HomeMy WebLinkAbout1992-04-23 Council Minutesa C•7 E �14 EXECUTIVE COMMITTEE REPORT APRIL 23rd, 1992 The Executive Committee of Otto Hof f and Hogg' met at 9.00 A M on Thursday, April 23rd, 1992, at the M D of Kneehill administration office in Three Hills John C Jeffery, Municipal Administrator, was present Mrs. Jean Wilkinson, Assistant Administrator, was present and recorded the minutes The following items were reviewed 1 CTC Phone System The warranty on the new phone system expires June 17th A service contract on the system would cost $1126 71 per year L- .1LArtel As there have not been many problems with the system so far it has been recommended not to enter into a service contract flex a a r sea Executive committee recommend the M.D not enter into a service contract for the phone system 2 Jim Hamer - N E 19- 30 -25 -4 Mr Harper is the owner of the balance of the quarter where the Linden transfer and rubble pit site are located He would like the M D to erect a chain link fence on the south and east side of the site to help contain the paper and plastic which blows onto his land Executive Committee recommend to try snow fence before going to the expense of putting up snow fence 3 Alberta Forestry, Lands and Wildlife - Road Plan N E d- 1n -11 -4 Alberta Forestry has obtained a copy of the registered road plan which created the Orkney View Point site and access road. They want to ensure the M D will in future contact their department before contructing any road on Provincial land to ensure the necessary reclamation work will be done and the appropriate permit obtained Executive Committee recommend to accept and file 4 Keda Expense Report Mr Jeffery provided a report showing the expenses incurred by Keda from February 1st to April 30th, 1992 There will likely be one more telephone call cost coming in in April Total costs $8425 46M D 's share of costs was $2478 76 and the balance of the costs have been charged out to Trochu, Three Hills, Linden and Torrington Mr Sommerville's contract will not be renewed Executive Committee recommend to accept and file as information 5 Subdivision Appeal - S E 25- 30 -26 -4 - E Miller and John Moore The Provincial Planning board has set an appeal hearing into this matter for May 12th, 1992. This is a council meeting day. o II , e'z�Pr 5'e^ t «d 1�3d Di E* 11 EXECUTIVE COMMITTEE REPORT APRIL 23rd, 1992 Executive committee recommend to accept and file and Frank Wesseling from Palliser Planning be advised the M D will not be able to be present and request him to present the M D views` on the appeal. 6 Complaint re Sileage Bags - Blowing Plastic The M D has received another complaint regarding sileage bags and the plastic which blows onto other people's land The complaint concerned Harold Bayes and Dennis Oster's operations Mr Bayes was contacted previously about the same problem Executive Committee recommend a letter be sent to Mr Bayes and Mr Oster and a copy of the letter be sent to the R C M P 7 James Main /L Braconnier Access Problem The Province had agreed to issue notification for the small piece of unpatented land involved in this matter. However Palliser Planning requested dedication of environmental reserve along the portion of the land which touches the Three Hills Creek The Province have now requested the M D survey the area before they will issue a notification and transfer the land to the M D or Mr Braconnier This will be quite expensive as the creek banks will have to be referenced in order to determine the actual boundaries of the parcel t ,I. 0'c r$ Executive Committee recommend a letter be sent to Mr Main and 1;A" Mr Braconnier to see if they are prepared to pay the costs of this survey 8 Advice from Norman Tainsh re- Termination of Employment Mr Tainsh has submitted his account for provision of legal advice to the M D regarding termination of employment Cost $268 47 .�,ea Executive Committee recommend the account be paid 9 Subdivision - Cameron Koch - N E 8- 32 -24 -4 Mr Koch has now submitted the necessary survey plan in order to complete his subdivision On checking the approach situation there is no proper approach into the proposed parcel Access is gained by driving off the undeveloped road There is no access off the east -west road which lies to the north of the proposed parcel Mr Koch is planning to sell the acreage Executive Committee recommend Mr Koch be requested to install a culvert and approach off the east -west road into the proposed VeC-S parcel before authority is granted to complete the subdivision C %c ✓ if the necessary sight distance is available 10 SR 575 West Nacmine Mr Hoff requested Council consider putting up two more chevron signs on SR 575 at the curves to advise east bound traffic there is a curve ahead Signs have been put up to warn west bound traffic 2 i C n C rr EXECUTIVE COMMITTEE REPORT APRIL 23rd, 1992 No recommendation was made by Executive Committee - - - - -- -- - - - - - -- M s Jean Wil 'nson, As Administrator I 3 4,11�--'2�L
