Introduction of Officials Reeve and Councillors Reports 3.00 P M FCSS Report from Family Resource Workers 3.10 P M Other reports - School Division 3.30 P M General Questions 4.30 P M Reeve's Concluding Remarks and Adjournment Al s e n 3 N 1� 1992 ANNUAL MEETING MONDAY, APRIL 6th, 1992 The 1992 annual meeting was held on Monday, April 6th, 1992, commencing at 1.30 P M It is to be noted the Council held an open house in the morning to provide interested ratepayers with the opportunity of touring both the office and the main shop and the opportunity of discussing with M D employees and councillors any facet of the M.D. operation A light lunch was served to interested ratepayers at noon in the Three Hills Community Center and the Councillors provided the lunch at their personal expense The following were present for the annual meeting in the afternoon. Reeve Richard A Marz Councillors J Finlay Code, Otto Hoff, Robert E. Boake, Harold Mueller, Richard M Vickery and Lawrence Hogg. John C Jeffery, C.L.G M , Municipal Administrator Mrs Jean Wilkinson, Assistant Administrator was present and recorded the minutes James Ablett, from the firm of Kangas, Ablett, Auditors for the M D of Kneehill Various other employees of the M D of Kneehill including Oris Rodger, Lonnie McCook, Alex Cunningham, Art Thomas, Edward Dunay and Herman Martens. Mrs Maureen Kubenic, Chairperson for the Three Hills School Division, and Stan Price, Trustee for the School Division, Bert Adrian, Administrator and Ed Skuba, School Superintendent Former Councillors, Gilbert A Berdahl, Ralph W. Brown, Ralph Loosmore and Bruce Hastie Various ratepayers as per the register filed with these minutes Tim Shearlaw and Judy Watson, Representatives from the Three Hills Capital Mr Jeffery called the meeting to order and requested nominations for a chairperson for the meeting Bruce Hastie nominated Ralph Brown as Chairman As no further nominations were forthcoming, Mr Brown was declared elected as Chairman for the meeting by acclamation and he took charge of the meeting Mr Brown expressed thanks to the council members for providing such a good lunch for the ratepayers Mr Brown called on Reeve Marz to introduce the councillors and administrative staft Reeve Marz did so and he also extended a welcome to the School Division Chairperson Mrs Kubenic and Trustee Stan Price f-1-041 N U �Iwl i I& 1992 ANNUAL MEETING MONDAY, APRIL 6th, 1992 Reeve Marz advised the meeting that Mrs Kubenic and her husband are moving to Westlock soon, and noted the M D 's loss will be Westlock's gain Mr Marz gave a report to the meeting as follows Been a honour to serve as Reeve for the last five months Reviewed the added responsibility and noted Council had undertaken an ambitious road program in the past two years in order to capitalize on the Provincial Government secondary road program The M D has completed 70% of its secondary roads under the provincial program which is the highest percentage in Alberta Discussed the actual costs for road construction undertaken by the M D as compared to government rates and noted our crews operate at 66% of government rate Reviewed the proposed 1992 road program and noted if the negotiations with Alberta Transportation regarding completion of SR 836 are successful, this program may be put off for a year or so Noted the M D. has been impacted by having to assume responsibility for bridge inspections, the loss of the utility officer grant program, and by the G S T. With these added costs it has been difficult to maintain the mill rate Reviewed the tax arrears situation and noted the Council had passed an early incentive payment bylaw for 1993 and changed the amount of the penalty rates for 1992 Noted the direction from the last annual meeting was to donate to Stars - this was done - $1500 00 and for the M.D to put up township road signs This was not done due to the high cost - about $200,000.00. Perhaps this could be looked at later if requested again by the ratepayers Mr Marz then moved adoption of his report Vote was taken - and the motion carried The councillors then gave reports about the committees they are responsible for and work they have done over the past year J Finlay Code - One priority was to develop SR 836 - and hope this will be done Gravel a problem - have stocked piled enough to last for about six years at a site near the Kneehill Creek Sit on the Drumheller Hospital Board - working on the new hospital plans - cost abour $35 million - built in two phases - 110 beds should be built in about 2 years Drumheller Health Unit has budgetary problems, funding cutbacks, good home care program - about 400 on the program Provide a good service for the money and staff available. Otto Hoff - Chairman for the A S B and gave a report about the activities of the Service Board Noted there is no D H E in our area and have asked the Province to look at filling that position E* E He 0 1992 ANNUAL MEETING MONDAY, APRIL 6th, 1992 Sit on the Parks and Cemteries Committee, reviewed Keivers Lake and Swalwell Dam and noted the cemeteries which are looked after by the M D Sit on the Palliser Regional Planning Commission Board and reviewed his duties for the commission. Is a member of the M D road committee to review completed road projects and complaints received As Deputy Reeve is a member of the M D disaster service committee Obtain backsloping agreements for road projects in his area Sit on the M D executive committee and has been appointed by the Province to the Alberta Agricultural Development Corporation