HomeMy WebLinkAbout1992-07-23 Council MinutesEXECUTIVE COMMITTEE REPORT JULY 23rd 1992 The Executive Committee of Otto Hoff and Lawrence Hogg met on Thursday, July 23rd, 1992, at the M D of Kneehill administration office in Three Hills, commencing at 9.00 A M ,Mrs Jean Wilkinson was present and recorded the minutes 'The following items were reviewed 1. Highway 27 and North Gorr Road Intersection A letter was sent to Alberta Transportation regarding the poor condition of this intersection Don Bell from Alberta Transportation at Carstairs called - noted some patching work had been done - what else did the M D require Discussed situation with Oris Roger and advised Mr Bell the holes had to be dug out and the area re -paved as it was not in good condition Mr Bell indicated the contractor was gone, would have to get funding for this work from his department (discuss with his regional engineer) and noted the reason they did not pave the goad approach was because it was soft, the surface was flexing Viand they felt it would be best not to disturb it They are 'supposed to pave back 60 meters from the shoulder of the road but this was not done He did agree the apron was broken up because of the trucks turning Oris feels they should be required to fix the apron as their 11sand and salt trucks sit on this intersection, turn around there our road is soft because of the salt from their trucks Executive committee recommend to accept the report as information and Mr Rodger monitor the condition of the road and follow through with Transportation if necessary I 2 Alberta solicitor General - Victims Programs Assistance Committee it Letter from Alberta Solicitor General asking for information about programs and services provided which focus on assisting victims of crime Other aspects are child abuse, sexual assult, family violence Executive Committee recommend the department be advised about the service provided by the Kneehill Community Resource Board 3 Minister of Labour - Safety Codes Act The Minister of Labour has forwarded a copy of a document prepared by her Department called Toward a new system of Public Safety - A Safety Codes Act Transition Paper The Province has created a Safety Codes Council which will provide information about safety and the document explains how the Province iwll make the transition from the old system to the new safety legislation Executive Committee recommend a copy of the document be given to Lawrence Hogg and Alex Cunningham for their review and report back to Council. 4 Schmautz Pit Lease Mrs. Wilkinson noted the lease October 31st, 1992 Suggestion that tenders should be called for 1 with Ralph Kientz will expire was made previously in council leasing the property this time o C-� \S MPm o Su r vej re J.d AuG51�z. a a'Y1 P �A is • EXECUTIVE COMMITTEE REPORT JULY 23rd, 1992 Ito ensure all ratepayers are given an opportunity to bid on 1''same, and also to make it clear the M D accepts no !responsibility for provision of water on the land, or the ;fencing The land is leased on an as is basis i 'Executive Committee recommend an advertisement be put in the ,paper with a closing date for receipt of tenders for the first 'meeting of September 5 Letter from Stan Schumacher Stan Schumacher sent a letter addressed to Richard Marz, Cheque enclosed for $261,548 50 being one -half of 1992 road grant together with a letter from Al Adair, Minister of Transportation Executive Committee recommend a letter of thanks be sent to Mr Schumacher and Mr Adair. 6 AAMD & C - Population Breakdown by Township & Range AAMD & C advise out of 42 responses to the request to contribute $500 00 towards obtaining the population breakdown by township and range, 22 refused to pay. They are now trying to negotiate with Stat Canada and others to form a consortium to purchase this information It will likely cost between $500 00 and $1000 00 instead of the original $500.00 quoted All councillors (other than Lawrence Hogg) were phoned Agreed the M D would contribute up to $1000 00 to obtain this information. Executive committee recommend to accept and file as information �i 7 Alberta Assessment Appeal Board The Provincial Assessment Appeal Board will be here on Thursday, August 13th to hear appeals by 6 ratepayers against their assessment The hearings will be held in the council room. Executive Committee recommend to accept and file as information. 8 Letter from Mr Adair, Minister of Transportation Mr Adair has written advising the Province will provide funding to cover the engineering for the base course and double seal coat construction on SR 582 - 27 5 kilometers Executive committee recommend a letter of thanks be sent to Mr. Adair, and a copy of the letter be given to Torchinsky Consulting for their information 9 Request for Tax Cancellations Mr Dunay has requested cancellation of taxes as follows 1 Roll 7193500 - U G G Huxley - one building assessed twice Error on his part - recommend taxes be reduced by $44 49 Executive committee recommend cancellation of $44 49. 