HomeMy WebLinkAbout1992-05-22 Council MinutesC3 EXECUTIVE COMMITTEE REPORT MAY 22nd, 1992 The Executive Committee of Otto Hoff and J Finlay Code met at 11 30 A M on Friday, May 22th, 1992, at the M.D. of Kneehill administration office in Three Hills John C Jeffery, Municipal Administrator, was present Mrs Jean Wilkinson, Assistant Administrator was also present and recorded the minutes The following items were reviewed- 1 Bridge Branch File 9815 - WNW 35- 29 -26 -4 Bridge Branch have written indicating the M D had agreed to share costs on this bridge project and the M D 's 25% share is $19,000 00 Bridge Branch will deduct the M.D.'s costs from future bridge installation grants until the costs have been covered Executive Committee recommend to accept this recommendation from Bridge Branch A copy of this letter must be given to Herman Martens for costing purposes 2 AAMD & C - Final Report Freedom to Move in Life Itself AAMD & C has forwarded a copy of the report from the National Forum on Seniors Transportation called Freedom to Move in Life Itself The report addresses transportation issues which affect senior citizens Executive Committee recommend to accept and file as information 3 John C Jeffery Appointment to CLGM Educational Committee Mr Jeffery advised the Executive Committee he had been appointed to the educational committee of the Certified Local Government Managers Association at the Banff Refresher Course He was not present so had no opportunity to say no to the appointment He asked for permission from Council to attend the meetings of this committee. It usually holds about 3 meetings a year The Association will likely cover his mileage, etc, but the M D. would be covering his wages for the days he is away J �f,G M "lo-Ti S Sc� f'!p,. Executive Committee recommend Mr Jeffery be authorized to attend the necessary meetings for the committee as part of his work for the M D 4 James Main /Lawrence Braconnier Road Access Agreement James Main telephoned the office today and indicated he was only prepared to pay $264.16 towards the costs for acquiring the land from Mr Braconnier to provide access to his residence and only if one acre of land is added to his driveway. This offer does not comply with the terms of the agreement previously entered into by Mr Braconnier and Mr Main Executive Committee recommend a letter be sent to Mr Braconnier (e4trr" asking whether he is prepared to accept this revised offer and Sent is prepared to pay the costs of the survey for the unpatented land 1 /1� EXECUTIVE COMMITTEE REPORT MAY 22nd, 1992 5 Villaqe of Carbon - Walkina Trail West of Carbon Bridge Branch has indicated they will provide the large culverts required for the above noted files - located WSW 9- 31 -22 -4 and WSW 33- 31 -22 -4 The Province is not prepared to provide an installation grant for these culverts as it is part of the funding already provided by the government Executive Committee recommend to accept and file as information 10 Canada Day - Wednesday, July 1st j� There was discussion about the staff taking a Friday off and working on Canada Day - Wednesday, July 1st K I The Village of Carbon wish to know if the M.D. would be interested in a joint venture with the Village to develop natural walking trails on the abandoned road allowance west of Albert Bramleys out to Highway 21 Executive Committee recommend the Village be advised the M D is ler�r not interested in a joint venture and if Carbon wish to pursue SQn� the matter on their own the Council should advise the M D of their plans 6 Office Affidavit - Disposition of M D records Mrs Wilkinson reported the office staff have disposed of various M D records, mainly the 1983 and 1984 records An affidavit has been prepared indicating what records have been disposed of II Executive Committee recommend a copy of the affidavit be given to each councillor for their information and the report be accepted 7. 1992 Population Affi.dvit The new 1991 Federal Census figures of 4712 will have to be used when filing the M D population figures with Alberta Municipal Affairs The drop in population will affect the grants the M D receives from the Province - including FCSS, Municipal Assistance, recreation and any other grant which uses population in the calculation formula There is not time enough to do a census for 1992 The population figures indicate most areas in the Palliser Regional Area suffered a loss of population Executive Committee recommend council consider doing a census in 1993 and the 1992 affidavit be filed using the 1991 Federal Census Figure of 4712. 8. Alberta Transportation - SR 836 Grant Minister of Alberta Transportation has written indicating the Province will provide the sum of $984,620 for this project A letter of thanks has been sent to the Minister Executive Committee recommend to accept and file the letter as information 9. Ward 1 - M D Starland, Delia, Morrin, Munson and Rumsey Starland appoints the member as they have the largest population Ward 11 - M D Kneehill north of township 30, Town of Three Hills, Town of Trochu and Village of Torrington - Town of Three Hills at present appoints the member It was noted if their population is correct in the Federal Census figures the M D population may now be larger Ward 111 - City of Drumheller Ward IV - M D of Badlands Ward V - M D of Kneehill south of Township 31, Village of Acme, Carbon and Linden M D appoints the member as it has the biggest population Ward V1 County of Wheatland West of Range 23 - and Town of Strathmore Strathmore appoints the member Ward Vll - County of Wheatland -East of Range 24 Town of Gleichen, Village of Cluny, Hussar, Rockyford and Standard Wheatland appoints the member Executive Committee recommend to accept the proposed boundary �i1eL changes 11 Drumheller Heatlh Unit - Tobacco Products Control Regulations Drumh e 1 1 e r H e a l t h Un i t i s a skin g t h e M U c a mpa i g n £ o r a c t i o n o n t o b a c c o Executive -a commiY_tcQ recommFr�d to accept and Bile as information 12 AAMD & C - Final Report - Contaminated Sites Liablity AAMD & C has forwarded a copy of the final report on the Contaminated Sites Liability Issues Task Force The Task Force was struck by Environment Minister Ralph Klein to examine issues related to the definition of "person responsible for a contaminated site" under the new Environmental Protection and Enhancement Act The recommendations from the Task Force form the basis for new clauses in the recently re- introduced Act related to environmental protection Executive Committee recommend to accept and file as information 13 AAMD & C - Report re. Tuition Fees for Fire Training School The Province responded to the AAMD & C because of the concern expressed about tuition fees being implemented for attendance at the Fire Training School in Vermilion 3 �,\--4 i :�l C: 0 EXECUTIVE COMMITTEE REPORT MAY 22nd, 1992 The need for increased revenue to overcome budget restraints was the reason for .imposing the tuition fees Fees are lower than actual program costs and Province will continue to pay travel and subsistence expenses Province will consult with municipalities in any decisions affecting the future operation of the Fire School Effects will be reviewed after one year Executive Committee recommend to accept and file as information 14 Palliser Regional Planning Commission - Drumheller Valley Fire Protection Emergency Response Master Plan Palliser Regional Planning Commission is assisting the City and M D of Badlands with preparation of a master plan for the Valley dealing with fire protection and emergency response system The committee established would like input from the fire departments in the adjacent municipalities The departments will be contacted in the near future. Carbon, Linden, Acme and Three Hills Fire Departments were sent a copy of the letter Executive Committee recommend to accept and file as information *��el 15 Bridge File 75001 WNW 2- 29 -25 -4 Bridge Branch inspected the culvert at the above noted location Culvert was installed in 1958 Pipe is in fair condition but the life is limited due to corrosion of the floor They feel the M D should have the necessary bridge survey done and wish to know when the road in that area will be reconstructed so the culvert can be replaced Executive Committee recommend the necessary bridge survey be �s done by Torchinksy Consulting 16 Bridge File 74998 ISW 13- 29 -23 -4 Bridge Branch have inspected the culvert at the above location.