Appeal Board. Sit on the Kneehill Community Resource Board, and is a member of the M.D. Development Appeal Board Mr Hoff advised the ratepayers it is his intention to step down this year but if there is no nominations received he would likely let his name stand Robert E Boake - reviewed his involvement with the Drumheller and District Solid Waste Association - when the association was set up, the costs incurred and population served Harold Mueller - Introduced the three workers who have been hired to work as community resource workers under the area Family and Community Support Services program - Chris Voki.ns, Shelley Jackson and Wanda Moar Reviewed the reasons the service was set up Noted he sits on the Golden Hills Lodge Board, as well as the M D Community Tourism Action Committee, Big Country Tourist Association Have been successful in getting the Bleriot Hill road project done, and last year the Orkney Hill road project was done This road is a vital link for the south east area of the M D The balance of the SR 837 hopefully will be done in 1992 These road projects were funded by the Province. Sit on the Three Hills Recreation Board Noted as he is moving to Drumheller soon, will not seek re- election this fall. Has been a privilege to serve the best area in the M D and the easiest people to satisfy Has been able to have the alignment of SR 836 changed on SR 583 to 1 mile east of the Ghost Pine Store Also hopefully SR 583 will be based coursed this year to Hugo's corner, as well as SR 837 Richard M Vickery - Worked for M D for 17 years before being elected as councillor Nice to see some faces he recognizes Works on the Budget committee, the capital committee, is a member of the Torrington Recreation Board, M D of Kneehill Municipal Planning Commission, FCSS north �v� L!� El 1992 ANNUAL MEETING MONDAY, APRIL 6th, 1992 zone committee, Further Education and the M D. safety committee Worked on reviewed of the M D tax penalty by -law Reviewed for the ratepayers the changes to the M D penalty by -law and the early incentive bonus Lawrence Hogg - Sit on the North Zone Committee for FCSS, Trochu Recreation Board, Road Committee, Capital Purchase Committee, Provincial Fire Committee, Parks and Cemeteries, Keda, Safety and Employee Committee and other committees set up by council Worked on completion of the Buffalo Jump Park Road and the South Huxley Road - which was contracted R A Marz - Sit on Budget Committee, as Reeve is on the Alberta Disaster Services committee, Three Hills Seed Plant, Central Zone for FCSS as well as the Kneehill Community Resource Board, Chairman of the Development Appeal Board, and sit on the Central Association of AAMD & C Represent the M D on the KEDA committee, and the Kneehill Ambulance board The 1973 Olds ambulance raffle raised about $3000 00 for new equipment Noted the KEDA committee was formed to try to attract business to the area with a specific project in mind As Dick Sommerville s contract runs out at the end of April a meeting of all councils will be held on April 16th to determine the future of the committee Mr Mueller was then called on to introduce the Community Resource Workers and the workers reported to the meeting on the activities and work they are doing The expressed their thanks to the M D for their continued support of the program Mr Mueller expressed thanks to the workers for taking time to come to this meeting Mrs Maureen Kubenic then gave a report on behalf of the Three Hills School Division She noted as she will be moving away from the area the position of trustee for her area will be open this fall The meeting was then open for general questions from the ratepayers 1 Howard Boles - From the graph in the paper it appears 38% of the revenue comes from the industrial base and 30% from the farm land base How much of the uncollected taxes owing this year came from the industrial area and how much from farm land R A Marz - the $638,000 increase in uncollected taxes represents about $50,000 from farm land and the bulk from industry. 2 Bruce Hastie - Penalties are up over last year. M D collected $95,000 more in penalties over last year Disagree Council should implement a discount dust to help the rich Why did Council increase the penalties N �9 a Ll-r I I 1992 ANNUAL MEETING MONDAY, APRIL 6th, 1992 Mr Jeffery- The revenue from penalties is $95,000 over budget but alot of it is still owing With regard to the early incentive payment felt this was a good way to increase the cash flow for the M D As the payments must be received before the end of March will know exactly how much should be budgeted for to offset the early incentive payments given 3. Allen Becker. When you give a discount you have to charge someone else more to make up for it. Has any steps being taken to collect the outstanding taxes from industry Mr. Jeffery- When your taxes are two or more years in arrears action is then taken. Same procedure for commercial or farm land Treated the same way 4 Allen Becker How much will 4% early incentive payment affect the budget Mr Jeffery - It could cost up to 4% of $8 Million dollars if all ratepayers took advantage of it We will know by March 31st how much it will cost. If we give out an early incentive payment the costs must be included in the budget Hopefully it will bring the money in in March rather than in September With regard to the penalties we budgeted $48,000.00 and the penalties levied were actually $143,000.00 However some of the penalties have yet to be collected Mr Ablett from Kangas, Ablett, accountant