EXECUTIVE COMMITTEE REPORT JUNE 3rd, 1992
The Executive Committee of Richard Marz, Lawrence Hogg and
Harold Mueller (after 1.45 p m. )met at 1.25 p m on Wednesday,
June 3rd, 1992, at the M D of Kneehill administration office in
Three Hills.
John C Jeffery, Municipal Administrator, was present
Miss Lisa Paget was also present and recorded the minutes
The following items were reviewed-
1 Jubilee Insurance - Reciprocal Insurance Exchanae
A letter has been received from Jubilee Insurance notifying that
as of July 1, 1992, a 25% increase in premiums over the previous
year will be required to adequately fund the self insurance
property pool due to heavy losses the pool has suffered
Executive Committee recommend to accept and file as information
2 Presentation to road authorities '92 AGT Construction Program
AGT held a meeting with Lonnie McCook April 10, 1992 where they
discussed some of AGT's problems and concerns regarding road
construction AGT would like the M D to notify them of the
following- give 10 working days lead time to the road
construction start date and provide future development plans (2
- 5 years) in advance. Also, sketches of service work plans are
not required by the M D although Alex Cunningham should be
advised when AGT is plowing any service wire in our area, the
M D does not require pre /post inspections and at the present
time the M D moves temporary cable back to the road allowance
and would like to see contractors responsible for moving the
cable if they are working on the project

3 Electric Energy Marketing Act Review Panel
A letter has been sent to the M D from EEMA review panel giving
a listing of the times and places of hearings, listing of the
submissions that are expected, expected order of questioning of
submissions at each hearing location, names and brief
description of the backgrounds of the Panel members and an
outline of the procedure to be followed at the the Hearings
Executive Committee recommend to accept and file as information.
4 File 71693, ISW 18- 29 -22 -W4 - Shar les Job
This site has recently been inspected by Bridge Branch The
pipe is in fair condition with a life expectancy of 10 years but
could be extended by installing a pipe liner Alberta
Transportation is requesting standard survey information be
provided in order for them to assess the impact of the proposed
grade improvements.
Executive Committee recommend a letter be sent to John O'Brien le -der
advising him that the project has been put on hold for 1992 and
a survey will be done when the project is put back on the road
construction program

5 File 70339, WNW 24- 31 -24 -W4 - Brosseau Proiect
Letter received from Alberta Transportation advising the M D
that the pipes at the above location are in fair condition but
inadequate for the proposed road improvements Alberta
Transportation will supply the culvert but M D forces will have
to remove the old pipes and .install the new pipe This will
include excavation, supply and placement of the structural fill,
supply and placement of heavy rock rip rap, final grading and
disposal of the existing culvert They have also requested that
confirmation of the right of way is available to complete the
project

Executive Committee recommend a letter be sent to John O'Brien
advising him the right of way is available and the project has
been placed on the 1993 road program
6. Jan Blackie - gravel lease renewal
Mr Jeffery advised he has not yet been able to contact Jan
Blackie regarding the gravel lease renewal
Executive Committee recommend Mr Jeffery continue trying to ✓
contact Mrs Blackie.
7 Bridge Culvert - S W 9- 31 -22 -W4 - Sec 836 Project
Alberta Environment has issued the M D a permit pursuant to the
Water Resources Act for the above project It is the M D 's
responsibility to obtain all other authorizations which may be
necessary.
Executive Committee recommend to accept and file as information
and a copy of the letter and permit be given to Bob Kennedy and
Lonnie McCook
8 Bridge Culvert - S W 33- 31 -22 -W4
Alberta Environment has issued the M.D. a permit pursuant to the
Water Resources Act for the above project The M D is
responsible for obtaining all other authorizations which may be
necessary
Executive Committee recommend to accept and file as information
and a copy of the permit be given to Bob Kennedy and Lonnie
McCook
9 Blow Dirt in Ditches
Council has not made a decision regarding any M D involvement
in removal of blow dirt from ditches
Executive Committee recommend to accept and file as information
and the problem be discussed later in the fall ✓
10. Sale of M D Flaq
A request has been received from Doreen Henry and Don Marshall
of Carbon to buy an M D flag to display at their home in Carbon
Executive Committee recommend that a letter be sent to Ms Henry iP�r
and Mr. Marshall advising them that the cost of an M D flag spn�
would be cost plus 20%

11. Alberta Municipal Affairs - Alberta Local Employment
Transfer Payment
Minister of Municipal Affairs has written indicating the sum of
$395,933 00 is being forwarded on June 1, 1992 representing the
M D 's grant under the above mentioned program

12 Alberta Transportation - Agreement Sec 836
The agreement between the M D and Alberta Transportation
covering preliminary engineering costs on secondary 836 has been
received This agreement covers preliminary engineering costs
to a maximum of $36,248 50
Executive Committee recommend Mr Marz and Mr. Jeffery sign the 9 ea d
agreement with Alberta Transportation (Zeka
13 Leonard and Joan Litz - N W 27- 33 -26 -W4
A copy of the backsloping and borrow pit agreement between Mr
and Mrs Litz and the M.D. was reviewed Mr and Mrs Litz have
requested that the M D remove the fence south of the culvert
and backslope and also widen the approach going into the
property
Executive Committee recommend the M D do the required work as
requested
14 Secondary 582 - write off
Mr Jeffery advised that the M.D. must write off $30,006 36 for
the secondary 582 project on the grant from Alberta
Transportation
Executive Committee recommend that the outstanding balance of UPrrr�
the road grant for secondary 582 be written off G�v�
15 Virgil Rempher - Hay Berreth Stock Pile
Mr Jeffery adivsed that Virgil Rempher is interested in cutting
the hay at the Berreth Stock Pile site again this year
Executive Committee recommend Mr Rempher be allowed to continue sC�t
cutting the hay at a cost of $50 00 1✓
16 Alberta Planninq Board - Section 78
The Alberta Planning Board has advised that an exemption from
the operation of section 78 of the Planning act, to permit two
or more residences on a parcel less than 80 acres in size can
now be processed The Alberta Planning Board no longer has the C
authority to process and decide requests

