EXECUTIVE COMMITTEE REPORT APRIL 9th, 1992 The Executive Committee of Richard Marz and Otto Hoff met at 9.25 A M on Thursday, April 9th, 1992, at the M D of Kneehill administration office in Three Hills 6 Letter from A A M D &C re Provincial Assessment Authori 1 John C Jeffery, Municipal Administrator, was present Mrs Jennifer Deak, Assistant Accountant, was present and recorded the minutes The following items were reviewed 1 Letter from Alberta Transportation and Utilities John O'Brien has inspected the crossing at W /NW 24- 31 -25 -4 (File 13238 ) and recommends the culvert ( 1524 mm) be replaced and the road relocated on the road allowance. The Executive Committee recommend that only the culvert be replaced and that the road not be straightened 2 Commercial Vehicle Enforcement Training Program Certificate st The M D sponsored Bob Bell, R.0 M P officer from the Three Hills detachment on this training program with Alberta Transportation He has successfully completed the course and been given a certificate Executive Committee recommend Reeve Marz present this certificate to Officer Bell at the Three Hills R C M P detachment 3 Letter from the Town of Drayton Valley The Town of Drayton Valley is extending an invitation to attend a working conference entitled "Hands on Environment" in Drayton (Valley on June 3 & 4/92 to discuss environmental and waste (management issues t !Executive Committee recommend to accept and file this letter �4 James Main Road Approach Pt N E 22- 31 -24 -W4 The M D is in the process of negotiating an easement to try to alleviate the approach problem at James Main's property (SE j27- 31- 24 -W4) This would involve transferring land between the Mr James Main, Mr Laurence Braconnier and the M D This can be considered under the Private Land Sale application to purchase. !A non - refundable application fee of $50 00 plus G S T is P� required to be submitted with the application p Executive Committee recommend the application be made along with J1rCJf) the non - refundable fee of $50 00 plus G S T�ec`���� 5 Alberta Treasury Branch Service Charge Agreement The Treasury Branch is requesting that the M.D renew their annual service agreement, under the same terms as the previous air year flex- Zo�9z Executive Committee recommend that this agreement be signed and returned to the bank. 6 Letter from A A M D &C re Provincial Assessment Authori 1 a� 7 J i; 9 9 No E C? EXECUTIVE COMMITTEE REPORT APRIL 9th, 1992 The A A M D &C, as directed by Resolution #12 passed at the Fall Convention, met on February 19/92 with the provincial Agricultural and Rural Affairs Caucus to express opposition to the creation of the provincial assessment authority Executive Committee recommend to accept and file this letter 7 Letter from the Minister of Finance The Federal Minister of Finance has written a letter to all municipal administrators advising them on the status of the G S T and secondary road construction Under certain conditions the full G.S.T. is recoverable by the municipalities Executive Committee recommend to accept and file this letter 8 Tax Arrears by Oil Companies Mr Dunay, the assessor, has informed us that the Assessment Branch feels that if taxes are not being paid by oil companies then the municipality should have their solicitor write to the parties to encourage payment Executive Committee recommend that in cases of tax arrears with oil companies the municipality, not the solicitor, write a letter to the company requesting a letter of intention from the s`s company regarding the tax arrears and their proposals to bring the taxes up to date. 9 Letter from Arnold Malone Arnold Malone, M P Crowfoot, has sent a letter and circular outlining the 1992 federal budget highlights. Executive Committee recommend to accept and file this letter 10 Road North of 31 in 34 -23 -4 and North of 36 in 34 -24 -4 The M D had an requested the County to reimburse them for costs to re- gravel this section of road. The road belongs to the County but is maintained, under a previous agreement, by the M D in consideration for the County reciprocating this service on a section of M D road The County has responded that it will undertake the road gravelling themselves S�, \Cd. Executive Committee recommend to accept and file as information this letter 11 Drumheller & District Solid Waste Management The Association has been setting aside $20,000 00 /year to fund the replacement or major repair of containers It was proposed that only mayor repairs and replacements be paid by this fund and minor repairs be funded by the member municipalities Executive Committee recommend that all minor repairs, to a maximum of $1,000.00, be cost shared by the participating municipalities and that major repairs, over $1,000.00, be paid genk from the fund 12 Ray Dau Road widening S W 3- 32 -23 -4 In 1959 the M D purchased some road widening but did not acquire the land in front of Mr. Dau's farm site The plan was E H n i H L' EXECUTIVE COMMITTEE REPORT APRIL 9th, 1992 re- surveyed but road widening was taken along the entire quarter instead of