Marz and Robert E Boake met on Wednesday, October 7th, 1992 at the M D of Kneehill administration office in Three Hills, commencing at 9 00 A M John C Jeffery was present and Mrs Jean Wilkinson was present and recorded the minutes The following items were reviewed. 1 Proposal - Hansen Dam 24- 29 -24 -4 A letter from Perry and Bernice Eitzen has been received. They are opposed to any recreational facility or development of this site Concerns are - taxpayers dollars should be spent in more essential areas such as education, roads, hospital and health care, should upgrade existing sites not start another one, have concern about water runoff through their property, road development, and problems which they may experience if there is camping allowed at the site Economic times do not warrant this type of development given the struggle farmers are having dust to survive Executive committee recommend a letter be sent to Mr and Mrs l etbc-rr Eitzen thanking them for their input and advising them the M D Scent has not committed any funds for development of the site, and has no plans to do so at this time as the land is owned by the Province of Alberta Also the M D would not commit local taxpayers money to such a project without some direction from ✓ the people of the area indicating they were in favour of having the site developed 2 Request from Three Hills Amateur Radio Club A request has been received from the Three Hills Amateur Radio Club They wish to know if the M D would give them the two Western Radios the M D has taken out of service Executive Committee recommend the club be advised the normal l�rr procedure for disposal of items no longer required by the M D is to call for tenders and if there are surplus radios they likely would be advertised for sale by tender at some future date 3 C N Rail - Train Accident C N Rail has written indicating they will hold the M D responsible for any damages to their train and or property as a result of the truck train accident which occured north of Three Hills on August 10th A copy of this letter has been sent to Jubilee Insurance Executive Committee recommend to accept and file as information 4 Master Auto Policy - Trailer Insurance Jubilee Insurance trailers from the trailers listed on liability only coverage for their rate will be 20 1 has deleted all physical damage coverage for master automobile insurance policy The the policy are now covered for third nartxr If the M D wishes to have physic trailers on the heavy equipment cents per hundred dollars of vale EXECUTIVE COMMITTEE REPORT OCTOBER 7th, 1992 $1000 00 deductible It trailers which have no trailers, etc , be covered physical damage has been suggested several of the old great monetary value - home made for public liability only and not for Executive Committee recommend only those trailers which have a value of $5000 00 or more be insurance for physical damage on the heavy equipment policy 5. Ron Moore - Presentation made to Central Hospital Boards /MLA Meetinq Ron Moore has forwarded a copy of his address made to the Central Alberta Hospital Boards /MLA meeting held in Ponoka on September 14th. He reviewed the department's high priority centralization plan which is presently being implemented and outlined some concerns about the plan. Executive Committee recommend to accept and file as information and any councillor who wishes may obtain a copy of the address 6. AAMD & C - Proceedings from the Technical Sessions from the Third Annual International Recycling Symposium AAMD & C has obtained a copy of the proceedings from the above symposium and the documents contain a number of technical papers on recycling issues ranging from the costs of solid waste management to market development, to public education campaigns and more Member municipalities may obtain a copy of any of the individual papers from their office Executive Committee recommend to accept and file as information -"kci. and a copy of the letter be provided to Councillor Boake for his '�,°PY information j 7 Insight into Government - Weekly 6 paqe Newsletter ✓ A letter has been received from the company which produces "Insight into Government" which is a weekly six page newsletter that deals stricly with provincial government activity This is a politically and financially independent newsletter now in its seventh year Cost for subscription is $195 00 per year plus G S T A copy of the paper will be sent out if the M D would be interested in seeing one ti i Executive committee recommend a copy of the newsletter be obtained before making a decision on purchase of a subscription. 