HomeMy WebLinkAbout1992-03-18 Council MinutesIs 1q]W DWI ROAD COMMITTEE MARCH 18th, 1992 The Road Committee of Otto Hoff, Lawrence Hogg and J C Jeffery reviewed the following projects on March 18th, 1992 The following recommendations were made. 1 Ken Lowen - advise Oris to fix fence at house - advise Jean to make up agreement for Gordon Taylor to give to Finlay 2 Check about other road access agreements with Finlay 3 SR 841 - Dennis Bramley to redefine ditch area for approximately 200 yards on east side at top of the hill to prevent field runoff Torchinsky to advise re. sluffing - Finlay to advise re drainage near Ralph Lowen property 4 Gravel in ditches becoming a real problem 5 Rosebud Gas Co -Op - S E 4- 28 -20 -4 - Recommend the Co -Op be allowed to install approach to our standards. They build and provide pipe and pave apron to the property line 6. Write City of Drumheller and ask them to gravel the road by the Jail 7 Pull weight restriction signs on gravel portion of the Buffalo Jump Park Road Pavement in poor condition on the east end 8. Fencing Projects use 80 pound wire - There have been alot of breaks on new projects Solution ?? Is is occuring because of snow drifts? John C Jeffery was also present for the meeting The committee reviewed two applications submitted and made the following recommendations. 1 St Ann's Trading company - for $58,610 58 2. Drumheller Ski Club for $50,000.00 John C Jeff ery+, C L G M Municipal' Administrator 46 N t I' r • EXECUTIVE COMMITTEE REPORT MARCH 18th, 1992 The Executive Committee of Otto Hoff and Lawrence Hogg met at 9.00 A.M. on Wednesday, March 18th, 1992, at the M D of Kneehill administration office in Three Hills John C Jeffery, Municipal Administrator, was present Mrs Jean Wilkinson, Assistant Administrator, was present and recorded the minutes The following items were reviewed: 1 Letter from County of Leduc County of Leduc has sent a letter to the AAMD & C regarding the Association's position on the proposed Assessment Corporation Act County is strongly opposed to the proposal and feel the Association should take a strong stance on this matter Also disappointed the members on the Statute Review Committee dial not prepare a minority report in light of the significance of this matter Executive Committee recommend to accept and file as information 2 AAMD & C Letter re Agricultural Nuisance Conflicts President Miller and two directors met with a delegation from the Legislative Assemby of Western Australia to discuss the issue of agricultural nuisance conflicts The delegation was investigating the issues surrounding these conflicts and was given the task of developing recommendations on how to address them Their report is now complete and AAMD & C have forwarded a copy Executive Committee recommend a copy of the report be given to each councillor for their information 3 Electoral Boundaries Commission Premier Getty has sent a letter in response to the M.D concerns about the proposal He indicated the proposals and interim report were not prepared by the Government and it would be untimely for him to comment until the final report has been completed and presented to the Legislative Assembly However he assured Council their views would be considered Executive Committee recommend to accept and file 4 AAMD & C Letter re. Report A Poacher Program AAMD & C has been approached by Fish and Wildlife requesting the assistance and co- operation of rural municipalities in promoting the Report A Poacher Program They would like to increase the visibility of the program by placing approximately 200 signs throughout Alberta next to secondary roads They would like the municipal crews to put up the signs for them and would reimburse the municipalities for the costs incurred and also for any subsequent maintenance and or replacement activities that would be necessary Fish and Wildlife officials will contact municipalities to further discuss this matter 1 /1�11_4__l 4 N 0 EXECUTIVE COMMITTEE REPORT MARCH 18th, 1992 Executive Committee recommend the M D co- operate by accepting C 'ej responsibility for erection and maintenance of the signs and R F K costs for same be billed back to Fish and Wildlife 5 AAMD & C Letter re New Safety Codes Act AAMD & C requested Brownlee Fryett to review the potential impact of Safety Codes legislation on municipalities which choose to remain unaccredited There was concern an unaccreditated municipality might be exposed to some liablity where an accident had resulted due to insufficient provincial safety services, simply because municipalities had the option under the legislation to seek accreditation, and thus ensure that adequate safety service was provided by the municipality itself Brownlee Fryett have confirmed a municipality should face no liability under such circumstances They suggest that responsibility under the Act remains with the Province except where a municipality seeks and obtains accreditation, and that no liability will attach to a municipality arising out of the Safety Codes Act and the