into the
balance of the quarter
3 AAMD & C Letter to Minister of Education
The AAMD & C have forwarded a copy of the letter sent by Gordon
Miller, President, to the Minister of Education regarding
proposed Bill 41 The association has concern
about formation of regional school divisions and specifically
what impact it may have on the future of the county system.
Executive Committee recommend to accept and file and a copy of
the letter be made available to any councillor who requests one
4 AAMD & C Group Life Insurance Proposal
AAMD & C has obtained a proposal to provide municipal
councillors with term life insurance in the sum of $100,000
each. No medical examination would be required, coverage would
continue to age 70 or until resignation or defeat, coverage
could be converted to an individual policy, participation by all
councillors from a municipality would be mandatory and the
proposed premium (at this time) would be $65 00 per month per
insured life based on total enrollment of 370 councillors
Premium may be adjusted downward if the average age of
councillors has decreased following municipal elections The
current average age is 56
Municipalities interested should complete and return the
statement of commitment prior to November 13th
Executive Committee recommend the M D not participate in this
proposal
5 John Deere Grader Purchase Price

The previous motion passed by council to purchase the John Deere
rental grader for $101,000 00 +- must be changed The price
quoted was incorrect and should be $128,196 70 Several
councillors were contacted and informed about the change in the
price and agreed to same
Executive Committee recommend the motion passed at the October
13th meeting be amended to show the correct price of $128,196 70
including G S T.
6 Letter from Chauvco Resources Ltd
Chauvco Resources have written requesting council cancel the 5%
penalty levied because their taxes were not paid by September
30th The person responsible for paying the taxes felt if the
cheque was dated and mailed October 1st there would be no
penalty He cited the practice of the M D of Starland of
accepting payment without penalty if the envelope was postmarked
October 1st Starland's tax notice is very clear and indicates
penalty will be levied on October 1st and also indicates the
increased amount which would be required on or after October
1st However Starland do not adhere to their penalty deadline
and will accept payments for a day or two after October 1st
This is the reason Chauvco' taxes in Starland were not penalized.
We have always been very firm on our penalty deadline and unless
the cheque is received in our office by 4 30 P M on September
30th or a cheque is dated September 30th and the envelope
postmarked by the post office in September, the penalty will be
levied
Executive Committee recommend there be no change made to the
existing M D policy on penalties, this penalty not be
cancelled, and a letter of explanation be sent to Chauvco
7 Holsworth Stock Pile Site Agreement
Mr Code has arranged an agreement
Holsworth for a stock pile site
5- 30 -22 -4 The agreement is for one
$175 00 per acre for approximately

8 A S B Region 2 Conference - After Dinner Speaker
The A.S.B. has invited Stan Sparling to be the after dinner
speaker at the Region 2 conference to be held November 5th
Mr Sparling inquired about an honorarium
Executive Committee recommend Mr Sparling be paid $100 00 as an
honorarium
9 Renaissance Energy Ltd - Road Access to Well Site
Allied Land Services on behalf of Renaissance has requested
permission to construct a service road immediately adjacent to
an M D gravel road. The M D road allowance is 66 feet at
this location The company is putting in a well on 14 of
32- 33 -22 -4 and due to topography of the area it is necessary to
come out of the well site in a south westerly direction and then
south adjacent to the M D road in order to access the gravel

road where sight distance is adequate There is an existing
approach at this location which they propose to use
Executive Committee recommend Renaissance be allowed to
construct a service road on private property adjacent to the �,tbvr
M D road West of Section 32 in 33 -22 -4 as indicated on their
survey plans, on condition the existing approach they propose to P\eli
use complies with current M D approach policy
10 Recreation Volunteer Award
The Three Hills Recreation Board wish to submit the name of
Harold Mueller for a volunteer award The awards are presented
at the Energize 93 Conference The Board have asked the M.D to
endorse this recommendation

11 Letter from Countv of Red Deer
The County of Red Deer has agreed to reimburse the M D for a
portion of the costs incurred by the M D for gravelling two
miles of county road
The M D costs were higher than what the County would have
.incurred if they had gravelled the road so they agreed to pay
based on their costs
They have forwarded a cheque for $3473 00 which is $1903 00 less
than the M D costs
The gravel foreman has been advised of the outcome of this
matter
Executive Committee recommend to accept this payment with thanks Sent
12 Abandoned Right of Way - C P Langdon Subdivision
A letter has been received from the Minister of Forestry, Lands
and Wildlife acknowledging the interest of the M D in
purchasing the abandoned right of way within this subdivision.
The Minister advised when the Province receives title to the
right of way land his department will review land use
requirements for transportation /utility corridors or other
public purposes If the land is available for sale, priority
will be given to the urban municipality for lands within their
boundaries and to hamlets and adjacent landowners for the
remainder of the right of way. The land would be sold at market
value for unimproved grazing land within the vicinity and price
will be based on comparative sales The M D s letter will be
kept on file and the M D will be informed when title has been
issued to the Province. d

