The following items were reviewed.
EEMA Review
The City of Lloydminister has advised that an EEMA Coordinating
Committee meeting has been set for September 3, 1992 At this
time further actions and recommendations will be review Larry
Shaben, of Shaben World Enterprises Inc. has been engaged by the
Committee and has recommended some further actions The
Committee is requesting any further input or ideas be passed
along to the area coordinating person prior to the meeting
date. The issue of billing individual municipalities for the
services of Larry Shaben, which to date total $20,132 05, will
also be addressed at the upcoming meeting

2 Family Violence Prevention Month
Alberta Family and Social Services has sent a letter to all
Alberta jurisdictions requesting involvement by declaring
November Family Violence Prevention Month
Executive Committee recommend to accept and file as information
3 Transportation Association of Canada membershi
Alberta Transportation and Utilities has written a letter about
the Transportation Association of Canada (TAC), of which they
are a member of the Board of Directors They have also enclosed
a membership application form and information sheet on the TAC
The TAC is a non profit association which acts as a neutral
forum for the discussion of transportation .ideas and concerns
Membership would be $300 00 per annum

4 A A M D & C Survey on Seed Cleaning Plant Program
The A A M D. & C Board of Directors has been approached by
Alberta Agriculture to offer comments on the future funding of
the Seed Cleaning Plant funding program The Board has
developed the initial position calling for the elimination of
the upgrading component of the program, thus limiting future
funding to new and replacement plants The Board is requesting
re��
each member to complete a survey indicating support, non support
or an alternative position in this matter

Executive Committee recommend that the survey be completed
indicating the M D does not support the Board's position but
rather supports funding both the upgrading and replacing of seed
plants

The City of Edmonton will be celebrating its 100th anniversary
August 23 - 28/92 The Edmonton Journal has designed a full
,page birthday greeting from municipalities at a cost of $100 00
per participating municipality This cost will cover the name
of the municipality and its reeve
'Executive Committee recommend that the M D participate in
(sending this anniversary greeting to the City of Edmonton at a �'1ej

�6 Alberta Safety Council membership
The Alberta Safety Council has send a brochure outlining its
services and also a membership application The Safety Council
addresses issues of safety in the school, the workplace and the
home Membership includes a quarterly newsletter, certificate
and pin

7. Constitutional Referendum
.Bill 1, The Constitutional Referendum Act has been given third
;reading and received Royal Assent The bill presents three
alternatives for conducting a constitutional referendum, to hold
the referendum in conjunction with the provincial election, to
hold the referendum separately; to hold the referendum in
conjunction with the municipal general elections Mr Jack
Davis, Deputy Minister, Alberta Municipal Affairs has requested
a Constitutional Referendum 1992 Municipal Election Information
Sheet be completed by every municipality This is to provide
information for the planning of implementing, if necessary, a
constitutional referendum in conjunction with the municipal
elections
Executive Committee recommend that a letter be written to Jack
Davis, Deputy Minister of Municipal Affairs, indicating support
for the first and second alternatives for conducting the
referendum and opposing the third alternative

9 Alberta Electrical Energy Marketing Act (EEMA)
The City of Grande Prairie has written a letter requesting
municipalities write to their M L A urging them to support the
EEMA and not support Trans Alta Utilities lobbying to disband
the EEMA

10. Municipal rubber stamps
The Royal Rubber Stamp Co has manufactured rubber stamps for
.different municipalities These stamps consist of a drawing of

a hopper car and the municipality's name Ken Kowalski, M L A
has suggested these stamps be used on letters, packages, etc to
help promote "Take an Alberta Break The cost of the stamps
start at $22 00 each

11 Leo Gaetz - Vehicle damage
°Mr Leo Gaetz is requesting reimbursement, in the amount of
$72 01, for damages incurred to his vehicle while travelling on
a local road Mr Jeffery noted that the damages were incurred
while Mr Gaetz was travelling on SR 836 when it was undergoing
road construction
Executive Committee recommend that a letter be sent to Mr Gaetz
'advising him that the municipality accepts no liability for the SPr�
damages
12 Equalized Assessment for Summer Villages
A.A M D & C has sent a letter advising that the Alberta
Assessment Equalization Board is recommending Municipal Affairs
phase out the "concession' currently given to Alberta summer
villages in the calculation of equalized assessment This
recommendation is also consistent with the A A.M.D & C's
position

13 Three Hills Health Care Centre's Role Statement and 1993/94
capital construction fundinq
We have received a copy of the letter the Three Hills Health
Care Centre has sent the Hon Nancy Betkowski, Minister of
Health The letter outlines the role of the hospital in
regionalization and requests continued approval for the
Physiotherapy/Rehabilitation centre project
Executive Committee recommend to accept and file as information
The Executive Committee meeting then adjourned
