HomeMy WebLinkAbout1992-07-02 Council Minutesi EXECUTIVE COMMITTEE REPORT JULY 2nd 1992 The Executive Committee of Richard Marz and Otto Hoff met on Friday, June 19th, 1992, at the M D of Kneehill administration office in Three Hills, commencing at 9 10 A M. John C Jeffery, Municipal Administrator, was present Mrs. Jean Wilkinson was present and recorded the minutes The following items were reviewed- 1 CANCELLATION OF TAXES Mr Dunay has presented several requests for cancellation of taxes due to errors made when completing the 1992 general assessment 1 Roll 1311000 Neufeld Farms Ltd Error in exemption LORw for residences - Tax reduction requested $233 21 '-G 2 Roll 445000 Hutterian Brethren Britestone - Error in '2)0 exemption for residences -Tax Reduction requested $202.31 3 Roll 3263 - Raymond Widmer - Error in exemption for residence - more land in Mt View - Tax reduction requested $472 96 4. Roll 4828000 - Leonard Litz - Error in year constructed re commercial buildings - Over charged $714 79 for building Tax reduction requested $714 79 5 Roll 5087000 - Rudolf Seidel - Error in exemption for residence - Tax reduction requested $438.98 Executive Committee recommend these tax cancellations be approved 2 Mitch Price - Mobile Home Licence 1992 I.oR� Mr Price moved his mobile home off NW 8- 30 -24 -4 in May of 1992 The balance owing on his licence fee for 1992 of $149 52 p should be cancelled Executive Committee recommend the sum of $149 52 mobile home licence be cancelled - Account No 137 3 AAMD & C Letter - Alberta Government Release AAMD & C have forwarded a summary of a document released by the Province regarding - What Albertans Are Saying About Our Economic Future This is a compilation of the public comments received as part of the Toward 2000 Together economic planning process Executive Committee recommend to accept and file as information 4 Edward Dunay - Report on Future Assessment Changes Mr Dunay attended an assessors convention in June This is a brief report on what was discussed at the convention. There will be major changes in assessment within the next 4 years 1 EXECUTIVE COMMITTEE REPORT JULY 2nd, 1992 New Property Assessment Act - White paper going to Legislature this month - Copies will be sent out to all municipalities for comment and feedback before November 30th, 1992 - Assessment going to market value by 1996 - Farmland will remain on a productive value basis - Land and buildings will be one value - Local Governments will be given more power Crow Rate- - Crow Rate to be eliminated by 1993 - Will use The Freedom to Choose Policy - Farmland assessments will have to be changed - Farmers will receive $7,200,000,000 back at an average of $86 00 per acre in the form of a bond This is for information of Council and if you have any questions Mr Dunay will try to answer them Executive Committee recommend to accept and file as information 5 The 1993 Recreation Grant Process was briefly reviewed Executive Committee recommend the committee set up }O sit previously review the file and the grants paid in 1992 and bring uP a recommendation to Council as to whether the 1993 grants should be paid as initially decided or should other changes be made to the formula. J 6 .74y% for 1992 Tax Sale A request has been received to set a date for the 1992 tax sale There may be 4 properties going into the sale this year. Two in Huxley, two in Swalwell and one in Wimborne. Executive Committee recommend the tax sale date be set for :7W October 13th, 1992 at 1-00 P M �^ P dG j 7 Letter of Complaint - Peter Kroeger Calgary �t-c Mr. Kroeger wrote asking why he was charged for working on a road approach into his land just above Hesketh (Former Peter David land) The charge was $16.05, he paid it but did not see why he should be charged for the work J Discussions were held with Dennis Bramley and it appears he should not have charged Mr Kroeger for this work Executive Committee recommend Mr Kroeger's money be returned to him and he be written a letter of Sao -1-oq-y 8 Palliser Regional Planning Commission - Regional Plan Review Palliser Regional Planning Commission have completed a review of the regional plan and would now like to have another meeting with representatives from all the municipalities to discuss some of the items which may impact some jurisdications Palliser has tentatively scheduled a meeting for July 15th or 22nd at 1 00 P M Executive Committee recommend Mr Hoff and Mr. Cunningham attend this meeting and further recommend the date be set for July 2 ��L El C r� v EXECUTIVE COMMITTEE REPORT JULY 2nd, 1992 22nd 9 Subdivision Road Widening Agreement Mrs Wilkinson has prepared a road widening agreement to be used for subdivisions She wondered if Council wish to now change their policy and make the road widening agreement applicable to the entire quarter section - not just that portion of the road adjacent to the proposed parcel This would be a change to existing subdivision policy Executive Committee recommend the policy be changed and road S' widening agreement be applicable to the entire half mile, not just adjacent to the proposed subdivision 10 Letter from Norcen Enercry Resources Norcen have forwarded a summary letter of their 1991 activities as well as their on -going strategies for 1992 and some other information pertinent to their operations Executive Committee recommend to accept and file as information ltcd 11 Alberta Road Management - Letter Alberta Road Management has terminated its membership in AAMD & C trading division The accounts payable department has been informed of this decision. Executive Committee recommend to accept and file as information 12 CP Rail - Carbon - Drumheller Abandoned Riuht of Wav C P Rail - Heavy Haul Systems have written advising as the abandoned railway line is in the process of being gifted over to the Provincial Government it is not available for sale. The only option available would be to entered into the licence of occupation with C P Rail Council had previously decided not to enter into the lease Executive Committee recommend a letter be sent to the appropriate department of the Provincial Government to advise them the M D would be interested in acquiring the land :7%-J at such time as the land is gifted to the Province. `^"�\ C�O 13 Howard Schafer - Olds - Road Approach - Widening Mr Schafer phoned and would like the M D to widen his approach into the N W 24- 33 -27 -4. There is an approach there now but it is too narow to accomodate a B -train Paul has checked the site distance and it is adequate There is no culvert in the approach and likely it is not required as the approach is on the top of the hill Executive Committee recommend the approach be widened by the M D 14 Letter from Welsh and Com any 3 L` 0 • r-I L_J EXECUTIVE COMMITTEE REPORT JULY 2nd, 1992 Mr Welsh has forwarded information concerning potential liability which the M D might encounter as a result of not enforcing M D by -laws Executive Committee recommend copies of this information be awe given to all councillors The Executive Meeting then adjourned r Jean Wilkin on___...