13 Village of Linden - Peace Park
The Village of Linden has joined Peace Parks Across Canada and
have dedicated a portion of land to create a peace park They
forwarded a copy of the brochure which describes the aims and
ambitions of this concept The Village would like the aid and
support of the M D in helping them to bring this park to a {,kd
reality

14 Farm Debt Review Board - Notice of Meet.i.
The Farm Debt Review Board have forwarded notice of meeting by
the review panel to discuss the debt situation of a local
farmer. The M.D has already filed a tax notification against
this person s land and that process will be followed in order to
recover the unpaid taxes
Executive Committee recommend to accept and file as information.
15 Request from George Penner - Tax Cancellation
Mr George Penner had a trailer on the N E 20- 31 -23 -4 and was
assessed a 3 acre site value as a result The owner of the
trailer was Ralph Empey and Mr Empey paid a licence fee for his
trailer The trailer was removed from Mr Penner s land in June
of 1992 and Mr Penner has requested consideration of
cancellation of a portion fo his 1992 taxes as there is no
longer a residence on his land
Mr Dunay feels Mr Penner should not be given any rebate as his
assessment was correct when same was set at the beginning of
1992 and if he is given a rebate the M D would have to rebate
anyone else who made a change to their land or residences in the
middle of the taxation year Mr Penner's assessment will be
reduced for the 1993 taxation year as long as he does not put
another mobile on his land

rebate in connection with his 1992 taxes
16 Wavne Keiver - Gravel Pit - Sundre
Mr Keiver has again contacted the M D He would be interested
in entering into a 99 year lease with the M D for his gravel pit
Mr Keiver had been advised previously the M D was not
interested in obtaining gravel from his pit as it was too far
away and the gravel would be too expensive.
Executive Committee recommend Mr Keiver be again advised the letrer
M D is not interested in obtaining gravel from his pit or SemIc
entering into a lease as the gravel would be too expensive.
17 Retirement - Wallace Rasmussen
Mr Jeffery noted Mr Rasmussen will be retiring at the end of
April of 1993 He has been with the M D for 17 years
Executive committee recommend Mr Rasmussen be honoured at ✓
the 1992 Christmas party

18 Town of Three Hills - Guzoo Signs
The Town of Three Hills have asked permission to erect a Guzoo
directional sign for eastbound traffic along SR 583 just before
the Guzoo turnoff They will put up one for westbound traffic
on SR 583 within their jurisdication.
They would also like the M D to put up the signs
Executive Committee recommend the Town be given permission to IP��eY

information as long as the sign is less than 10 square feet in
size but the M D will not be involved in putting up signs as it
is advertising a commercial activity.
19 Letter from R. Chrunik
Mr R Chrunik of Edmonton wants to know if the M D would be
interested in erecting a billboard or statue honouring Wilf
Carter as Mr Carter ended his career in Trochu
Executive Committee recommend Mr Chrunik be advised the M D
would not be interested in his proposal, but perhaps he might st ^�
refer the matter again to the Town of Trochu
20 Hope Bridge - File 2406 - West 18- 30 -26 -4
Mr Kennedy advises Bridge Branch will be replacing this bridge
with a salvage bridge and will not put in a culvert
Executive Committee recommend to accept and file as information�\�d
21 Annual Meeting with M D Starland
There was discussion about whether there is any need or value
obtained from the annual meeting traditionally held with the
M.D. of Starland
Executive Committee recommend no annual meeting be held with
Starland this year due to economic restraints, and the Public
Works Superintendent discuss with Wheatland and Starland �e}�er

arrangements for snowplowing the hills on alternate months

22 Big Country Tourist Association
Big Country Tourist Association want to know if the M D wish to
again advertise in the One Day Self Discovery Circle Tour
Brochure cost $375 00 plus G S T , and to pay for the panel for
consumer trade show and mall show promotions - cost $650 00 plus
G T S and production costs.

24. Executive Committee recommend a photographer be hired to
take a picture of the new council and staff, a picture of
council, and individual pictures of councillors