for the M D spoke to the meeting and advised that under the accrual accounting method penalties are recorded in the books when levied, but if the taxes are not paid neither will the penalties The outstanding penalties form part of the taxes receivable at the year end 4. William Jones. My concern is spending over the past 5 years If it continues our taxes will increase If Council can't cut spending the ratepayers will have to R A Marz• We can cut taxes at the next meeting We would like some direction from the people - what programs do you want to cut out? Municipal Mill rate has not risen in two years - to cut the mill rate will require a decrease in services The M D has absorbed over $200,000 plus just in normal business costs without increasing taxes because of G S.T , fuel costs etc It is hard to hold the mill rate without cutting services The direction from the divisional meetings last year was to spend more money by donating to Stars and to put up township road signs 5 Ralph Loosmore See you are planning to fix roads in the Twinning area - Leave them alone give us a patrol once in awhile 6. Stan Boles: Reserves are $600,000 00 actual $400,000 00 - what happened to the difference Mr Jeffery - We actually budgeted to use $600,000 00 from reserves but required only $400,000.00 M D has a total of 1 3 Million reserves and we draw from those reserves X11-11�14- -,,-I / :�E �q C 1992 ANNUAL MEETING MONDAY, APRIL 6th, 1992 7 Doug Kaiser - My taxes went from $1198 00 to just about $2000 00 Using the M D garbage disposal site is my only service - Why are my taxes so high Edward Dunay- Suggested Mr Kaiser meet with him in the office to review his individual assessment records Noted under the new general assessment 3 acres of any site with a residence is assessed at market value, only a residence on a farm is assessable, but on acreages all buildings could be assessed, use provincial rates for all assessments The total assessment in the M D for farm land under the new assessment rules has gone down, acreages did not change much, and industrial assessment base went up 38% Discussed the residential exemption and that a person has to have sufficient farm land to offset the residential assessment Mr Kaiser suggested there should be more information provided on the assessment slip so they could see what their taxes would be Mr Dunay noted it is hard to show the mill rate on the assessment slip as the assessment slip must be sent out before the end of March and the budget is not yet set by Council at that time 8 Elmer Hiller - Can not understand why my assessment has gone way up on the home quarter and the assessment on my wife's land had gone down Why is there such a difference? Mr Dunay suggested Mr Hiller come into the office and review his assessment with him He noted it could be up because of the residence assessment or the 3 acre site value 9 Keith Doerksen The taxes in the County of Red Deer are much less than this area - about 1 /3rd less There must be some way to cut costs - perhaps School Division should take a look at their costs - school buses, etc Mr Dunay and Mr Marz spoke on this matter Noted it is hard to compare the M D assessment base with other areas - they may have more industrial assessment There are many reasons, the County has the Joffre gas plant Mr Doerksen noted he just wanted to know why there taxes are so much less Mr Marz noted can not advise about the difference now but could provide him with more information later Mr Vickery advised Mr Doerksen the County of Parkland received $17 million dollars from Transalta Utilities alone If there is an industrial base it generates alot of money for a municipality Mr Hoff noted the County of Wheatland get alot of tax revenue from the Carseland fertilizer plant His quarter in Wheatland across the road is $500 00 +- and his quarter in Kneehill is $800 00 + -. Stuart Metson: Instead of trying to raise revenue - cut costs Does the County of Red Deer own their own gravel truck fleet, graders, etc Road Committee should drive around the area in an empty grain truck - not good Mr. Hoff - our roads will stand up to roads in other areas When our gravel trucks have so many kilometers on them we have to repair or replace them After so many years it is cheaper to replace them then repair We are in favour of keeping our own equipment as it employs people in the area You can get a contractor, but they will charge alot more than doing the work with our own equipment If the negotiations with Alberta Transportation are successful our crews will be doing work on the secondary road system which will make money for the M D 11 Allen Becker- I live on a road near the feed lot - you should build some roads in to that facility We pay for our own dust control - we do need some roads We all complain but you will have to cut corners Council should check on the use of lagoons for intensive operations We need some roads - maybe the M D should sell some equipment and contract the work out Mr Brown if we work for Alberta Transportation the machinery will be making money and not costing money 12 Howard Boles- industrial base was industrial base has see a short fall in have to transfer th, have a problem Before only land was taxed, then assessed, and from then on the expanded If industry fails we will our tax revenue and if you are going to a tax burden to the land, everyone will 13 Bruce Boles Perhaps you should keep your machinery longer - use old stuff and repair it - you do not need to drive new stuff. Mr Mueller - a committee