only the farm site Mr Dau now wishes to have the land returned to him Robin Arthurs has estimated it would cost approximately $700 00 to rectify this situation I! Executive Committee recommend that Mr Arthurs be authorized to ,;re- survey the area 13 Public Meeting for Seniors Programs Alberta Seniors has sent a letter inviting Reeve Marz to public consultation meetings regarding policies, programs and services for seniors The meeting will be held May 30/92 at the Kerby Centre in Calgary Executive Committee recommend to accept and file as information this letter 14 Letter from the Office of the Premier Letter from Premier Getty's assistant acknowledging our March 5/92 letter regarding municipal assessment and Three Hills Hospital funding and advising that our letter is being forwarded to the appropriate Ministers for their response Executive Committee recommend to accept and file as information this letter. Letter from M L A Ed Ewasiuk, M L A Edmonton Beverly Letter and circular outlining the policies of the N D P Executive Committee recommend to accept and file as information ✓ 17 Canada's Fitweek '92 Letter and magazine outlining Fitweek May 22 -31/92 Executive Committee recommend to accept and file ✓ 18 Letter from the Village of Torrington The Village of Torrington and their Tourism Committee is interested in producing a Craft Circle Tour Brochure and /or Craft Directory to promote local artisans and bring tourists to our area They are requesting the help of local municipal offices to assist with the photocopying and distribution costs of a such a pamphlet. A planning meeting is scheduled for April 9/92 at 7 00 P M in the Town of Three Hills Office Executive Committee recommend to accept and file as information 19 Letter from Canada Post 3 EXECUTIVE COMMITTEE REPORT APRIL 9th, 1992 Letter advising that Canada Post has no new policy to phase out rural mail box delivery It will continue to review all aspects of postal service Executive Committee recommend to accept and file as information 20. Kevin Haller Celebrity Golf Tournament Letter requesting the M D to sponsor or donate to this event The proceeds will go to S T A R S Executive Committee recommend that since the M D has already made a donation to S T A R S this letter be accepted and filed ` as information 21 Letter from Alberta Agriculture re. D H E Mrs Shirley McClellan, Associate Minister has acknowledged our letter expressing concern over the vacancy of a D H E. in Three Hills. She noted that there is a twelve month hiring freeze but that our area needs will be closely monitored Executive Committee recommend to accept and file as information 22 Letter from A M A re directional signs The A M A has been providing directional :secondary roadway intersections They are advise them if we require any additional signE \ea signs at rural and requesting that we Executive Committee recommend that all Councillors be given a copy of this correspondence and report to the administrator if any signs are needed 23 Letter from Alex McEachern, M L A Edmonton Kingswa A letter from the NDP member discussing the provincial deficit icalculation and revenue shortfalls !Executive Committee recommend to accept and file as information 24 Mr Ken Stewart - Wind Screen Alberta Agriculture, Office of the Farmers' Advocate has written to advise that funding has been approved, through a Farming For the Future Grant, to erect a wind screen around Mr Stewart's hog lagoon They have requested that the M D. provide assistance in the digging and setting of the posts for the wind screen Executive Committee recommend that the M D provide the manpower and equipment to dig and set the posts around Mr Stewart's wind screen 25. Letter from Alberta Environment The Atmospheric Environment Service is offering to provide technical advice to any municipality that is interested in funding the costs of a repeater station to receive Weatherradio Canada reports. The cost to erect a repeater on the Carbon Tower would be approximately $9,000 00 with an operating cost of $1,00 00 /year Other options could be to cost share with surrounding municipalities Executive Committee recommend to accept and file as information n �, \<,-A ir �\\ek 26 EXECUTIVE COMMITTEE REPORT APRIL 9th, 1992 Local Authorities Pension Plan Board A A M D& C has sent a letter urging chief administrative officers and reeves to attend information sessions regarding the recent agreement to amend the Local Authorities Pension Plan A meeting is scheduled for April 14/92 in Red Deer Executive Committee recommend that Jennifer Deak attend this meeting on behalf of the M D 27 Alberta Electric Energy Marketing Act Review Panel has been established to examine Alberta's lectric Energy Marketing Act This Act reduces electric rate isparities within the province Changes to it could mean an !increase in power costs for some areas Alberta Power is encouraging business' in this area to remit written notice of intention to submit input on this review This notice must be received by the panel by April 21/92 and written submissions by May 21/92.