17 AAMD & C - Bulk /Group Tenders
A letter from the AAMD & C has been received regarding
bulk /group tenders Products proposed for these tenders include
culverts, grader blades, fuel, herbicides, copy paper and
firefighter turn -out gear The association would spec out items
even though you may not require them at that time They
are
asking for the M D 's input in the form of any comments or
suggestions

18 AAMD & C - Briefing
The AAMD & C has sent the M D briefing papers with respect to
proposed new provincial legislations for our .information The
briefings include the Constitutional Referendum Act, Agriculture
Statutes Amendment Act, Irregation District Rehabilitation
Endowment Fund Act, Alberta Local Employment Transfer Act
,
Environmental Protection and Enhancement Act, and Public Safety
Services Amendment Act. Complete copies of the Bills themselves
will be made available to municipalities upon request.

19. Alberta Transportation - Review of Bridge Priorities
Comments concerning item #19 through #22 of the M D 's bridge
listing are being provided to update the status of projects
File #1971 - ISW 3- 31 -22 -4 - Carney low level crossing - this
area is adequately served by the bridge on Highway 27
Transportation will inform Council of their comments

File #7712 - WSW 16- 31 -24 -4 - Bumper Gas Plant Road - Design
of a new structure is complete The proposal has been approved
by Council and the project would be scheduled when required to

indicated in 1990 that we would install a low level crossing to
improve access at this location Transportation advises that
repairs and painting should be adequate improvements for the
bridge A suitable truss for widening is still not available
and doubling is not feasible at this time Mr. O'Brien would
like to know if this is considered a priority to widen

File #9815 - WNW 13- 29 -24 -4 - Jackson Bridge - Transportation
has advised that the salvage precast span was completed April 1, i\e�
1992 and further action is not required
Executive Committee recommend to accept and file as information
20 WSW 13- 31 -24 -4 - Local Road Three Hills Creek
Letter received from Alberta Transportation requesting
information on the proposed road width for the reconstructed
grade, which is on the 1993 road program, is the 7 3 m roadway
at the bridge adequate or is more width required to accommodate
road improvements? Transportation is also requesting the M D
arrange for a bridge survey

21 Bridge Priorities - Items #10 - #17
The following bridge files were reviewed by Alberta
Transportation and they have given the M D their comments
regarding items #10 through #17 in the Septmber 17, 1991 listing
of bridge priorities.
File #73839 - ISW 17- 29 -22 -4 - Sharples Bridge - The bridge was
removed in December of 1991 since the rail line had been
abandoned and was no longer needed No further action is
required at this site
Executive Committee recommend approval of Alberta
Transportations recommendation
File #74998 - ISW 13- 28 -23 -4 and File #75001 - WNW 02- 29 -25 -4
(Bricham Bridge) - Alberta Transportation requested bridge
survey's May 11, 1992 They will be forwarding a proposal for
the M.D 's approval when the survey's are received and design
complete, until then any action is on hold. 1
Executive Committee recommend to check on the M D 's
recommendation
File #76317 - WSW 23- 33 -25 -4 - Transportation advised this
project is complete and the grant earned for this installation
was deducted from the previous account for cost sharing on a
bridge near Acme (File #9815)
Executive Committee recommend this location be checked as it is
felt it should be section 33 not section 23 and costs from Oris
Rodger to be checked out
File #81693 - WSW 9- 34 -25 -4 - Kerns Project - Alberta
Transportation advised the pipe was supplied for installation in
1991 Partial payment of the grant was made in 1991 with a
balance of $1650.00 being deducted from the M D 's share of
bridge work at file #9815
Executive Committee recommend a note be made in the Jackson file
File #6588 - SSW 27- 30 -26 -4 - Lonepine Creek - The bridge survey
was received by Alberta Transportation and a proposal will be
forwarded to Council for approval when design of a new structure
in completed

Executive Committee recommend to accept Alberta Transportations'
comments
File #6848 - INW 14- 29 -24 -4 - Entice Bridge - Alberta
Transportation advise that repairs to the deck, pier and curb
are tentatively scheduled for August of 1992 The M D should
contact their office if the deck's condition is causing a
problem Replacement of the bridge would be difficult to
justify based on spacing of bridges and traffic demand
Doubling the existing truss and widen the approach signs should
be reviewed as should the option to strengthen in lieu of
widening Once the review is complete they will advise the M.D.
of the cost involved and their recommendations concerning these
opertions
Executive Committee recommend the M D go ahead with the review.

Mr Jeffery advised about the editorial in the Municipal World
Magazine titled From democracy, to autocracy, to hypocrisy -
Disrespect for elected Municipal office, which he feels each
Councillor should look at Also there is an article on page 17,
titled "Municipal Case Summaries ", which Mr Jeffery feels
should be reviewed by the MPC
