EXECUTIVE COMMITTEE REPORT SEPTEMBER 3RD, 1992
The Executive Committee of Richard A Marz and Otto Hof f met on
Thursday, September 3rd, 1992, at the M D of Kneehill
administration office in Three Hills, commencing at 9 00 A M
John C Jeffery Municipal Administrator was present and Mrs
Jean Wilkinson was present and recorded the minutes
The following items were reviewed.
1 Gerald Dube - Lots 23 and 14 in Block 1 Wimborne
Mr Dube was given until the end of August, 1992 to remove his
personal property from this property The M D has acquired
title to the property under the tax forfeiture act
He has not complied with this direction but has advised he will `P�
be forwarding a letter to council regarding same ,�Mv
To date this letter has not been received
Executive committee recommend Mr. Dube be given a further time
to respond and Councillor Vickery contact Mr Dube to discuss
the matter
2 Edmonton Municipal Airport Letter
Representatives of the Edmonton Municipal Airport have forwarded
a letter requesting both moral and financial help from
municipalities to aid them in their fight to save the Edmonton
Municipal Airport Scheduled passenger service in and out of
the airport will only continue with this support Edmonton
City Council voted in support of consolidation of all scheduled
passenger service at the Edmonton International Airport by 1997
A referendum vote will be held in Edmonton on October 19th to
give the city voters a voice on this decision. A campaign is
under way to ensure the voters are informed about this issue and
funds are required to assist with this campaign

3 Letter from AAMD & C re* Select Special Committee on
Electoral Boundaries
President Gordon Miller of the AAMD & C met with the Legislature
Select Special Committee on Electoral Boundaries on August 18th
and presented to that committee the AAMD & C's position with
respect to development of new provincial electoral boundaries
A copy of his presentation has been sent to all municipalities
Executive committee recommend to accept and file as information 46ka
and a copy of the presentation be made available to any
councillor who wishes one
4 AAMD & C Letter re. Resoltuion #10 - Federal Government
Proposed Wade Protection Plan - Bill C -22
AAMD & C has received a response from the Federal Minister of
Consumer and Corporate Affairs, Honourable Pierre Blais,
regarding the resolution passed at the Spring Convention
requesting the Federal Government to exempt municipalities from

paying the proposed employer payroll tax as municipalities do
not normally go bankrupt.
The Minister has indicated he has split Bill C -22 by taking out
the provisions for the Wage Claim Payment Program to allow the
bill which covered other aspects of bankruptcy to be passed into
legislation Bill C -22 has been given royal assent without the
Wage Claim Payment Program The Minister is committed to
finding a long term solution to provide wage earner protection
and will be proposing establishment of a Special Joint Committee
of Parliament to study the issue and to report by June of 1993
on how this issue could be addressed

5 R C M P and Fall Convention
Sgt Tugnum of the local R C M P has advised senior RCMP
management will be available at the Fall Convention to meet with
any municipality who wishes to discuss police matters
He wishes to know if the M.D want to meet with them
Executive committee recommend to accept and file as information
and Sgt Tugnum be advised the M D will not want to meet with
• the RCMP at the convention.
6. Letter from Ralph Klein, Minister Environment re. Keivers
Lake Pumping Project
Ralph Klein, Minister of Alberta Environment advised the
Province has approved a grant of $46,500 00 in the 1992/93
budget for Keivers Lake Water Supply Study This is the final
grant required to complete the study
Executive Committee recommend to accept and file, a letter of t B
thanks be sent to the Minister, and further that the Parks
Committee review the entire pumping project and bring a
recommendation back to Council as to whether the project should
be continued
7 Altreck Industries Ltd , Brochure
Altrek Industries is a company which among other things prepares
advertising brochures for municipalities
Executive Committee recommend to accept and file as information �J"d
8 Request for Tax Cancellations
Mr Dunay has requested consideration of the following tax
cancellations.
Account 1618500 - Tracy Trentham - Pt N W 31- 30 -21 -4
Acreage was previously in the name of John Watt, as life
estate owner This life estate was removed from the acreage
prior to 1992, but M D did not receive notification until
after assessment roll was completed Mr. Trentham has
sufficient other farm land to offset assessment on the house
Mr Dunay recommends cancellation of $1021 45

