EXECUTIVE COMMITTEE REPORT AUGUST 20TH, 1992
The Executive Committee of Richard A Marz and Otto Hoff met on
Thursday, August 20th, 1992, at the M D of Kneehill
administration office in Three Hills, commencing at 9 00 A M
John C Jeffery Municipal Administrator was present and Mrs
Jean Wilkinson was present and recorded the minutes
The following items were reviewed
1 AUMA Annual Convention - November 11/14/92
The AUMA has forwarded an invitation to attend their annual
convention
Executive Committee recommends to accept and file as information. \ec,
2 Alberta Tourism Parks and Recreation Recreation Volunteer
Award Program
Alberta Recreation will formally recognize and honor a number of
Alberta recreation volunteers through the Recreation Volunteer
Recognition Award Program. Does the M D have someone they wish
to nominate for this award
Executive Committee recommend to accept and file as .information.
3 Damage Claim - Jan Schoen - Crossfield
A letter has been received from Jan Schoen of Crossfield She
was passing a John Deere tractor with mower on SR 575 - 1 KM
west of where the County of Mt View starts The rock from the
mower hit the side window of her van Cost to replace $272 85
Executive committee recommend Mrs Schoen be advised the M D.
does not use a John Deere mower to cut grass, nor contract out k�4Fr
the work to anyone, and therefore cannot accept responsibility
for the damages
4 Annual Meeting Responses - John Hamm and Ken Hoppins
Mr. Jeffery reviewed with the Executive Committee his letter to
Ken Hoppins regarding the discount and penalty by -law - advised
Mr Hoppins the matter would be discussed at the April 13th,
1993 council meeting and he could attend if he so wished He
also reviewed the figures he had prepared and discussed in
person with John Hamm regarding how much the M D budget had
.increased over the past 5 years He felt it was better to
discuss them with Mr Hamm in person rather than try to send the
information in a letter Mr Hamm appreciated the time taken to
discuss the matter with him
Executive Committee recommend to accept and file as information
and nothing further be done with regard to the 1992 annual
meeting.
5. AAMD & C letter re* Canadian Heritage Rivers System Program
The Association advise the Province is currently considering a
proposal to take part in the Canadian Heritage Rivers System

program Environment Minister Klein is committed to making
Alberta a participant in the project. Under the program river
management plans must be developed and implemented for any river
or stretch of river which is nominated for recognition as a
Heritage River The association is concerned this may inhibit
economic development opportunities along designated rivers.
The CHRS Advisory Committee will work with local authorities in
the design and implementation of the program AAMD & C urges
all municipalities to invite representatives of the Advisory
Committee to meet with your council to ensure the committee is
aware of any concerns your municipality may have regarding the
Heritage Rivers program For more information or to arrange a
meeting contact Margaret Lounds of Calgary
Executive Committee recommend more information be obtained from
Margaret Lounds before making any decision about having a Scs
meeting with the Advisory Committee
6 Letter from Arnold Malone, M P re. NAFTA
Mr Malone has forwarded a copy of the Honourable Michael
Wilson's speech given to the Ottawa Centre Breakfast Club in
July The speech clearly explains the government's position in
the current round of negotiations on free trade
Executive Committee recommend to accept and file and a copy of'1<`
the speech be provided to any councillor who wishes one
7 Linden Rubble Pit Site
Mr. Cunningham has requested the M D hire a surveyor to pin the
boundaries of the Linden Rubble Pit Site
They wish to erect a fence around the site and as well wish to
dig another pit Are not exactly sure where the boundaries of
the property are
Executive Committee recommend Robin Arthurs be hired to locate ,1t
the boundaries of the site. tau

8 AAMD & C Survey re Councillor Group Life Insurance Plan
AAMD & C are examining the feasibility of offering a group life
insurance plan for all councillors Highlights would include
$100,000 term life, renewable and convertible covering with
no requirement for medical assessment to qualify. They request
any municipality interested to provide the information
necessaryto get a quote on the cost for such insurance

Executive Committee recommend the survey be completed and
returned to the Association
9 Alberta Mun Health and Safety Association Seminar
The Safety Association and Workers Compensation Board are putting
on a Backcare Train the Trainer Program Courses will be
held in varous area - one in Red Deer - October 15th,
1992
Cost to attend $60 00 per person Registration must be sent in
one week prior to course date

10 Mechanics Tool Costs - Income Tax Deductable
Arnold Malone, M P and Louise Feltham, M.P have responded to
the M.D 's letter which suggested mechanics should be allowed to
deduct the cost of their tools on their income tax returns
Mr Malone agrees with the suggestion Mrs Feltham sent a copy
of a letter she received from Don Mazankowski regarding his
stand on the matter - which is not to allow the deduction

11 City of Ottawa - Raise the Flag Day
The Mayor of Ottawa has forwarded information about the first
Raise the Flag Day On July 25th a number of mayors and reeves
got together and proclaimed September 26th, 1992 as Canada's
first Raise the Flag Day The association has forwarded
information to the M D about how to be a Raise the Flag
Community and the cost to be part of the association

12 AAMD & C Letter re Ag Statutes Amendment Act
AAMD & C has forwarded a copy of the Agriculture Statutes
Amendment Act which contains an amendment to the Meat Inspection
Act to give the provincial government authority to regulate
mobile butchers
Regulations to regulate mobile butchers are in draft form only
and not yet approved Agriculture provided a copy of a briefing
paper outlining the contents of the proposed regulations and the
AAMD & C has forwarded a copy of same
Executive Committee recommend to accept and file as information -N,J
13 Barry Lemay - M D. Hydraulic Scrape
Mr Lemay wishes to know what the M D want for the pull scraper
Executive Committee recommend a minimum price of $15,000 00
14 CTAP HoverCraft Tours
CTAP have indicated the Hovertours have obtained some additional
funding and should be able to get the project completed and
underway
Executive Committee recommend the M.D. advise CTAP they may 1rkr
release the balance of the M D CTAP funds to the Hovercraft sA^
Tours
15 Canada Post - Super Mail Boxes - Huxley
Canada Post wish to move their super mail boxes from their
present location near the old Antique Store north across the
road to the corner by the abandoned garage

The Executive Committee of Richard A Marz and Otto Hoff met on