decision to remain unaccredited under that Act �\vcd Executive Committee recommend to accept and file as information 6 Alberta Municipal Financing Corporation Annual Meeting Alberta Municipal Financing Corporation will hold their annual meeting on Thursday, April 23rd, 1992 at the Mayfield Inn, Edmonton Executive Committee recommend the M D appoint W R Gartner as Send proxy for the meeting and no councillor attend the meeting 7 1992 STEP PROPRGAM Alberta Career Development has allocated $5320 00 to the M D under the 1992 STEP Program � e�EPr Executive Committee recommend the M D take advantage of the sPn program and hire appropriate staff for the period May 1st ��r to August 31st, 1992 G y vtsQd 8 Alberta Agriculture re* Odor Control Jack Hazelwood from Alberta Agriculture has forwarded a Farm and Food Report regarding a project which was carried out in Saskatchewan using different materials to cover manure lagoons to reduce odour It appears a straw cover provides odour control for more than two weeks before it sinks into the lagoon Copy Executive Committee recommend to accept and file as information 1pv- n }" and a copy of the report be made available to anyone interested n\eX 9 Big Count k l e Country Tourist Association Big Country Tourist Association has forwarded a price list for purchase of maps and other tourist information. Executive Committee recommend to accept and file as information�I� d 10 M D Pin Poli 2 EXECUTIVE COMMITTEE REPORT MARCH 18th, 1992 Suggestion made by the office that the current M D pin policy is unfair Most pins are given out free - no limit on number of pins which are given to teams going to provincial finals, councillors take pins as required - feel it is unfair to charge for a pin for the few individuals who come in to get one Have asked if pins can be given out as a public relations gesture Executive Committee recommend the M D policy 11 -7 regarding �oncP M D pins be cancelled and pins be given out at no cost 11 Request from Rural Crime Watch Association Larry Kientz from the Rural Crime Watch Association in Ranges 26 and 27 has asked if the M D would make a contribution to this program County of Mountain View contribute $700 00, Olds $300.00 and County of Red Deer $350 to $400 00 Would the M D put up the signs for the association as their contribution? Executive Committee recommend the M D agree to erect the signs for the association 12 City of Drumheller Biting Fly Control Program i The City of Drumheller will be spraying for mosquito control again this year and have asked permission to have access to two parcels of M D land I e Ic- t r Executive Committee recommend the City be given permission to go on to the M D lands Pt N W 31 -28 -20 and Pt N E 23 -29 -21 in Sc� order to check for mosquito larvae and to spray for same if necessary 13 Alberta Bridge Branch - File 9261 and 76188 Alberta Bridge Branch have advised the above mentioned culverts will be affected by realignment of the road over the Lone Pine Creek File 9261 SSE 28- 30 -26 -4 and File 76188 WNW 22- 30 -26 -4 They request the M D to obtain the standard bridge surveys for these two locations Executive Committee recommend Torchinsky Consulting be hired toPC�t do the necessary bride surveys 14 Alberta Attorney General re. Fines Alberta Attorney General's office advise some fine payments may have been paid to the wrong jurisdications If an overpayment to an area has occured the overpayment will be deducted from any future fines due until it has been recovered Executive Committee recommend to accept and file as information 15 Alberta Senior Citzens Week Alberta Seneiors Advisory Council advise June 7t to 13th is Alberta Senior Citizens Week Executive Committee recommend to accept and file as information 16 Town of Three Hills Main Street Improvement Program 3 1 17 U EXECUTIVE COMMITTEE REPORT MARCH 18th, 1992 The Town of Three Hills is looking at a program to improve the main street of Three Hills. Committee recommended the Town remove the existing sidewalks and construct new curbs and sidewalks with new lights, trees, benches, etc Try to create a warmer, outdoor mall effect Town Council has accepted the project in principle and intend to do from 1st Avenue East to 6th Avenue East this summer Invite the M D to review their artist conception, plans and cost estimates Executive Committee recommend a letter be sent to the Town W advising them of the costs incurred by the M D to replace the 5O�d�5 sidewalk in front of the M D building and requesting reimbursement for same as per discussions with the Town 17 Letter from Alberta Best Town of Three Hills, and Three Hills and District Chamber of Commerce and the Economic Development Committee are hosting j Alberta Best training seminars for management and staff Seminars were development by Alberta Tourism in response to industry's needs Executive committee recommend to accept and file as information The Executive Committee meeting then adjourned 4 J - - -- - -- - - - - -- -- - - - - -- rs Jean Wi ' ns - -- ssistant Administrator