has looked at streamlining the M D operation We will take steps to cut some costs. Perhaps in a month's time more .information will be available We cannot cut all the taxes - the school division requisition comes to us and it is passed on to you - it goes up every year The School Board is faced with dealing with unions - about 85% of their costs goes into salaries and wages 14 Wayne Stankievech• Times were tough last year Did not need to spend all that money on the building What did the building cost? I :I ril • 0 • 1992 ANNUAL MEETING MONDAY, APRIL 6th, 1992 renovations to the Weich building used as a temporary office After adjustments costs were $900,551 00 Reviewed history of the building since inception of the M D and original cost of the building compared to costs today There was discussion about the landscaping for the building, costs for same, and costs for landscaping the Three Hills Seed Plant yard 15 Wayne Stankievech• Roads are a problem - Gravel shortage in the area - too much going into the ditches Fisher Davidson road does need Oust control - Traffic volume on this road was discussed 16 Allen Becker What is traffic count on the Grainger Road He was advised traffic counts were not not available today but more information could be obtained for him 17 Len McCook Why is School Division not more accountable for their spending What would happen if the M D became a county? If you were responsible perhaps there would be more restraint Also the grading system - why not give control of the graders back to the Public Works Superintendent He is more capable of deciding which roads need grading. The new road in our area was finished last June - we did not see a grader on it until this spring. See the grader on the highway which is not needed Our grader man has the highest number of hours, but would like to know where he is. Perhaps he should be replaced Mr Hogg- The grader operators' time sheets and maps are available for you to see any time There are many roads which require work Some roads are hard to keep in shape. I am sure you will find the grader operator did work on your road. We can review his maps Perhaps responsibility for the grader operators should be turned over to Public Works superintendent totally, but the councillor is usually who a ratepayer will contact when you have a problem If you want full contracting we will listen Mr McCook The grader operator used to get around, now we don't see an operator - only once or twice a year It was noted because of the wider roads it takes more time to grade the roads - it takes three passes now on some instead of two Also the graders do some private work for ratepayers which may take them away from working on the roads Traffic is increasing and weight is increasing - takes more time to maintain the roads today Mr Brown- Discussed the concept of the County System //1 k& Z r 1992 ANNUAL MEETING MONDAY, APRIL 6th, 1992 Noted there are 30 counties in Alberta - ratepayers have to Mr Marz• Before you make a motion that will direct this council to go to contracting you better be sure you understand what is going on We are purchasing machinery cheaper than a contractor and we do not have to make a profit We are beating contracting prices Mr Mueller. I have always been a supporter of us doing work with our own trucks and crews He reviewed cost per cubic meter of dirt moved for three different M D road projects and price per cubic meter for contracted jobs. ask for a change from municipality to a county system 18 Ralph Loosmore Should not build roads so wide What about bridge markers - some are laying on the roads - posts are not set deep enough or should be tied to the bridges Mr Hoff Secondary roads are built to government standards which makes them wider People have bigger equipment and tractors - roads have to be wider 19 Bruce Boles - perhaps you do not need the roads up- graded 20 Esther Neher. How are the Hutterites taxed - are they taxed on a commercial basis They should be taxed in a different way Do they have all the same privileges as the rest of us7 Mr. Dunay: Hutterian Brethren land is classed as a farm - 3 acres are assessed at market value on a farm - they have a market value on 10 acres due to the larger residential site They are assessed same as any farmer - no different than a farmer who does custom work, a custom feed lot, and their houses are assessed and have the $40,000 00 exemption for the first residence and $20,000.00 for each additional resi.decne Mrs. Neher. How many colonies in M D and how many are coming? Mr. Dunay. There are only two with residences in our area and a 3rd one may be constructed south of Carbon There are four or five colonies who own land in the M D Mr Mueller advised the meeting that Colonies may be taxed an additional $2000 00 per child for the number of students their school is below the provincial student - teacher ratio This information is provided to the M D by the School Division and the money collected along with their taxes 21 Harold King - Office building is still my concern 300 people at a meeting last year Some felt the M D should not spend more than $400,000 00 but were advised no motions could be made About 99% of the people at the j meeting would likely have voted against the new office Council did nothing to cut back on the office and it was totally against the people's wishes We want you to cut back Alot of people feel you should go to contracting Some areas feel it is good, others do not If we pass a motion today at this meeting what will Council do