2 Roll 5590000 - John Ferguson Mr Ferguson has a quarter of land in the County of Red Deer He did not advise the office about it so his house exemption did not take this additional assessment into consideration K Ad Ie�t­zrs 0-�) P V d� 4cr =� nd e l R J y 0 Id • N EXECUTIVE COMMITTEE REPORT JULY 23rd, 1992 ,Executive committee recommends cancellation of $337 52 3 Roll 4820000 - Albert Whatley Mr Whatley has a quarter interest in land in the County of Red Deer He did not advise the office so did not receive his total lexemption for his house. Edward recommended the cancellation Executive Committee recommend cancellation of $98 77 i4 Roll 7151000 - Wally Rasmussen 'House on Lots 2 and 3 in Block 5 was torn down in June of 1992 Garage removed over a year ago. Was not living in house, service disconnected and only reason house was not removed earlier was waiting for a person to tear it down for the lumber This did not happen so Mr Rasmussen had the house demolished The taxes applicable to the house amounts to $162.44 Mr Dunay made no recommendation regarding cancellation as there was no error in the assessment base He has made the necessary changes for 1993 taxation year Executive committee recommend $162.44 be cancelled 5 Ian Anhorn - Mobile Home Account 166 - NE 20- 31 -23 -4 Mr Anhorn moved the trailer off this land in June of 1992 Recommend cancellation of the balance of $296 79 Mr Anhorn has paid $296 79 Executive Committee recommend this balance of the cancelled 6 Blair Potter - Concern about Tax Increase Mr Potter advises his taxes increased from $1502 09 to $2302 12. Felt this was unacceptable Mr Dunay discussed matter with Mr Potter It appears the house was .incorrectly assessed too low No change for 1992 but assessment will be corrected for 1993 Executive Committee recommend to accept and file as information 10 Art Thomas Backsloping Agreement - NW 21- 31 -22 -4 Mr. Thomas has requested installation of an approach into his pasture from SR 836. Executive Committee recommend Mr Cunningham inspect the location with regard to site distance and report back to council r(z, before a decision is made on this request 11 CTAP Report Received letters from CTAP as follows. 1 Lynn Gustafson Guzoo granted $60,000 00 2. Helen McMurtry - granted $1500 00 received $1033.50 to date 3 Kneehill Historical Society - Application on hold until le society submits further information including financial statements 12 Canada Mortgage and Housing 3 �z \t i • EXECUTIVE COMMITTEE REPORT JULY 23rd, 1992 ('Canada Mortgage and Housing request assistance in promoting their RRAP program There is $99,000 available for rural homeowners, $433,000 for urban residents and $110,000 for disabled people for the 1992 fiscal year !:Executive Committee recommend to accept and file as information "' n" A6 and the office check with Mr Cunningham to see if the program Alex is advertised adequately in this area 13 Alberta Planning board - Two appeals have been set up for August 4th, at Hanna W J. Schmidt and Wes Gore Estate Gore appeal will likely be withdrawn Mr Schmidt is appealing the reduction of the parcel size so it likely will not be withdrawn Executive committee recommend if necessary Otto Hoff attend the hearing. 14 Gravel Days in August? Report re- Gravel days in June Sold 3388 yards of gravel during June gravel days - 1339 yards from Torrington Pit, 30 yards pit run from Hazelton Pit, 1621 yards from Megli Pit plus 6 yards of pit run, 402 yards at the Garson Pit None from Horseshoe Canyon Executive Committee recommend to have gravel days again in August subject to verifying with Mr Rodger about the avai.labity of gravel at the pits and whether gravel could be taken from Beveridge Lake stock pile site as opposed to Horseshoe Canyon area 15 Gravel Royalties Gravel Royalties are now set at 60 cents Policy 13 -9 indicates council will review royalty price and negotiate a new price for 1993 Executive Committee recommend this report be accepted, information about royalty prices paid in other areas be obtained and a report brought back to council at a later date 16 Letter of Thanks - Schmaltz Famil Received a very nice letter from Chuck and Darlene Schmaltz on behalf of their entire family Received very good service from Allan and Shirley Mills at Keviers Lake and felt the M D was very fortunate to have such excellent attendants and promotors of the park Executive Committee recommend Allan and Shirley be sent a letter of thanks from council for their good work. 17 Alberta Bridge Branch - Bridge File 8210 - Bevnon Bridge Bridge Branch has inspected this bridge and advise as follows- Bridge load restriction sign missing - (Robert Kennedy advised to check this out) M D. should monitor the decks condition and patch the stripdeck on an as required basis.