Mr Adie did not advise Mr Dunay about other land which he
owns He is entitled to an exemption of $22,490 off the house
assessment He was given only a $600 00 exemption
Mr Dunay recommends cancellation of $597 09 improvement taxes Gov't W`t

9 Abandoned C P Rail line - Carbon to Drumheller
The Executive Committee had previously recommended the M D
write to the Provincial Government indicating the M D would be
interested in acquiring the abandoned railway line as such time
as the land is gifted over to the Province
However there was no indication who the letter should be sent to

Executive Committee recommend the letter be sent to the Minister
of Energy and Natural Resources
10. CAAMD & C Directors Meetinq
CAAMD & C advise the directors of the CAAMD & C will be holding
a meeting in Three Hills on Friday, September 11th, 1992 at
10.00 A.M.
Executive Committee recommend R A Marz attend this meeting, and
if not possible for him to attend, Otto Hoff attend

11 AAMD & C Letter re Surface Reclamation Officers
I Alberta Environment has requested the Association to consider
with its members the possibility of making greater use of local
reclamation officers in carrying out inspections of pipeline and
well site reclamations Environment expect the need will
increase in the coming years because of the new Environmental
Protection and Enhancement Act and the winding down of the oil
industry in many part of the province.
Environment will continue to reimburse municipalities for costs
as is done now, and the Department would implement a standard
provincial per diem rate and expense schedule The government
would also ensure proper training courses are provided Issuance
of the reclamation certificate would continue to require point
signatures with the province, thereby limiting the liability of
the local authority AAMD & C has forwarded questionnaire for
municipalities to complete Questions are- would you support
or oppose the increased use of local reclamation officers, etc
and would you be willing to accept the implementation of a
standard provincial rate schedule for per diem and expenses.
Executive committee recommend the M D advise the association
it would have no objection to this proposal subject to the
following conditions•
a Government continue to reimburse the local areas
b. Government remains totally liable for any damages, etc
c Per Diem rate is consistent and does not exceed the
rate paid to our local councillors
12 Town of Three Hills - Transfer Site Hours
The Town of Three Hills has agreed to the change in the hours
for the Three Hills Transfer Site and Rubble Pit, on condition
the change does not go into effect until October 4th, 1992.
This would mean the site would be open Tuesday to Friday

Executive committee recommend this change be implemented

13 Date for Organizational Meeting 1992 -93

Executive Committee discussed a date for the annual
organizational meeting A previous motion indicated the
organizational meeting should be a full day
Executive committee recommend the organizational meeting be held wT-X-4

on Monday, October 26th, 1992 and all councillors (and candidates
for councillors) be so advised after nomination day, and further
the regular meeting of council be held on Tuesday, October 27th,
1992

U PARKS COMMITTEE REPORT, AUGUST 10, 1992
The Parkz Committee met at 1^00 pm to review and
inspect the part facilities operated by the M D of
Kneehill The following members we/e piesent;
Otto Hoff
i Lawrence Hogg
Arthur Thomas
1 Keiver's Lake
Park Operation - [he committee ashed the Park Attendant,
Allan Mills, to accompany them on a tour of the par! The
committee felt that the overall operation of the paik wl-.�
good and that a number of Positive comments have been
received from part useis (Happy Campers) Otto commended
Allan on the job he was doing as Park Attendant Allan
replied that he would be znteiested in returning as Part-
Attendant again for 1903
Inspected Playground - equipment in good repair
Blearhers - reLommendpd not get bleachers for the baseball
diamond
Recreation Lquzpment - recommended not pu)cha.e any
additional items (Volleyball net etc )
Fiiewood recommended OP to rent a wood splitter for a
maximum of 3 days to cleanup woodpile
