HomeMy WebLinkAbout1992-03-05 Council MinutesE c-. 0 EXECUTIVE COMMITTEE REPORT MARCH 5th, 1992 The Executive Committee of Otto Hoff and Lawrence Hogg met at 9.00 A M on Thursday, March 5th, 1992, at the M D of Kneehill administration office in Three Hills John C Jeffery, Municipal Administrator, was present Mrs Jean Wilkinson, Assistant Administrator, was present and recorded the minutes The following items were reviewed- 1 Road Bans The Road committee has imposed road bans on all secondary roads at 75% with the exception of SR 806 This road has not been tested Germs, -L Executive Committee recommend to accept the report and further recommends SR 806 be tested by Alberta Transportation p T � ee his 2 Flex Time for 4 Office Staff not s The request from the four workers for consideration of a flex time system was reviewed A system has been worked out to allow them to each take a scheduled day off during the months of March, May, October and November The months of January, July, August and September and December were not considered due to work requirements and holiday periods The months of February, April and June were also not considered and were left open to allow time for other employees who may need to be away The 4 workers will keep track of any hours they spend to accumulate the time required to cover their flex day in a separate column on their time sheets and it will not be considered overtime This is on a trial basis for 1992 to see what impact it will have on the office The office is very close to being unstaffed and having staff away on a regular basis may cause some problems nn,s Executive Committee recommend to accept the report as informations and the flex time proposal be discussed again with the workers�`� next year 3 Drumheller Valley Ski Club The Drumheller Ski Club have requested assistance from the M.D to help them construct a ski hill. Would the M D consider the possibility of utilizing M D equiment for some portion of the earthmoving required for development of the hill They would like to meet with Council to discuss their project. \e4tPr Executive committee recommend the Club be invited to meet with sen-E Council on March 24th, 1992 4 Letter from Arnold Malone, M P Arnold Malone has invited everyone to attend the Annual Meeting �AIOA, of the Crowfoot Progressive Conservative Association in Camrose on March 4th 1 01' EXECUTIVE COMMITTEE REPORT MARCH 5th, 1992 Executive Committee recommend to accept and file as information 5 Brochure from Access Network. Access Network have forwarded .information about the video called Hands on Democracy. It can be used to stimulate interest in running for elected office, dispel myths about the government system and orient newly elected officals to the challenges they face Executive Committee recommend to accept and file as there is already a video on hand 6 Abandoned Railway Lines Mrs. Feltham's office called about the abandoned railway lines There is a chain of offers but the land might be made available Sc:T to the landowners Phone CP Rail Legal Adviser in Montreal for ,a more advice - Phone 514- 395 -6675 RP -j1e4 7 Grantville Play Park A letter from the residents of Grantville has been received regarding the proposal to dispose of the play park in their area -rGb 1,- � k Executive Committee recommend one more letter be sent to the MG" fir mp Town of Three Hills asking if something can be worked out 2-" ' 8 Bridge Branch Reports Bridge Branch has made recommendations regarding repairs required to various bridges in the area Bridge Branch recommend to accept responsibility for the fe�rea� maintenance and the work be done as required 9 Palliser Planning Road Study meeting Palliser Planning have forwarded a preliminary agenda for this meeting Meeting is scheduled for March 12th, 1992 at 1.00 P M Executive Committee recommend to accept and file as information t and those councillors who can attend the meeting. 10 Policy Book Review Due to time constraints in council meetings Executive Committee i recommend a special day be set for review of the book and suggest April 15th be set for this and a possible extra day for s Court of Revision 11 Alberta Tourism CTAP Program d Alberta Tourism have suggested the M D consider revision of f their CTAP plan using the revised 1988 CTAP manual Executive Committee recommend to accept and file as the program s will likely be finished in 1993 i 12 Freon Recovery and Recycling Equipment j Information has been received which indicates it may be illegal after July 1st not to use a recovery and recycling unit for freon Rules will be implemented to provide for mandatory 2 EXECUTIVE COMMITTEE REPORT MARCH 5th, 1992 recovery and recycling, mandatory training with certification, record keeping for all sales and volume used There may be a fine of $100,000 imposed if the product is not handled properly Legislation has been put in place effective July 1st in Manitoba and may be put in in Alberta Executive Committee recommend the shop hire the local refrigeration service man if it is necessary to evacuate any air conditioning system and keep track of the costs incurred and the matter be reviewed again next year Mechanics should still be Cope able to recharge the systems without any problem keOLV\ -3) _ -Dec 1-' Lo rP v 13 Bridge File 81848 WSW 22- 31 -24 -4 Bridge Branch advise the pipes at this location are in bad shape They will supply a new pipe and a grant and the M D will complete the project by removing the pipes and installing the new one �e Executive Committee recommend the Three Hills Golf Course Project be expanded to include this portion of the road (about ° 2 half a mile) and the culvert installation be done when the road project is done and the grant be applied for on completion of the project. 14 G S T Rebates on Road Projects Federal Government has worked out the details of G S T charged for road projects If a project is 100% funded by the Province and managed by the M D the M D can get full 7% G S T back If project has a cost overrun and this cost overrun is funded by Transportation then M D can still get full 7% If project overrun is shared by both then the ENTIRE PROJECT will only be eligible for 57 14% of the G S.T paid Executive Committee recommend to accept and file as information. 15. Vincent Molloy of Torchinsky Retirement Mr Molloy is retiring Torchinsky is holding a retirement dinner for him on Saturday, March 14th in Calgary. Executive Committee recommend to accept and file 16 Membership on Drumheller Health Unit Board Drumheller Health Unit has forwarded information about how members may be appointed to a local health unit board Currently all members on their board are council members Members from the public may sit on the board. Suggest Councils might review how members are appointed to sit on this board. Executive Committee recommend a map showing the wards for the r! Health Unit Area and a copy of the regulations be obtained 17 Prov Planning Boad - Subdivision Appeal - Brian Taiinsh Provincial Planning Board would like to hold a subdivision appeal for Mr. Tainsh in Calgary on March 25th if everyone involved can attend There is a rush to complete the appeal 3 n y�r�rr■r i i EXECUTIVE COMMITTEE REPORT MARCH 5th. 1992 process as a sale is involved It was agreed if everyone was agreeable, the M D could either send a councillor to the hearing if required or submit a letter regarding the M D position Planning Board will confirm in due course if the hearing will be held at that time Mr Hoff indicated he could attend if necessary Executive Committee recommend the M D would have no objection OtEo to the hearing being held in Calgary and Otto Hoff attend the Qdv, hearing if possible 18 Wild Rose East Central Communitv Futures Association Association has invited R A. Marz to attend their next regular meeting on March 5th in Rockyford Executive Committee recommend to accept and file and R A Marz attend if he wishes. 19 AAMD & C Spring Convention Agenda Association has forwarded agenda for spring convention Also forwarded a notice of motion regarding changing the association by -laws to allow the Executive to set the membership fees in accordance with a different formula In either proposal set out the M D would pay a higher membership fee -� � led Executive Committee recommend each councillor be given a copy of C oP� the agenda and notice of motion and the M D not support the notice of motion at the convention. Ash c--ou r'+a il1o�/ ** *All Councillors please review the notice of motion 20 Workers Compensation File Review A suggestion has been received that for a fee a company would review all large compensaton claim files to see if the M D had been charged too high a rate for compensation coverage The last three claims are quite substantial and it might be worth while having the review done Fee would be about $300 to $400 per file.