about it Mr Marz• Before you make a motion that will direct this council to go to contracting you better be sure you understand what is going on We are purchasing machinery cheaper than a contractor and we do not have to make a profit We are beating contracting prices Mr Mueller. Bruce Boles. If everything included in that road building cost - half tons, office costs etc? Mr Mueller - costs from the shop and light trucks yes Mr Jeffery - there is no administration costs included Harold King- Paper showed figures of $97,000 +- for M D projects and $79,000 +- for contracting Does it not cost more to build a road to secondary standards? Mr Marz Yes The figures used in the paper are government rates, but our crews have averaged 62% less than government rates Question. Are a portion of the foreman s wages attributed to road projects Yes Harold King. What about administration expenses - there is alot of expenses in that office Mr Marz None of the administration costs are costed to contractor's jobs either Harold King The road from Sarcee Butte to Froleks has not been completed as yet. My suggestion is the M D should go to total contracting I have no way of knowing if this is the way to go, but most of the problem is with grading How about getting rid of our graders and contracting all the grading work this year Then if people are not happy you can get rid of that grader Mr. Marz* We have talked to alot of municipalities in Alberta and in other provinces and find the most frequent complaint people have is about graders and the condition of the roads. We had one situation where we switched operators for two or three weeks and the complaints did not go down. We try to strike a happy medium We always get lots of advice and different advice from different people on how the grading should be down Any ratepayer is welcome to ride with any graderman to see how they do it and tell them how to improve their grading There was discussion about the washboards in the roads Harold King If someone made a motion would you try it with contracted graders? What would Council do? Mr Marz We do hire private gravel trucks at 10% less than government rates I would hope people would know what they were doing before making that motion Harold King. What would Council do? Mr Marz. I do not know r£v' l �01 E M 1992 ANNUAL MEETING MONDAY, APRIL 6th, 1992 Stan Boles. - Perhaps we should adjourn this meeting today to another day - none of this has been sorted out and until we can price out the work and the ratepayers get more information - perhaps Council should get some figures and bring more information to the people There are alot of people who are not present I am mad about my assessment, but we cannot do anything about that as it is set by all municipalities Pehaps there should be a vote on selling the equipment and graders Should have another meeting later After discussion Stan Boles made the following motion Moved this meeting not be adjourned today and another meeting be held another day so more ratepayers could be and Council can obtain more prices about contracting and more information about assessment, mill rates and taxes from other areas Seconded by George Kopulas Marj Vetter I am opposed to this motion Some people are playing games - we will fire all these people and what would happen to them There is nothing wrong with people working for the M D Dale Moran: How many people have crunched the numbers - if they work great - we have men hired on - let them go - but there is also the social aspects to be considered People will be out of work Contracting may save some money, but you must know before you make such a decision. Compare the social side to the dollar side The employees have families too There are pros and cons on both side Lloyd Penner My concern is if this meeting is continued and a motion is to be made about contracting, every ratepayer should be advised about the possible decision that could be made as everyone might not agree with that decision Harold King- There is $600,000 unpaid taxes - and the rest of us will have to pay an additional 17% to cover this loss We are going to be short It was noted Mr King's comments were not related to the motion on the floor. Bruce Boles I am in favour of continuing this meeting at a later date Allen Becker: Things are moving pretty fast Perhaps Council should sell half of the graders this year and see what happens next year Mr Marz We have informed you of the prices of our own crews vs contracting on the road crew and gravel trucks but you do not seem to accept these figures If we get information to compare our graders to contracting a grader would you accept that information? Will everyone here today come to the next meeting or will only a small group show up to provide direction to Council? Use to be about 3% Comment now about 13% The gravel you put on the roads has too much rock and not enough sand That is why there is so much washboard What is the good of building more roads, maintain the ones you have Cut out the washboards Use to have this meeting in March, now come it is so late this year? Mr Marz This was the only date left, it was changed three times The annual meeting must be held no later than April 30th George Kopulus• Make sure it is held in March next year Ralph Loosmore. With regard to the Hutterites statistics use to be about 3 6% owned in the Province, so in 28 years they have not increased too much Question When do you want to adjourn this meeting to? Morris Charleton. What is your policy regarding survey stakes?