8 Letter from Rebeecca Christie and Jody Malekos The two girls have applied to go to the Encounters with Canada (Terry Fox Center Program) in Ottawa in the first term of 1992 Registration fee is $490 00 They are asking if the M D would give them a donation 1 e � "rs Executive Committee recommend to accept and file as information S- "a 9. Torchinsky Consulting Ltd , - Contract for Engineering Policy 13 -18 approved hiring Torchinksy as M D. engineers for a three year period They agreed to do certain engineering work `A I� r --I h 0 EXECUTIVE COMMITTEE REPORT OCTOBER 7th, 1992 for the M D. at a set cost per kilometer Their contract expires at the end of 1992 Executive Committee recommend Mr. Jeffery btain ry prices from /I Tc.T Torchinsky Consulting, UMA and Stewart Weir for the engineering work required by the M D on a kilometer basis for a three year period 10 Request for Transfer Box - Orkney Area Laidlaw from Calgary would provide a 30 cubic yard roll off box for this area, and would pick up garbage every Thursday or as required Cost would be $100 00 per box per month, plus $150.00 every time the box is emptied, plus an initial $100 00 drop charge Executive Committee recommend the residents of the Orkney area be advised the M D is not prepared to put a garbage collection box in their area as there are several rubble pits and transfer box sites available for the use of the rural residents which are within a reasonable distance of their area NOTE Harold Mueller 11 Letter from LaWana Kesler, Acme Municipal Library II Mrs LaWana Kesler has forwarded a letter asking the M D to consider paying $35 00 of the yearly $40 00 fee charged by the Acme Library to rural residents Acme residents pay a yearly fee of only $5.00 as the Village of Acme belongs to the Marigold System and contributes on a per capita basis to the Marigold system Executive committee recommend a letter be sent to Mrs Kesler advising her the M D council has over the years discussed M D participation in the Marigold Library System with ratepayers in all areas of the M D. Due to the large cost involved if the M D. joined the system the decision has been not to participate and rural residents would be responsible to pay the non - resident fee if they wish to use a library in this area 12. Richard Rowe - Swalwell Property - Lots 6 & Half of 6 in Block 5 Swalwell Mr Rowe has written advising he has made arrangements with Ken I� Enns of Swalwell to keep his lots presentable in return for use of the property It was noted if Mr. Enns is willing this I should solve the problem for both the M D and Mr and Mrs Enns letit�� sen+ Executive Committeee recommend a letter be sent to Mr Enns and `ttie Mr. Rowe indicating the solution is satisfactory to the M.D if Mr Enns is agreeable to looking after the clean up of the lots j 13 Addition to Policy 13 -10 - Crop, Borrow Pit and General Land Damage for Backslopinq Borrow Pit Agreements At the request of council clause 11 has been drafted This clause explains why the M D feel it should pay for loss of crop based on $175 00 per acre regardless of the number of crops involved - such as canola underseeded to clover. 3 EXECUTIVE COMMITTEE REPORT OCTOBER 7th 1992 Executive Committee recommend this paragraph be added to Policy --r"-4 13 -10 pQ1 K� 14 Bridge File 7027 WSW 13- 31 -24 -4 - Brosseau Bridge ko rzG < Bridge Branch advises this bridge consists of precast spans which provide a 7 3 meter roadway They request the following information to assess the bridge requirements Council's comments on the proposed road width for the reconstructed grade Is the 7 3 meter roadway adequate or is more width required to accommodate road improvements and or user requirements Will council arrange for a bridge survey When will council be doing the road improvements Executive committee recommend Bridge Branch be advised there will be a 28 foot roadway, the bridge should be widened to 30 se"t j feet in the most economical way possible and the M D will obtain the necessary bridge survey 15 Alberta Ministry Responsible for Seniors •The Ministry Responsible for Seniors will be holding Showcase 92, which is an opportunity for seniors, professionals who work with seniors and the general public to find out about everything from home care programs to lesiure opportunities for seniors It is hosted by the Federal and Provincial governments It will be held in Edmonton on October 22nd and October 23rd Admission is free �� \ed Executive Committee recommend to accept and file 16 Cancellation of Road Plans - N E 9- 33 -22 -4 SR 836 Robin Arthurs has determined Road Plans 731555, 3266 J K and 1091 H.I in the N E 9- 33 -22 -4 should be cancelled and the land returned to the balance of the quarter as same is no longer required for public access. A motion of council is necessary to