COUNCIL MEETING WEDNESDAY, APRIL 15th, 1992
The April 14th, 1992 Council Meeting which adjourned until
Wednesday, April 15th, 1992, reconvened at that time in the
M.D Office in Three Hills
The following were present for the meeting

Mrs Jean Wilkinson, Assistant Administrator, was present
and recorded the minutes
Oris Rodger, Public Works Superintendent was also present
Reeve Marz called the meeting to order.
The requests from the 1992 annual meeting were discussed as
well as the possible costs which would be incurred to have
the M D. costing figures audited It was suggested the
M D should have a minimum audit done on the costing
figures and obtain comparison figures for municipality and
contracting cost from Wheatland, Starland, Red Deer,
Mountain View and Starland
There was further discussion on this matter.
Mr. Marz moved setting a date for continuation of the 1992
annual meeting be tabled until an audit can be done on the
M D costing figures for graders and grader comparison
figures be obtained from the M D Starland, County of
Wheatland, M D Rockyview, County of Mountain View, County
of Red Deer and County of Stettler, M D Clearwater and
County of Ponoka
CARRIED UNANIMOUSLY
It was suggested Mr Jeffery have the M D costing figures
for the gravel crew and grading crew operation available
for presentation at any continuation of the meeting
The annual road tour held on April 13th, 1992 was reviewed
as well as the proposed changes to the 1992 road program
The suggestion from the annual meeting was to reduce costs
Council had viewed the various roads on the road program
and agreed several should be removed from the 1992 road
program so only 9 miles of road will be done Whether
those project removed from the 1992 road program would be
added to the 1993 road program was also discussed and it
was agreed this issue would be discussed at some later date.
The need to do reclamation work in various gravel pits in
1992 was also mentioned.

The bids received for emulsion for 1992 were reviewed
Bids were received from Ace Asphalt, Koch Materials and
Pounder Emulsion
EMULSION
Mr Hogg moved if Koch Materials' price of $0 7136 per BIDS
gallon for HF 150S and $0 8900 per gallon for SEP 1 is in i ett r 1—V
the lowest bid, the M D purchase its 1992 emullion
requirements from Koch Materials KOCH
CARRIED MATERIALS
The meeting held with Mr Victor Moran was discussed Mr
Moran was, among other things, concerned about the amount
of sod left on the road after blading and cutting the edge MEETING
of the roads to get rid of the grass There was discussion V MORAN
about whether the graders should be doing this at all The
problem does vary, depending on when the roads were built,
but the grader operators were instructed to keep the grass
cut back othewise the roads become too narrow
There was lengthy discussion about the divisional
boundaries and whether it would be more efficient for the
graders to work areas without considering divisional
boundaries, and also whether the grader operators should be MOTOR
directly under the control of the Public Works GRADERS
Superintendent It was suggested the councillors would
have to be involved in winter time because of the number of
requests received for snowplowing
The use of the chemical Round Up to eliminate the grass on
the shoulder of the roads was also discussed Mr Vickery
GRASS
presented an article which described using a sprayer and
ON
chemical to control a strip of land around a field and
SHOULDERS
there was discussion about whether use of Round Up and this
type of spraying equipment could be use to eliminate or
control grass on the roadsides
Mr. Vickery suggested this could be tried on several roads
in his division on an experimental basis.
It was also noted if the M.D. graders are to deliver equal
and effective service to all the ratepayers divisional
boundaries will have to be eliminated
Mr Hogg moved control over the grader operators and the

given over to the Public Works Superintendent or his

designate and further moved the Public Works Superintendent
establish a new working area for each grader operator on a

trial basis for the 1992 summer season and the change in
the system be discussed again by Council at the August 25th
meeting of Council, and further if it appears a change may
be required to the M D wage agreement this also be
discussed at the August 25th meeting of Council

Mr. Jeffery noted Mrs Osterman provided information ANNUAL
regarding the M D 's provincial grants for 1992 The PROV
Municipal Assistance grant will be $633,175.00, the regular GRANTS
road grant will be $433,341 00 and other smaller grants
will be $44,878 00 - dust control, $13,567 00 engineering
and Public Assistance Transportation Grant $15,937 00
Mr. Vickery moved to accept this report as information

there was discussion about what will happen if the Province

fact this road was removed from the road program Mr P 8 I
Jeffery noted the road is in terrible shape and there was NORTH
discussion about ripping it up and re- surfacing it with a ROAD
chip seal
Mr Hoff moved the P B I north road 1 1/2 miles be ripped
up, up to 500 yards per mile of gravel be applied, packed
in and the road re- surfaced in 1992

discussed Items under review from 1991 were reviewed
again and answered as follows
1 Oil Sampling - Discuss with Ori.s Rodger to see if
any need to change present practices
2 Safety is slack - taken as comment - Safety Committee
is continuing with review of policies, etc
3 Shift overweight control - Refer to By -Law Enforcement
Officer Committee for discussion
4 Lack of enforcement of by -laws and policies - refer to
by -law enforcement officer committee for discussion
5. Concern expressed by grader operators about neglecting
their own areas when called to do other work -
This issue has been addressed
6 Salary for motor graders - Tabled to August for more
information
7 LS2000 Program re saving gravel - Item was not
addressed
8 Document maintenance program - refer to Shop Foreman
for his .input and request him to provide Capital
Committee with information prior to mid October each
year as to amount of work he feels is necessary for

Tandum offset disc based on the following suggestions.
Rent $150 00 per day. Minimum Charge $150 00 Disc can be
rented on a weekend or when Public Works Crew is not using
same, must be PULLED with a tractor NOT A TRUCK or
transported on a trailer, can only be rented to an M D
ratepayer, renter must pick up machine and return it to the TANDUM
appropriate M D location, renter must pay a $150.00 DISC
deposit prior to picking up the disc, M.D. crew foreman has RENTAL
the right to refuse removal of the equipment from his crew POLICY
if the renter does not have safe and adequate
transportation to move the disc
and the draft policy be reviewed again by Council P °fit

Mr Marz moved the Road Committee review the need for yield
signs on the Thomas Davis Road

Mr. Marz moved the three private wells north of the
Torrington Pit be monitored at least three months prior to
starting any pumping at the Torrington Pit
CARRIED
Mr Hoff moved the M D rent a John Deere grader from Twin
Tractor Ltd , for $6000 00 per month - based on 190 hours
per month - for a period of six months, and the rental be
applied against purchase price of $162,380 00 if Council
decide to purchase same at a later date, and further moved
Council pay Twin Tractor Ltd the sum of $125 00 per month
for insurance coverage on the machine

1990 operational review