request cancellation and return to the land owner - Arnold Franke. Awl . Executive Committee recommend Road Plans 73155, 3266 J K and 1091 T H I in the N E 9- 33 -22 -4 be cancelled and the land no longer I� required for public access in that quarter be returned to title with the balance of the quarter. I� ✓ 17 Lorne Howard Tax Cancellation Mr. Dunay has requested council cancel the sum of $166 02 ►�OR�i taxes on Roll 5509000 N W 30- 34 -25 -4 All of Mr Howard's land was not taken into consideration when calculating the exemption"' for his home Executive committee recommend the sum of $166 02 be canclled 18 Jubilee Insurance - Surcharges., Jubilee has renewed the M D. master auto policy and have levied an 18 10% surcharge due to the 9 2757 percentage loss ratio Most of this resulted from the claim paid from the motor cycle - • gravel truck accident n EXECUTIVE COMMITTEE REPORT OCTOBER 7th, 1992 Executive Committee recommend to accept and file as information 19. J Blackie Pit Mr Jeffery reviewed with the committee the amount of gravel which is required from this pit by 1997 He also noted he met with Jan Blackie- Goodine and she is willing to extend the lease to January 31st, 1994 and accept $1 00 per yard for pit run gravel It is not her intention to grant any further renewal or extension of this lease at that time The gravel must be removed from her land, and the area reclaimed by January 31st, 1994 As there is no need to crush gravel there at this time it ws suggested to haul the pit run from her land now and stock pile it for crushing later Executive Committee recommend up to 150,000 yards of pit run gravel be removed from the Jan Blackie Pit using contract ScT truckers, the gravel be removed as soon as possible and the pit run be stock piled at suitable locations to the north and to the south of the pit area, and the number of yards being removed and the cost being incurred be carefully monitored 20 P.B I North Road The Canada Transport Safety and the R.0 M P have reviewed the site of the recent gravel truck train accident They have recommended the signage on that road be improved They feel there should be a 50 KM per hour speed zone on both sides of the railway tracks, a railway crossing ahead sign on both sides of the tracks, and a 70 KM per hour speed zone north of the tracks Executive Committee recommend the signage and speed limits be 0-1-4 changed as per these recommendations and an amendment to the drG�t speed limit be drafted and brought back to the next meeting of council 1Z 21 Fence Repairs - Michael Keim - N W 8- 29 -25 -4 I Mr Michael (Marvin) Keim has submitted an account for $80 00 which he feels the M D owes him for fence repairs He deducted the $80 00 from his tax remittance He has been advised that the outstanding $80 00 will be subject to penalty Executive Committee recommend Mr Keim be advised in writing Ie��Pc there is still $80.00 outstanding on his 1992 taxes which will be subject ect to � penalties, and further that the M D will not ✓ accept responsibility for the fence repairs 22 AAMD & C Vehicle Group Tender AAMD & C has forwarded documentation regarding a vehicle group tender. It was noted AAMD & C had previously been advised the M D. was not interested COUt1G%l Executive Committee recommend to accept and file 23 Canadian Heritage Rivers systems i The Canadian Heritage Rivers System Committee has forwarded information about this program. L 26 Tax Cancellation - Delton Boese and Barry Boese Delton and Barry Boese own other land which was not taken into consideration when calculation their farm exemptions Barry Boese's taxes should be reduced by $53 52 and Delton's by $169 45 Executive Committee recommend $53 52 be cancelled from Roll {r OT\ 3053000 - S E. 10- 31 -25 -4 and $169 45 from Roll 2247010 N E 29- 30 -25 -4 27 City of Lloydminster - EEMA Costs / The city of Lloydminster has forwarded information about the costs incurred for the submission made to the EEMA Review Panel Based on the population breakdown the M D 's share would be $822.32 The M D paid $481 93 which was the initial �� ►� amount requested by the City Executive Committee recommend the difference of $340 39 be paid to the City of Lloydminster, and this be the final contribution from the M D 28. Everett Subdivision - N.E 22- 31 -23 -4 The proposed subdivision on this quarter was reviewed There are 4 existing approaches into the proposed subdivision as well as two other approaches into the balance of the quarter section off the east -west road Executive Committee recommend the subdivision may be completed, as soon as the 1992 taxes are paid, and further the land owner S�n+ be advised with regard to the culverts and approaches on the proposed subdivision the M D will only accept responsibility for maintenance and replacement, if required, of the culvert and approach which leads into the residence ' 29 Dick Bruntjen - Fence Repairs 6 EXECUTIVE COMMITTEE REPORT OCTOBER 7th, 1992 Last year during brushing operations Mr Brunt en's fence on the N E 32- 33 -26 -4 was damaged. The brushing work was been done for Mr Whatley across the road, but while the brush was being pushed around Mr Brunt en's fence was damaged He had a new fence, had requested the M.D fix the fence, but the work was not done He has now repaired the fence and has requested the M.D reimburse him for the material cost of $100.00 1 Executive Committee recommend Mr. Bruntjen be reimbursed for the fence material 30 1992 Gravel Crushinq Executive Committee recommend the M D. do the following crush this fall - 3/4 inch - 10,000 yards Garson Pit and 20,000 yards at McNair Pit 20,000 yards at the Garson Pit Chips - 8000 yards at the Garson Pit kP }y�� and further Linden Contractor be asked for a price for this j g, and Mr. Jeffery find out what other areas are paying for A w,S"Q crushing. 31 Alberta Economic Development Alberta Economic Development and Trade is putting on a presentation to explain the program opportunities of the Canada - Alberta Partnership Agreement. The presentation will be held October 27th in Red Deer Executive Committee recommend to accept and file as October 27th is a council meeting day V. 32 Mrs Helen Lowen - Access for Andrews Mrs Helen Lowen called after receiving our letter regarding j paying her an annual rent if she would allow public access through her land She has indicated she would not be willing to do this Executive Committee recommend to accept and file as information k iaND��W f 33 Report re Annual Rental Increases - Access Roads Mrs Wilkinson has calculated the annual rentals for the following access roads• C Klamski access through S E 20 to N W 20- 28 -21 -4 for Jaffrey II Rental will increase from $50 00 to $350 00 per year<<� 1 �e George Garson - access to the Garson Pit - 3/4 of a mile I Rent will increase from $50 00 to $525 00 per year CID�``r` Charlebois - access to S E 30- 30 -21 -4 for Jack Barnes ro R ej% s a�� {`un Rental will increase from $180 00 to $428 75 per year This is for information of council i i 7 EXECUTIVE COMMITTEE REPORT OCTOBER 7th, 1992 Executive Committee recommend to accept the report as information 34 Linden Four H Club - Adopt a Highway Proqram Mrs Kathy Prohl asked if the M.D would allow their club to adopt Highway 806 There was no further information available regarding this program Executive Committee recommend the office obtain more .information from the group about what they plan to do, and further recommend the M D would have no objection as long as there was no cost incurred by the M.D or any liability V See Agenda Item for more information 35 Request for Garbage Barrel on SR 837 Turnout Mr. Code asked if turnout on SR 837 Campground on the barrels and a box - could be picked up the Orkney View Poi; the M.D. would put a garbage barrel on the The turnout is located east of the Lions east side of the road It was need two similar to what is on SR 583 and the garbage by the person who collects the garbage from Zt. Executive Committee recommend this be done v 36 Bridge Branch Report Bridge Branch has inspected three bridges and reported on condition of same ii File 6513 - SSW 13- 31 -24 -4 - Parker Bridge - Bridge superstructure is in fair to poor condition Bridge Branch is looking at possible options to correct the problems and will report to council again later. Would ask the M.D. to remove the dirt from the curb lines and ie "*r wash the deck to improve drainage s -mot Mr Kennedy advised the deck of this bridge was cleaned and all II drainage areas cleaned in the spring of 1992 The road is now II paved and will probably have salt and sand used this winter so the bridge will be washed again in the spring of 1993 Executive Committee recommend Bridge Branch be given this information. IFile 7474 - SSE 13- 31 -26 -4 - Sunnyslo e Bridge - Aproach are in fair condition but has problems Also substruct re spans is deteriorating due to leakage through the deck joints Bridge Branch is assessing options to maintain the bridge and will report to council again in due course The concrete overlay and deck joints which was scheduled for 1998 may have to be done sooner Galvanzied bridge rail, cleaning the abutment drains and patching of the spalls at the deck joints will cost $16,000 and may be done in 1993 This may be revised pending a decision on the best course of action to preserve the precast They would ask the M D. monitor the condition of the precast f units Also want to know if salt or dust control chemicals are placed on the road and if this could cause some damage. 8 0 0 0 E EXECUTIVE COMMITTEE REPORT OCTOBER 7th 1992 Mr Kennedy advised there has never been dust contorl used on this bridge Salt and sand has been used Bridge has been washed down the last two years Executive Committee recommend Bridge Branch be advised accordingly File 847 SSE 4- 32 -24 -4 - Leslie Branch on SR 583. Bride superstructure is in poor to adequate condition Bridge Branch will assess options for this bridge and advise council in due course Abutment caps and curbs will be patched - cost $1000. Wish to know if M D is putting salt or dust control chemicals in the area of the bridge How long have such practices been in place. Mr Kennedy advises salt and sand is used on this bridge. Bridge has been washed down in the spring the last two years. Executive Committee recommend Bridge Branch be advised ����`` � accordingly 9�"} 37 Dan Frere - Road South of St Anne Ranch Dan Frere is concerned about the condition of this road The Town of Trochu drain all their surface water into this area and now because the ditches are full the water flows back into his land He would like to see the ditches on this road cleaned out. Executive Committee note this project is on Mr. Rodger's list (Item #47) to be done and the work will be done as time permits 38 Hero Program - Safe Driving Program Mr Marz noted there is a program available for the schools regarding driving and safety and there is a need for $800 00 to assist with getting the program into the schools in this area Wondered if there was any excess funding in the FCSS budget which might be used for this program Executive Committee noted the Kneehill Community Resource Board would have to decide if there was sufficient funds in their budget to put on this program 39 Hot Mix for Patching Work SR 583 and SR 585 The Honourable Minister Al Adair has written advising the Province will provide the M D with up to 615 tonnes of hot mix asphalt material. Cost $18,360 00 Executive Committee recommend to accept and file and a letter of thanks be sent to the Minister and Mr A.J Brown 40 AAMD & C The AAMD & C wish to display flags of the various muncipalities at the fall convention They need to know if the M D has a flag. Executive Committee recommend the ARSM & C be advised the M D would be willing to provide a flag for this purpose. 41 W J Schmidt Subdivision - N E 25- 31 -24 -4 we f .7 EXECUTIVE COMMITTEE REPORT OCTOBER 7th, 1992 Mr. Schmidt is subdividing out a 12 45 acre parcel from this quarter His daughter lives in the house The road past the site has just been re -built Office wished to know if the M.D. would require the road widening agreement. Executive Committee recommend no agreement be required as the l` Tewt road has dust been re -built and likely will not be worked on _// again for many years 42 Glen Waqstaff - Local Authorities Pension Mr Jeffery advised the Committee regarding Glen Wagstaff and his local authories pension contributions As he was on Workers Compensation from June until September 22, 1992 that time could be deemed to be pensionable and the M D may have to make contributions for those months. Executive Committee recommend to accept the report as information and confirm his termination date was September 22nd.. 1992 43 AAMD & C - Statistical Analysis of Local Property Tax Revenues between municipal and education services Executive Committee recommend a copy of the report be given to 8-r," each councillor V/ '' 44 Louisa Lowen - Concern about M D Roads Mrs Lowen has forwarded photographs she took showing the dirt and grass piles on the side of roads in her area of Division 1 Executive Committee recommend a letter be sent to Mrs. Lowen advising her the M D is looking into the possibility of Pk,� purchasing a drag blade for use with the divisional graders, but this will not solve the problem if the adjacent landowner mows the grass and leave the grass on the road surface V," 45 Martha Doerksen - Account Mrs. Doerksen brought in pictures of the area which was brushed for her when the M D was doing the Buffalo Jump Road She was charged for the work and she feels she should not have to pay the account as a slough area has been created The matter was discussed with Lonnie McCook He advises he did not take dirt from the area in question, but wasted dirt in the slough area, he removed the trees at their request. There is and was a slough on both sides of the road and the culvert is only an equalizer culvert and the work he did for her did not create the slough area Executive Committee recommend the accounts not be cancelled ' Note, Lawrence Hogg 10 J I� W'
